SUMMARY

Approving the Data Strategy at the National Data Center

Pursuant to the Law on Organization of the Government dated February 18, 2025;

Pursuant to the Law on Cyber Information Security dated November 19, 2015;

Pursuant to the Law on Cybersecurity dated June 12, 2018;

Pursuant to the Law on E-Transactions dated June 22, 2023;

Pursuant to the Law on Data dated January 30, 2024;

Pursuant to the Political Bureau’s Resolution No. 57/NQ-TW dated December 22, 2024, on breakthroughs in the development of science, technology, innovation, and national digital transformation;

Pursuant to the Government’s Resolution No. 175/NQ-CP dated October 30, 2023, approving the Scheme on the National Data Center;

Pursuant to the Government's Resolution No. 03/NQ-CP dated January 09, 2025, on the promulgation of the Government's Action Program to implement the Political Bureau's Resolution No. 57-NQ/TW dated December 22, 2024, on breakthroughs in the development of science, technology, innovation, and national digital transformation;

Pursuant to the Government's Resolution No. 71/NQ-CP dated April 01, 2025, amending, supplementing and updating the Government's Action Program to implement the Political Bureau's Resolution No. 57-NQ/TW dated December 22, 2024, on breakthroughs in the development of science, technology, innovation, and national digital transformation;

Pursuant to the Government's Resolution No. 214/NQ-CP dated July 23, 2025, promulgating the Government’s Action Plan on promoting the creation of data for comprehensive digital transformation;

Pursuant to the Government’s Decree No. 165/2025/ND-CP dated June 30, 2025, detailing a number of articles of, and providing measures for implementing, the Law on Data;

Pursuant to the Government’s Decree No. 194/2025/ND-CP dated July 03, 2025, detailing a number of articles of the Law on E-Transactions regarding national database, data connection and sharing, and open data serving e-transactions of state agencies;

 

At the proposal of the Minister of Public Security,

 

DECIDES:

 

Article 1. To approve the Data Strategy at the National Data Center with the following contents:

I. VIEWPOINTS

1. The data strategy at the National Data Center must adhere to the guidelines and policies of the Communist Party and the State's law policies on the development of science and technology, innovation, and national digital transformation; comply with law on data and personal data protection; and conform to the orientations, viewpoints, and objectives of the National Data Strategy promulgated by the Prime Minister.

2. Data at the National Data Center is a national resource and one of the important tools for building a digital Government and promoting national digital transformation. Data connected, integrated, and synchronized to the National Data Center must ensure accuracy, validity, integrity, completeness, timeliness of updates, and consistency; thereby forming the National Integrated Database that is ensured in terms of data security, information safety, strictly managed, and effectively shared and exploited to serve the development of the country.

3. The construction of infrastructure, application of technology, collection, exploitation, use, analysis, and processing of data at the National Data Center must comply with the principles of “modernity, synchronicity, security, safety, efficiency, and avoidance of waste”; and maximize the value of data exploitation.

4. Focus shall be placed on training and fostering to enhance the capacity and qualifications of personnel engaged in data-related work at the National Data Center; mechanisms shall be established to attract highly qualified human resources to build and develop national data.

5. Agencies, organizations, and individuals shall be encouraged to exploit data at the National Data Center; the participation of the private sector in the development of core databases shall be promoted; the development of big data, the data industry, and the data economy shall be strongly promoted; and concentrated digital technology zones associated with the National Data Center shall be built and developed.

II. VISION

The National Data Center, with its pioneering role in the digital era, shall establish a solid, safe, and reliable national data platform, contributing to the building of a digital Government, digital economy, and digital society; creating a comprehensive, transparent, safe, and responsible national data ecosystem, contributing to making Vietnam a sustainable digital nation, ensuring readiness for connection, exchange, and sharing of information and data with countries in the region and internationally.

III. PRINCIPLES

1. Data at the National Data Center shall be collected, connected, integrated, shared, stored, protected, managed, and used to serve the tasks of socio-economic development, social management, settlement of administrative procedures, and provision of online public services, as well as to serve the direction and administration of the Government and authorities at all levels, and must ensure human rights, citizens’ rights, and other lawful rights and interests of agencies, organizations, and individuals.

2. Data at the National Data Center must ensure publicity, transparency, and equality in access and use in accordance with the law.

3. Data at the National Data Center, when collected, updated, connected, integrated, shared, and coordinated, must ensure compliance with regulations, standards, data quality, accuracy, consistency, avoidance of duplication, and inheritability; ensuring integrity, reliability, security, and safety.

4. The protection of the systems and data at the National Data Center is a continuous process, combining advanced technology with stringent management processes; to be implemented synchronously and effectively in parallel with the building and development of data.

5. The collection, synchronization, and sharing of data at the National Data Center must ensure compliance with regulations on data owners’ rights with respect to data. In addition, for databases containing state secrets, it must be ensured that such protection does not affect the professional operations of relevant units.

IV. OBJECTIVES BY 2030

1. Overall objectives

To build, establish, and develop the National Integrated Database, implement coordination, analysis, development, exploitation for innovation, and international cooperation on data serving the development of digital Government, digital economy, and digital society; to establish reliable, stable, safe, and secure data systems of the State and enterprises; to create multiple new values, new products and services, and new drivers for socio-economic development.

2. Specific objectives

a) By the end of 2025

- To establish the National Integrated Database at the National Data Center and synchronize data from national databases, specialized databases, and other data, as a foundation for developing data warehouses, serving socio-economic development, and ensuring national defense and security.

- 70% of personal data in the following sectors: population, data on residence mobility, insurance, healthcare and social security, education and training; labor and employment, civil status, and data related to Vietnamese citizens and foreigners residing and conducting activities in Vietnam, shall be integrated and synchronized into the National Integrated Database.

- To complete the development of data architecture, data models, standards, and systems serving data verification and authentication of the National Integrated Database and national and specialized databases.

- 100% of ministries, sectors, and localities shall complete data classification in accordance with the law on data and personal data protection.

- To strive for 100% of eligible administrative procedures as prescribed by law to be provided in the form of fully online public services, 80% of administrative procedure dossiers to be processed online, and 40% of the adult population to use online public services.

- To ensure that 100% of online public services under the competence of provincial- and commune-level authorities are implemented centrally on the National Public Service Portal at the National Data Center to become the sole “one-stop” point.

- 100% of enterprise-related administrative procedures must be conducted online in a smooth, seamless, and effective manner, ensuring transparency and minimizing paperwork; 100% of administrative procedures shall be implemented without dependence on administrative boundaries within the provincial level.

b) By 2030

- 100% of national databases and specialized databases shall be connected, integrated, and shared synchronously with the National Integrated Database as prescribed, ensuring comprehensive aggregation of information and data from national and specialized databases; ensuring data interconnection with specialized databases and information systems domestically and internationally.

- 100% of data related to Vietnamese citizens and foreigners residing and conducting activities in Vietnam shall be synchronized into the National Integrated Database.

- To further develop other common services and applications for ministries, agencies, sectors, and localities; to add utility services and applications for people and enterprises based on the maturity level of data.

- To connect, exchange, and share information and data with organizations and enterprises of other countries worldwide as needed.

- At least 90% of administrative procedures of ministries, sectors, and localities that are eligible shall be provided online; people and enterprises, when performing administrative procedures, shall not be required to re-submit information, documents, or papers previously accepted in administrative processes.

- To ensure that 100% of national-level online public services are implemented centrally on the National Public Service Portal at the National Data Center to become the sole “one-stop” point.

- 100% of people and enterprises shall use online public services, and 90% of people and enterprises participating in the e-Government system shall be electronically identified and authenticated seamlessly and uniformly across all systems of authorities from central to local levels.

V. TASKS AND SOLUTIONS

1. By the end of 2025

a) Formulating and finalizing the legal framework

- To formulate a Decision of the Prime Minister providing for the overall national data architecture, the data governance and management framework, and the common data dictionary in conformity with the requirements of decentralization and delegation of authority in state management, under simplified order and procedures, applying the provisions of Clause 2 Article 32 of the Law on Organization of the Government 2025.

- To formulate and submit to the competent authority for promulgation regulations on mandatory data connection and sharing among agencies within the political system, clearly defining the list of data to be shared, technical connection standards, and the responsibilities of each agency.

- To formulate a Circular providing for charges for exploitation and use of information in the National Integrated Database; national databases and specialized databases.

b) Developing data infrastructure

To complete the construction of National Data Center No. 01 and the core technology systems and platforms, to develop the inter-regional data transmission infrastructure for data security, and promoting the development of Vietnam’s digital Government, digital economy, and digital society; to ensure the capacity for large-scale data storage, integration and connection with national and specialized databases to serve the direction and administration of authorities at all levels, the settlement of administrative procedures, the provision of online public services, and socio-economic development.

c) Developing data collection and creation

- To establish the National Integrated Database from the common data warehouse, specialized data warehouses, integrated data warehouses, common catalog data warehouses, open data warehouses, and other relevant data warehouses.

- To plan data storage divisions, design in detail the organization, storage, integration, management of data, and information security and safety policies suitable for the subjects, access methods, and exploitation rights of each type of data.

- The National Data Center shall carry out the connection, sharing, and coordination of data among national databases and specialized databases, ensuring the principles of “accuracy - sufficiency - cleanliness - liveliness - consistency - shared use” in order to serve the settlement of administrative procedures, provision of online public services, and development of digital Government, digital economy, and digital society in accordance with the law.

- To complete, implement the development, and put into operation the national databases and specialized databases; to synchronize data to the National Data Center in order to build the National Integrated Database, serving the national digital transformation.

d) Developing applications for digital Government, digital economy and digital society

- To invest in, develop, manage, and operate technically, and ensure information security and safety of the National Public Service Portal, the information system serving the direction and administration of the Government and the Prime Minister at the National Data Center.

- To implement systems serving the management and exploitation of specialized data for ministries, sectors, and localities, and to provide utility systems for citizens and enterprises at the National Data Center.

- To develop and implement the National Data Portal; to deploy the Data Exchange Platform; the system serving data confirmation and authentication; and data-related products and services on the basis of applying science, technology, innovation, and national digital transformation, thereby gradually establishing a transparent data market serving citizens and enterprises.

dd) Ensuring data security, information safety, and personal data protection

- To take measures for data protection, protection of state secrets, data security, cybersecurity, and information safety during the collection, storage, processing, exploitation, and use of personal data of related parties, ensuring compliance with legal regulations; to ensure identification and authentication of data users.

- To develop solutions for digital signature and authentication, including establishing connections with the technical infrastructure of organizations providing the authentication service for public duty-specialized digital signatures; and establishing connections with public digital signature certification service providers.

- To integrate specialized encryption devices for sensitive data and classified data; to determine mechanisms for backup, storage, and recovery of data in case of violations of data safety and security, in order to ensure data integrity and prevent data loss.

2. By the end of 2030

a) Formulating and finalizing the legal framework

To continue researching, reviewing, proposing, and supplementing the improvement of the legal corridor serving the construction, development, protection, governance, processing, and use of data.

b) Developing data infrastructure

- To complete and put into operation National Data Center No. 02 (with all approved components, with the capacity to store large-scale data, ensuring security and safety), connected and integrated with all national databases, specialized databases, and information systems, databases of ministries, sectors, and localities in accordance with regulations.

- To complete and put into operation National Data Center No. 03 and other National Data Centers to be built in different locations from National Data Centers No. 01 and No. 02, in order to ensure backup in cases of natural disasters, catastrophes, or war.

- To establish concentrated digital technology zones associated with the National Data Center, and the national data transmission infrastructure project ensuring data security, serving socio-economic development, promoting international cooperation, and ensuring data security.

c) Developing data collection and creation

- To continue collecting, digitizing, and connecting data sharing of national databases, specialized databases, information systems, and databases of relevant ministries, sectors, and localities with the National Consolidated Database, serving the development of digital Government, digital economy, and digital society.

d) Developing applications for digital Government, digital economy and digital society

- To continue investing in, developing, managing, and operating technically, and ensuring cybersecurity and information safety of the National Public Service Portal, the information system for the direction and administration of the Government and the Prime Minister at the National Data Center.

- To continue implementing systems serving the management and exploitation of specialized data for ministries, sectors, and localities, and to provide utility systems for citizens and enterprises at the National Data Center.

- To continue developing and expanding the National Data Portal; to deploy the Data Exchange Platform, and data-related products and services on the basis of applying science, technology, innovation, and national digital transformation, thereby gradually establishing a transparent data market to create breakthroughs in science, technology, innovation, and national digital transformation concerning data.

dd) International connection and cooperation

To connect and exchange data regionally and internationally to serve socio-economic development, ensure security, and prevent crime; to research and develop strategies to attract funding and aid for the National Data Development Fund.

e) Human resources

- To ensure sufficient human resources and specific policies to serve the operation of the National Data Center.

- To provide regular training through the e-learning system and practical courses in cooperation with enterprises and international organizations, in order to provide practical opportunities and technical exchanges, as well as access to the world’s most advanced technologies and methods for data construction, development, analysis, and processing.

- To build a team of data analysis experts, particularly highly qualified data analysts, to carry out the development, consolidation, exploitation, and analysis of data in a comprehensive, multidimensional, and objective manner.

VI. FUNDING FOR IMPLEMENTATION

Funding for implementation shall be covered by the following sources:

1. Funding allocated from the state budget in accordance with the current budget decentralization, integrated capital, and other lawful funding sources (if any).

2. Other lawfully mobilized funding sources.

VII. IMPLEMENTATION ORGANIZATION

1. The Ministry of Public Security shall

a) Assume the prime responsibility for, and coordinate with ministries, sectors, and localities that are in charge of national databases in, clearly defining the roadmap for data storage and the use of the infrastructure of the National Data Center;

b) Assume the prime responsibility for, and coordinate with ministries, sectors, and localities in, synchronizing the data of 116 databases under the tasks assigned in Appendix II of the Government’s Resolution No. 71/NQ-CP dated April 01, 2025, and other databases as prescribed by the Law on Data into the National Integrated Database, ensuring the principle of “accuracy - sufficiency - cleanliness - liveliness - consistency - shared use” for the settlement of administrative procedures and the provision of online public services, as well as the development of digital Government, digital economy, and digital society;

c) Assume the prime responsibility for investing in, developing, managing, and operating technically, and ensuring cybersecurity and information safety of the National Public Service Portal, the information system for the direction and administration of the Government and the Prime Minister at the National Data Center;

d) Assume the prime responsibility for, and coordinate with concerned units in, performing tasks as assigned in the attached Appendix;

dd) Assume the prime responsibility for, and coordinate with concerned units in, implementing, guiding, inspecting and urging the implementation of this Decision.

2. The Government Office

In addition to the general tasks of ministries, sectors, and localities, the Government Office shall:

a) Assume the prime responsibility for, coordinate, urge, and provide guidance on professional and operational matters according to assigned functions and tasks; assume the prime responsibility for, and take responsibility for, the professional aspects and functions of the National Public Service Portal and the information system serving the direction and administration of the Government and the Prime Minister at the National Data Center; develop requirements, features, and functions to develop the information system serving the direction and administration of the Government and the Prime Minister, as well as the National Public Service Portal, on the infrastructure of the National Data Center in accordance with regulations;

b) Coordinate with the Ministry of Public Security in unifying the roadmap for data storage and the use of the National Data Center’s infrastructure with respect to national databases and specialized databases under the management of the Government Office;

c) Assume the prime responsibility for, and coordinate with concerned units in, performing tasks as assigned in the attached Appendix.

3. Ministries, sectors, and localities shall

c) Coordinate with the Ministry of Public Security in unifying the roadmap for data storage and the use of the National Data Center’s infrastructure with respect to national databases and specialized databases under their management;

b) Perform tasks relating to the deployment of the National Public Service Portal at the National Data Center under the guidance of the Government Office and the Ministry of Public Security;

c) Conduct data synchronization under the tasks assigned in Appendix II of the Government’s Resolution No. 71/NQ-CP dated April 01, 2025, and other databases as prescribed by the Law on Data into the National Integrated Database, ensuring the principle of “accuracy - sufficiency - cleanliness - liveliness - consistency - shared use” for the settlement of administrative procedures and the provision of online public services, as well as the development of digital Government, digital economy, and digital society;

d) Implement the construction and consolidation of data infrastructure of ministries, sectors, and localities; carry out digitalization, construction, and improvement of national and specialized databases within their management scope to meet the requirements of connection, integration, sharing, and synchronization into the National Integrated Database in accordance with regulations;

dd) Carry out data classification in accordance with the law on data and personal data protection;

e) Assume the prime responsibility for, and coordinate with concerned units in, performing tasks as assigned in the attached Appendix.

Article 2. This Decision takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and heads of related organizations shall implement this Decision.
