DECISION
APPROVING THE GENERAL PLANNING ORIENTATIONS FOR BUILDING ME LINH NEW URBAN CENTER, VINH PHUC PROVINCE, TILL 2020
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the July 1, 2004 Construction Law;
Pursuant to the Urban Planning Management Regulation, issued together with the Government’s Decree No. 91/CP dated August 17, 1994;
At the proposals of the President of the People’s Committee of Vinh Phuc province (Report No. 1823/TT-UB dated August 10, 2004 and Official Dispatch No. 2700/CV-VP dated November 3, 2004) and the Minister of Construction (Report No. 58/TTr-BXD dated August 18, 2004),
DECIDES:
Article 1. To approve the general planning orientations for building Me Linh new urban center, Vinh Phuc province, till 2020 with the following main contents:
1. Planning scope
The scope of the planning covers 17 communes: Tien Thinh, Chu Phan, Van Yen, Van Khe, Tien Phong, Trang Viet, Thach Da, Tam Dong, Kim Hoa, Hoang Kim, Thanh Lam, Quang Minh, Tien Thang, Dai Thinh, Me Linh, Tu Lap and Lien Mac of Me Linh rural district, Vinh Phuc province, with the total land area of 14,075 ha which is delimited as follows:
- To the north: It borders on Binh Xuyen rural district and Phuc Yen town of Vinh Phuc province.
- To the south: It borders on the Red river and Dan Phuong and Hoai Duc rural districts of Ha Tay province.
- To the east: It borders on Dong Anh and Soc Son rural districts of Hanoi capital.
- To the west: It borders on Yen Lac rural district of Vinh Phuc province.
2. On characters:
- Me Linh new urban center is a key socio-economic development center of Vinh Phuc province.
- It is an industrial, convalescent, sport, recreation, trade and tourist service center with synchronous and modern technical infrastructure, to meet the lodging, working and daily-life needs of inhabitants in Vinh Phuc province, Hanoi capital and surrounding regions.
3. Population size
- By 2010, Me Linh new urban center’s population shall be around 290,000.
- By 2020, its population shall be around 350,000.
4. Construction land size
- By 2010: Land area for urban construction shall be around 1,785 ha, of which land area for civil construction shall be around 1,155 ha with the average norm of 64m2/person.
- By 2020: Land area for urban construction shall be around 5,614 ha, of which land area for civil construction shall be around 2,730 ha with the average norm of 78m2/person (of civil land, residential land shall be around 2,107 ha; including 1,060 ha for building new residential quarters and 1,047 ha of urbanized villages).
5. Orientations for spatial development and urban landscape architecture
a) Urban development directions:
- To the southwestern-west: To develop along the Red river new residential quarters, relics, eco-tourism resorts, sports, physical training and recreational quarters and training centers.
- To the southeastern-east: To develop towards North Thang Long – Noi Bai highway trade-service quarters, eco-tourism resorts and green belt linking to Hanoi capital’s new urban center north of the Red river.
- To the north: To be used mainly for industrial parks and newly-built residential quarters.
- Central area: To develop along national highway 23 (running through Dai Thinh and Thanh Lam communes) administrative centers, multi-sectional centers, specialized centers and newly-built residential quarters.
b) Population quarters: To consist of quarters A, B, C and D, each comprising land for building new residential quarters and renovated villages.
- Quarter A locates in the heart of the urban center with a total acreage of around 486 ha, of which the area for construction of new dwelling houses shall be around 395 ha, with an estimated population of around 40,000; with the average story number of 3-3.5 and the construction density of 35-40%.
- Quarter B, south of Me Linh new urban center, is a modern ecological urban center with a total acreage of 1,077 ha, of which the area for construction of new dwelling houses shall be around 555 ha; with an estimated population of 90,000; the average story number of 3-3.5 and the construction density of 35-45%.
- Quarter C, north of Me Linh new urban center, is a newly-built quarter in combination with renovation of the existing villages, with a total acreage of 415 ha, of which the area for construction of new dwelling houses shall be around 220 ha, with an estimated population of around 40,000; the average story number of 3 and the construction density of 35%.
- Quarter D, northeast of Me Linh new urban center, shall be formed on the basis of improving and building the existing villages into ecological urban population centers, with a total acreage of 1,284 ha, of which the area for construction of new dwelling houses shall be around 334 ha, and an estimated population of 100,000; the average story number of 3-3.5 and the construction density of 35-40%.
c) Centers:
- The trade-administrative-general service center I shall be located in Quarter A, covering an area of around 49 ha with the average story number of 4-5, including some high-rises, and the construction density of 40%.
- The trade-general service center II shall be located in Quarter B, covering an area of around 67 ha with the average story number of 4-5, including some high-rises, and the construction density of 40%.
- The trade-general service center III shall be located in Quarter C, covering an area of around 85 ha with the average story number of 4-5, including some high-rises, and the construction density of 40%.
- Specialized center (quarter F) covers an area of 128 ha with the average story number of 4-5, including some high-rises, and the construction density of 40%.
- Sport, physical training and recreational center (quarter G) covers an area of around 133 ha with the average story number of 2-3, including some high-rises, and the construction density of 30%.
d) Industrial parks:
Industrial parks shall be located northeast of Me Linh new urban center (in quarter D) with a total acreage of around 888 ha and linked to national highway 2, where clean industries and greenery belts shall be arranged to separate such parks from population quarters.
e) Parks and greenery and eco-tourism resorts:
- The concentrated greenery shall cover an area of around 820 ha, with trees planted along rivers and ditches; eco-tourism resorts shall cover an area of around 5,836 ha along the Red river.
f) Orientations for development of urban landscape and architecture
- The to-be-renovated villages must ensure the synchronous technical infrastructure and environmental sanitation, maintaining and protecting the traditional architecture and ensuring the harmony with natural landscape.
- Newly-built quarters must be designed in a synchronous and modern manner, thus creating many green spaces. In residential quarters, to build mainly garden houses and low-story houses; to build high-rises in administrative, trade and general service centers.
- To protect and renovate historical relics.
- To plant along rivers and springs green trees, grass so as to build parks and paths in combination with eco-tourism resorts.
6. Orientations for development of technical infrastructure
a) Traffic planning
- Railways traffic: Basically, to keep intact the direction and station of Lao Cai – Hanoi – Hai Phong railway lines, which is linked to Kunming (China), in Me Linh new urban center; to make planning on road sections leading to the railway station and renovate and upgrade Thach Loi station for transshipment between railways and road transport.
- Riverway traffic: To dredge main traffic channels on the Red river, thus contributing to finalize the international riverway route of Lach Giang-Hanoi-Lao Cai. To renovate and upgrade the system of Chu Phan river-ports, characterized by internal port; to build a port at Trang Viet commune in service of passenger transport and tourism.
- Outbound land roads: To link national highway 18 to new national highway 2 (Noi Bai-Vinh Yen-Hung Temple expressway) so as to create a tran-Asia transport route. To upgrade national highway 23 into an urban traffic axis linking to belt road 3 of Hanoi capital and national highway 2. To ensure the convenient linkage between Hanoi capital’s belt road 4 and outbound routes and main axes of Me Linh new urban center.
- Internal road traffic: To form belt roads, North-South and East-West axes, ensuring the traffic networks linking the new urban center to surrounding regions; to reserve land for development and expansion of inter-regional routes; in the immediate future, to reserve land to build median strips, and when conditions permit, to develop them into spatial junctions and axes for modern transport means.
+ The central axis shall have the road limit of 100 m.
+ Grade-2 main axes shall have the road limit of 48 m.
+ Grade-1 belt roads shall have the road limit of 48 m.
+ Grade-2 belt roads shall have the road limit of 24 m, 35 m or 48m.
+ Inter-regional roads shall have the road limit of 24 m.
b) Planning on rainwater-drainage system
The rainwater-drainage and waste water-drainage systems shall be separately built. To drain rainwater indirectly via the system of canals, ditches and landscape lakes in the urban center so as to regulate the water level through anti-tide sluices and pumping stations. Directions for rainwater drainage: From north to south and from west to east.
c) Water supply: To build a plant using the source of underground water in Me Linh new urban center in combination with inter-regional water supply projects, thus joining the water supply system for the whole chain of urban centers north of Hanoi capital. The water supply demand for Me Linh new urban center by 2020 shall be around 220,000m3/day-night.
d) Electricity supply
The electricity source shall be supplied from medium-voltage stations in surrounding areas and Dong Anh- Viet Tri 110 KV national electric grid; to build 110/22 KV stations. The demand for electricity supply to Me Linh new urban center by 2020 shall be around 2,300,000 KVA.
e) Waste water drainage and environmental sanitation
- To build 7 treating stations for 7 waste water drainage basins, which shall be arranged in urban greenery areas.
- Daily-life garbage and industrial solid wastes shall be sorted, gathered and treated in separate functional quarters.
- Daily-life waste water and industrial liquid wastes must be treated to be up to prescribed process and standards before being discharged into rivers.
- Dusts and exhaust gas in industrial parks must be treated and at the same time, separation of greenery must be enhanced.
- Not to develop and expand Thanh Tuoc cemetery; to plant green trees in order to separate this cemetery from population quarters. To regroup scattered cemeteries at appropriate place, thus ensuring environmental sanitation and urban landscape.
e) Information and communication system
By 2020, the number of telephone subscribers in Me Linh new urban center shall be around 90,000 with the norm of 25 telephones per 100 peoples. The main optical cable line shall be placed underground.
7. Planning on first-phase construction
- To improve and upgrade national highway 23; to build belt road 4 of Hanoi capital in combination with the belt roads, North-South main axis and East-West main axis of Me Linh new urban center.
- To formulate projects on urban technical infrastructure: water supply, wastewater drainage, cemeteries, outbound traffic routes and to upgrade internal traffic routes.
- To build some key works, public-service centers, sport centers, schools and parks.
- To build new residential quarters under independent projects.
- To build some key tourist, recreation and ecological resorts.
- To develop flower- and vegetable-growing areas in service of the urban center
Article 2. To assign the People’s Committee of Vinh Phuc province:
- To approve the dossier of general planning orientations for construction of Me Linh new urban center till 2020.
- To publicize the general planning orientations for construction of Me Linh new urban center till 2020; to coordinate with concerned ministries, branches and localities in formulating plans on realization of the general planning orientations for construction of Me Linh new urban center according to law provisions.
- To be allowed to make partial adjustments when implementing detailed plannings, but must not change the main orientations stated in this Decision.
Article 3. This Decision takes effect 15 days after its publication in the Official Gazette.
The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the president of the People’s Committee of Vinh Phuc province and concerned agencies shall have to implement this Decision.
