SUMMARY

Master plan on Bac Giang province for the 2021-2030 period

The Decision No. 219/QD-TTg approving the master plan on Bac Giang province for the 2021-2030 period, with a vision toward 2050 is issued on February 17, 2022 by the Prime Minister.

The Decision sets out the following targets by 2030: To promote all potentials, advantages and resources to help Bac Giang province develop quickly, comprehensively and sustainably; to consider the industrial sector a main driving force for the provincial growth associated with development of new spaces, turning the province into one of the industrial development centers of the region; to develop with breakthroughs diverse services; to make investment in technical, social and urban infrastructure facilities to be synchronous and modern, etc.

Besides, to develop a diversified, modern and sustainable service sector; to ensure breakthrough development of a number of services with potential and advantages and highly competitive services, making Bac Giang province become the region’s gateway and the center for cargo transshipment, transportation, warehousing, logistics and trade; to form and develop national tourist zones, making tourism services an important economic sector; to facilitate synchronous development of production services, social services and public services.

This Decision takes effect on the signing date.

DECISION

Approving the master plan on Bac Giang province for the 2021-2030 period, with a vision toward 2050[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the November 24, 2017 Planning Law;

Pursuant to the June 15, 2018 Law Amending and Supplementing a Number of Articles of Eleven Laws concerning Planning;

Pursuant to the November 20, 2018 Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws concerning Planning;

Pursuant to the National Assembly Standing Committee’s Resolution No. 751/2019/UBTVQH14 of August 16, 2019, on interpretation of a number of articles of the Planning Law;

Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing the implementation of a number of articles of the Planning Law;

Pursuant to the Government’s Resolution No. 11/NQ-CP of February 5, 2018, on organization of the implementation of the Planning Law;

Pursuant to the Government’s Resolution No. 119/NQ-CP of September 27, 2021, on tasks and solutions to raise the quality and accelerating the formulation of master plans for the 2021-2030 period;

Pursuant to the Prime Minister’s Decision No. 139/QD-TTg of January 20, 2020, approving the task of formulating the master plan on Bac Giang province for the 2021-2030 period, with a vision toward 2050;

At the proposal of the People’s Committee of Bac Giang province in Report No. 590/TTr-UBND of November 17, 2021, and Document No. 97/UBND-TH of February 10, 2022, requesting approval of the master plan on Bac Giang province for the 2021-2030 period, with a vision toward 2050,

 

DECIDES:

Article 1. To approve the master plan on Bac Giang province for the 2021-2030 period, with a vision toward 2050, with the following principal contents:

I. PLANNING SCOPE AND BOUNDARIES

The scope and boundaries for formulation of the master plan on Bac Giang province cover the whole Bac Giang province with a natural area of 389,589 hectares, at the geographical coordinates from 21°07’ to 21°37’ north latitude, and from 105°53’ to 107°02’ east longitude, in the northern midland and mountainous region. Bac Giang province borders Lang Son and Thai Nguyen provinces to the north; Bac Ninh, Hai Duong and Quang Ninh provinces to the south, Thai Nguyen province and Hanoi city to the west, and Lang Son and Quang Ninh provinces to the east.

II. VIEWPOINTS, OBJECTIVES AND DEVELOPMENT BREAKTHROUGHS

1. Viewpoints

- The master plan on Bac Giang province for the 2021-2030 period, with a vision toward 2050 (below referred to as the Master Plan), must be in line with the 2021-2030 ten-year socio-economic development strategy of the whole country; national- and regional-level master plans, and the master plan on construction of the Hanoi capital region through 2030 with a vision toward 2050.

- Fast and sustainable development is a consistent requirement, relying mainly on science, technology and innovation, thus making science, technology, knowledge-based economy and comprehensive digital transformation a major contributor to raising the growth quality; to ensure harmony between economic development and culture, social affairs, environmental protection, nature and biodiversity conservation, and climate change adaptation.

- To organize and arrange rational spaces for development of socio-economic activities in order to efficiently tap advantages of the transitional position between the northern midland and mountainous region with the Red River delta region and the northern key economic region, closely linked to the capital region.

- To bring into play existing potential and advantages; to mobilize, allocate and efficiently use resources to realize the set development goals; to make focused investment in association with restructuring the economy, focusing on in-depth growth and creating new driving forces for development; to harmoniously combine the development of dynamic zones with areas with difficult conditions and areas satisfying environmental protection conditions; to consolidate linkages in the development with localities in the region and adjacent areas, taking the initiative in international integration.

- To maximize the utilization of the human factor to ensure sustainable development; to formulate policies to encourage and promote the spirit of dedication, aiming to improve the material and spiritual life of the people; to regard investment and education and training development as foundations for sustainable and long-term development; to make changes in the training of high-quality human resources in order to improve labor productivity.

- To closely combine socio-economic development with national defense and security assurance, build the all-people national defense posture associated with the people’s security posture, ensure social order and safety on the basis of consolidating physical foundations and forces and building solid defense areas; to build an orderly, disciplined and safe society, guaranteeing a peaceful and happy life of the people.

2. Development goals through 2030

a/ General objectives

To promote all potentials, advantages and resources to help Bac Giang province develop quickly, comprehensively and sustainably; to consider the industrial sector a main driving force for the provincial growth associated with development of new spaces, turning the province into one of the industrial development centers of the region; to develop with breakthroughs diverse services; to develop agriculture in a stable manner toward safety and higher quality and efficiency; to make investment in technical, social and urban infrastructure facilities to be synchronous and modern; to make science, technology and knowledge-based economy become a main contributor to raising the growth quality; to strongly develop high-quality human resources; to comprehensively develop education, health, culture and social affairs in order to put the province in the advanced group of the whole country; to improve material and spiritual lives and living environment of the people; to expand international cooperation and integration; to build a solid national defense and security posture.

By 2030, Bac Giang will become a modernity-oriented industrial province, with the size of GRDP being among the country’s leading 15 provinces and cities, and the top of the northern midland and mountainous region.

b/ Specific objectives through 2030

- Economically:

+ The average economic growth rate in the 2021-2030 period will be 15-16%, of which the growth rate of the industry-construction sector will increase by 17-18% per year (industry, 18-19% per year, and construction, 12-13% per year); service sector, 10-11% per year; and agro-forestry-fisheries sector, 2-3% per year.

Economic structure in 2030: The industry-construction sector will account for 66-67% (industry, 60%); agro-forestry-fisheries sector, 6-7%; service sector, 24-25%, and product tax sector, 2-3%.

+ Per-capita GRDP in 2030 will reach about USD 9,800 (calculated at current prices).

+ The contribution of total factor productivity (TFP) to the economic growth in 2030 will be around 50%.

+ The average labor productivity growth rate in the 2021-2030 period will reach about 13% per year; by 2030, the average labor productivity will reach VND 475 million per laborer (calculated at current prices).

+ State budget revenues in the province will increase by over 18% per year on average.

+ Development investment capital mobilized from the entire society in the 2021-2030 period will exceed VND 1.5 quadrillion.

+ Tourist arrivals will surpass 7.5 million in 2030.

- Regarding culture, social affairs, education and health care:

+ Human development index (HDI) will reach 0.85.

+ The percentage of schools attaining level-2 national standards will exceed 33%.

+ The number of hospital beds per 10,000 people will be over 40.

+ The rate of poor households will drop by an average of 1-1.5% per year.

+ The percentage of trained workers will reach over 90%, of which trainees acquiring diplomas and certificates will account for 35-40%.

- Regarding environmental protection:

+ The proportion of the population supplied with clean water will be 92% (100% in urban areas and 90% in rural areas).

+ The proportion of treated solid wastes will surpass 95% (100% in urban areas and over 90% in rural areas).

+ All industrial parks and clusters and urban centers will have concentrated wastewater treatment systems; production and business establishments will conform to environmental technical regulations.

+ The forest coverage rate will be 37%.

- Regarding spaces and infrastructure facilities:

+ The urbanization rate will be 55-60%; to build and expand Bac Giang city into a smart city meeting grade-I urban center criteria, which will be an economic, political and service center of the province; Viet Yen and Hiep Hoa districts will be upgraded into towns; Chu township will be expanded into a town, and Voi township will meet grade-IV urban center criteria.

+ Eight out of 9 districts will attain new-style countryside standards;

+ Investment infrastructure will be developed to be synchronous and modern; transport infrastructure will become complete and safe; electricity will be enough to meet production and daily-life needs; water sources for production and daily-life activities will be sufficient; the system of dikes and dammed reservoirs will be safely built; social infrastructure facilities will meet development needs.

- Regarding national defense, security, and social order and safety:

To enhance the management of national defense and security; to proactively grasp the situation so as not to fall into passive and unexpected circumstances; to properly prevent and combat traditional and non-traditional security challenges, ensure the construction of the all-people national defense posture associated with the people’s security posture, and ensure social order and safety.

3. Development breakthroughs

- To improve mechanisms and policies and carry out administrative reform, focusing on the research, promulgation or proposal on promulgation of mechanisms and policies on development of dynamic zones and key products; and those on infrastructure, attraction of large investors, manufacture of allied industry products and supply of input materials; and policies to facilitate labor force restructuring, etc.

- To focus on building, and creating breakthroughs in, the economic infrastructure system to meet development requirements, focusing on transport, industrial, urban and digital transformation infrastructure facilities, etc.

- To comprehensively develop human resources, science, technology and innovation associated with inspiring aspirations to make dedications and advancements; to promote cultural values, and carry out comprehensive renewal of education and training, attaching importance to support and investment to increase the percentage of high-quality labor in the labor structure.

4. Development vision toward 2050

By 2050, Bac Giang province will become a modern industrial province based on comprehensive and sustainable development. To develop green industry and ecological industry, organize production activities with concentrated and professional industrial parks and clusters; services will be developed toward diversity and modernity with an increasingly higher proportion in the economic structure; to develop a clean, quality and effective agriculture; to organize spaces for scientific development; to build a system of modern and smart urban centers, harmoniously developed rural areas, and a synchronous infrastructure system; to preserve and promote national cultural identities of the local people; to develop education and training; to care for people’s health and unceasingly improve social security; to help build a good life for the people with high living standards; to guarantee political security, national defense, and social order and safety.

III. DEVELOPMENT OF INDUSTRIES AND SECTORS

1. Orientations for development of important sectors

a/ Industrial sector

To develop the industrial sector toward sustainability, turning Bac Giang province into one of industrial development centers of the region; to maintain a high growth rate, making the industrial sector continue to be the main driving force for economic growth of the province.

b/ Service sector

To develop a diversified, modern and sustainable service sector; to ensure breakthrough development of a number of services with potential and advantages and highly competitive services, making Bac Giang province become the region’s gateway and the center for cargo transshipment, transportation, warehousing, logistics and trade; to form and develop national tourist zones, making tourism services an important economic sector; to facilitate synchronous development of production services, social services and public services.

2. Orientations for development of other industries and sectors

a/ Agro-forestry-fisheries sector

To build agriculture toward modernity, sustainability, and production of goods with productivity, quality, efficiency and competitiveness on the basis of developing hi-tech agriculture, smart agriculture and clean agriculture; to develop forestry and fisheries toward sustainability, higher economic efficiency and environmental protection.

b/ Science, technology and innovation

To build modern and synchronous technical infrastructure facilities and equipment; to build a contingent of scientific and technological staffs capable of absorbing, mastering, developing and transferring advanced and modern technologies; to strive for numerous valuable researches in different sectors; to develop scientific and industrial potential, biotechnology and information technology associated with digital transformation, new material technology, and medical-pharmaceutical technology, etc.

c/ Culture and sports

To promote culture and family development while ensuring the preservation of cultural identities of the land and people of Bac Giang province; to conserve and promote cultural heritages associated with sustainable tourism development; to prioritize renovating and embellishing recognized relics that have been degrading and relics potential for tourism development; to focus on building and step by step improving the system of cultural and sports institutions; to ensure extensive and sustainable development of physical training and sports activities, and develop high-achievement sports, focusing on sports in which the province has strengths and Olympic sports.

d/ Education and training and vocational education

To create fundamental changes in quality and efficiency of education and training; to build an open education system with educational structure and methods suitable to local conditions, thus making the province become one of the country’s leading 10 provinces in terms of education and training development qualifications and quality; to review and reorganize the network of education institutions with conformable and standardized advanced and modern physical foundations; to raise the quality of teachers on par with that in other regions.

To improve the quality of human resources; to generate jobs and improve the material and spiritual life of workers and laborers; to strengthen and scale up vocational education institutions in combination with renewing them and making big improvements in the training quality and efficiency of vocational education; to build a high-quality workforce meeting international and ASEAN regional standards.

dd/ Health and people’s health care

To build and develop a gradually modern and synchronous medical system, ensuring balanced and harmonious development between medical examination and treatment activities and preventive medicine activities, improving health and primary health care; to consolidate and develop a system of high-quality hospitals and health establishments; to improve operational efficiency of commune-level health stations; to build a synchronous preventive medicine and disease control system capable of forecasting and controlling diseases; to build and develop a contingent of medical workers to meet the needs of people’s health care; to improve the quality of population.

e/ Social security

To mobilize all possible resources for investment in infrastructure and support for fast and sustainable poverty reduction for poor districts and extreme difficulty-hit communes, particularly the poorest villages and communes; to properly ensure social security; to improve the quality of life of people with meritorious services to the nation in each period of socio-economic development of the province, ensuring that it is at least equal to the general average level; to intensify public communication for integration of contents on social evil prevention.

g/ National defense and security

To build comprehensively strong armed forces in the province; to enhance high combat readiness so as not to fall into passive and unexpected circumstances, and promptly and effectively address various situations; to maintain political security and social order and safety.

3. Plans on development of transport networks

a/ Plan for development of national transport infrastructure facilities

- Expressways, national highways, railways and waterways: To comply with relevant national master plans.

- Inland waterway ports: To transform A Lu port into a passenger port; to retain 2 existing ports; to plan 16 new general ports.

- Inland container depots (ICD): To plan 4 ICD development zones, including a zone for general services, logistics services and ICD in Huong Son; logistics service zone-cum-ICD in Dong Lo-Tien Son; inland waterway port-cum-ICD in Long Xa; and inland waterway port-cum-ICD in Yen Son.

b/ Plan on development of provincial-level transport infrastructure facilities

To plan 38 provincial roads with a total length of about 1,128 km, specifically as follows: To keep the length of 9 existing provincial roads unchanged; to adjust the length of 7 other existing roads; to upgrade 10 existing district roads to provincial roads with a total length of about 291 km; to open 12 new roads with a total length of about 351 km (details are provided in Appendices I and II).

4. Plans on development of energy and electricity supply networks

a/ Electricity generation sources

To maintain existing sources of electricity generation; to develop electricity generation sources for the 2021-2030 period, including An Khanh thermal power plant with an output of 650 MW; and Bac Giang waste treatment and electricity generation plant with an output of 12 MW.

To develop renewable energy sources, including solar power plants with an output of about 400 MW; electricity sources from rooftop solar power units at workshops of industrial parks and clusters with a total output of about 2,320 MW; and wind power sources connected to power grids with a total output of about 700 MW.

b/ Power supply source for the province from the national power transmission system

500 kV grids: To build two 500 kV transformer stations with a total output of 1,800 MVA in Luc Nam and Yen The districts; to build some 50 km of 500 kV transmission lines.

220 kV grids: To increase the output of Quang Chau transformer station to 500 MVA; to build 7 new transformer stations with a total output of 2,000 MVA; to renovate and build transmission lines with a total length of about 365 km.

c/ 110 kV grids

By 2030, the province will have 68 transformer stations with a total output of 7,226 MVA, of which 6 existing transformer stations with an output of 681MVA will be retained; 10 others will be renovated to have an output of 1,210 MVA; and 52 new transformer stations with an output of 5,375 MVA will be built.

To build 69 transmission lines of 110kV with a total length of about 350 km.

d/ Distribution and low-voltage grids

To build new medium-voltage transmission lines with a total length of about 1,832 km; to build 2,608 distribution transformer stations, and about 1,858 km of low-voltage transmission lines.

(Details are provided in Appendix III)

5. Information and communications development plan

In the postal sector, to transform traditional postal services into digital ones, and make delivery services an important infrastructure system of the digital economy, thereby promoting the digital government and digital society.

To transform telecommunications infrastructure facilities into digital ones, and build 5G mobile information network infrastructure facilities in all residential areas; by 2030, there will be at least one mobile information access station within a radius of 0.22km.

To build and upgrade inter- and intra-provincial fiber optic cable transmission lines to meet the need for development of broadband services and smart urban centers; to lay all telecommunications cable network infrastructure facilities underground in new industrial parks, residential areas, urban areas and roads, and 40-50% thereof in existing industrial parks, residential areas, urban areas and roads.

To develop digital platforms and apply new digital technology to the reform of administrative procedures, building of smart cities and gradual shift to digital administration; to complete a digital administration infrastructure for operation of state agencies; to develop the province’s data integration center; to build provincial database systems; to form data platforms for key economic sectors; to build and complete a security operation center (SOC) connected to the security operation support system to serve the digital government.

To set orientations for attracting investment in information technology industry development parks; to keep Bac Giang province in the group of 10 provinces with the largest revenues from information technology industry and digital technology in the country.

To facilitate the digital transformation in infrastructure facilities of major press agencies after the model of convergence newsrooms and multimedia communications.

6. Plans on development of water supply and drainage networks

a/ Plan on water supply zones

- The eastern zone, embracing Lang Giang, Yen Dung, Luc Nam, Luc Ngan and Son Dong districts with expected water sources of Cam Son lake and Luc Nam river.

- The western zone, embracing Bac Giang city and Viet Yen, Hiep Hoa, Tan Yen and Yen The districts with expected water sources of Thuong river, Cau river and Cam Son lake (supplied through Bac Giang DNP water plant).

b/ Plan on water supply for areas

The total water demand by 2030 will be about 711,000 m3 per day, specifically as follows:

- Urban water supply: Water will be supplied from inter-regional water supply facilities with a capacity of about 115,000 m3 per day, and from 34 urban water supply facilities with a capacity of about 173,000 m3 per day.

- Rural water supply: Water will be supplied from 114 facilities with a total capacity of about 160,000 m3 per day, specifically as follows: To renovate 32 small-sized facilities that have stopped operation; to renovate and maintain sustainable operation of 47 concentrated water supply facilities; to renovate and increase the capacity of 11 existing facilities, and build 24 inter-commune concentrated water supply plants.

- Water supply for industrial parks and industrial clusters: Industrial parks located along the Hanoi-Lang Son expressway will be supplied with water mainly supplied from the DNP water plant in Lang Giang district (with its capacity to be increased from 29,500 m3 per day to 100,000 m3 per day); to increase the capacity of the water plant for Van Trung and Quang Chau industrial parks; to build concentrated water plants for newly planned industrial parks; industrial clusters adjacent to urban centers will be supplied with clean water from concentrated water supply stations in such urban centers and from to-be-invested stations.

(Details are provided in Appendix IV)

c/ Water drainage plan

Bac Giang province will be divided into 5 water drainage zones on the basis of hydraulic-work zones, including: (1) Drainage zone for the Cau river’s hydraulic-work system; (2) Drainage zone for the Soi river’s hydraulic-work system; (3) Drainage zone for the Cau Son-Cam Son hydraulic-work system; (4) Drainage zone for the Luc Nam river’s hydraulic-work system; and (5) Drainage zone for the Nam Yen Dung hydraulic-work system.

Three methods will be applied to water drainage including natural self-drainage for mountainous areas, self-drainage through sewers for midland areas, and dynamic drainage by electric pump stations for delta areas.

For rural areas: Depending on topographic conditions of residential areas, water may be drained into the system of canals, ditches, ponds and lakes in localities.

For urban centers: Drainage systems in urban centers will be divided into water drainage basins that ensure fast and thorough rainwater drainage; while urban centers will have wastewater collection and treatment systems.

7. Plans on development of hydraulic-work networks

a/ Water supply and drainage zones

- Regarding water supply: There will be 5 water supply zones, including the Cau river zone; Soi river zone; Nam Yen Dung zone; Cau Son-Cam Son zone; and Luc Nam river zone.

- Regarding water drainage: There will be 5 drainage zones, including one drainage zone for the Cau river hydraulic-work system; Soi river’s drainage zone; Nam Yen Dung drainage zone; Cau Son-Cam Son drainage zone; and Luc Nam river’s drainage zone; for the Soi river’s drainage zone and Luc Nam river’s drainage zone, the method of self-drainage will be applied; for the remaining 3 drainage zones, both methods of self-drainage and dynamic drainage will be applied.

b/ Planning of hydraulic structures

By 2030, to renovate 17 existing reservoirs managed by district-level authorities and build 8 new ones and put all of them under management by provincial-level authorities; to renovate 29 existing pump stations and build 2 new ones (congregated from the existing 5 pump stations), and plan the construction of 7 new pump stations (details are provided in Appendix V).

c/ Planning of water supply zones

- Cau river’s hydraulic-work system zone, which will embrace the land area of Hiep Hoa, Tan Yen and Viet Yen districts and 3 communes of Bac Giang city with a total area of some 25,000 hectares; and to plan the construction of 3 dammed reservoirs and 11 pump stations for irrigation and drainage purposes.

- Nam Yen Dung hydraulic-work system zone, which will supply and drain water for a total area under cultivation of over 6,000 hectares; and to plan the construction of 9 pump stations for irrigation and drainage purposes.

- Soi river’s hydraulic-work system zone, which will supply and drain water for a total area under cultivation of over 5,000 hectares; and to plan the construction of 10 dammed reservoirs and 1 pump station for irrigation purpose.

- Cau Son-Cam Son hydraulic-work system zone, which will supply and drain water for a total area under cultivation of over 22,000 hectares; and to plan the construction of 20 pump stations for irrigation and drainage purposes, and 18 dammed reservoirs.

- Luc Nam river’s hydraulic-work system zone, which will supply and drain water for a total area under cultivation of over 9,000 hectares; and to plan the construction of 18 dammed reservoirs.

d/ Planning of water drainage facilities

- For the drainage zone of the Cau river’s hydraulic-work system: To dredge and expand Da Mai and Phu Khe streams and build Da Mai sewer; to build, and increase the capacity of, the pump stations of Cong Trang, Thuyen Pha, Nui Cao, Gia Son, Huu Nghi, Noi Ninh, Ngo Khong 2, Nui Truc, Viet Hoa, Cam Bao, Me, and Vuon Ngau; to build Rut sewer and Phu Khe sewer pump stations.

To maintain the self-drainage system on the drainage basin of Dai La, Thanh Van, Hoang Van, Cau Dong and Ca Cuong sewers; to build Yen Ninh drainage pump station.

- For the drainage zone of the Nam Yen Dung hydraulic-work system: To retain 3 pump stations (Yen Tap, Tu Mai and Ghenh Nghe); to renovate and upgrade 5 pump stations; to build Cong Dam pump station.

- For the drainage zone of the Cau Son-Cam Son hydraulic-work system: To retain 2 pump stations (Nha Dau and Dong Cua); to renovate for increasing the capacity of, build and repair shelters of 9 pump stations (Duong Duc, Tan Tien, Thanh Cam, Thai Son, Lac Gian, Xuan Dam, Lang Son, Chau Xuan, and Chi Ly); to renovate for increasing the capacity of, and build shelters of pump stations, management units’ houses and drainage system of Kham Lang pump station; to build embankments along the two banks of Man and Chan streams; and to zone off areas for building pump stations for Man, Chan and Tien Hung streams.

- For the Soi river’s drainage zone: To apply self-drainage method.

- For the Luc Nam river hydraulic-work system’s drainage zone: To apply self-drainage method; and to renovate Cho Xa pump station.

8. Plan on development of waste treatment zones

To plan the construction of 11 waste treatment zones with a total area of about 122 hectares in Bac Giang city and 10 districts (details are provided in Appendix XIII, Section II).

9. Plans on social infrastructure development

a/ Plan on development of cultural and sports infrastructure facilities

By 2030, the province will have a total of 778 ranked relics, including 10 special-grade national relics, 104 national relics, and 664 provincial relics; carry out archaeological research at 19 relic sites; build 12 monuments and monumental paintings; and upgrade 8 existing monuments.

To maintain existing provincial-level cultural and sports institutions, and build a cultural-exhibition center; to plan the construction of cultural and sports facilities, including a provincial stadium; a water sports training and competition complex, and cultural and sports centers to serve industrial park workers.

(Details are provided in Appendix VI)

b/ Plan on development of education and training infrastructure

By 2030, the province will have 58 upper secondary schools and 9 vocational education-continuing education centers, specifically as follows: To maintain the existing land area of 33 upper secondary schools and 3 vocational education-continuing education centers; to expand the land area and increase physical foundations of 20 upper secondary schools and 6 vocational education-continuing education centers; to plan the construction of 10 upper secondary schools in Luc Ngan, Lang Giang, Hiep Hoa and Viet Yen districts and Bac Giang city; 262 early childhood schools, 215 primary schools, 209 lower secondary schools, and 24 primary-lower secondary schools (details are provided in Appendix VII, Section I).

c/ Plan on infrastructure development for vocational education

By 2030, the province will have 53 vocational education institutions under its management, including 17 public institutions and 36 non-public ones.

To expand the Vietnam-Korea Technical Vocational College and the Transport Vocational Secondary School; to upgrade Yen The Mountain Vocational Secondary School into a college; to plan the establishment of 1 public vocational education institution in Luc Ngan district; to develop Ngo Gia Tu College into a multidisciplinary training institution; to plan 8 locations for attracting investment in non-public vocational education institutions in Bac Giang city and Viet Yen, Hiep Hoa, Luc Nam and Yen Dung districts (details are provided in Appendix VII, Section I).

d/ Plan on health infrastructure development

By 2030, Bac Giang province’s system of public health establishments will have 9 public hospitals, 10 district-level medical centers, 209 commune-level health stations, and units in charge of preventive health, disease control, food safety and hygiene, population, and testing; to retain food safety and hygiene branches, population-family planning branches and testing centers; and a general clinic in Mo Trang area, Yen The district.

To maintain and expand the size of hospital beds of 8 provincial-level hospitals; to build a provincial center for disease control, geriatric hospital, and emergency center 115; to increase the number of patient beds of 9 medical centers of districts; to relocate Bac Giang city’s medical center; and to establish medical centers of industrial parks.

To maintain existing non-public health establishments and plan 33 locations for attracting investment in non-public health establishments (details are provided in Appendix VII, Section II).

dd/ Plan on development of social security infrastructure

To build no more public social protection establishments; to plan 9 locations for attracting investment in non-public social protection establishments in Bac Giang city and Viet Yen, Lang Giang, Luc Nam, Yen Dung, Yen The and Hiep Hoa districts (details are provided in Appendix VII, Section III).

IV. TERRITORIAL SPACE DEVELOPMENT

1. Plan on development of inter-district zones

To divide the province’s space into 3 zones, including:

- The key zone (southwest of the province), embracing Hiep Hoa, Viet Yen and Yen Dung districts, Bac Giang city, and southern part of Lang Giang district, and western and southwestern parts of Luc Nam district, with Bac Giang city being the zone’s center.

- The eastern zone, embracing Son Dong, Luc Ngan and Luc Nam districts, with Chu township being the zone’s center.

- The northern zone, embracing Yen The, Tan Yen and Lang Giang districts, with Voi township being the zone’s center.

2. Plan on development of a key economic zone and dynamic development corridors

a/ Key economic zone

To develop a key economic zone with industry, services and urban development as the main driving force capable of creating a spillover effect to promote the development of other zones; to strive to turn this zone into an industrial, service and urban center of regional scale that can link industrial, service and urbanized spaces with the surrounding provinces, cities and regions and help effectively exploit external resources.

The key economic zone’s development center covers Bac Giang city and concentrated industrial and urban areas in Viet Yen, Hiep Hoa, Yen Dung, Lang Giang and Luc Nam districts.

The key economic zone’s main development axes include:

- The Voi township-Bac Giang city-Viet Yen axis along national highway 1A and the Hanoi-Lang Son expressway;

- The Bac Giang city-Bich Dong-Thang axis along the corridors of provincial road 295B-national highway 37;

- The Hiep Hoa town-Nham Bien axis (new) along the corridor of provincial road 398;

- The Bac Giang city-Doi Ngo township axis along the corridors of national highway 31 and provincial road 293.

b/ Dynamic corridors for promoting development exchanges, regional connectivity and socio-economic development of the province

To arrange 3 dynamic corridors to promote socio-economic development, regional connectivity and international connection, including:

- The dynamic corridor to boost development exchange and connectivity along national highway 1A and the Hanoi-Bac Giang-Lang Son expressway (Viet Yen-Bac Giang city-Lang Giang);

- The dynamic corridor to boost development exchange and connectivity along provincial road 398, provincial road 296-provincial road 295-national highway 37-national highway 17-provincial road 299 (Hiep Hoa-Viet Yen-Yen Dung);

- The dynamic corridor to boost development exchange and connectivity along belt road V and national highway 37-provincial road 292-provincial road 294 (Luc Nam-Lang Giang-Yen The-Tan Yen).

3. Plan on development of areas meeting with difficulties or extreme difficulties

a/ Regarding economic development

To develop agriculture and forestry toward concentrated commodity production and efficiency; to form and develop specialized farming areas on a reasonable scale; to combine forestry economic development with forest product processing and forest growing, protection and preservation.

To promote the development of industrial production and cottage industries; to give priority to programs and schemes in support of industrial development serving agriculture and rural areas; and agro-forestry-fishery product processing industry; to concentrate on building infrastructure facilities, and developing community-based tourism and spiritual tourism associated with different areas.

b/ Regarding socio-cultural development

To conserve and promote traditional cultural identities of ethnic minority groups in suitability with practical conditions; to combine the conservation of cultural heritages with sustainable tourism development; to review and arrange the network of education and training institutions, and intensify the teaching and learning of ethnic minority languages; to provide support for vocational training and job change for persons having no production land; to increase access to quality health and population services; to address urgent issues for women and children in ethnic minority and mountainous areas.

c/ Regarding construction of essential infrastructure facilities

To prioritize investment in transport infrastructure facilities connecting the areas with the economic development region, the economic development dynamic region, and the delta region; to invest in the intra-region transport system; to build essential infrastructure facilities such as electricity, schools and classrooms, health, and telecommunications infrastructure facilities to serve production and daily life of the people in extreme difficulty-hit communes, villages and hamlets; to make investment in and provide support for population stabilization projects.

4. Plans on development of urban systems, organization of rural territories and orientations for house development

a/ Plan on development of urban systems

- Areas for urban development

+ The provincial center’s urban area (Bac Giang city and adjacent areas);

+ The urbanized area in the south of the province (Bich Dong-Nenh and Nam Viet Yen);

+ The urbanized area in the west of the province (Thang and Nam Hiep Hoa);

+ The urbanized area in the southeast of the province (Nham Bien and northwestern Yen Dung);

+ The belt area with ecological urban centers along Cau river (Viet Yen-Hiep Hoa).

- Plan on urban network development

By 2030, the province will have 29 urban centers, including 1 class-I urban center (Bac Giang city); 1 class-III urban center (Viet Yen town); 4 class-IV urban centers (Hiep Hoa town, expanded Chu township, Voi township and Doi Ngo township); 23 townships meeting class-V urban center criteria, including 9 existing urban centers and 14 newly established urban centers. Depending on the level of urbanization in the planning period, to formulate a scheme to arrange and adjust district-level administrative units, and classify urban centers and decentralize their management as appropriate.

To plan 23 urban-service zones associated with the planning of industrial parks, amusement parks, resorts, and sports facilities.

b/ Plan on organization of rural territories

- Distribution for rural residential space development

To stably maintain concentrated agricultural residential areas and points, gradually reducing small residential points, particularly those located in areas prone to disaster risks, protected and strictly protected ecological areas or water source safety protection corridors in the areas.

To develop more concentrated rural residential areas with synchronous new-countryside infrastructure facilities, and develop non-agricultural rural residential areas, rural residential-trade service areas to serve the restructuring of rural trades, and new-countryside house complexes to create housing funds and serve population relocation and resettlement.

- Orientations for development of rural areas

To develop villages and communes after new-countryside models suitable to characteristics of different areas on the basis of completing social and technical infrastructure facilities and production facilities after such models; to develop technical infrastructure facilities that enable convenient connection to urban areas and service centers; to protect spaces, landscapes, religion and belief relics and valuable spaces in rural areas; to address environmental pollution issues.

c/ Orientations for housing development

To closely associate housing development with the development of urban areas, and development of various types of houses; to promote the development of condominiums; to encourage the development of social houses and workers’ houses, particularly houses for lease to workers.

In urban areas, to promote investment in the development of social houses for low-income earners, and commercial houses, and renovate old apartment complexes that are damaged and degraded.

To develop rural houses in association with the construction of new-style rural areas; to encourage people to build houses after traditional rural housing models; to provide housing support to people with meritorious services to the revolution and poor households.

To develop houses for workers around industrial parks.

5. Distribution and development of industrial spaces and the system of industrial parks and clusters

The areas reserved for concentrated industrial development must satisfy the conditions on favorable transport connection, electricity and water supply infrastructure facilities, collection and treatment of wastes and wastewater, and provision of services to workers, etc., and, at the same time, ensure the effective exploitation and use of land; industrial parks must be planned together with the development of urban-service areas.

The areas reserved for industrial parks and clusters include:

- The industrial area along the corridors of national highway 1A and the Hanoi-Lang Son expressway;

- The industrial area along the corridors of provincial road 398, and provincial road 296-provincial road 295-national highway 37-national highway 17-provincial road 299;

- The eastern industrial area along the corridors of provincial road 293-national highway 37, and belt road V.

By 2030, to plan 29 industrial parks with a total area of about 7,000 hectares (including 12 industrial-urban-service areas); to plan 63 industrial clusters with a total area of about 3,006 hectares (details are provided in Appendices VIII and IX).

6. Distribution of service development spaces

a/ Spaces for commercial and logistics activities

- Spaces for concentrated commercial activities

+ The central area of Bac Giang city and adjacent areas;

+ The southern-southwestern area, which is reserved for industries and residence;

+ The northern-northeastern area, which is reserved for agricultural production services and farm produce export;

+ The northern area, which is reserved for services for agro-forestry production and animal husbandry.

- Areas for development of general services and logistics

To arrange 9 zones for development of general services, logistics and inland container depot (ICD) services, including:

+ In the central area: 1 general service and logistics zone in Bac Giang city.

+ In the northern area: Huong Son general service, logistics and inland container depot (ICD) development zone in Lang Giang district.

+ In the western-southwestern area: 6 general service, logistics and inland container depot (ICD) development zones, including the Xuan Cam-Huong Lam general service and logistics zone, Dong Lo-Tien Son general service, logistics and inland container depot (ICD) zone, Tien Son-Ninh Son general service and logistics zone, Yen Ha general service and logistics zone, Long Xa general service, logistics and inland container depot (ICD) zone, and Nham Bien general service and logistics zone.

+ In the southeastern area: Yen Son general service, logistics and inland container depot (ICD) zone.

To arrange 1 regional wholesale market in Bac Giang city; and Phuong Son fruit wholesale market in Luc Ngan district.

b/ Spaces for tourism development

To determine 5 spaces for tourism development, including:

- The space for tourism in western Yen Tu on the left bank of Luc Nam river encompassing parts of Yen Dung, Luc Nam, Luc Ngan and Son Dong districts in the east of the province;

- The space for agricultural and ecological tourism, convalescence, sports and recreation on the right bank of Luc Nam river and the left bank of Thuong river, encompassing Luc Ngan, Luc Nam and Lang Giang districts in the northeast of the province.

- The space for tourism associated with relics of the Yen The uprising (on the right bank of Thuong river and the left bank of Cau river), encompassing Yen The and Tan Yen districts in the northwest of the province;

- The space for Quan Ho singing culture and ATK (safety zone) history (to the south of Thuong river’s right bank-Cau river’s left bank), encompassing Viet Yen and Hiep Hoa districts in southwest of the province;

- The space for tourism, sports, entertainment, history, spiritual practices and convalescence (on the left bank of Cau river, and on both banks of Thuong river), encompassing Bac Giang city and Yen Dung district in the central and southern areas of the province.

To plan 3 major tourist zones to be developed into national tourist zones, including (1) the western Yen Tu tourist zone - following the footsteps of the Buddha in the Truc Lam-Yen Tu zen sect, (2) the Luc Ngan ecological, garden, convalescence, sports and recreation tourist zone with the center being Khuon Than lake, and (3) the Nham Bien ecological, convalescence, sports and entertainment tourism zone.

To plan 4 zones to be developed into provincial tourist zones, including (1) the Dong Cao cultural tourism and entertainment zone in Son Dong district, (2) the Ban Ven-Xuan Lung-Thac Nga ecological, convalescence and culture tourism zone in Yen The district; (3) the Tien Son-Van Ha cultural, spiritual and convalescence ecotourism zone in Viet Yen district, and (4) the Huong Son convalescence, ecotourism and entertainment zone in Lang Giang district.

c/ General functional and service zones for convalescence, recreation and sports

To plan 12 general functional zones with golf courses and for convalescence and recreation, including 3 zones that are under construction and 9 newly planned zones. These 12 functional zones will have 13 golf courses, including 3 golf courses being under construction and 10 newly planned golf courses (See details provided in Appendix X).

7. Distribution of spaces for development of agriculture, forestry and fisheries

- Distribution for development of concentrated rice production zones: To focus on developing 2-crop season rice fields in the delta region; to develop concentrated wet rice zones in valleys surrounded by hills with automatic and semi-automatic irrigation systems in the mountainous region. By 2030, the total rice growing area will be around 48,748 hectares, including 45,022 hectares exclusively for rice cultivation.

- Fruit growing zones mainly in Luc Ngan, Luc Nam, Son Dong, Yen The and Tan Yen districts. A number of key products will be litchi, pomelo and orange; particularly for litchi, there will be around 26,000 hectares.

- Concentrated animal husbandry zones: To plan concentrated animal husbandry zones in districts’ rural areas and planned areas must satisfy environmental protection and food hygiene and safety standards.

- Concentrated fruit and vegetable production zones: These zones will be developed on cash crop land and rice field areas that are 20 hectares wide each.

- Forest development zones: By 2030, the total planned area for three types of forests will be around 139,554 hectares, including around 13,510 hectares for special-use forests, around 20,628 hectares for protection forests and around 105,416 hectares for production forests.

- Aquaculture development zones: Specialized aquaculture zones will be built in localities; and the area for aquaculture combined with low-lying rice fields will be gradually reduced, and by 2030 there will be no longer areas for aquaculture combined with low-lying rice fields.

8. Arrangement of spaces for assurance of national defense and security

During the planning period, to repurpose around 125 hectares of land in the zones for national defense purpose to serve local socio-economic development; and to plan an additional 820 hectares of land for national defense zones, and 50 hectares of land for performance of security tasks.

V. ENVIRONMENTAL AND BIODIVERSITY PROTECTION; EXPLOITATION, USE AND PROTECTION OF NATURAL RESOURCES; NATURAL DISASTER PREVENTION AND CONTROL AND CLIMATE CHANGE RESPONSE

1. Plans on environmental and biodiversity protection

a/ Environmental protection zoning plan

To zone Bac Giang province’s environment into strictly prohibited zones, limited emission zones and other zones as stated in the national environmental protection master plan, specifically as follows:

- The strictly prohibited zones include the western Yen Tu nature reserve; Mo stream landscape protection zone; Cam Son lake and watershed protection forest zones.

- The limited emission zones include the western Yen Tu nature reserve’s buffer zones; Mo stream landscape protection forest; Cam Son lake; stork gardens in Dao My commune and the Bac Giang Agriculture and Forestry University; the system of relic sites; important wetland areas (with three major rivers running through the province and medium- and large-sized reservoirs); production forest zones, mining zones, industrial parks, industrial clusters and grade-V or higher urban centers.

- Other zones include the remaining zones in the province (See details provided in Appendix XI).

b/ Monitoring of soil, water and air environments

To maintain the current 50 surface water monitoring locations, 29 groundwater monitoring locations, 53 surrounding air monitoring locations and 21 soil monitoring locations; to add 67 new monitoring locations in wastewater receiving spots in industrial parks and industrial clusters that will soon be put into operation, and traffic hotspots, concentrated residential areas, mineral and construction material exploitation and processing zones, and a number of spots on large rivers and lakes; and to add 15 surface water monitoring locations and 15 automatic and continuous air monitoring locations (See details provided in Appendix XII).

c/ Conservation of biodiversity, important ecological landscape areas and nature reserves

To plan provincial-level western Yen Tu nature reserve (including the biodiversity conservation zone of Khe Ro primitive forest); to plan 2 provincial-level landscape protection zones, namely Mo stream and Cam Son lake landscape zones.

To plan the development of natural ecosystems, including terrestrial ecosystems with high biodiversity; and wetland ecosystems; to plan rare and precious plant genetic resource conservation facilities in western Yen Tu nature reserve, and a wildlife rescue center and 2 wildlife conservation facilities.

d/ Forest protection and development

To effectively implement the master plan on three types of forests; to reorganize and renovate forestry companies in order to increase their operation efficiency; to continue implementing mechanisms and policies on forest protection and development; to adopt scientific and technological solutions in the field of forest plant varieties; and to attract investment sources for forest protection and development via the mobilization of all social resources for investment in forestry.

dd/ Arrangement and distribution of spaces for cemeteries, crematoriums and funeral homes

To plan 1 new grade-I cemetery, 2 new grade-II cemeteries and 1 new grade-III cemetery; to set orientations for the construction of communal and township concentrated cemeteries under the newly approved master plans on urban and rural areas; to relocate cemeteries that are likely to cause environmental pollution which cannot be remedied from the existing urban center development zone. To plan 2 crematoriums and build 9 funeral homes in districts and the city (See details provided in Appendix XIII).

2. Plan on exploitation, use and protection of natural resources

a/ Mineral exploration

To plan the exploration, mining and processing at 422 mines and mining areas, including 22 copper ore areas, 1 gold ore mine, 1 lead and zinc ore mine, 1 iron ore mine, 10 coal areas, 1 barite area, 99 brick clay mines, 189 land-leveling mines, and 98  sand and gravel mines (See details provided in Appendix XIV).

b/ Identification of mines and areas with unexploited minerals or banned from mineral for protection of separate minerals

Areas where no mineral activities may be carried out include land areas with historical-cultural relics or scenic places  ranked or delimited for protection in accordance with the Law on Cultural Heritage; land areas under special-use forests, protection forests or land areas planned for protection forests and geological conservation zones; land areas planned for national defense or security purposes or in which mineral activities may affect the performance of defense or security tasks; land areas used by religious institutions; land areas within protection corridors or scopes of transport works, hydraulic structures or dikes; water supply and drainage and waste treatment systems, electricity transmission lines, petrol, oil or gas pipelines or communications systems.

Areas where mineral activities are temporarily banned are those that satisfy defense or security requirements; conserve the nature, historical-cultural relics or scenic places that are considered by the State for recognition or discovered in the process of mineral exploration or mining; prevent or remedy consequences of natural disasters.

3. Plans on exploitation, use and protection of water resources, prevention, control and remediation of harmful effects caused by water

a/ Allocation of water resources

To allocate water resources first of all different water exploiters and users in the order of priority: (1) water for domestic use; (2) water for industries; (3) water for agriculture; and (4) water for other fields. The plan on allocation covers:

- Surface water sources: To allocate at most 6.2 bilion m3 of surface water per year while maintaining and increasing works to ensure that the proportion of the region’s exploited water volume will be at least 15% of the total volume of water running to the whole region.

- Groundwater sources: To allocate at most 0.13 bilion m3 of groundwater per year while maintaining and increasing works to ensure that the proportion of the region’s exploited water volume will be at least 26% of the region’s groundwater reserve.

b/ Protection of water resources

To improve water quality, address the pollution in river sections and water sources that are being polluted or are not used for  proper purposes.

To control existing and newly generated wastewater sources; to recover deteriorated or depleted groundwater sources.

To establish a water resource monitoring network, supervise the exploitation and use of water resources, especially in areas that are likely to face water source depletion; and to establish a water source protection corridor under regulations.

To implement measures to mitigate pollution from wastewater sources. Wastewater must be treated up to quality regulations before being discharged into wastewater sources.

To strictly monitor so as to maintain the minimum flow into rivers and streams; to develop watershed forest areas, strictly ban exploitation of forests in important reservoirs’ basins such as Cam Son reservoir in order to enhance the protection of water generation sources.

c/ Prevention, control and remediation of water-related adverse impacts

To intensify the afforestation and protect watershed forests; to improve and upgrade the network of existing disaster warning stations; to review degraded dams and reservoirs in order to work out reinforcement and upgrade plans;  and to eradicate flash flood-prone areas by building works to stabilize slopes and prevent landslides.

To speed up the progress of hydraulic work projects, drought prevention and combat works; to check areas that are likely to face water shortage so as to formulate crop-restructuring plans; to intensify public communication among and raise the awareness of the community about water-related adverse impacts.

To develop a drought monitoring and supervision system; to change the principles of management of operation of water and groundwater sources for drought combat; to use water in an economical manner and implement water storage measures; and to restructure crops to be suitable with drought situation.

4. Plans on natural disaster prevention and control and climate change response

a/ To determine zones subject to risks of natural disaster in the province and identify areas prioritized for prevention and control for each type of disaster

- The high-risk zone embraces Bien Dong and Tan Hoa communes (Luc Ngan district); Le Vien, Vinh An, An Lap, Van Son, Huu San and Thach Son communes (Son Dong district); Dong Son, Dong Huu and Huong Vi communes (Yen The district); Dan Hoi, Cam Ly, Bac Lung, Huyen Son, Tien Hung and Tien Nha communes (Luc Nam district).

- The medium-risk zone embraces communes with steep terrains in four districts of Luc Nam, Luc Ngan, Son Dong and Yen The.

- The low-risk zone embraces communes in plain districts.

b/ Plans on natural disaster risk management and climate change adaptation

To reinforce, repair, embellish and build works for natural disaster prevention and control and climate change monitoring; to prevent natural disasters is the prime task associated with the “4-on-the-spot” resource mobilization; to use harsh weather-and epidemic-resistant plant varieties and animal breeds; to develop and apply biotechnology and apply advanced production processes with a view to building a modern agriculture adaptable to climate change; to build and update the province’s disaster prevention and control database.

c/ Anti-flood plans for river sections with dikes and development of the system of dikes and anti-natural disaster infrastructure facilities

To determine zones for flood prevention and control that include the protection zones of Cau river’s left bank and Thuong river’s right bank, Thuong river’s left bank and Luc Nam river’s right bank, and Luc Nam river’s left bank.

To upgrade and straighten the dike section connected to Thuong river’s right bank dikes and crossing Phu Khe tributary; to build a new sewer of Phu Khe tributary and Que Nham sewer in Tan Yen district; to renovate and upgrade Thuong Ba Tong right bank dike and Cau Ba Tong left bank dike in Yen Dung district.

To renovate and reinforce the system of grade-II and grade-III dikes on Thuong river running through Bac Giang city and Tan Yen, Lang Giang and Yen Dung districts, and Cau river’s dike system in Hiep Hoa and Viet Yen districts; to renovate and upgrade reservoirs and canals to ensure sufficient water supply for downstream areas.

To arrange the resettlement for around 3,200 households; to build infrastructure facilities and public welfare works such as rural roads, small hydraulic works, power supply system, transformer stations, schools and classrooms, communal houses, water wells and tanks.

VI. PLANS ON LAND USE THROUGH 2030

By 2030, the province’s total land area will be 389,589 hectares, including around 268,972 hectares of agricultural land (deccreased by 32,091 hectares); around 119,920 hectares of non-agricultural land (increased by 34,786 hectares); and around 697 hectares of unused land (2,695 hectares deccreased by).

2. Plans on recovery of land, change of land use purposes and putting of unused land into use in the 2021-2030 period

To recover 34,598 hectares of agricultural land and 1,947 hectares of non-agricultural land to implement the province’s socio-economic development projects.

To repurpose 34,598 hectares of agricultural land into non-agricultural land; to carry out crop restructuring for a total of 5,344 hectares of agricultural land.

To put around 2,695 hectares of unused land into use, including 2,456 hectares to be used for agricultural purposes (for planting of forests and perennial trees); and 239 hectares of non-agricultural land.

VII. MAJOR SOLUTIONS

1. Mobilization and use of resources and investment attraction

The total investment capital demand for the 2021-2030 period is estimated at more than VND 1,500 trillion. In order to attract enough capital to meet this demand, there must be specific solutions for separate capital sources as well as orientations for use of such capital sources to improve the investment effectiveness.

To prioritize the allocation of state budget funds for investment in infrastructure facilities for which social resources cannot be mobilized; to mobilize investment resources for major technical infrastructure projects such as transport, hydraulic works, electricity, industrial parks, industrial clusters, urban centers and social infrastructure construction projects; and to diversify capital mobilization forms.

To further improve the investment environment and increase the province’s competitiveness; to focus on investment attraction to develop industries, services, agricultural and forest product processing with competitive advantages and such spearhead sectors as electronic industry, hi-tech industry and supporting industries.

2. Solutions for digital transformation and development of key products

a/ Digital transformation

- To implement the Party Central Committee’s and province’s resolutions on digital transformation, in the immediate future to focus on building e-government and digital government, smart cities, enhancing the social management, and intensifying cashless payment.

- To raise the awareness about the development of digital economy in order to make the best preparations for adapting to this new development trend; to formulate the province’s strategy for digital transformation and digital economy, promoting the creation of new products; and to focus on investing in digital infrastructure and developing digital products.

b/ Development of key sectors and important products

- Industries:

+ For mechanical engineering products: To study and promulgate policies to support the training of mechanical engineering human resources; to formulate mechanisms and policies to support the manufacturing of mechanical engineering products and encourage the consumption of domestic mechanical engineering products as well as to adopt policies to support mechanical engineering development through hi-tech application and supporting industries.

+ For electronic products: To create favorable conditions for enterprises to operate in a stable manner, scale up their production, link with large electronic manufacturing corporations in order to explore their production and business development orientations, introduce the province’s development orientations, potential and strengths, and invite investors to invest in the province; to attract domestic enterprises to take part in foreign direct investment enterprises’ supply chains and multi-national groups’ global supply chains; to support enterprises in connecting and cooperating with other enterprises through programs on business association between domestic enterprises and the world’s large enterprises in value chains for technology transfer and product standardization.

+ For garment and apparel products: To continue creating favorable conditions for enterprises to operate in a stable manner; to support enterprises in market access and market expansion; to build brands and designs so as to build Bac Giang enterprises’ garment and apparel product brands; to attract investment in enterprises operating in industries supporting the textile, garment and apparel sector.

- Services:

+ Tourist services: To continue studying and promulgating mechanisms and policies to support transport infrastructure connection, electricity and water supply, site clearance and mobilization of resources for investment; to develop cultural-spiritual, ecological-convalescence, golf and community-based tourism products linked to fruit-growing areas, traditional craft villages, rural farm produce and cultural relics; to formulate tourism resource conservation and exploitation plans; to develop human resources in a professional manner, organize in-depth training courses associated with mobilization of local people to provide tourist services; to pay due attention to investment promotion and solicit investment by large enterprises in the province’s key projects in Khuon Than lake, western Yen Tu, Mo stream, Dong Cao and Nham Bien; and to coordinate with other provinces in the region to set up tours and travel routes to effectively exploit the province’s tourism resources.

+ Logistics services: To plan logistics development locations together with investment in convenient transport routes, prepare conditions for site clearance for investors’ projects; to study and formulate mechanisms and policies to support investors; to promote various linkages to generate commodity supply sources, and apply advanced logistics management methods; to simplify administrative procedures; and to establish the province’s Customs Department.

3. Development and supply of human resources

To develop high-quality human resources; to closely combine the development of human resources with scientific and technological development and application; to implement programs and schemes on training of high-quality human resources for key and spearhead sectors and fields; and to attach importance to discovering, fostering and bringing into full play talented people and training human resources for knowledge-based economy.

To study mechanisms and policies to attract investment in private vocational education institutions under approved plans, thereby creating breakthroughs in the training scale; and to increase linkage between vocational education institutions and employers, and organize training according to placed training orders.

4. Environmental, scientific and technological solutions

To build capacity for state management agencies in charge of environmental protection; to increase and diversify investment capital sources for environmental protection in polluted and degraded areas; to intensify the dissemination and education work to improve public awareness about environmental protection, green growth and green economic development.

To increase the proportion of budget spending on science and technology; to develop the network of scientific and technological organizations; to research and apply the industrial revolution’s achievements to socio-economic development; to intensify scientific and technological research and application associated with the production and trading of key products for export and participation in global value chains.

5. Solutions regarding  development association mechanisms and policies

To study and promulgate mechanisms and policies in different fields to attract resources for development such as mechanisms and policies on development of dynamic areas, policies to attract large investors, policies to develop environmentally friendly product manufacturing sectors, and policies to support small- and medium-sized enterprises.

To regularly review administrative procedures, build and develop e-administration; to improve quality of the operation of the provincial public administration service center; and to raise responsibility, professionalism, dynamism and creativity in performing official duties.

To continue effectively implementing cooperation programs signed with other localities while expanding cooperation with them.

6. Solutions regarding management and control of the development of functional zones, urban and rural development

To invest in building and improving the system of land information and cadastral records after modern, centralized and integrated models; to step up the streamlining of the administrative apparatus and administrative reform as the pivotal task in the building of a modern state governance model; to prioritize the improvement of quality of the administrative apparatus; and to step up the power delegation and empowerment in the coming time.

To continue implementing the roadmap to relocate industrial production establishments from the urban centers; to strictly control the forest land fund, forest resources and environment as well as forest coverage rate, and to balance and convert some of the existing agricultural land areas in urban centers into non-agricultural land areas to meet development needs.

7. Assurance of national defense, firm maintenance of political security, social order and safety, and creation of a favorable environment for development

To effectively implement resolutions of the Party Central Committee and the Political Bureau, resolutions, directives, action plans and programs of the province on local defense and military tasks, and the Party’s and the State’s resolutions and directives on security and order protection tasks; and to take measures to improve inspection quality and effectiveness in order to avoid overlaps that cause troubles to the people and enterprises.

8. Organization and supervision of the implementation of the Master Plan

To disseminate the Master Plan by various methods, thereby creating harmony and consensus in its implementation.

To review, adjust, supplement and formulate overall master plans, regional and district construction master plans, district land use master plans and other master plans in accordance with the planning law in a consistent manner.

To formulate action plans, regularly update and concretize the Master Plan’s objectives into 5-year and annual plans. All levels, sectors and district-level People’s Committees shall review, adjust and supplement development plans and programs to ensure their consistency with the approved master plan. In the course of implementation, to make periodical assessment and supervise the implementation of the master plan under regulations.

VIII. MAPS OF THE MASTER PLAN

Details of the list of maps of the master plan are provided in Appendix XVI.

Article 2. After the national master plans, regional master plans and the allocation of land use targets in the national land use master plan for the 2021-2030 period with a vision toward 2050, and the 2021-2025 five-year national land use plan are approved, Bac Giang province’s People’s Committee shall review, update, adjust and supplement the Master Plan according to regulations.

The Master Plan serves as a basis for the formulation of technical and specialized master plans for the province under regulations.

In the course of study and implementation of specific projects, boundaries of planned locations, area, scale and capacity of works and projects may be adjusted to suit the implementation progress and practical conditions and in accordance with law.

Article 3. Bac Giang province People’s Committee shall bear responsibility for the accuracy of data, documents, the system of diagrams, maps and databases in the Master Plans dossier and:

1. Publicize the Master Plan; formulate plans on implementation of the Master Plan under regulations.

2. Work out five-year and annual plans, key development programs, and specific projects for the implementation of the Master Plan.

3. Study, formulate and promulgate or submit to competent authorities for promulgation of mechanisms and policies suitable to development requirements and in accordance with law so as to mobilize resources for the implementation of the Master Plan.

4. To continue meeting environmental protection requirements and implementing environmental protection contents in the course of implementing projects for the implementation of the Master Plan, ensuring the harmony between socio-economic development and environmental protection, and contributing to sustainable development; to organize environment monitoring, supervision and management; to archive databases, share information and environmental databases to serve the digital transformation in the course of implementation of the Master Plan.

Article 4.  Related ministries and sectors shall, within the ambit of their assigned functions and tasks, guide Bac Giang province People’s Committee in the course of implementation of the Master Plan; and when necessary, coordinate with the province in studying and formulating or submitting to competent authorities for promulgation a number of appropriate mechanisms and policies to mobilize and efficiently utilize resources for the implementation of the master plan.

Article 5. This Decision takes effect on the date of its signing.

Article 6. Ministers, heads of ministerial-level agencies and government-attached agencies, and the chairperson of Bac Giang province People’s Committee shall implement this Decision.-
