DECISION
Promulgating the List of technologies prioritized for research, development and application for the country’s proactive participation in the Fourth Industrial Revolution
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
In furtherance of the Government’s Resolution No. 50/NQ-CP of April 17, 2020, promulgating the Government’s action program for materialization of the Political Bureau’s Resolution No. 52-NQ/TW of September 27, 2019, on a number of guidelines and policies for proactive participation in the Fourth Industrial Revolution;
At the proposal of the Minister of Science and Technology,
DECIDES:
Article 1. To promulgate the list of technologies prioritized for research, development and application for the country’s proactive participation in the Fourth Industrial Revolution:
1. Digital technologies
a/ Artificial intelligence.
b/ Internet of Things.
c/ Big data analytics.
d/ Blockchain.
dd/ Cloud computing, grid computing, edge computing.
e/ Quantum computing.
g/ Next-generation networks (5G, 6G, NG-PON, SDN/NFV, SD-RAN, SD-WAN Network Slicing, LPWAN, IO-Link Wireless).
h/ Virtual reality, augmented reality, mixed reality.
i/ Intelligent, remediating and adaptive cybersecurity.
k/ Digital twin.
l/ Plant simulation.
m/ Precision agriculture.
2. Physics
a/ Autonomous robots, collaborative robotics-Cobot, unmanned aerial vehicles (UAV), autonomous underwater vehicles (AUV).
b/ Advanced 3D printing.
c/ Nanomaterials, nanodevices.
d/ Functional materials.
dd/ Micro and nano satellites.
e/ Photonics and light technologies.
3. Biotechnologies
a/ Synthetic biology.
b/ Neurotechnologies.
c/ Stem cells.
d/ Enzyme technologies.

e/ Biochips and biosensors.
g/ Regenerative medicine and tissue engineering.
h/ Next-generation sequencing technologies.
4. Energy and Environment
a/ Fuel cells.

Article 2. Organization of implementation
1. Ministries, ministerial-level agencies, provincial-level People’s Committees and related organizations shall, in pursuance to this Decision and relevant laws, identify priorities and allocate resources for technology research, development and application activities.
2. In case of necessary, the Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with related ministries, agencies, organizations and individuals in, proposing the modification of the List of technologies specified in Article 1 of this Decision, and report it to the Prime Minister.
Article 3. Effect and implementation responsibility
1. This Decision takes effect on the date of its signing.
2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies, organizations and individuals shall implement this Decision.-
