DECISION
ON THE ESTABLISHMENT OF THE COMMITTEE FOR THE PREPARATION OF THE ACCESS TO AIDS DRUG TREATMENT IN VIETNAM PROJECT
THE MINISTER OF HEALTH
- Based on Decree No. 68/CP on 11 October 1993 of the Government defining the function, responsibility, authority and the framework of organization of the Ministry of Health;
- Based on Decision No. 61/2000/QD-TTg on 5 June 200A of the Prime Minister on the establishment of the National Committee for the Prevention and Control of AIDS, Addiction and Prostitution;
- Based on Directive No. 02/2003/CT-TTg on 24 February 2003 of the Prime Minister on strengthening HIV/AIDS prevention and control;
- As suggested by the chairman of the Preventive Medicine Administration - Ministry of Health:
HEREBY DECIDES:
Article 1: To establish the Committee for the Preparation of the Access to AIDS Drug
Treatment in Viet Nam Project which comprises of the following persons:
1. Professor Pham Manh Hung, Ph.D., Deputy Minister of Health: Chairman
2. Trinh Quan Huan, Ph.D., Chairman of the Preventive Medicine Administration: Vice Chairman (standing)
3. Tran Cong Ky, M.A., Head of the Administration for Vietnam Pharmacy Management: Vice Chairman
4. Professor Le Dang Ha, Ph.D., Director of the Institute of Clinical Tropical Diseases Medicine: Vice Chairman
5. Ly Ngoc Kinh, Ph.D., Chairman of the Therapy Department: Member
6. Trinh Thi Le Tram, M.D., Bachelor of Law, Vice Chair of the Legal Department: Member
7. Nguyen Duc Hien, M.A., Associate Professor, Deputy Director of the Institute of Clinical Tropical Diseases Medicine: Member
Assisting the Committee for the Preparation of the Access to AIDS Drug
Treatment in Viet Nam Project is the secretarial group which comprises of the following members
1. Nguyen Thanh Long, Ph.D., Preventive Medicine Administration specialist: Group chair
2. Pham Thi Binh Minh, Ph.D., Administration for Vietnam Pharmacy Management specialist: Vice chair
3. Nguyen Huy Quang, J.D., Legal Department main specialist: Member
4. Nguyen Van Kinh, M.A., Preventive Medicine Administration specialist: Member
5. Nguyen Van Kham, M.D., Therapy Department specialist: Member
6. Phan Thi Thu Huong, M.D., Preventive Medicine Administration specialist: Member
7. Pham Duc Manh, Ph.D., Preventive Medicine Administration officer: Member
Article 2. The committee is responsible for:
1. Setting up the Access to AIDS Drug Treatment in Viet Nam Project and submitting it to the Minister of Health for examination in order to submit to the Prime Minister for approval.
2. Following the procedure to submit the project to the Prime Minister for approval according to the regulations on the promulgation of legal documents.
3. Setting up a plan to implement the project once it is approved by the Prime Minister.
Articlet 3. The standing preparation committee is based in the AIDS Division in the Preventive Medicine Administration. The fund needed to set up the project is from the fund for AIDS Prevention and Control and aid sources.
Article 4.This decision is effective from the day of signing, promulgating. The project preparation committee will self-dissolve after fulfilling its task.
Article 5. The following people: Directors, Senior inspectors, Chairpersons of the following departments: Preventive Medicine Administration, Legal Department, Therapy Department - The Ministry of Health, head of the Administration for Vietnam Pharmacy Management; the leaders of related units and the people that are named in article 1 are responsible for executing this decision.
