DecisionNo. 2076/QD-TTg dated December 22, 2017 of the Prime Minister on approving the adjustment to the Construction Plan for the Region of Ho Chi Minh City by 2030 and vision to 2050
Pursuant to the Law on Organizing the Government dated June 19, 2015;
Pursuant to the Law on Construction dated June 18, 2014;
Pursuant to the Government s Decree No. 44/2015/ND-CP dated May 06, 2015on detailed regulations on construction planning;
At the request of the Minister of Construction.
DECISION
Article 1.Approval for the adjustment to the Construction Plan for the Region of Ho Chi Minh City by 2030 and vision to 2050, with the following main contents:
1.Development objectives:
- Develop the Region of Ho Chi Minh City to become a large urban area with an active and sustainable development; has an important role and position in Southeast Asia region and aims towards an international integration.
- Develop the Region of Ho Chi Minh City to become a modern economic zone and a big economic center of the whole country and of Southeast Asia region. A commercial and finance center, a scientific research and service center; a high-tech and deep industrial center with high qualification; a center of cultural, education and training, science and technology and healthcare with high quality in the Southeast Asia region.
- Develop the regional space to become balanced, sustainable and able to adapt to climate change and towards regional connectivity with a synchronous and modern technical framework. In which, Ho Chi Minh City is a nuclear center, a knowledge center, a modern and general multifunction economic center with the same level as other urban centers in the Southeast Asia region.
2.Scope and scale:
The scope of the Region of Ho Chi Minh City includes the whole administration boundary of Ho Chi Minh City and 07 nearby provinces including: Ba Ria – Vung Tau, Binh Duong, Binh Phuoc, Tay Ninh, Long An, Dong Nai and Tien Giang. The total area of the region is about 30.404 km2.
3.Characteristics:
- A large urban area with a high rate of urbanization and high living quality, is an active developing economic region with a high rate of economic growth and sustainability; has a strategic role and strategic position in the Southeast Asia region and the Asia and Pacific region with domestic and international competitiveness.
- An international commercial center of the South region and the whole country, is the key center which connects economic zones and major economic zones of the South region, Mekong Delta region, Central Highlands and South Central Coast.
- An industrial, high-tech and deep industrial center, a financial and commercial center with a high national and regional service quality; a historical, cultural and forest tourist center at national level.
- A cultural, sporting, education and training center, a national and regional scientific research and technology transfer center; a center of high-tech and specialized agriculture of the South region and the whole country.
- A region with an important strategic position regarding national defense and security.
4.Indicators of population, urbanization and urban and rural land
a. Forecasts about population and rate of urbanization:
- Population: By 2030, the population will be 24 to 25 million people, in which the urban population is about 18 to 19 million people, and the rural population is about 6 to 7 million people; about 18 to 19 million laborer.
- The rate of urbanization will be about 70 to 75 %.
b. The urban and rural land:
- The urban land by 2030 will achieve a number of 270.000 to 290.000 ha, and the average is 100 to 150 m2per person.
- The rural settlement land by 2030 will achieve about 150.000 to 170.000 ha, and the average will be 180 to 210 m2per person.
5.Development model and spatial structure:
a. Development model:
Develop the Region of Ho Chi Minh City with a centralized multipolar model in order to ensure unification and balance in regional development and adapt to the impacts of climate change. To be specific:
- Develop compact urban areas and limit the expansion of urban development in large scale, especially in regions which are affected by climate change.
- Build and develop growth poles in regions which have a high physical shape on major economic corridors and in peripheral regions.
- Focus on developing road traffic system and inner-city railway network in order to increase connection with central urban areas and growth poles.
- Maintain and protect ecosystems, natural and distinctive landscapes, regional water source and regional green corridors.
b. Regional spatial structure:
The Region of Ho Chi Minh City must be divided into sub regions and economic corridors as follows:
- Sub regions:
+ Central urban sub-regions: including Ho Chi Minh City and its surrounding provinces: Long An, Binh Duong and Dong Nai.
+ Eastern sub regions: including Dong Nai province and Ba Ria – Vung Tau province.
+ North – Northwest sub regions: including Binh Phuoc province, Tay Ninh province and the North of Binh Duong province.
+ Sub regions in the Southwest: including Tien Giang province and Long An province.
- Major economic corridors:
+ Economic corridor in the Southeast along highway No. 51 includes a chain of urban areas: Phu My, Ba Ria, Vung Tau (Ba Ria – Vung Tau); among them Vung Tau City and Ba Ria City are growth poles.
+ The Eastern economic corridor along high way No. 1 includes a chain of urban areas: Dau Giay, Long Khanh, Gia Ray (Dong Nai); among them Long Khanh is the growth pole.
+ The Northern economic corridor along high way No.13 includes the following urban areas: Bau Bang (Binh Duong), Chon Thanh, Binh Long, Hoa Lu – Loc Ninh, Dong Xoai (Binh Phuoc); among them Chon Thanh is the growth pole.
+ The economic corridor in the North West along highway No. 22 and highway 22B includes the following urban areas: Trang Bang, Phuoc Dong – Boi Loi, Go Dau, Moc Bai - Ben Cau, Hoa Thanh, Tay Ninh, Tan Bien, Xa Mat (Tay Ninh); among them, Trang Bang – Go Dau and Tay Ninh City are growth poles.
+ The economic corridor in the North West along highway No.1 includes the following urban areas: Ben Luc, Tan An (Long An), My Tho, Cai Lay (Tien Giang); among them, Tan An City and My Tho City are growth poles.
- Landscapes and green corridors:
+ Landscapes shall be located in the middle of major economic corridors in order to establish green corridors in the South, Southeast, Northeast, Northwest and Southwest.
+ The agricultural landscapes shall include the specialized agricultural landscapes in the East, Northwest and the North, the flooded agricultural landscapes which adapt to climate change in the Southwest, and urban agricultural areas including central urban sub-regions and high-tech agricultural sub-regions.
+ Specialized forest conservation region and protective forest conservation region in the East and the North; protect Can Gio mangrove forest, Dong Thap Muoi flooded area and fruit garden along Tien River; protect landscapes along big rivers and big lakes within the region.
6.Regional spatial development orientation:
a. Development orientation of sub regions:
- Central urban sub-regions include: Ho Chi Minh City and its surrounding areas, include the following suburban districts and communes: Duc Hoa, Can Giuoc, Ben Luc (Long An); Thu Dau Mot, Di An, Thuan An, Ben Cat, Tan Uyen (Binh Duong); Bien Hoa, Nhon Trach, Trang Bom, Long Thanh and a part of Vinh Cuu (Dong Nai); among them, Ho Chi Minh City is the nuclear urban center; Binh Duong is the driving force in the North, and Bien Hoa - Long Thanh - Nhon Trach are the driving forces in the East. Cu Chi - Hau Nghia - Duc Hoa are driving forces in the Northwest. Ben Luc - Can Giuoc - Hiep Phuoc are eco-urban areas in the Southwest. A sub-region has an area of about 5.164 km2and the population will be about 15.700.000 people by 2030. The rate of urbanization will be from 85% to 90% by 2030.
The central sub-regions shall be located in the center of the whole region and shall have a high speed and high rate of urbanization; they shall stand out in the field of high technology and deep industry, as well as in training and healthcare. Also, they shall be the key commercial center for connecting with the world. Promote spatial development in the East and Northeast, develop a compact urban model and adapt to climate change. Develop a synchronous traffic system and enhance green space along Sai Gon’s rivers and Dong Nai s rivers; maintain and develop green corridors in order to reduce flooding problems; and maintain the biospheres in Can Gio. As for the provinces of sub-regions:
+ Ho Chi Minh City, as the biggest economic center of the whole country, is the nuclear center of the region. It plays the role in connecting and supporting other regional urban areas to develop together; it is the international commercial center of the region and the country; the regional center of culture, creativity knowledge, scientific research, and technology transfer and high-tech industry; the international center for tourism, finance, commercial and logistics service. The rate of urbanization of Ho Chi Minh City by 2030 will be from 80% to 90%.
+ The Southern region of Binh Duong province (Thu Dau Mot, Di An, Thuan An, Ben Cat, Tan Uyen) shall promote an urban, industrial, service and financial development, which is associated with the key multimedia centers, in order to motivate the development of Northern areas of central urban sub-regions. Enhance the development of healthcare, education - training, sports, technological research and transfer, and transshipment. Maintain and protect the landscapes along Sai Gon River and Dong Nai River, as well as the urban agricultural landscapes.
+ The Western areas of Dong Nai province (Bien Hoa, Nhon Trach, Trang Bom, Long Thanh) shall develop the general economy regarding services, interdisciplinary and high technology. Enhance the development of the following functions: commercial, healthcare, education-training, scientific research, technology transfer and transshipment, which are associated with Long Thanh international airport. Develop eco-tourism along Dong Nai River, as well as forest tourism and urban tourism. Develop the historical and cultural tourism of Cu Lao Pho.
+ The Eastern area of Long An province (Duc Hoa – Ben Luc – Can Giuoc) shall develop eco-cities, light industrial areas and urban agricultural areas which adapt to climate change and play the role in protecting ecological landscapes and clearing up flood water for central sub-regions. Enhance the development of supportive industry, clean industry, interdisciplinary industry, agricultural production industry and high-tech agricultural industry which is associated with the center of education - training, commercial service and transshipment, in order to carry out load reduction for Ho Chi Minh City.
- Eastern sub-regions: including Ba Ria – Vung Tau and the remaining Eastern part of Dong Nai province (Long Khanh town and the following suburban districts: Thong Nhat, Cam My, Xuan Loc, Dinh Quan, Tan Phu and a part of Vinh Cuu.)
Among them, Vung Tau City and Ba Ria City are growth poles on the economic corridor along high way No. 51; Long Khanh town is the growth pole on the economic corridor along high way 1A.
The area is 6.266.50 km2and the estimated population in 2030 will be approximately 2.838.000 people. The rate of urbanization will be about 55% to 60% by 2030.
The Eastern sub-region shall play the role of an international business gateway of the region and the whole country via Long Thanh international airport and the Cai Mep and Thi Vai international transit port. Focus on industrial development (oil and gas exploitation, ports, supporting industry and interdisciplinary) and agricultural development (high technology, specialized agriculture). Enhance the following functions: transshipment service, national and international storage and logistics services which are associated with the key seaport infrastructure and international airport; develop eco-tourism and eco-forest tourism. Protect the natural forest landscapes, wetland ecological zones and the water source of Tri An lake.
+ Ba Ria - Vung Tau province is the international business gateway located in the Southeast of Ho Chi Minh City. It focuses on industrial development (port industry, oil and gas exploitation), logistics and transshipment services, oil and gas services which are associated with the economic corridor along high way No. 51 and seaports; and eco-tourism on the seas and islands; high-tech agriculture and aquaculture.
+ The Eastern region of Dong Nai province is the Eastern gateway of Ho Chi Minh City which is connected with Central Highlands and South Central Coast. It focuses on developing the supporting industry, interdisciplinary industry, high-tech agriculture and eco-forest tourism. It also focuses on protecting the water source of Tri An Lake, forest landscapes and protects the biodiversity of the green corridor in the Northeast of Ho Chi Minh City.
- North – Northwest sub-regions: include Binh Phuong province, Tay Ninh province and a part of Binh Duong province (the following suburban districts: Bau Bang, Dau Tieng, Phu Giao, Bac Tan Uyen). Among them, Chon Thanh – Dong Xoai urban area is the growth pole of the economic corridor along highway No. 13. Trang Bang – Go Dau – Hoa Thanh – Tay Ninh urban areas are growth poles of the Northwest economic corridor along high way No. 22. The area is 13.087 km2and the estimated population by 2030 will be approximately 3.565.000 people. The rate of urbanization will be about 40% to 45% by 2030.
As playing the role of a commercial gateway in the North - Northwest of the Region of Ho Chi Minh City and is connected with the expanded Me Kong sub region and Southeast Asia region, the North - Northeast sub-regions stand out in development in interdisciplinary, agro-forestry products, industrial trees plantation and high-tech agriculture. They shall enhance the following functions: commercial - service, historical and cultural tourism, and eco-tourism. Maintain and protect the forest ecology and the water source, as well as ensuring a balanced ecological development for the whole region.
+ Tay Ninh province shall develop the following functions: border economy, storage and transshipment services on the economic corridor across Asia; agro-forestry products industry and industrial trees plantation. Develop eco-forest tourism, historical and cultural tourism at national and international levels; and play an important role in protecting the water source, forest landscapes and biodiversity of Ho Chi Minh City. The rate of urbanization will be about 45% to 50% by 2030.
+ Binh Phuoc Province is an important gateway in the North of Ho Chi Minh City and is connected with Central Highlands and the expanded Me Kong sub region, as well as other countries of ASEAN. It shall develop the boder economy, industries (interdisciplinary, processing, electricity production), eco-tourism, and specialized high-tech agriculture. Maintain and protect the natural landscapes and the water source of the green corridor in the Northeast of Ho Chi Minh City. The rate of urbanization by 2030 will be about 45% to 50%.
+ The North region of Binh Duong province (including the following suburban districts: Bau Bang, Dau Tieng, Phu Giao, Bac Tan Uyen) are areas which protect the forest ecology and the water source and contribute in balancing the ecology for the entire region. Prioritize the industrial development (interdisciplinary, agro-forestry products processing) and the development of the regional center of commercial services, eco-tourism and historical and cultural tourism.
- Sub regions in the Southwest: including Tien Giang province and a part of Long An province (except the following suburban districts: Duc Hoa, Can Giuoc and Ben Luc). In which, My Tho City and Tan An City are growth poles of the economic corridor along highway No. 1 in the Southwest. The area is 6.075 km2, the estimated population by 2030 will be approximately 2.897.000 people, by 2050 will be approximately 3.410.000 people. The rate of urbanization will be about 35% to 40% by 2030.
By playing the role of the gateway of the Region of Ho Chi Minh City and the expanded Mekong Delta region, the Southwest sub regions mainly develop the agro-aquaculture products processing industry, supporting industry and port industry; conduct research on national biotechnology; specialized rice cultivation, specialized fruit trees plantation, specialized aquaculture and high-tech agriculture.
Enhance the following functions: commercial – services and eco-waterway tourism by of exploiting Dong Thap Muoi flooded forest and fruit garden along Tien River.
+ Tien Giang province shall develop their agricultural economy in cultivating rice and fruit trees and aquaculture; the special eco-waterway tourism; it is the central storage of agricultural products in the Southwest; is the national biodiversity research center, service center, education and training center, as well as the healthcare center of the sub regions. The rate of urbanization will be about 30% to 35% by 2030.
+ The remaining suburban districts of Long An province (except the following suburban districts: Duc Hoa, Can Giuoc and Ben Luc) play the role in storing water, protecting the ecological landscapes of Dong Thap Muoi, regulating water and reducing salt-water intrusion for Mekong Delta region; develop the specialized rice cultivation and aquaculture, eco-tourism and aquatic products industry; they are the key business - commercial areas of the region and of the Northern provinces of Mekong Delta region. The rate of urbanization will be about 40% to 45% by 2030.
b. Development orientation of the urban system:
Focus on developing the urban townships and specialized urban areas which play the role of promoting the driving force for the region on the basis of enhancing the connection and effectively exploiting the ring road system (ring road 3 and 4); the economic corridors (Ho Chi Minh City - Vung Tau; Ho Chi Minh City - Binh Duong - Binh Phuoc; Ho Chi Minh City - Dong Nai - Da Lat; Tay Ninh - Moc Bai - Ho Chi Minh City; Ho Chi Minh City - Long An - Tien Giang - Ben Tre).
- The urban system within the central urban sub-regions: exploit, share and connect the personal advantages of each urban area, especially the central urban areas of sub regions, in order to promote the strength of the entire area. Focus on improving the urban quality, creating an urban structure which is in harmony with the natural landscapes, and prioritizing the establishment of green spaces, including agro-forestry spaces) Use land economically and effectively, and restrict the development of the incremental cities. Establish a synchronous and modern urban infrastructure system and regional infrastructure works. The urban townships and urban areas are growth poles of the region, including:
+ Ho Chi Minh City is a special urban city which develops according to the centralized multipolar model, including the central area and 04 growth poles connected by the ring road system in combination with central axes, which are connected with the regional and national traffic network. Research and effectively exploit the reclaimed land area to form the multifunction center which is associated with existing urban areas, in order to motivate the Southeast social-economic development of the City, based on the principle of protection for environment and natural ecology. Do not develop urban areas in regions which are strictly protected and in the ecological recovery zone which is within the mangrove nature reserve of Can Gio mangrove biosphere reserve, as well as in specialized and protective forests in Binh Chanh and Cu Chi.
+ The future Binh Duong urban area includes Thu Dau Mot City (type I urban area), Thuan An and Di An (type II urban areas) and Ben Cat and Tan Uyen (type III urban areas). Binh Duong province is the regional center of industry, commercial - finance, training, healthcare, culture - sports, tourism, scientific research and technology transfer in the North of Ho Chi Minh City.
+ Bien Hoa City in Dong Nai province (type I urban areas) is the key traffic center and the key logistics center in the East of Ho Chi Minh City. It is the regional center which provides multi-sectoral services with high quality and urban and public services; also, it is the center for scientific research, technology transfer, commercial – finance, tourism and sports in the East of Ho Chi Minh City.
+ Nhon Trach urban area in Dong Nai province (type II urban area) is the center of clean industry and interdisciplinary in the Eastern region; is the regional center which provides logistics services, and the key traffic center which provides transport by road, railway, waterway and airway; as well as the regional center of entertainment and eco-tourism.
+ Long Thanh urban area in Dong Nai province (type III urban area) is the political, economic and cultural center of Long Thanh suburban district; it is the regional center of healthcare, education - training, scientific research and technology transfer with high quality and of commercial and finance; as well as the center which provides logistics services for the region and the entire country.
+ Trang Bom urban area in Dong Nai province (Type III urban area): Is the political, economic and cultural center of Trang Bom suburban district; it is an industrial center which focuses mainly on interdisciplinary and is the center for logistics and storage services of the East; also, it is the regional center of entertainment, sports and eco-tourism.
+ Hau Nghia - Duc Hoa urban area in Long An province (type III urban area): Is the administrative – political center which provides urban services in Duc Hoa suburban district; it is the regional center of commercial – services and education – training; as well as the industrial center of the Northwest region.
+ Ben Duc urban area in Long An province (type III urban area) is the administrative – political center which provides commercial services in Ben Luc suburban district; it is the regional center of education – training, healthcare, sports, commercial – services and industries.
+ Can Giuoc urban area in Long An province (Type III urban area) is the administrative – political center which provides commercial services in Can Giuoc suburban district; it is the regional center of education - training and entertainment.
- The urban system in the Eastern sub regions, sub regions in the North-Northwest and sub regions in the South west is encouraged to develop as a small and medium system and become the driving force for promoting the social-economic development of peripheral zones. Focus on investing in the infrastructure system which closely connects the central urban area with other provincial and inter-provincial urban areas, and is used as the basis for developing the high-tech agro-forestry areas. The urban areas are growth poles of vital economic corridors, including:
+ The Eastern sub regions on the economic corridor in the Southeast along highway No. 51, and on the economic corridor in the East of highway 1A crossing Dong Nai province. These regions include:
. Vung Tau City in Ba Ria – Vung Tau province (type I urban area) is the regional center for commercial services; it is the marine tourism center which provides seaport services and important oil and gas services for the whole country; also, it is the key center which conducts international seaport business. It has an important position which ensures security and national defense and protects the marine environment.
. Ba Ria City in Ba Ria – Vung Tau Province (type II urban area) is the vital growth pole in the Southeast of the region; it is the regional center for commercial service, trainings and scientific research.
. Phu My urban area in Ba Ria - Vung Tau province (type III urban area) is the center of deep industry and seaport industry; it is the commercial service center; and is the regional center which provides storage and logistics services; as well as the key port center of the region and the country.
. Long Khanh urban area in Dong Nai province (type II urban area) is the Eastern vital growth pole of the region. It is the Eastern industrial center, the commercial service center, as well as the regional storage center.
+ The sub regions in the North – Northwest, on the Northern economic corridor along highway No. 13 and on the Northwest economic corridor along highway No. 22, include the following urban areas:
. Chon Thanh urban area in Binh Phuoc province (type III urban area) is the vital growth pole in the North of the region. It is the Northern industrial center, the regional center for commercial - service, education-training and healthcare; as well as the regional and national key center of road and railway.
. Dong Xoai urban area in Binh Phuoc province (type II urban area) is the key commercial center connected with Central Highlands; it is the regional center for commercial, services, healthcare, education and training in the Northeast of Ho Chi Minh City.
. Tay Ninh City in Tay Ninh province (type II urban area) is the regional area for commercial - services, historical and cultural tourism in the Northwest of Ho Chi Minh City.
. + Trang Bang urban area in Tay Ninh province (type III urban area) is the vital growth pole in the Northwest of Ho Chi Minh City. It is the key traffic center on the economic corridor across Asia; and is the industrial and commercial service center of the region; as well as the national center for education and training.
+ The sub regions on the economic corridor in the Southwest and along highway 1A include the following urban areas:
. Tan An City in Long An province (type II urban area) is the regional center for commercial - services, training, healthcare, sports and entertainment in the Southwest.
. My Tho City in Tien Giang province (type I urban area) is the growth pole in the Southwest of the region; it is regional center for historical and cultural tourism, commercial - service and deep scientific research on agricultural products processing; as well as the gateway which connects the Region of Ho Chi Minh City with Mekong Delta region.
+ The urban system of green corridors:
. The green corridor in the Southeast includes: Phuoc Buu, Ngai Giao (Ba Ria – Vung Tau province) and other central urban areas in the sub-regions.
. The green corridors in the Northeast includes: Dinh Quan, Tan Phu (Dong Nai province), Phuoc Long (Binh Phuoc province) and other central urban areas in the sub regions.
. The green corridor in the Southwest includes: Kien Tuong, Tan Thanh, Thanh Hoa (Long An province) and other central urban areas in the sub-regions.
. The Northern green corridors include: Can Duoc (Long An province), Go Cong (Tien Giang province), Can Gio (Ho Chi Minh province) and other central urban areas in the sub regions.
c. Development orientation of rural residential areas:
- Gather resources to develop new rural areas; towards combining the transformation of the old space with the new development of modern agricultural production rural areas, as well as building infrastructure and a synchronous service system, in order to maintain and protect the environment.
- Develop the spatial form of rural areas based on the specific characteristics of each sub-region: The central urban sub-regions shall develop the centralized rural residential areas, which are closely connected with the technical and social infrastructure system of central urban areas; the sub-regions in the North and the East shall prioritize the development of the centralized residential areas in large specialized areas. Such development must be appropriate with the industrialization and agricultural modernization; the sub-regions in the South and Southwest shall encourage development based on the residential population along the traffic road, big rivers, canals and river ways, and shall adapt to the flooded agricultural production areas and areas of salt-water intrusion, as well as closely connecting with the community tourism model in Dong Thap Muoi region.
- Develop the inter-commune centers to become service centers, which are associated with agricultural production, small and medium industry and small scale industry in the rural areas.
- Combine the local traditional cultural space with the village or commune cultural institution, in order to develop a civilized life. Protect and develop the handicraft villages, in combination with developing tourism and commercial services. The residential areas within tourism corridors shall combine eco-tourism with plantation of special fruit trees.
- Transform and develop the architecture of houses and rural infrastructure based on the specific living conditions of people in each region. Do not destroy the rural ecological landscapes; the new residential areas in an early stage of development shall have an architectural landscape scheme which conforms to the tradition and satisfies the new living conditions.
d. Industrial development orientation:
- The area of the land of industrial areas will be about 69.000 ha by 2030; in which (Ho Chi Minh City takes up 7.080 ha, Dong Nai take ups 13.400 ha, Ba Ria - Vung Tau takes up 9.210 ha, Binh Duong takes up 14.790 ha, Tay Ninh takes up 5.185 ha, Binh Phuoc takes up 8.220 ha, Long An takes up 13.500 ha and Tien Giang takes up 3.200 ha).
- Develop towards forming modern urban - industrial areas, in combination with developing urban areas, industrial zones and commercial service areas, in order to ensure a sustainable development for industrial zones. Develop the industrial zones to become industrial areas. Also, establish deep industrial areas and local industrial areas.
- Industrial distribution over central urban sub-regions: Establish industrial areas in the central areas of Ho Chi Minh City, including district 9, district 7, district 12, Thu Duc district, Tan Binh district and Binh Chanh district; concentrated industrial zones in peripheral areas in the East includes Bien Hoa - Trang Bom - Long Thanh - Nhon Trach; industrial zones in peripheral areas in the North includes Binh Duong – Thu Dau Mot – Ben Cat – Tan Uyen, Di An, Thuan An; industrial zones in peripheral areas in the West includes Northern Cu Chi - Duc Hoa; industrial zones in peripheral areas in the Southwest includes Ben Luc - Hiep Phuoc. Prioritize the development of high-tech industry, clean industry and supporting industry.
- Industrial distribution over Eastern sub-regions:
+ On the economic corridor along highway 1A, including: Dau Giay – Long Khanh - Gia Ray – Cam My. Develop the areas of interdisciplinary industry, supporting industry, and agro-forestry products industry. Develop light industries, mechanical industry, garment and leather industry and biodiversity industry.
+ On the economic corridor along highway No. 51, develop deep industrial areas which are associated with the key corridor traffic infrastructure across Asia, international transshipment seaport and Long Thanh international airport. Develop seaport industry, heavy industry and oil and gas industry which are associated with the industrial zones of Phu My, Ba Ria and Vung Tau.
- Industrial distribution over the sub-regions in the North – Northwest:
+ On the economic corridor along highway No. 13: Develop the industrial zones including Chon Thanh, Dong Xoai – Dong Phu, free trade zone associated with the border economic zone Hoa Lu. The interdisciplinary industrial zones and supporting industrial zones. Local industry zones. Prioritize the development of the exported wood processing industry, agro products industry (rubber, cashew nuts and coffee), food and beverages processing industry, mechanical industry and construction materials industry.
+ On the economic corridor along highway No. 22: Develop centralized economic zones including Trang Bang – Go Dau, Tay Ninh, industrial zone in the free trade zone which is associated with the border economic zones of Moc Bai and Xa Mat. Prioritize the processing industry, supporting industry and interdisciplinary industry; promote the advantages of materials such as sugar-cane, cassava and rubber. Focus on developing the cane-sugar processing industry, cassava processing industry, rubber latex and cashew nuts processing industry, as well as animal products processing industry and wood processing industry.
- Industrial distribution over sub-regions in the Southwest, on the economic corridor along highway 1A and highway No. 50: Develop the industrial zones of My Tho - Go Cong and the industrial zone of Tan An. Exploit the advantages of being adjacent to Ho Chi Minh City and prioritize the development of deep industry in terms of agricultural products, agricultural supporting industry, clean technology industry, supporting industry and port industry.
- The local industrial areas in the green corridors: develop the local economy in order to promote the process of industrialization and employment absorption. Encourage the development of sectors and jobs which produce special products from local forests; maintain traditional villages, expand and develop them into modern industrial sectors.
dd. Development orientation of regional tourism:
- The Region of Ho Chi Minh City is an important central tourism area in the South with diversified and special tourism products; it connects with eco-waterway tourism and sea and island tourism of Mekong Delta region.
+ The major tourist center is the central urban sub-region. Develop a mixture of tourism including touring, culture and entertainment in Ho Chi Minh City; sea leisure tourism and mangrove forest eco-tourism in Can Gio; Cu Lao Pho historical and cultural tourism - landscapes of Dong Nai River in Bien Hoa - eco-garden tourism, village tour, recreational activities, historical and cultural relics in Binh Duong, Tien Giang.
+ Develop national and regional tourist areas and tourist attractions, which are associated with the protection for natural ecologies (mountains, forests, rivers and lakes, etc.) and protection for the historical and cultural values, including: National tourist areas, including: Nui Ba Den, Dau Tieng Lake and Tay Ninh Holy See; flooded forest in Dong Thap Muoi; Cat Tien national garden, Binh Chau hot spring; international sea leisure tourism Ba Ria – Vung Tau – Con Dao.
+ Establish groups of regional eco-tourism landscapes including: Thac Mo, Hoa Lu Xa Mat, Moc Bai; Thac Mo Lake - Ba Ra Mountain, Bu Gia Map National Garden, Bu Lach Grass-Plot (Binh Phuoc); Lo Go – Xa Mat – Cetral Base of the South and other groups of special agricultural landscapes within the green corridors.
- Invest in building a synchronous infrastructure system and technical facilities to serve tourism, ensure the connection between tourist areas, zones and spots in the region and in nearby areas, and promote the strength of regional special products.
- Establish regional tourist sites by connecting natural and cultural heritages.
e. Commercial and service development orientation:
- Develop the international center for finance, commercial and services in Ho Chi Minh City, Tan An, Bien Hoa, Long Thanh, Phu My, Vung Tau and in the international border economic zones including Moc Bai, Xa Mat, Hoa Lu and Long An.
- Develop the national and international storage service centers in Ho Chi Minh City, Long Thanh, Nhon Trach (Dong Nai province), Vung Tau, Long An, Binh Duong which are associated with seaports, airports, major economic corridors and inter-regional commercial channel.
- Establish regional, national and international center of trade fair and exhibition in Ho Chi Minh City; establish the exhibition centers in Dong Nai, Binh Duong and Ba Ria – Vung Tau, in order to cooperate with Ho Chi Minh City in establishing a national and international exhibition complex. In the regional provinces, encourage the establishment and development of zones or areas of trade fair and exhibition and centers which promote advertising and international exchange. Such centers play the role in connecting the areas within the Region of Ho Chi Minh City and connecting the Region of Ho Chi Minh City with other regions.
- The key shopping malls: Focus on developing the agricultural and industrial production areas which have large scales and produce good yield, such as the key agricultural market of Thu Duc in Ho Chi Minh City, the floating market of An Huu – Cai Be, the key national fruit market in Cai Be suburban district (Tien Giang province), the key agricultural market in My Tho City, and the key agricultural market in Go Dau suburban district (Tay Ninh province); the structre includes: Goods transaction centers, shopping centers, distribution centers and key storage centers.
g. Development orientation of scientific research, education and training:
The Region of Ho Chi Minh City is one of the biggest training centers in the whole country, by 2030 it will have from 1.200.000 to 1.500.000 college students.
- Establish centralized university areas with synchronous infrastructure. Prioritize the use of fund for expanding the land of universities according to the national and international standards for universities. The universities which have regional and national major sectors such as engineering, technology and economy shall be developed together with the growth poles of major economic corridors; the universities associated with healthcare, culture and social science and humanities shall be developed together with provincial or regional central urban areas; the colleges which provide technology trainings and community colleges shall be developed by the motive power of specialized urban provinces; multilevel colleges which provide trainings in different sectors shall be located in small urban areas and rural areas.
- Ho Chi Minh City: Prioritize university trainings and postgraduate trainings in basic scientific sector, research sector, technology and science transfer and application sector. Build the National University of Ho Chi Minh City in Thu Duc district. Encourage the investment in building international universities. Move the higher educational institutions and vocational education institutions which are no longer appropriate out of the inner-city areas.
- International education and training center: distribute the international universities in Ho Chi Minh City; Di An, Thu Dau Mot (Binh Duong province); Bien Hoa City, Nhon Trach - Long Thanh (Dong Nai province) and Duc Hoa (Long An province) - Cu Chi (Ho Chi Minh City).
- National education and training centers shall be located in urban areas in the Northwest of Ho Chi Minh City, Bien Hoa City, Long Thanh, Nhon Trach (Dong Nai province), Thu Dau Mot (Binh Duong province), Ben Cat, Ba Ria City (Ba Ria – Vung Tau province), Tan An City, Can Giuoc, Ben Luc (Long An province), My Tho City (Tien Giang province).
- The area used for building universities and colleges are estimated to be 13.700 ha by 2030 (Ho Chi Minh City takes up 3.000 ha, Dong Nai takes up 2.000 ha, Ba Ria – Vung Tau takes up 1.500 ha, Binh Duong takes up 2.500 ha, Tay Ninh takes up 1.200 ha, Binh Phuoc takes up 1.000 ha, Long An takes up 1.500 ha and Tien Giang takes up 1.000 ha).
- Develop the international center for scientific research and science and technology services in the following cities: Ho Chi Minh, Bien Hoa, Long Thanh, Binh Duong, Vung Tau and My Tho. Among them, Ho Chi Minh City, Binh Duong urban area (Binh Duong province), Long Thanh, Bien Hoa City (Dong Nai province) are cities of new knowledge.
- Develop the national and regional centers for scientific research and services. Establish the national center for scientific research and science and technology services in District 9, Hoc Mon, Binh Chanh (Ho Chi Minh City), Thuan An (Binh Duong province), Long Thanh, Nhon Trach (Dong Nai province), My Tho City (Tien Giang province), Hau Nghia (Long An province).
h. Development orientation of healthcare, culture and sports
- Healthcare:
The Region of Ho Chi Minh is the biggest and high qualified deep healthcare center in the whole country. The healthcare industry is distributed properly between Ho Chi Minh City and localities, in order to not only serve the inner-city areas but also the nearby areas, with the total demand for sick beds in the whole region will be from 90.000 to 100.000 beds by 2030. Where:
+ Ho Chi Minh City shall promote its role of the biggest healthcare center in the South region. Invest in building the national and international healthcare complexes with high quality. Move the healthcare facilities which are at risk of pollution out of the populated areas.
+ Establish deep healthcare centers and general hospitals; build hospitals according to the tourism leisure model, with a high quality of technical healthcare services, in urban areas which are growth poles of major economic corridors.
+ Build general and specialized healthcare centers, satellite hospitals of central hospitals in urban townships, such as: Bien Hoa, Thu Dau Mot, My Tho, Ba Ria, Tay Ninh. Such hospitals must satisfy the medical demands in localities in order to limit the number of patients gathering in the inner-city areas of Ho Chi Minh City.
+ Develop the healthcare network in districts/suburban districts/communes in order to improve the medical potential and to provide people with easy access to medical services. Pay special attention to the community healthcare system.
The area of the land used for building healthcare works by 2030 is estimated to be about 920 to 1.020 ha, in which: Ho Chi Minh City takes up from 500 to 540 ha, Dong Nai takes up from 110 to 120 ha, Ba Ria – Vung Tau takes up from 40 to 50 ha, Binh Duong takes up from 100 to 110 ha, Tay Ninh takes up from 40 to 45 ha, Binh Phuoc takes up from 35 to 40 ha, Long An takes up from 45 to 55 ha, Tien Giang takes up from 50 to 60 ha.
- Culture and sports:
Develop culture and sports towards protecting and promoting national cultural values, in order to become the cultural and arts brands of the region. Establish regional cultural and sports centers in Ho Chi Minh City, Vung Tau, Bien Hoa, Binh Duong and connect with urban areas which are regional growth poles, including: Nhon Trach, Long Khanh, Tan An, My Tho.
Agro-forestry development orientation:
- Develop the ecological and organic high-tech agriculture and adaptable agriculture for flooded areas and areas of salt-water intrusion. Protect the agricultural land in the areas near cities, develop the large specialized agricultural areas in the East, Northwest and North, and agricultural production areas which adapt to climate change in the Southwest region. Establish the plantation and production areas which apply high technology: Safe vegetables and ornamental trees in Ho Chi Minh City, Tien Giang, Long An, Tay Ninh; peppers in Binh Phuoc, Dong Nai, Ba Ria – Vung Tau; rice in Long An, Tien Giang, Tay Ninh; and special fruit trees in Dong Nai, Tien Giang. Establish specialized areas and materials areas of agricultural products for the processing industry, export and consumption industry; upgrade and build new centers of seed varieties and livestock breeds and high-tech agricultural models with clean and safe production.
- Develop agriculture towards applying science and technology in production and processing within the regions in the North, East and Southeast (Binh Phuoc, Tay Ninh, Dong Nai, Ba Ria - Vung Tau), develop industrial crops areas and special fruit trees areas; regions in the West and Northwest (Tien Giang, Long An) shall develop aquaculture areas, areas of special rice, high qualified rice, clean vegetables and special fruit trees; develop the agricultural production models together with eco-tourism.
- Change from using the form of small scale production to farm scale, and form large fields; change plant varieties towards adapting to climate change.
- Protect and build dykes for coastal management, raise the land up and protect the riverside or lakefront works, etc., in order to respond to the impacts of climate change.
- Develop the specialized aquaculture areas which apply bio-technology and produce the livestock breeds which are appropriate with each region and have high economic values. Enhance the offshore and inshore seafood catch and exploitation activities and improve marine products with high economic values, in order to serve the seafood processing and export sector. Develop fishing ports and aquatic logistics services, and invest in building fishing ports in Ho Chi Minh City, Ba Ria - Vung Tau and Tien Giang.
- Strictly protect the specialized forests and biosphere reserves in Dong Nai, Binh Phuoc, Tay Ninh, Con Dao; natural reserves in Binh Chau – Phuoc Buu, Can Gio, Dong Thap Muoi; surrounding corridor area which protects the regional big rivers and lakes. Protect the protective forest system in Tay Ninh province, Binh Phuoc province and coastal mangrove forests in Dong Nai province, Ba Ria - Vung Tau province and Tien Giang province.
7.Traffic development orientation:
Invest in upgrading and developing the regional traffic system based on the existing traffic infrastructure. Satisfy the demands for transportation, promote the maximum advantages of the key national and international traffic region. Create a closed and synchronous connection between different forms of transportation. Focus on developing public traffic in the urban areas and connect the regional urban areas by using modern transport vehicles which are friendly to the environment.
a. Road:
- Highway: Improve the network of radial roads and ring roads.
+ Continue to improve the following highways: Ho Chi Minh City - Trung Luong - Can Tho; Ho Chi Minh City - Long Thanh - Dau Giay; Ben Luc - Long Thanh; North – South highway in the West (Stage 3 Ho Chi Minh route), highway along Binh Phuoc - Tay Ninh - Long An - Tien Giang - Dong Thap.
+ By 2030, the new highways will include:
. Bien Hoa - Vung Tau highway is the highway connecting Bien Hoa City and Vung Tau City; this will also be the high way across Asia in the future.
. Highway along Ho Chi Minh – Thu Dau Mot – Chon Thanh (Binh Phuoc): this highway is expected to extend to the border of Hoa Lu and connects with Cambodia.
. Highway along Ho Chi Minh City – Moc Bai (Tay Ninh): From the An Suong intersection, crossing through the border of Moc Bai to Cambodia; connect from Go Dau and cross through Xa Mat border to Cambodia.
. Dau Giay – Da Lat highway: From Dau Giay (Dong Nai province) to Da Lat (Lam Dong province).
. Build the closed ring road 3 (adjust the scale of cross section at My Phuoc – Tan Van).
. Build the Ring Road 4. Finish the construction of highway from Ben Luc - Long An to the end of the North-South axis of Ho Chi Minh City and of highway from Phu My (Ba Ria - Vung Tau) to Trang Bom – Dong Nai.
+ Upgrade the existing highways from 6 lanes to 8 lanes after 2030, in order to satisfy the increasing road traffic demand.
- Highways and provincial roads:
+ Improve the existing highways and upgrade certain important provincial roads in the region. These highways and roads must satisfy the standards for level I and II flat roads.
+ Connect the highways and provincial roads in the region to form the uninterrupted network which connects to the national highway system, in order to contribute in improving the transport capacity of the road network.
- Specialized roads:
+ The coastal roads in Ba Ria – Vung Tau – Ho Chi Minh City – Tien Giang; combine the activities in researching appropriate traffic methods for connecting regional provinces.
+ Develop the inter-port roads and enhance the connection between seaports and highway system, including the inter-port road of Cai Mep – Thi Vai, from the general container port of Cai Mep Ha (Tan Thanh suburban district in Ba Ria – Vung Tau province) to Phuoc An port (Long Thanh suburban district in Dong Nai province). Upgrade and improve the 911D road in Phuoc Hoa - Cai Mep, Long Son - Cai Mep.
+ Inter-port road Dong Nai: from the industrial zone Ong Keo (in Rach Cha La Lon) to the general port Viet Thuan Thanh (Nhon Trach suburban district in Dong Nai province).
+ Go Gang road – Long Son: from Go Gang island to Long Son island (Ba Ria – Vung Tau province).
+ The border patrol route from Binh Phuoc to Dong Thap along N1 Road.
b. Railway
- National railway:
+ Upgrade the existing North-South railway, in order to ensure that the average speed of one passenger train is from 80 to 90 km/h and of one cargo train is from 50 to 60 km/h.
+ Build new railways:
. Trang Bom - Hoa Hung railway (Sai Gon), build new railway which does not lead to Bien Hoa City in the South and upgrade the railway of Binh Trieu - Hoa Hung to elevated and double track railway which is 1.435 mm.
. Connect the railway of Bien Hoa – Vung Tau with the seaport of Vung tau, in order to transport cargos to the North-South railway at the new train station of Trang Bom, and connect with the railway of Trang Bom - Hoa Hung at the new train station of Bien Hoa.
. The railway of Ho Chi Minh City – My Tho – Can Tho (aims to extend up to Ca Mau), shall connect with the North-South railway at the train station of An Binh.
. Railway of Di An – Loc Ninh shall connect with Cambodia.
. The railway of Ho Chi Minh – Tay Ninh (aims to extend up to borders of Moc Bai and Xa Mat), shall connect with the railway of Ho Chi Minh City - My Tho - Can Tho at the train station of Tan Chanh Hiep.
. The light railway of Thu Thiem – Long Thanh international airport with the starting point at Thu Thiem station.
. The high speed railway on the North-South axis. Prioritize the construction of the railway which has high transport demand such as the railway of Ho Chi Minh City – Nha Trang.
. The specialized double track railway which connects from national railway to Hiep Phuoc port and Long An port. The starting point from Long Dinh station of the railway of Ho Chi Minh City – My Tho – Can Tho.
- Build new local railway in combination with upgrading certain national railways, in order to create a local railway network with passenger lines, and connect the center of Ho Chi Minh City with the central cities of provinces within the radius of 60 to 80 km. The scale of the double track railway which is electricified is 1.435 mm, and the design speed is 120 to 150 km/h. Combine the use of national inner-region passenger railway which leads to Binh Duong, Binh Phuoc, Tay Ninh, My Tho, Long Khanh.
- Urban railway: Build new urban railway system of Ho Chi Minh City and develop the urban and suburban passenger railways of Ho Chi Minh City. Build 08 radial or circle metro routes which connect with the central areas of the City and the urban satellite areas in the region.
- Key railway works: Build key railway works at urban gateways:
+ The technical train station in the North (Binh Trieu station), central train station (Sai Gon station) and the intermediate stations in the West (Tan Kien station). Buil new train station of Thu Thiem and new stations along the newly built railways.
+ Freight stations: An Binh freight station, Trang Bom freight station and Phuoc Tan freight station and other stations at regional ports.
c. Airway:
- Invest in building, expanding and upgrading the international airport Tan Son Nhat according to the adjusted plan which is approved by the Prime Minister: Its capacity must achieve 40 to 50 million passengers per year and 1 to 2 million cargos per year by 2030.
- Build new international airport of Long Thanh: execute the project approved by the competent authority for developing the airport in different stages.
- Con Son airport is a domestic airport. It is used for both civil and military purposes. This airport’s scale has achieved level 3C according to the classification of ICAO and level II military airport. Its capacity is 500.000 passengers per year and 2.000 metric ton of cargos per year.
- Vung Tau airport is an amphibious airport. It is used for transporting domestic cargos, serving air taxi operation, exploiting tourism and oil and gas. Such airport is newly built in Go Gang of Ba Ria - Vung Tau province.
d. Waterway:
- Seaway:
+ Develop the seaports in Cai Mep – Thi Vai, Ben Dinh – Sao Mai and Hiep Phuoc and in potential locations such as Long Son, in order to effectively exploit the land fund used for building the seaports and increase the capacity to receive large loads, as well as promoting the international transshipment potential of the group of seaports number 5.
+ Develop seaports and also connect the road infrastructure, railway infrastructure and inland waterway infrastructure in a synchronous manner. Combine with the development of specialized seaports which are used to satisfy the traffic demands of different types of cargos in the entire region.
- Seaports:
+ Vung Tau seaport is the national general seaport and the international gateway which provides international container transshipment services (type 1A).
+ Ho Chi Minh port is the national general port and the key regional port (type I).
+ Dong Nai port is the national general port and the key regional port (type I).
+ Maritime channels focus on improving and upgrading the river channels, with the aim to ensure the operation of ships and vessels entering and exiting the regional ports. Certain main maritime channels include: the channel from Vung Tau – Cai Mep – Thi Vai to Go Dau; the channel to Ho Chi Minh City through Soai Rap River; the channel of Dong Tranh River which transports cargos from Ho Chi Minh City to Cai Mep – Thi Vai; the channel from Long Tau River to Ganh Rai Bay; Dinh River Channel; the channel from Tien River to Tieu gate and Hang Luong gate.
- ICD:
+ Develop main ICDs in the Northeast of Ho Chi Minh City by building Trang Bom ICD. Build Tan Kien ICD in the Southwest of Ho Chi Minh City.
+ Build and develop the ICD system according to the local planning, including: Binh Duong, Long Binh new ICD, Binh Phuoc in Chon Thanh, Duc Hoa, Ben Luc, Thanh Thanh Cong, Moc Bai, Thanh Phuoc in Tay Ninh province, etc. Step by step build and develop the ICD system in the key ports in order to promote the development of multimodal transport and logistics services.
dd. Urban and rural traffic:
- Urban traffic:
+ Build an urban traffic system which synchronizes with other specialized plans and the general construction planning of urban areas, in order to ensure that the ratio of area of traffic land complies with the legal documents. Allocate sufficient land for static traffic and key construction works; the targets for urban road network density must satisfy the current regulations and current standards.
+ Develop an urban traffic system which is separated from foreign traffic through byway, ring road, frontage road and interchange system. Minimize the highways which cross the urban center.
+ Establish the public traffic network for the urban areas: the public passenger transport shall be selected according to the speed of development of regional urban areas; prioritize the development of the public passenger transport in the urban center of the region (Ho Chi Minh City, Binh Duong, Bien Hoa, Long Thanh) with diversified forms, including: urban railway, express bus, general bus system and taxi; establish inner-city bus routes which connect the center of Ho Chi Minh City with regional urban townships; enhance the development of different forms of public transport which use clean energy and are friendly to the environment; limit and step by step eliminate the use of personal vehicles in the center of Ho Chi Minh City.
- Rural traffic:
+ Invest in developing the rural traffic system within the region. Such system must satisfy the standards for building new rural areas; connect provincial highways in order to satisfy the transport demands and the rural agricultural modernization demands.
+ Promote the advantages of geographical locations and natural conditions of the localities, and combine traffic with irrigation, agro-forestry and other economic sectors, in order to ensure an effective traffic capacity.
+ Develop and improve the existing rural traffic routes, ensure traffic keeps moving at all time and ensure the quality of the roads and works on such roads. Such quality must satisfy the current technical standards. Also, encourage the concretization of roads.
e. Key traffic works:
The center for transport and logistics shall be the transition place between the transportation forms which have been built in the urban and regional key traffic areas, including:
- Long Thanh logistics center – connects the national railway and inner-city railway with the road and airway. Such center will be the international transshipment center in the future.
- Trang Bom logistics center – a big logistics center in the Northeast of the region. It connects the national railway, urban railway, road and waterway with each other (Ba Ria – Vung Tau group of seaports).
- Song Than – Binh Duong logistics center: a major logistics center and ICD, serves transit of goods between national railway, inner-region railway, road and waterway transport (through the ports of Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau).
- Tan Kieng Logistics Center in the Southwest of Ho Chi Minh City: transport cargos by road, rail and water (crossing the group of seaports including Ho Chi Minh City, Long An and Tien Giang) to the regional provinces and other domestic and international areas.
- Logistics centers in other localities within the region: Transport cargos and passengers by road, rail and water to the provinces of Mekong Delta region and Central Highlands, etc.
8.Other infrastructure development orientation:
a. Floor levels and drainage system:
- Floor levels of construction land:
+ The selected land shall ensure urban sustainable development and construction stability, reduce the negative impacts occur to the environment and the urban landscapes, and shall be less negatively affected by climate change, such as flood and sea level rise.
+ Determine the height of urban works based on the current state, the state of flood and the effects of climate change and sea level rise to the development areas of each urban area. Leveling works must ensure effective construction, reduce the banking mass and protect the natural cover. Vertical clearance restrictions must be complied with during urban construction.
-Surface drainage system includes the major drainage basins such as Dong Nai River, Sai Gon River, Vam Co Dong River - Vam Co Tay River, Tien River and Dinh River.
+ Dredge and improve the capacity of the drainage system of main rivers and the regional canal system.
+ Urban drainage: Build a complete urban drainage system which is connected to the regional canal system. The old urban areas shall continue using the existing general drainage system and build the sewage collection channels which lead to the station for treatment; the new urban areas shall use the separate drainage system. Minimize the filling of lakes, rivers and canals and encourage the building of new regulating reservoirs.
- Prevent floods:
+ The activities in preventing floods within the region shall be determined: Build works for regulating upstream floods (combine with hydropower reservoirs: Dambri Reservoir, Dong Nai 5, Dong Nai 6, etc.) and the downstream reservoirs.
+ Prevent floods in the localities according to the specialized flood relief scheme and the flood prevention scheme of each locality (especially the localities which are heavily affected by climate change and sea level rise, such as Ho Chi Minh City, Long An and Tien Giang, etc.)
- Prevent riverbank landslides and coastal erosion:
+ Develop plans and methods for exploiting sands and dredging the river bed in a scientific manner, in combination with regulating the flow of water by opening the upstream floodgate (Tri An Reservoir and Dau Tieng Reservoir, etc.) in order to resist the impact to the river bed’s stability and prevent changes to the direction and speed of the river.
+ Reinforce and regularly improve the important positions of the river which are at risk of landslides, such as the riverside embankment and the trees surrounding the riverside, etc.
+ Develop methods for protecting the riverhead forests within the scope of Binh Phuoc province and Tay Ninh province, in order to retain water and reduce the speed of flow, as well as preventing floods from causing erosion and destroying the natural surface of the river.
+ Regularly inspect, upgrade and improve the existing constructions of dams and dikes and build new sea dikes in places which regularly suffer erosion (coastal areas of Ba Ria – Vung Tau, Ho Chi Minh City and Tien Giang).
b. Water supply:
- Establish a water supply system in order to ensure sufficient water supply and satisfy the regional demands for domestic and industrial water according to the current regulations. Ensure a safe water supply which is economical and appropriate with the current and future conditions, in order to reduce water loss.
- The regional total demand for urban domestic and industrial water by 2030 will be about 7.506 million m3per day, in which the urban domestic water will be about 6.95 million m3per day, and the industrial water will be about 546 million m3per day.
- The regional water supply source mainly uses the surface water of the main rivers (Dong Nai, Sai Gon, Tien and Dinh) and the big lakes (Tri An, Thac Mo, Dau Tieng, Phuoc Hoa, Da Den, Song Ray). Limit the use of underground water in supplying water, and only use this underground water to supply for the areas where there are difficulties in getting the water surface and for the rural residential areas with small scale and do not have access to the regional water supply network.
- The water supply network shall be determined in consideration of the upgrade of existing water plants and the newly constructed water plants, in order to satisfy the water supply demands of urban areas which have easy access to the water source. Build new raw water supply lines for the existing and future water plants which can be affected by the salt-water intrusion due to climate change and sea level rise. Build water plants with large scale in provinces and cities, in order to supply water for the urban areas within such provinces and cities and the adjacent rural areas.
- Expand the existing water plants and improve their capacity: Ho Da Den Water Treatment Plant - 250.000 m3per day, Chau Duc Water Supply Branch – 100.000 m3per day (Ba Ria – Vung Tau province); Thu Dau Mot Water Joint Stock Company – 200.000 m3per day, Di An Water Supply Enterprise – 200.000 m3per day, Complex Area Water Supply Enterprise – 150.000 m3per day (Binh Duong province); Dong Xoai Water Supply Plant – 60.000 m3per day, Binh Phuoc Water Supply Plant - 30.000 m3per day (Binh Phuoc province); Hoa Khanh Tay Water Supply Plant – 80.000 m3per day (Long An province); BOO Water Supply Plant – 160.000 m3per day (Tien Giang province).
- Build new water surface treatment plants with large scales in each province which supplies water for inter-urban areas and for rural areas where there are water supply plants: Thu Duc IV- 300.000 m3per day, Thu Duc V – 500.000 m3per day, Tan Hiep III – 300.000 m3day (Ho Chi Minh City); Thien Tan II – 100.000 m3per day, Thien Tan III – 200.000 m3, Nhon Trach II – 100.000 m3per day, Nhon Trach III – 200.000 m3per day, Gia Tan supply water system – 200.000 m3per day, Cau Moi Lake – 90.000 m3per day (Dong Nai province); Tan Hiep – 200.000 m3per day (Binh Duong province); Chon Thanh – 120 000 m3per day, Nha Bich – 80.000 m3per day (Binh Phuoc province); Phu My Vinh II water supply project – 300.000 m3per day (Long An province); Tien River 1 – 300.000 m3per day (Tien Giang province).
c. Electricity supply:
- The Region of Ho Chi Minh City is a big national energy center, including thermoelectric plants and hydropower plants which play important roles in supplying electricity for the region and the whole country.
- The total regional electricity demand by 2030 will be about 28.200 MW (where: the urban areas demand 8.770 MW; the rural areas demand about 1.000 MW; the industrial areas demand about 13.195 MW; the public administrative service areas demand about 5.236 MW).
- Build new regional electricity system which connects to the national electricity system. Improve the capacity of such regional system in order to satisfy the demands for domestic and industrial electricity according to the national electricity development scheme and the development schemes of regional localities. Ensure that sufficient electricity is provided regularly and safely at the present and in the future. Focus on developing the energy source and renewable energy source which are friendly to the environment.
- Electricity source:
+ The energy source is allocated from regional electricity plants, including: Hiep Phuoc, Thu Duc, Ba Ria, Phu My, Nhon Trach and Formosa; the hydropower plants, including: Tri An, Thac Mo, Can Don, Srok Phu Mieng and surrounding areas; develop distributed generation which uses new energy sources and renewable energy sources ( sun light energy, wind energy, etc.).
+ Build new electricity plants including: Long An 1, Long An 2, Tan Phuoc 1 and Tan Phuoc 2, Nhon Trach 3 and Nhon Trach 4, and other electricity sources according to the schemes which are approved by competent authorities.
- Grids:
+ 500 KV grids:
. Improve the capacity of the existing 500kV stations: Phu Lam, Nha Be, Cau Bong.
. Build 500kV stations: Cu Chi and Thu Duc Bac.
. Build 500 kV lines: Song May – Tan Uyen, Cu Chi – Duc Hoa, Cu Chi – My Phuoc, Cu Chi – Tay Ninh, 500kV line starts from 500kV Duc Hoa Station to the Phu Lam - Cau Bong double circuit transmission line.
. Improve the capacity of existing 500kV stations: Tan Dinh, Song May, My Tho.
. Build 500KV stations: Duc Hoa, Long Thanh, My Phuoc, Binh Duong 1, Tay Ninh.
. Build 500KV line: Song May line of the Vinh Tan Power Center of Phu My, Son My Power Center of Duc Hoa - Thot Not, Duc Hoa - My Tho.
+ 220 KV grid: Improve and upgrade the system of 220 KV stations and existing 220 KV lines. Build new 220 KV lines and 220 KV stations according to the national grid development scheme.
d. Communications:
- Build and develop a modern and safe communication infrastructure which has a large capacity and high speed and covers the whole region. Develop Ho Chi Minh City to become the international telecenter with high quality.
- Communication services with good quality and satisfy the diverse needs of the users.
- Install optical fiber cables in the whole region by using modern technology and advanced transmission technology for the inter-provincial/inner-provincial/inner regional transmission network. Develop the mobile information system towards increasing its capacity, expanding and improving the quality of the coverage areas.
- Widely and effectively apply the information technology in state management, economic sectors and social-cultural field, as well as the field of national defense and security.
dd. Drainage system and sewage treatment system:
- The total volume of urban and industrial sewage of the whole region by 2030 will be about 4.52 million m3per day (where the urban sewage is about 2.95 million m3per day; industrial sewage is about 1.6 million m3per day).
- All urban areas type 5 or above and the centralized industrial zones must develop a separate drainage system. For the urban areas and industrial zones located in the upstream of Dong Nai River and Sai Gon River, their drainage systems must satisfy type A standards. Drainage systems of other areas, which are located in the downstream and basins, must satisfy type B standards according to Vietnam Regulation QCVN 14/2008 and QCVN 40/2011 before being released to the environment. The waste treatment areas located in the upstream of Dong Nai River and Sai Gon River must build sewage treatment areas which satisfy type A standards according to Vietnam Regulation QCVN 14/2008.
- Planning methods:
+ Urban areas: Apply modern drainage technology for urban areas, especially urban townships and Ho Chi Minh City. Keep the general sewerage system for the existing urban areas and build the flow splitters to collect sewage to the station for treatment.
The new urban areas must have separate drainage systems.
+ Rural areas: The townships and rural residential areas shall focus on building a general drainage system. Carry out sewage treatment by using natural biodiversity in lakes and canals and river ways.
+ Industrial zones and areas: There must be a rainwater drainage system separated from the sewage drainage system. Build a qualified sewage treatment station according to Vietnam Regulation QCVN 40/2011 before releasing the sewage to the environment.
e. Manage solid waste:
- Increase the capability of the current solid waste treatment plants. Build 02 domestic and industrial solid waste treatment complexes in big inter-urban areas. Also, build 01 industrial and medical waste treatment area and select one landfill of hazardous waste within the inter-area for general management.
- By 2030, 100% of urban household solid waste must be collected and treated to ensure environmental safety; 100% of the total industrial solid waste, 80% of the solid waste within the centralized rural areas and 100 % solid waste in the handicraft villages must be collected and treated in accordance with the standards.
- The total volume of regional solid waste by 2030 will be about 40.340 metric ton per day (where: the volume of urban solid waste will be 21.700 metric ton per day, the volume of rural solid waste will be 4.800 metric ton per day, and the volume of industrial solid waste will be about 13.840 metric ton per day).
- Planning methods:
+ The regional solid waste treatment areas: Build a solid waste treatment complex in Thu Thuan – Long An for both Ho Chi Minh City and Long An. The area of such complex must be 1.760 ha (in which Ho Chi Minh City takes up 1.000 ha).
+ Provincial solid waste treatment areas: the separate landfills of provinces and cities must be upgraded to complexes which have small capacity and use general technology (digging, processing, and burning for energy). The area of such complexes must be from 100 to 200 ha.
+ Collection system and treatment technology:
. The urban/industrial/medical solid waste and solid waste of residential areas must be collected and transported to the solid waste treatment plants according to the scheme.
. The industrial solid waste and hazardous medical solid waste must be classified, collected and treated in accordance with technical standards and regulations on environmental safety.
. Use the solid waste treatment technology which ensures hygiene, in order to process (for solid waste to become fertilizers or for recycle purposes) and burn solid waste. Prioritize the use of technologies in the field of solid waste recycle and treatment, such as: reuse, renew and recycle different types of waste; produce methane CH4and generate electricity, in combination with producing organic fertilizers; produce fuels (pyrolysis) and generate electricity; burn and generate electricity; the landfills must ensure environmental safety.
g. Manage the cemeteries:
- Build urban centralized cemeteries. Encourage cremation. The cemeteries must be built in form of Cemetery Park.
- Mark the locations and determine the scales of the provincial or regional areas of cremation and burial, regarding the cemetery park.
+ Regional cemeteries:
. Dong Nai: An Vien Vinh Hang cemetery with a scale of 316 ha (Vinh Cuu) serving Dong Nai province, Southeast region of Ho Chi Minh City and nearby provinces.
. Binh Duong: Binh Duong cemetery with a scale of 200 ha (Ben Cat) serving Binh Duong province, Northeast region of Ho Chi Minh City and nearby provinces.
. Tay Ninh: Fairy Park with a scale of 75 ha (Hoa Thanh) serving Tay Ninh province, Ho Chi Minh City and nearby provinces.
. Provincial and suburban cemeteries: build these cemeteries in accordance with the schemes of localities.
9.Evaluate the strategic environment:
a. The general methods for preventing, reducing and addressing impacts and risks:
- Develop and apply the methods for protecting the environment and reducing negative impacts to such environment during the development process of urban areas and industrial zones. Mark the locations of which the environment requires protection. Develop planning methods for developing urban areas, in order to contribute in sustainable development. Enhance the use of clean energy and renewable energy, and limit the pollution sources which cause greenhouse effect, as well as responding to climate change and sea level rise. Also, pay high attention to the flood control method in the central sub region.
- The big urban areas and centralized industrial development areas must be separated from residential areas and preserved areas by green corridors and green belts. Encourage the development of inner-city and inter-urban public traffic, in order to reduce traffic pollution.
- Waste must be thoroughly treated. Control and supervise urban, rural and industrial environment pollution during the process of building infrastructure. For the solid waste treatment areas, prioritize the projects which have advanced and modern technology. The urban and industrial sewage must be treated in accordance with the standards before being released into the environment.
- Strictly protect Can Gio Mangrove Biosphere Reserve and Dong Nai Biosphere Reserve, in order to protect the water source and reduce the impacts of climate change. Protect the national gardens, nature reserves and wetland areas along the banks of Tien River, Vam Co Dong River, Vam Co Tay River and in the delta regions. Protect and develop the green spaces, protective forests, production forests and green corridors along Dong Nai River, Be River, Sai Gon River, Vam Co Dong River, Vam Co Tay River, Tien River, Tri An Lake, Dau Tieng Lake, Thac Mo Lake, Can Don Lake, etc. Limit the development activities which change the flow of water and make the residential areas and facilities become unsafe.
- Develop active methods for preventing and responding to climate change. Develop plans and methods for adapting, preventing and responding to the regional general climate change. Increase green coverage and water surface area in order to improve the drainage system and make the climate equable. Improve and build a synchronous urban drainage system. Develop the forest space which is connected with the green agriculture areas, theme parks and open spaces of urban areas.
b. Programs and plans for supervising the technical, management and surveying environment:
- Develop the general management programs for the regional river basins (the basins of the following rivers: Dong Nai River, Be River, Sai Gon River, Vam Co Dong River, Vam Co Tay River, etc.).
- Develop programs for controlling environment pollution caused by urban, industrial and traffic waste.
- Develop quality supervision system for the regional environment, survey system and forecast system which gives early warning about the impacts of climate change, sea level rise, and abnormal rise of water from rivers and long drought.
10.Mechanism and policy framework for regional development:
Step by step research and develop the policies on regional development and focus on the following 5 policies:
- Connect and share information about investments, exploitation of economic-social and technical infrastructure and environment protection between regional localities.
- Develop urban areas and industries, and use land economically and effectively.
- Financially support the development of regional infrastructure.
- Develop human resources in order to create balanced and harmonious human resources for production within the region.
- Develop rural areas and agricultural production.
11.Priority programs and projects for investment:
Prioritize the development of international, national and regional key projects in central urban sub-regions, in order to motivate the development of other sub-regions within the region. Prioritize the investment in projects which play the role in motivating the social-economic development of the regions and provinces within the region, according to each specific field:
- Infrastructure: Prioritize the development of the infrastructure framework which is connected to international, national and regional projects, such as the freeway construction projects (Dau Giay – Phat Thiet, Ben Luc – Long Thanh, Trung Luong – My Thuan, Bien Hoa- Vung Tau, Ho Chi Minh City – Moc Bai, and Go Dau – Tay Ninh City – Xa Mat); ring road projects (ring road No. 3, ring road No. 4), highway projects (highway No. 22, highway No. 22B, highway N1, Extendable highway 14C, highway 50), Thi Vai – Cai Mep inter-port road, road 991B, Phuoc Hoa – Cai Mep road, Long Son – Cai Mep road; railway (upgrade the existing key railway, build the railway of Ho Chi Minh City - Moc Bai, Di An - Loc Ninh, Bien Hoa - Vung Tau, inner-city railway of Ho Chi Minh City); upgrade Tan Son Nhat international airport, build Long Thanh international airport, etc.; execute irrigation projects and inter-provincial flood prevention projects; upgrade and build new inter-provincial water supply plants; and build green environment technology zone in Thu Thua (Long An province).
- Social infrastructure: Invest in major projects of regional centers of health, education - training, cultural and sports. Such centers are outside Ho Chi Minh City and within the regional localities (Binh Duong, Dong Nai, Long An, etc.) Such investment is made to carry out load reduction for the inner-city areas of Ho Chi Minh City.
- Commercial – service, science and technology, tourism: Prioritize the investment in the big projects of central urban sub-regions and major growth poles, which are associated with important key traffic centers.
- Agricultural and rural economic development: Prioritize the investments in the agricultural high-tech parks and breeding and cultivation areas which apply high technology. Develop dedicated areas for long-day industrial crops and rice areas with high quality and fruit areas with high economic quality.
Article 2. Cooperation responsibilities and implementation
1. Regional management and development model:
Establish a Steering Committee under the Government. Such committee is the counseling agency which helps the Prime Minister to direct and manage the development of Ho Chi Minh City; the steering committee shall organize, cooperate with central ministries and sectors and regional localities in adjusting the Construction Plan for the Region of Ho Chi Minh City by 2030 and vision to 2050 (Plan).
2. Responsibilities of the ministries and sectors:
a. Ministry of Construction:
- Inspect the implementation of the Plan; check and adjust the Plan according to the direction of the Government and the Prime Minister. Cooperate with the ministries and sectors, People’s Committees of provinces and central-affiliated cities in the region in sending a periodical report on the implementation of the Plan to the Prime Minister.
- Suggest the list of Construction Plans in order to specify the plans and send such list to the Prime Minister for consideration and decision-making.
- Cooperate with the Ministry of Home Affairs in suggesting the establishment of the Steering Committee.
b. Ministry of Planning and Investment: Cooperate with the Ministry of Finance and related ministries and sectors in determining the list of investment projects and developing financial policy mechanisms, in order to mobilize the investment sources for the major social-economic infrastructure works of the region.
c. Ministry of Health, Ministry of Education and Training: Cooperate with the ministries, sectors and localities in making plans and develop methods and policy mechanisms for developing the social infrastructure as assigned, in order to reduce the pressure for Ho Chi Minh City and share the chances to gain benefits from health services and education and training for the provinces within the region of Ho Chi Minh City.
d. Ministry of Transport: Focus on executing the regional major traffic infrastructure projects, prioritize the development of highways, ring roads and inter-port roads, which are associated with the motive powers within the central urban sub-regions and the urban areas on development corridors; the inner-city and regional railway and airway.
dd. Ministry of Natural Resources and Environment shall cooperate with the Ministry of Construction, ministries, sectors and localities in establishing and adjusting the scheme and plan for using land. Such scheme and plan must conform to the approved scheme.
e. Ministry of Agriculture and Rural Development: Cooperate with the Ministry of Natural Resources and Environment and localities in checking the flood prevention and control scheme towards adjusting the function to use land, effectively exploiting the land fund and the riverside landscapes, in order to develop the society and the economy and ensure safety regarding flood prevention. Promulgate guidelines on exploiting the land fund of the riverside corridor area.
g. Ministry of Home Affairs:
- Take charge and cooperate with the Ministry of Construction and regional localities in suggesting the establishment of the Steering Committee.
- Cooperate with the ministries, sectors and localities in researching, reviewing and amending the legal documents on policies and institutions, as well as mechanisms for managing and directing the regional development.
h. The ministries and sectors shall develop, modify and supplement the plans and strategies for sector development. Such plans and strategies must conform to the approved Plan.
3. Responsibilities of provinces and Ho Chi Minh City:
a. Review and modify the related plans under the management of each province and Ho Chi Minh City, as well as executing the project programs after this Plan gets approved.
b. Cooperate with the ministries and sectors in developing the mechanism which attracts and diversifies the sources used for developing the regional infrastructure work, especially the traffic system, water supply system and environment protection system.
Article 3.This Decision shall come into effect from the date on which it is signed.
The following Ministries: Construction, Planning and Investment, Industry and Trade, Transport, Resources and Environment, Culture, Sports and Tourism, Agriculture and Rural Development, Education and Training, Science and Technology, Health, Home Affairs, National Defense, People s Committee of Ho Chi Minh City, People s Committees of the following provinces: Ba Ria – Vung Tau, Binh Duong, Binh Phuoc, Dong Nai, Long An, Tay Ninh, Tien Giang and the Heads of related agencies shall implement this Decision./.
