THE PRIME MINISTER
Decision No. 1979/QD-TTg dated October 14, 2016 of the Prime Minister on approving the solid waste management planning in Northern key economic region by 2030
Pursuant to the Law on Government organization dated June 19, 2015;
Pursuant to the Government’s Decree No.59/2007/ND-CP on solid waste management dated April 09, 2007;
Pursuant to the Decision No.198/2014/QD-TTg dated January 25, 2014 by the Prime Minister on approval for the master plan on socio-economic development in Northern key economic region to 2020 and visions towards 2030;
Pursuant to the Decision No.2149/QD-TTg dated November 20, 2009 by the prime Minister on approval for national strategies for managing solid wastes up to 2025 and visions towards 2050;
Upon request by the Minister of Construction,
DECIDES:
Article 1.To approve the solid waste management planning applicable to the Northern key economic region up to 2030 (hereinafter referred to as “solid waste management planning”) which has the following main contents:
1.Scope of adjustment
The Northern key economic region covers 07 provinces and direct-controlled municipalities, namely, Hanoi, Bac Ninh, Hung Yen, Hai Duong, Vinh Phuc, Hai Phong and Quang Ninh.
2.Standpoints
-The solid waste management planning shall be consistent with the socio-economic development master plan applicable to Northern key economic region by 2020 and visions towards 2030 ( refer to the Decision No.198/QD-TTg dated January 25, 2014); land use planning; planning on development of provinces and direct-controlled municipalities in the Northern key economic zone); national solid waste management strategy by 2025 and visions towards 2050 (refer to the Decision No. 2149/QD-TTg dated December 17, 2009); solid waste management plans for Cau river locality (refer to Decision No.2211/QD-TTg dated November 14, 2013); river basin protection schemes and respective planning in the Northern key economic region.
-It is required to enhance the quality of State management, treated solid wastes and environmental protection to meet social development demand.
-Solid waste treatment technologies shall be suitable for socio-economic conditions. Solid waste treatment technologies that are researched and developed in Vietnam and certified in writing, and advanced technologies for treatment, recycle and reuse of solid wastes shall be prioritized to apply to ensure environment protection and land use efficiency.
-The involvement of multiple types of ownership in development and management of solid waste collection, transport and treatment shall be promoted.
3.Objectives
-Forecast total generated solid wastes, classify solid wastes, determine collection and transport methods; identify solid waste treatment facilities and scope of treatment to meet the need of the Northern key economic region.
-Enhance solid waste management, prevent and reduce generated solid waste; prioritize to apply solid waste technologies such as recycle and reuse, minimize landfill method.
-Lay a foundation for construction of solid waste treatment facilities in provinces within the Northern key economic region.
4.Planning
a) Targets
The planning shall be conformable to current technical regulations and standards.
b) Forecast of solid waste collection and treatment in provinces within the Northern key economic region by 2030:

c) Generated solid waste forecast
-From now up to 2020: 38,980 tons/day including 36,040 tons of non-hazardous solid wastes and 2,940 tons of hazardous solid wastes.
-2021 - 2030: 59,695 tons/day including 55,385 tons of non-hazardous solid wastes and 4,310 tons of hazardous solid wastes..
Refer to Appendix 1 for total generated solid wastes in the Northern key economic region by 2030.
d) Proposed zoning for solid waste treatment
-Inter-provincial zones: Solid wastes which are generated within Hanoi, Vinh Phuc, Bac Ninh and Hung Yen shall be treated by Soc Son solid waste treatment facility, Soc Son district, Hanoi.
-Provincial zones: Solid wastes generated within the Northern key economic region shall be treated according to the capacity and scope of treatment facilities of provinces approved by the competent authority. There are 03 zones in Hanoi including the North, South and West of Hanoi; and from 02 to 04 zones in each remaining provinces.
dd) Solid waste classification, collection and transport
-Solid waste classification:
+ Domestic solid waste is categorized into organic solid waste (vegetables, leftovers, etc.); inorganic solid waste which may be recycled (paper, plastics, metal, etc) and the remaining.
+Industrial solid waste is categorized into hazardous and non-hazardous industrial solid wastes.
+ Construction solid waste and sludge (including sludge from drainage system and septic tanks) is categorized into reusable and recycled wastes.
+Medical solid waste is categorized into infectious and non-infectious wastes. Non-infectious medical solid waste is divided into 03 types as domestic waste was.
-Solid waste collection and transport:
+ For non-hazardous solid wastes
.Domestic solid wastes:
In urban: domestic solid wastes shall be collected and transported to dump sites, transfer stations or planned solid waste treatment facilities.
In rural areas: domestic solid wastes shall be collected and transported to dump sites of communes and too solid waste treatment facilities of districts thereafter; or shall be collected and transport in accordance with the planning for new rural areas approved by the competent authority.
.Industrial and medical solid wastes and solid wastes from trade villages: Such solid wastes shall be collected and transported from transfer stations of industrial zones, dump sites in trade villages or manufacturers, medical facilities to provincial or inter-provincial solid waste treatment facilities under the planning.
.Construction solid wastes: Construction projects’ investors shall enter into construction waste collection and transportation agreements with functional entities to collect and transport construction solid waste to treatment facilities in order to meet requirements of environmental sanitary and safety.
.Sludge:
Sludge shall be collected and transported to centralized treatment facilities that are planned or licensed by the competent authority. Sludge from septic tanks should be treated at centralized wastewater treatment plants.
+For hazardous solid waste:
.Hazardous solid wastes shall be categorized, collected and directly transported to inter-provincial or provincial solid waste treatment facilities under the planning and shall be conformable to environmental sanitary regulations and standards, and regulations on hazardous solid waste management.
.Hazardous solid waste generators shall enter into agreements with functional entities to collect and transport hazardous solid wastes under current regulations of laws.
e) Solid waste treatment facility planning
-Requirements for solid waste treatment facilities:
+Solid waste treatment facilities shall conform to current regulations and standards on safety distance.
+ Environmental impact mitigation measures (such as: construction of leaked waste water collection systems, technology transfer....) shall be applied by existing solid waste treatment facilities by 2020; unhygienic landfills shall be closed; measures for mitigating environmental impact and pollution control shall be introduced.
-Solid waste treatment facility planning:
+ 01 inter-provincial solid waste treatment facility ( Soc Son solid waste treatment facility with the capacity of 6,000 tons/day, covering an area of 257 ha, located in Hanoi) is expected to come into operation to treat non-hazardous solid wastes for Hanoi and hazardous solid wastes for Hanoi, Vinh Phuc, Bac Ninh and Hung Yen, and 05 provincial solid waste treatment facilities (total area of 231 ha, capacity of 11,500 tons/day) are expected to come into operation to treat solid wastes for multiple provinces. Refer to Appendix II for solid waste treatment facilities in Northern key economic region.
+ Planning for solid waste treatment facilities in other provinces shall be conformable to the approved planning by provinces in the Northern key economic region.
+ Infectious medical solid wastes shall be treated at solid waste treatment facilities in provinces within the Northern key economic region in conformity with the master plan for infectious medical solid wastes by 2025 (Decision No.170/QD-TTg dated February 08, 2012 by the Prime Minister).
g) Orientations of selection of applicable solid waste technologies
-Applicable solid waste treatment technologies shall be suitable to socio-economic conditions; solid waste categories, characteristics and constituents.
-Solid waste treatment technologies which are researched and developed in Vietnam, energy-efficient, environmentally-friendly and suitable for local demand shall be prioritized.
-Treatment technologies applicable to non-hazardous solid wastes : Biofertilizer composing, incineration for energy recovery, recycle, etc. Landfill is not favored.
-Treatment technologies applicable to hazardous solid wastes : Incineration, physical and chemical treatment technologies …Landfill is not favored
5.Cost estimation
a) Investment:
It is estimated that the execution of the solid waste management planning will cost 13,350 billion dong
Including:
-By 2020: approximately 8,870 billion dong;
-2021-2030: approximately 4,480 billion dong) Sources of finance:
-The state budget;
-ODA, funding by foreign countries;
-Loan capital;
- Investments from domestic and overseas investors;
-Lawful investments from other economic sectors.
6.Prioritized project proposal by 2020
a) In Hai Duong province
Project for expansion of Viet Hong solid waste treatment facility (Thanh Ha), capacity: 1,500 tons/day.
b) In Hai Phong
Tran Duong solid waste treatment facility project (in Vinh Bao district); capacity: 2,500 tons/day.
7.Strategic environment assessment
a) Positive impacts on environment:
-Collection and treatment of hazardous and non-hazardous solid wastes will contribute to reduction of environmental pollution .
-Unhygienic dump sites and landfills will be closed to mitigate environmental pollution and protect residents’ health in the Northern key economic region.
-The location and capacity of solid waste treatment facilities in provinces shall be determined to meet the demand for solid waste treatment of municipal and rural residents, industrial zones and trade village within the Northern key economic region.
-It is prioritized to apply solid waste treatment technologies by which solid wastes will be fully treated; landfill method is not favored to improve environmental sanitary and land-use efficiency;
-Community health will be enhanced and the sustainable development in Northern key economic region will be promoted.
b) Prediction of environmental impacts due to execution of this planning:
-Transport of solid wastes may cause pollution.
-Construction of solid waste treatment facilities will affect the environment and community health (in a short period of time and within a certain area).
-The operation of solid waste treatment facilities will generate dust, noise… in their vicinity.
-Dump sites, transfer stations and solid waste treatment facilities may cause environmental pollution if their operation fails to meet environmental standards.
-Environmental incidents (dispersion of noxious gases or substances …)and occupational accidents during transport of hazardous solid wastes to transfer stations may occur.
c) Mitigation measures:
-Remedial measures for controlling air and noise pollution caused by means of transport and construction vehicles within construction sites and along the route shall be introduced .
-Domestic wastewater and solid wastes on the construction sites of treatment facilities shall be collected and treated; safety and accident prevention measures shall apply during the construction .
-The environmental impact assessment shall be carried out prior to execution of any projects, and supporting measures shall apply.
-Measures for collecting and treating exhaust gases, dust and wastewater from solid waste treatment facilities and mitigation measures shall be conformable to the approved environmental impact assessment.
-Air quality, surface water, underground water and soil shall be monitored.
-Warnings of environmental incidents and mitigation measures shall be proposed.
-Other supporting measures shall be taken.
Article 2. Implementation provisions
1.The Ministry of Construction shall:
-Make the solid waste management planning publicly available after it is approved by the Prime Minister and transfer planning documents to local authorities under current regulations of laws.
-Provide guidance on adjustments to construction planning and solid waste management planning in conformity with the solid waste management planning in Northern key economic region by 2030.
2.Every relevant agency shall:
Cooperate with the Ministry of Construction and People’s Committees of provinces within the Northern key economic region to execute the planning according to assigned tasks and functions.
3.Every People’s Committee of provinces within the Northern key economic region shall:
-Review and adjust construction planning and solid waste management planning in conformity with the approved solid waste management planning in Northern key economic region by 2030.
-Compile financial plans by stage according to the solid waste management system development plan; introduce investment mobilization mechanism and policies.
-Review and prepare land use plans for solid waste collection and treatment construction works.
-Give directives on implementation of solid waste collection and treatment facilities in the province under current regulations of laws.
- Disseminate and raise public awareness of environmental sanitary, protection solid waste collection and treatment systems and the significance of such systems to environment.
Article 3.This Decision takes effect on the signing date.
The Minister of Construction, Minister of Planning and Investment, Minister of Finance, Minister of Environment and Resources, Minister of Health, Minister of Agricultural and Rural Development and Presidents of People s Committees of Hanoi, Bac Ninh, Hung Yen, Hai Duong, Vinh Phuc, Hai Phong and Quang Ninh, and heads of relevant agencies shall be responsible for the implementation of this Decision.
