THE PRIME MINISTER
Decision No. 1936/QD-TTg dated October 11, 2016 of the Prime Minister on approving the general construction plan for the southeast Quang Tri economic zone in Quang Tri province by 2035, with a vision towards 2050
Pursuant to the Law of Government organization dated June 19, 2015;
Pursuant to the Law of Construction dated June 18, 2014;
Pursuant to the Government s Decree No. 44/2015/ND-CP dated May 06, 2015 on the establishment, verification, approval and management of construction plans;
Upon request of the People’s Committee of Quang Tri province and pursuant to the verification, report by the Ministry of Construction,
DECIDES:
Article 1.The general construction plan for the Southeast Quang Tri Economic Zone in Quang Tri province by 2035, with a vision towards 2050, at a scale of 1:10,000 is approved. The main contents of the plan consist of:
1.Scope and boundaries:
The planned area is 23,792 hectares, covering all administrative divisions of 17 communes and towns in the districts of Hai Lang, Trieu Phong and Gio Linh in the southeast of Quang Tri province. The boundaries of the planned area include:
-To the east: South China sea;
-To the west: The communes of Trieu Do, Trieu Dai, Trieu Hoa, Trieu Tai, Trieu Trung (Trieu Phong district), Hai Xuan, Hai Thuong, Hai Thien, Hai Thanh, Hai Hoa (Hai Lang district);
-To the north: The communes of Trung Giang, Gio My, Gio Thanh, Gio Chau (Gio Linh district);
-To the south: Phong Dien district in Thua Thien Hue province.
2.Properties:
-The breakthrough multi-sectoral maritime economic zone of the province of Quang Tri with a third class municipality;
-The pivot of development of the Central and the grand centrality of industrial processing of agricultural - forest - aquatic products, production of building materials and electricity, tourism, trading, service and deepwater seaport of the Central.
-One of the merchant centers of ASEAN and Asia-Pacific region;
-The focal locality of national defense and security.
3.Objectives
-Construct the Southeast Quang Tri Economic Zone in adherence to the strategies on national development and Vietnam’s seas;
-Build the South East Quang Tri Economic Zone as a dynamic and sustainable locality for economic development. Become a magnet of investments and a regional and local transshipment center; grow in close connection with national defense and security;
-Develop the Southeast Quang Tri Economic Zone in a breakthrough manner to spur the socio-economic growth of the province of Quang Tri; construct a system of synchronized and modern technical - social facilities; construct a civilized and advanced landscaped municipality with sustainable environs and efficiency in land use;
-Become the legal basis for actualizing industry plans, subdivision schemes and detail plans of functional sectors of the Economic Zone and rural residential areas; for sourcing investments and for proposing policies.
4.Development forecast:
a) Population
-By 2025, the population shall reach about 110,000 inhabitants, in which there are about 45,000 urban residents, and the ratio of urbanization shall reach about 41%;
-By 2035, the population shall reach about 160,000 inhabitants, in which there are about 90,000 urban residents, and the ratio of urbanization shall reach about 56%.
b) Land size:
-By 2025, the land area for functional sectors of the Economic Zone shall approximate 6,433 hectares. The land area thereof is about 1,345 ha for industrial building, about 700 ha for urban construction (about 200 m2per person), about 192 ha for resettlement (about 400 m2per person), about 122 ha for workers and specialists’ accommodation (about 120 m2per person);
-By 2035, the land area for functional sectors of the Economic Zone shall approximate 13,461 hectares. The land area thereof is about 3,682 ha for industrial building, about 1,350 ha for urban construction (about 150 m2per person), about 383 ha for resettlement (about 300 m2per person), about 122 ha for workers and specialists’ accommodation (about 120 m2per person).
5.Space development:
a) Direction and vision towards 2050
Southeast Quang Tri Economic Zone shall be a dynamic, advanced and efficient economic zone of great stature in the Central, across the country and throughout ASEAN. It shall be an international gateway towards the South China sea of Vietnam. Grow harmoniously and sustainably, appeal to investors, contain a system of synchronized and modern facilities and possess an amazingly aesthetic landscape.
b) Functional sectors:
Southeast Quang Tri Economic Zone shall be subdivided into the following 04 developmental sectors:
-Sector 1: an area of about 11,469 ha in the southeastern side of the Economic Zone. The focal zone for development and disposition of the following stimulative projects of the entire economic zone: Electrical center, energy complex, industrial park, borough, public service area, administrative center, deepwater seaport and non-tariff zone.
-Sector 2: an area of about 2,221 ha in the northeastern side of Cua Viet river. The development zone of coastal wellness tourism and Cua Viet municipality, which focuses on the advancement of ancillary services for the focal zone of the Economic Zone.
-Sector 3: an area of about 3,400 ha in the northwestern side of Cua Viet river. The development zone of regional infrastructure with the pivotal Quang Tri airport and high-class services.
-Sector 4: an area of about 6,702 ha, in the western side of the Economic Zone (connected to National Route 49C). The development zone of hi-tech agriculture and the reserve tract for expansion of the focal zone and stabilization of existing residential areas.
Space development:
-Non-tariff zone: On an area of about 275 ha, located to the southwest of the seaport and being adjacent to the main road of the Economic Zone and National Route 15D. The non-tariff zone has direct access to a part of My Thuy deepwater seaport.
-My Thuy seaport: On an area of about 955 ha, located to the north of Hai An commune and neighboring Quang Tri Electrical Center.
-Thermoelectric Center: On an area of about 650 ha, composed of:
+ Quang Tri Electrical Center, approximating 450 ha, based in the communes of Hai Khe and, partially, Hai An and Hai Duong; with an output of 1,200MW in the 1stphase and 2,40MW in the 2ndphase.
+ The coastal protection vegetation that also acts a vegetative barrier that secures nearby residential areas.
+ The tract to the west of Quang Tri Electrical Center: A technical support area of about 145 ha for the thermoelectric plant and a reserve development area of about 55 ha.
-The energy complex: On an area of about 680 ha, located to the north of My Thuy seaport: An oil and gas warehouse approximating 155 ha; tree corridor along oil and gas mains; vegetative barrier for the warehouse and factory.
-Multi-sectoral industrial parks and warehouse: On an area of about 1,352 ha, composed of:
+ The multi-sectoral industrial park in Trieu Son and Trieu Trach: On a sand dune area of about 1,287 ha in the communes of Trieu Son and Trieu Trach. Industries: Mechanical engineering, assembly, textile, packaging, processing of agricultural - forest - aquatic products, new material, building material, porcelain, glass, etc.
+ The shared warehouse: On an area of about 65 ha; moreover, functional and industrial areas shall have separate warehouses.
-Centers: The public administrative center: On an area of about 110 ha in Trieu Lang commune. It primarily functions as a center for public activities, management, services, trading, finance and banking. It is composed of office premises, senior specialists’ residences, central park and training center approximating 92 ha in Nam Cua Viet borough.
-Tourist zone: on an area of about 471 ha, composed of: Maritime tourist attractions in Cua Viet, Trieu An, Trieu Van and, partially, Trieu Lang and Hai Khe. Aesthetic coastal strips and swimming beaches in existence shall be developed as tourist resorts.
-Municipalities and residential areas:
+ Cua Viet municipality: on an area of about 1,350 ha, with a population of 90,000 residents, composed of: Cua Viet town, Nam Cua Viet borough, Bo Ban borough.
+ Resettlement areas and residences for workers and specialists: on an area of about 505 ha, composed of: Hai Khe - Hai Duong resettlement area of about 183 ha, for the construction project of Quang Tri 1 thermoelectric plant; the resettlement area of about 170 ha in Hai An commune, for the construction project of My Thuy seaport; the non-displacing resettlement area of about 30 ha in Trieu Lang commune; workers’ and specialists’ residences approximating 122 ha to the south of Hai Khe resettlement area.
-Tree park and green space.
Protect the ecological tree systems that exist along the river, by the coast and on sand dunes and in neighborhoods; build more small-scale public sports fields in schools and public areas.
+ Tree park: On a total area of about 143 ha, located in Nam Cua Viet borough, public central areas and downtown gateways.
+ Vegetative barrier: Disposed along the Provincial Route 581, reserve tract for regional flood drainage facilities, vacant areas, cemeteries and water surface areas that exist locally.
+ Ecological tree landscape: On a total area of about 4,272 ha, composed of natural trees, ecological plants, landscape, rice plant, crops and woods.
-Rural residential areas: On a total area of about 1,484 ha. Renovate rural residential areas, improve and synchronize technical and social facilities, provide access to urban utilities and adaptation to climate change.
Develop the “agricultural - urban” model, maintain the existing ecology of agriculture - forest and aquaculture; develop hi-tech farming; ameliorate the existing communal centers according to the new rural development plan; build ancillary centers for agricultural production such as: Centers for fishery or processing of agricultural, forest and aquatic products; small trade quarters.
6.Urban design:
a) General direction: Construct a modern and quintessential maritime economic zone of the Central, as an international gateway. Attain an attractive zone with amazing coastal scenery, historic richness, regional multi-cultural properties blended with the cultures of the countries along Mekong river.
Focus the construction density in public central areas. Build the ecological-oriented infrastructure in low density in boroughs and residential areas, along the river and coast. Sustain the coastal protection tree corridors.
High-rise buildings are based in the heart of the Economic Zone and central areas of functional sectors. Set up remarkable spots in central areas and at gateways along connecting roads towards the sea.
b) Urban design in pivotal areas
-Cua Viet municipality: Build a regional and international tourist resort by the coast. Coastal roads shall be dedicated to tourism, trading, recreation. Public space is aggrandized: walking streets, squares, sea-view park, etc. Set up remarkable urban spots in open areas, renovate the quintessential landscape in connection with the diverse cultures of Vietnam, Laos and Thailand and the sea ambiance.
-Nam Cua Viet and Bo Ban boroughs shall be ecologically built with more trees and water surface in harmony with the ecology and environment of the river and seaport.
-Public downtown: Construct a modern commercial center for finance, banking, representative office, shopping, product display and mixed functions; set up the maritime square and park as the central landscape symbolizing the prosperity and growth of the Economic Zone.
-Set up the quintessential landscape in open and public areas; cultural, sporting and tourist areas; central square and sceneries of farming, lake, river and water surface.
7.Social and economic infrastructure planning:
a) Centers for education, health care, culture and sports:
-Educational institutions: Build the vocational school in Nam Cua Viet borough, which approximates 92 ha for 5,000 to 7,000 learners per year.
-Educational system: Eradicate all transient and derelict classrooms, build 12 new kindergartens in communes and urban residential areas. Build 04 new secondary schools and 01 high school in Nam Cua Viet borough and 02 primary schools at the residential area for workers and specialists and Hai Khe resettlement area.
-Public health care: Improve and renovate the existing public medical facilities according to current standards and regulations. Attain medical beds at third-class urban standard.
Build a new medical center in Nam Cua Viet borough. Upgrade the equipment and facilities of the medical center in Cua Viet town; construct a high-quality 50-bed medical center in new Trieu Lang borough, set up new clinics in resettlement areas and industrial parks that accommodate numerous workers.
-Cultural and sporting institutions: Complete the class-structured network of cultural buildings in boroughs and rural residential areas; protect historic and cultural buildings in existence; schedule, renovate and build cultural facilities. Finish and upgrade the existing sporting facilities and sport fields in communes and residential areas according to third-class urban standards and regulations of Vietnam. Reinforce sporting facilities in schools and residential areas.
b) Trading, service, agricultural production, forestry and aquaculture:
-Trading and service:
+ Downtown: Build 01 first-class shopping center in the public downtown (in Trieu Lang commune) and 01 supermarket in Nam Cua Viet borough, build new commercial streets;
+ Rural area: Renovate and upgrade the existing traditional markets in communes, focus on expanding trading areas for farm produce; set up the network of shopping centers, general service providers, trading cooperatives, retail marks, convenience stores, general stores, etc.;
+ Point of contact: Create a (logistic) transshipment service area adjacent to the seaport; create a regional network of wholesale centers (approximating 20 ha each) in connection with the section of traffic convergence. Dispose the trading system specifically in the subdivision schemes, detailed and sectoral plans.
-Agricultural and forestry production:
+ Agriculture: Transform from agricultural production to hi-tech manufacture of high-quality and hygienic products in association with the application of advanced science and technology; promote the models of livestock farming and mixed farming; implement solutions against environmental pollution; associate agricultural production with processing industry and trading to assure the sale of farm produce;
+ Forestry: Specify protected parts of mangrove forests to conserve the environment and contribute partially to tourism; specify portions of planted forests for resettlement areas associated with afforestation jobs in Hai An, Hai Khe and Hai Duong.
8.Technical infrastructure planning:
a) Transport planning:
-Land transport:
External transport: build 03 main access roads to Southeast Quang Tri Economic Zone, composed of:
+ Northern access: Upgrade National Route 9 (from Song intersection to Cua Viet bridge) with cross section scale of 140 m;
+ Western access: Upgrade and expand National Route 49C (from Quang Tri commune to the center of the Economic Zone) with cross section scale of 63 m;
+ Southern access: Upgrade National Route 15D (from My Thuy seaport to National Route 1) with cross section scale of 200 m (including the infrastructure corridor and vegetative barrier).
Internal transport:
+ Build 02 primary roads connecting the northern and southern zones of Southeast Quang Tri Economic Zone.
+ Build auxiliary first-grade lowland roads spanning the eastern and western zone and connecting Southeast Quang Tri Economic Zone with National Route 1 and Cam Lo - Tuy Loan highway;
+ Build the rural traffic system according to new rural norms.
-Water transport:
+ Cua Viet port: The local general port that also serve the transportation of passengers between Con Co island and main land. The capacity shall reach annually 1.5 million tons and 2.0 million tons by 2025 and 2035, respectively;
+ The capacity of My Thuy general port shall reach annually 13.5 million tons and 27 million tons by 2025 and 2035, respectively.
-Railroad:
+ Build a new railway route that connect Southeast Quang Tri Economic Zone with the national railroad system. The route shall span the East-West Economic Corridor (starting from the junction with Cam Lo - Lao Bao railway route, traversing Dong Ha city in parallel to the alternative pathway of National Route 9, following the primary road axis through the east of Southeast Quang Tri Economic Zone and My Thuy seaport, sharing the corridor of the road between My Thuy seaport and National Route 1).
+ Rail freight station: Build 01 primary freight station in the southern zone of Southeast Quang Tri Economic Zone, which provides access to the multi-sectoral industrial center; build 01 internal outport terminal of My Thuy seaport to transport goods by land, by railroad and across water.
-Air transport: Construct Quang Tri airport according to the air transport development plan by 2020, with a vision towards 2050.
-Transport infrastructure: Construct the inland container depot approximating 30 ha at the junction of National Route 15D and Cam Lo - Tuy Loan highway.
-Stations: Parking station shall be specified by area. The ratio of parking space for transport shall be maintained at 2.5% of the construction area and specified upon the planning of subdivisions.
+ Coach stations: Set up 01 station in the northern zone (about 1.9 ha) and 01 in the southern zone (about 3 ha) of Southeast Quang Tri Economic Zone;
+ Truck stations: Set up 01 station in the northern industrial zone (about 2.0 ha, adjacent to the freight station) and 01 in My Thuy seaport (about 3.5 ha) of Southeast Quang Tri Economic Zone.
b) Land grading and rainwater drainage:
-Construction elevation height:
+ Industrial zone: The construction control elevation height shall be maintained higher than the design water level with P ≤ 1%. In particular, HXDis equal to or greater than 4.0 m;
+ Civil land: The civil construction control elevation height HXDis equal to or greater than 3.5 m. Constructed areas and existing residential areas shall remain unchanged;
+ Sand dunes: The current elevation point (at 7 ÷ 8 m, higher than the control elevation point) shall be maintained. In certain circumstances, the ground may be graded so that the soil excavated is used to fill other areas.
The local construction ground level shall adhere to the principle that the main aspect gradually slope towards the sea and the southwestern slope is natural.
-Rainwater drainage:
+ Separate drainage system. Construct open gullies for rainwater drainage and local microclimate transformation; maintain the highest gully elevation height higher than the tide peak at 10% frequency (H = 0.63 m);
+ In industrial parks that pose risks of hazardous waste release, the sewer system must be fitted with a device that segregates hazardous constituents before draining water into the general sewer system of the entire planned premises.
c) Water supply planning:
-Planning of water supply for production and daily activities:
The total demand of water shall approximate 75,000 m3/ full day in the 1stphase (by 2025) and 110,000 m3/ full day in the 2ndphase (by 2035).
Phase 1:
+ Construct Song Nhung factory supplying 50,000 m3of water on daily basis to the Economic Zone.
+ Construct Nam Thach Han factory supplying about 55,000 - 60,000 m3of water on daily basis to Quang Tri town and the Economic Zone s projects in the first phase.
+ Construct the mains (D = 1,000 mm) which carry clean water from Nhung river and Thach Han river through the said factories to the booster pump station of Southeast 1 Economic Zone then to Southeast Quang Tri Economic Zone.
+ The water supply for rural residential areas shall be subject to the new rural construction program.
Phase 2:
+ Augment the daily output of Nam Thach Han water supply factory to 100,000 m3for the entire Southeast Quang Tri Economic Zone and Quang Tri town.
+ Construct 01 additional main (D = 1,000 mm) parallel to the existing main of Hai Lang 2 water supply factory to carry clean water to the existing Nam Thach Han 1 booster pump station.
+ Augment the daily capacity of the second phase of Nam Thach Han 1 booster pump station to 110,000 m3and the daily capacity the second booster pump station to 20,000 m3.
+ Construct the main (D = 1,000 mm) to carry additional reserve raw water from Tram river to Nhung River water supply factory.
+ The water supply for rural residential areas shall be subject to the new rural construction program.
-Planning of raw water supply:
The total daily demand of raw water in the first phase shall be 180,000 m3, which includes 90,000 m3of cooling water per full day for the thermoelectric plant. The second phase shall require 330,000 m3on daily basis, including 175,000 m3of cooling water per full day for the thermoelectric plant.
The cooling raw water for the thermoelectric plant (175,000 m3/ full day) shall be seawater. The remaining amount of raw water shall be taken from the surface water of Tram river.
+ Phase 1: Construct the main (D = 1,200 mm) to convey raw water from the dam on Tram river to the energy complex project’s water dispensing point through Southeast Quang Tri Economic Zone.
+ Phase 2: Construct the main (D = 1,200 mm) parallel to the existing one to carry additional raw water for the second-phase projects of Southeast Quang Tri Economic Zone.
-Supply of water for firefighting:
The firewater supply system of Southeast Quang Tri Economic Zone shall incorporate a low-pressure fire suppression system. Fire hydrants (D = 100 - 125 mm) shall be installed at 150-meter to 300-meter intervals along the clean water mains on main roads. Dispose more fire hydrants (D = 125 mm) along the raw water mains to increase reserve water for firefighting. Moreover, industrial factories shall be equipped with separate firefighting system to extinguish fire actively.
d) Power supply planning:
Source of electric power:
-500kV supply: Construct the new 500kV substation in the power plant (2x450MVA) for the southeast of Quang Tri.
-220KV supply: Construct the new 220kV substation in the power plant (2x250MVA) for the southeast of Quang Tri.
+ Phase 1 (towards 2025): obtain electric power from Dong Ha substation (220/110KV - 2x125KVA) then from Quang Tri power plant upon its discharge of power to the 500kV and 220kV lines.
+ Phase 2 (towards 2035): obtain more power from Hai Lang substation (220/110kV - 2x125MVA) while the capacity of Dong Ha substation reaches 2x250MVA.
-110kV supply: Construct the new My Thuy 110/22kV substation (2x40MVA). Such substation is dedicated to the direct supply of electric power to My Thuy seaport and additional load for the southeast of Quang Tri. Build 4 new 110kV substations for other areas.
-22kV grid:
+ The medium-voltage 22kV lines in industrial complexes shall incorporate the cyclic open-circuit design at pre-defined points. Such grid may be powered by two 110kV substations or two sectionalized bus-bars of the 110kV substation equipped with 2 transformers.
Switch to XLPE-insulated waterproof underground cable with copper conductor (cross section ≥ 240 mm2) for the areas to which requirements for industrial safety and urban landscape apply.
Electric power shall be fed by the high-voltage 22kV line to step-down substations in functional premises through underground cables in industrial trenches along the sides of main roads. Junction manholes shall be disposed in the main grounds of functional premises.
+ 22/0.4kV distribution substation: Choose the power range pertinent to industrial purposes. The power of substations for public lighting and civil activities shall range from 50 to 400kVA.
+ Industrial premises: The power of substations shall expectedly range from 2,000 to 4,000kVA.
-0.4kV grid:
+ In factories: The undergrounding of power grid is recommended. The low-voltage grid in the port shall transmit electric power from transformers in the substation to the load via underground cables (covered by protective pipes) along sidewalk and edges then to the buildings. Electric power shall be fed to the load via power distribution units fitted automatic and synchronous switch.
+ In residential areas: Use insulated aerial bundled cables with cross section of 70 to 120 mm2in main axis and of 35 to 70 mm2at junction.
-Street light grid: Set up lights on both sides of the roads whose roadbed cross section is 11 meters or larger; otherwise, lights shall only be installed on one side of the roads with smaller roadbed cross section. Lighting shall be automatically controlled.
dd) Planning of sewage drainage, solid waste management and cemetery:
-Sewer system:
Sewage and rainwater shall be drained separately. All sewage shall be collected into gravity culverts (D = 300 ÷ 800 mm) and force mains (D = 100 ÷ 400 mm) then carried via pump stations to the water treatment stations before discharged into the environment.
+ In urban development areas: Construct the sewage drainage and treatment system capable of handling 3,000 m3on daily basis (varied according to the plan of each borough).
+ Industrial concentration zone: The sewage drainage and treatment system for industrial parks shall be designed according to the components and properties of each industry. Sewage from industrial parks has to meet the B limit defined in QCVN: 24 - 2009 before discharged into the environment. Factories emitting hazardous exhaust shall be fitted with standard-complaint smoke filtering equipment before fuming.
+ Energy complex: Construct the sewer and pump station that collect and carry sewage to the centralized treatment station capable of handling 13,000 m3per full day.
+ Industrial park processing oil products: Construct the sewer and pump station that collect and carry sewage to the centralized treatment station capable of handling 15,000 m3per full day.
+ Industrial park processing gas products: Construct the sewer and pump station that collect and carry sewage to the centralized treatment station capable of handling 10,000 m3per full day.
+ Thermoelectric industrial park: Construct the sewer and pump station that collect and carry sewage to the centralized treatment station capable of handling 4,000 m3per full day.
+ Logistic and port service area: Construct the sewer and pump station that collect and carry sewage to the centralized treatment station capable of handling 4,000 m3per full day.
+ Ports: Treat ballast water and cleaning station’s sewage near the port. Separate oil before discharging the water to the sea (according to each project).
-Sewage treatment:
+ Domestic sewage shall be locally treated in septic tank then carried to a treatment station for centralized treatment.
+ Industrial sewage shall be treated twice: It shall be first treated locally in the factory according to the C limit then re-treated in a centralized treatment station according to the B limit as defined in QCVN:24-2009.
+ Cooling water from thermoelectric plant: Circulate, cool, treat then discharge raw water or seawater to the environment pursuant to relevant standards.
-Planning of solid waste management:
+ Domestic solid waste: Dispose of totally 30 tons per full day, sort the waste at source, produce microbial manure from solid organic waste, collect and recycle solid inorganic waste and bury solid waste of no such use hygienically;
+ Solid industrial waste:Dispose of totally 548 tons per full day.Collect 100% of the waste in the defined place. Carry the waste to the zone’s centralized industrial waste treatment center;
+ Construct the solid industrial waste treatment plant on a 20-hectare sandy area of Trieu Trach commune in Southeast Quang Tri Economic Zone (serving the districts of Trieu Phong and Hai Lang);
+ Set up solid domestic waste burial sites for boroughs (as specified in the urban plan).
-Cemetery planning:
+ Relocate certain cemeteries currently based in project sites;
+ Plan, renovate and expand the current cemetery on the 50-hectare sandy area of Trieu Trach commune; set up a vegetative barrier surrounding the cemetery in adherence to current standards of environmental hygiene.
c) Planning of communications system:
Develop the multi-service NGN optical network; encourage and support all organizations and enterprises to invest in, use and provide telecommunications services in Southeast Quang Tri Economic Zone.
g) Strategic environmental assessment:
-In the first phase (towards 2025), handle air and water pollution in industrial parks and implement solutions against climate change:
+ Increase tree density: Grow trees and set up open spaces in the municipality, grow trees on the street, in residential blocks, industrial parks, etc.;
+ Categorize and assemble factories by sector and pollution degree in the industrial park. Locate heavily polluting factories in downwind direction in comparison with less polluting or non-polluting ones. Set up the sewage treatment center and solid waste transfer station in downwind direction;
+ Constrain and minimize pollution caused by waste from the thermoelectric plant construction project;
+ Enhance environmental improvement measures in line with climate change and extreme weather events, particularly drought in dry season, soil salinity, heavy rain and flood, for sustainable development.
-Technical solutions:
+ The infrastructure of the Economic Zone shall be synchronously designed for convenient construction, repair, operation and for economical land use in accordance with Vietnam s regulations on construction and requirements for environment protection;
+ Set up the facilities for transit storage and transfer of solid waste in industrial parks, specify the facilities that take in and treat ordinary and hazardous solid waste in industrial parks.
+ Separate the sewage discharge system completely from the rainwater discharge system. The positions and manholes of the industrial sewage collection network shall accord with the sewage discharge points of the companies in the industrial park;
+ Industrial parks shall have a centralized sewage treatment plant capable of handling all wastewater ensuing according to the national technical regulations on environment. Centralized sewage treatment plants shall have an automatic monitoring system;
+ Pollution in the thermoelectric plant shall be constrained and minimized by three combined solutions (prevention of pollution and incidents; pollution control and waste treatment; and environment management and monitoring);
+ Local climate change, particularly drought and soil salinity, shall be remedied by:
Well boring, trench digging, irrigational piping, regulation of hydroelectric reservoirs to supply water to lowlands amid a dry spell and balance the annual water supply. Water disposal shall be moderated.
Adjust the crop structure in line with season transition in proper and effective manner.
The long-term fundamental solution against drought and soil salinity shall be deforestation prohibition, forest fire prevention and afforestation so as to retain more water. Focus on examining, surveying and extracting the underground water, especially in places where surface water is usually exhausted due to little rain and long dry season. Invest in sustainable water supply facilities that are least affected by weather.
-Management solution:
+ Implement legislative documents on environment protection in the Economic Zone;
+ Management Boards of the Economic Zone and industrial parks shall be responsible for managing directly the protection of the environment on competent government bodies’ authority. Such boards shall have divisions and personnel specialized in environment protection according to the Government s Decree No. 81/2007/ND-CP on specialized divisions for environment protection in state agencies and state-owned enterprises;
+ The investors of technical facilities in industrial parks shall have divisions or personnel specialized in environment protection as per the laws;
+ Manufacturers, traders and service providers in industrial parks shall assign personnel to monitor concurrently the environment protection;
+ Industrial parks and projects thereof, if emitting much exhaust and noise, shall be set up in regular downwind direction and isolated from boroughs and serene functional areas with vegetative barrier in regulated width. The projects discharging much sewage shall be arranged contiguously and at the downstream of industrial parks water sources.
+ The planning of land use for functional areas of Southeast Quang Tri Economic Zone shall accord with natural conditions, current local environmental conditions and plans against natural disaster, earthquake, flood and sea level rise;
+ The protection of industrial parks’ environment shall occur regularly and focus primarily on prevention in all stages;
+ The construction plan of Southeast Quang Tri industrial park shall accord with the regional socio-economic development plan, limit the use of highly productive farming land and assure sustainable growth and national security;
+ Industrial park plans shall contain environmental impact assessment reports as per the laws.
9.Priority projects and programs:
a) Programs: The construction of coastal technical infrastructure framework for the east of Quang Tri province and the application of the "agricultural - urban" model in the Economic Zone.
b) Priority projects towards 2025:
-Technical infrastructure:
+ Upgrade and expansion of Cua Viet port (northern and southern banks); expansion of National Route 9 from Dong ha city to Cua Viet bridge; expansion of National Route 49C; expansion of National Route 15D from La Lay international gateway to My Thuy port (expansion of the road between My Thuy port and National Route 1, and full inauguration of the road between La Lay international gateway and My Thuy port); construction of central road along Southeast Quang Tri Economic Zone; construction of Quang Tri airport (phase 1);
+ Construction of Nhung River water supply factory with daily output of 50,000 m3; construction of the clean water supply network for first-phase projects, installation of the raw water supply system for the electrical center;
+ Construction of the new My Thuy 110/22kV substation (2x40MVA);
+ Construction of sewage treatment stations in industrial parks in the first phase, which are capable of handling 13,500 m3for the thermoelectric plant and 10,600 m3for the port and port service area on daily basis. Construction of the 3-hectare industrial waste treatment plant in Trieu Trach commune.
-Economic infrastructure:
+ Construction of Quang Tri 1 thermoelectric plant with the output of 1,320MW; construction of the energy complex; construction of My Thuy port; construction of the logistic zone no1 adjacent to the port; construction and completion of Quan Ngang industrial park;
+ Construction of the coastal tourist resorts in Cua Viet (141 ha) and Hai Khe (50 ha), planning of Bac Cua Viet tourist zone, construction of trading centers in new urban areas;
+ Construction of the high-quality aquaculture zone.
-Social infrastructure:
Upgrade and construction of parks, flower gardens and squares such as the central park and square of Cua Viet town; improvement of the cultural house system, construction of the high-quality medical center in Nam Cua Viet borough.
-Urban and rural development:
Implement the resettlement project for the households displaced upon the first-phase construction of the Economic Zone; renovate and upgrade Cua Viet town; invest and construct the technical infrastructure of Nam Cua Viet borough and the center of Bo Ban commune; implement the new rural development program in the communes in the Economic Zone.
Article 2.Implementationorganization
People’s Committee of Quang Tri province shall be responsible for:
-Leading and cooperating with the Ministry of Construction in announcing the general construction plan of Southeast Quang Tri Economic Zone of Quang Tri province by 2035, with a vision towards 2050.
-Formulate and promulgate the regulation on the management of the general construction plan of Southeast Quang Tri Economic Zone of Quang Tri province by 2035, with a vision towards 2050.
-Formulate programs and schemes to basically advance the actualization of the general construction plan of Southeast Quang Tri Economic Zone of Quang Tri province by 2035, with a vision towards 2050.
-Formulate and recommend policies, financial and human resources, implement technical infrastructure projects to impulse the socio-economic development of Quang Tri province.
Article 3.This Decisiontakes effect on the signing date.
Minister of Construction, Chairperson of the People’s Committee of Quang Tri province and heads of relevant agencies shall implement this Decision./.
