DECISION
Approving the National Target Program on Socio-Economic Development in Ethnic Minority-Inhabited and Mountainous Areas in the 2021-2030 period, phase I: from 2021 to 2025

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Governments dated November 22, 2019;
Pursuant to the Law on Public Investment dated June 13, 2019;
Pursuant to the Law on the State Budget dated June 25, 2015;
Pursuant to the National Assembly's Resolution No. 120/2020/QH14 dated June 19, 2020, approving the investment policy of the National target program on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 period;
Pursuant to the Government's Resolution No. 12/NQ-CP dated February 15, 2020, on implementing the National Assembly’s Resolution No. 88/2019/QH14 dated November 18, 2019, approving the overall scheme on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 period;
At the proposal of the State Appraisal Council and the Minister, Chairperson of the Committee for Ethnic Affairs in the Document No. 5466/BC-HDTDNN dated August 18, 2021, and Document No. 1409/TTr-UBDT dated September 27, 2021, on the appraisal result of the feasibility study report and approval of the National Target Program on Socio-Economic Development in Ethnic Minority-Inhabited and Mountainous Areas in the 2021-2030 period, phase I: from 2021 to 2025.
DECIDES:
Article 1. To promulgate together with this Decision the National Target Program on Socio-Economic Development in Ethnic Minority-Inhabited and Mountainous Areas in the 2021-2030 period, phase I: from 2021 to 2025.
Article 2. This Decision takes effect on the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of governmental-attached agencies, chairpersons of Peoples Committees of provinces and centrally-run cities, and heads of concerned agencies and units shall implement this Decision./.

NATIONAL TARGET PROGRAM
On Socio-Economic Development in Ethnic Minority-Inhabited and Mountainous Areas in the 2021-2030 period, phase I: from 2021 to 2025

In order to implement the National Assembly’s Resolution No. 120/2020/QH14 dated June 19, 2020, approving the investment policy of the National target program on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 period, in a synchronous, timely, consistent and effective manner, the Prime Minister hereby approves the National Target Program on Socio-Economic Development in Ethnic Minority-Inhabited and Mountainous Areas in the 2021-2030 period, phase I: from 2021 to 2025 (hereinafter referred to as the Program) with main contents as follows:
I. OBJECTIVES OF THE PROGRAM
1. General objectives:
To tap potential and advantages of localities in ethnic minority and mountainous regions; to promote innovation for economic development and ensure social security and welfare; to ensure quick and sustainable poverty reduction, step by step narrowing the living standard and income gap between these regions and the whole country. To gradually reduce the number of communes and villages with extremely difficult conditions; to plan a stable population distribution and build a complete and inter-regional system of socio-economic infrastructure facilities connected with developed regions. To comprehensively develop education, training, healthcare and culture; to markedly improve the people’s living standards. To quantitatively and qualitatively improve the pool of ethnic minority cadres, civil servants, public employees and workers; to conserve and promote fine cultural identities of ethnic minority groups in parallel with elimination of backward traditions and customs. To realize gender equality and address burning issues related to women and children; to build a strong and firm grassroots political system, firmly maintain political security and social order and safety and ensure the national border security. To consolidate the great national unity bloc and consolidate trust of ethnic minority people in the Party and the State.
2. By 2025:
a) Objectives:
Making an important contribution to the realization of socio-economic development goals in ethnic minority and mountainous areas in accordance with the National Assembly's Resolution No. 88/2019/QH14 dated November 18, 2019, approving the overall scheme on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 period, and focusing on implementing projects in order of priority until 2025 under the National Assembly's Resolution No. 120/2020/QH14 dated June 19, 2020:
- A per-capita income of ethnic minority people will be more than twice that in 2020;
- The rate of poor ethnic minority households will be reduced by more than 3% year on year; 50% of communes and villages will no longer be in localities with extremely difficult conditions;
- All communes will have asphalted or concrete motor roads to their centers; 70% of villages will have solidified motor roads to their centers; all schools, classrooms and health stations will be firmly built; 99% of households will have access to the national power grid and other appropriate power sources; 90% of ethnic minority people will have access to clean water; all ethnic minority people will be covered by television and radio broadcasting; technical and social infrastructure in extremely difficult communes (Region III) and extremely difficult villages in ethnic minority and mountainous regions will be improved.
- The farming and residence sedentarization work will be basically completed with 90% of unplanned migrating households resettled. Sixty percent of ethnic minority households residing in remote areas and areas prone to flash floods and landslides will be removed to new resettlement areas. The situation of scarcity of residential land and production land for ethnic minority people will be basically addressed;
- More than 98% of five-year-old children will go to preschool classes, more than 97%, 95% and 60% of children of school age will go to primary, lower secondary and upper secondary schools, respectively; over 90% of ethnic minority people aged 15 years or older will be able to fluently read and write Vietnamese language;
- Healthcare activities will be intensified so that ethnic minority people will have access to modern healthcare services; epidemics in ethnic minority and mountainous regions will be controlled and eliminated; 98% of ethnic minority people will be covered by health insurance; more than 80% of pregnant women will receive regular prenatal care checkups and be able to give birth at medical establishments or with help of medical workers; the rate of malnourished underweight children will be reduced to under 15%;
- Half of ethnic minority laborers of working age will receive job training suitable to their needs, conditions and characteristics;
- Fine traditional cultural values and identities will be conserved and promoted; 80% of villages will have communal houses; 50% of villages will have their own folk culture and art performance clubs which can give regular and quality performances;
- The pool of ethnic minority cadres, especially those of local ethnic groups, will be trained, planned and built to ensure the rate of cadres, civil servants and public employees from ethnic minority groups is reasonably in proportion to the population of these groups in each locality.
b) Key objects:
- At least 3,250 km of rural roads have been asphalted, concreted or hardened to serve production and people's life; providing domestic water for more than 268,860 households; building more than 800 concentrated domestic water works. Building and strengthening facilities, equipment and teaching equipment for more than 320 boarding general education schools for ethnic minority students, more than 1,100 semi-boarding general education schools for ethnic minority students; 7 pre-university institutions and universities, 3 regional boarding upper secondary schools for ethnic minority students.
- Addressing urgent needs for ethnic minority households, in which:
+ Addressing the need for residential land for more than 17,400 households;
+ Addressing the need for houses for more than 18,300 households;
+ Directly supporting production land for more than 47,200 households;
+ Addressing the need for livelihoods for more than 271,800 households;
+ Distributing domestic water for 236,700 households;
+ Supporting in building more than 800 concentrated domestic water works with more than 32,200 beneficiary households.
- Arranging and stabilizing population for more than 81,500 households, including:
+ Arranging free migrants for more than 17,400 households;
+ Arranging for sedentary cultivation and settlement for more than 9,300 ethnic minority households;
+ Arranging and stabilizing population in border areas for more than 8,400 households;
+ Arranging and stabilizing population in extremely difficult areas and other necessary areas for more than 46,400 households.
- Implementing the program on “Army officers and soldiers support children to school” for more than 5,000 disadvantaged ethnic minority students/year;
- At least 80% of pregnant women will be disseminated knowledge and receive periodical antenatal check-ups, medical support, give childbirth at health facilities or receive assistance from health staff; supporting for nutritional enhancement for 100% of malnourished children in ethnic minority and mountainous areas;
- Providing vocational training for about 2.25 million people; creating more jobs, increasing income for about 4 million ethnic minority households, poor and near-poor Kinh households in extremely difficult communes and villages;
- Organizing about 320 training classes, fostering professional skills, teaching intangible culture; supporting 200 projects on collecting, restoring, preserving and promoting the intangible culture of ethnic minority groups at risk of extinction; preserving 120 festivals and 80 traditional villages for tourism development; building 240 traditional cultural models of ethnic minority groups, 800 clubs of folklore activities in ethnic minority villages; supporting investment in building 3,590 cultural and sports institutions; supporting investment in building 80 typical tourist destinations in ethnic minority and mountainous areas;
- Supporting information technology application for about 30,000 cadres in the political system at grassroots level; supporting and creating conditions for more than 60,000 reputable people in the community to act as the political nucleus and core at the grassroots level; fostering knowledge about policies on ethnicity and ethnic affairs for more than 224,900 cadres, civil servants and public employees.
II. SCOPE, SUBJECTS AND PERIOD FOR PROGRAM IMPLEMENTATION
1. Scope of the Program: In communes and villages of ethnic minority areas and mountainous areas; in which, prioritizing the investment Program's resources for localities with extremely difficult conditions (communes and villages with extremely difficult conditions), communes in safety zone (ATK) in ethnic minority areas and mountainous areas.
2. Subjects of the Program:
- Communes and villages in ethnic minority and mountainous areas;
- Ethnic minority households and individuals;
- Households and individuals of Kinh ethnic group that are poor or living just above the poverty line in communes and villages with extremely difficult conditions;
- Enterprises, cooperatives, unions of cooperatives (cooperatives), economic organizations operating in communes and villages with extremely difficult conditions.
3. Execution time from 2021 to the end of 2025.
III COMPONENT PROJECTS OF THE PROGRAM
1. Project 1: Addressing scarcity of residential land, houses, production land and domestic water
a) Objectives:
- Poor ethnic minority households; poor households of Kinh ethnic group living in communes and villages with extremely difficult conditions without residential land, houses or with temporary, dilapidated houses shall be supported with residential land and built houses ensuring 3 hard (hard foundation, hard frame - walls, hard roof) in accordance with local practical conditions.
- To strive to address the shortage of production land or support in career change for 90% of poor ethnic minority households; poor households of Kinh ethnic group living in communes and villages with extremely difficult conditions who are engaged in agriculture, forestry and fishery without or lack of more than 50% of production land according to local norms.
- Up to 90% of poor ethnic minority households; poor households of Kinh ethnic group living in communes and villages with extremely difficult conditions may use hygienic water according to standards promulgated by competent agencies.
- To strengthen to create jobs, support career change in accordance with the needs and conditions of ethnic minority people and the area where they live.
b) Subjects: Poor ethnic minority households; poor households of Kinh ethnic group living in communes and villages with extremely difficult conditions in ethnic minority and mountainous areas who do not have residential land, houses or who have their houses dilapidated or damaged; who are engaged in agriculture, forestry and fishery without or lack of more than 50% of production land according to local norms; or who meet difficulty with domestic water. Priority shall be given to poor ethnic minority households on the list of ethnic groups facing several and particular difficulties; or poor households where women are the head of the household and are the sole laborer, directly nurturing relatives who are no longer able to work or have not yet reached working age.
c) Content:
- Content 01: Supporting residential land: The provincial-level People's Committees shall, based on land fund, residential land limit and state budget capacity, consider and decide on allocating land to build houses for the above subjects in accordance with local conditions and practices and land law. To be specific:
+ In localities where the land is available, local government shall use the support money from the state budget to create ground and technical infrastructure to allocated residential land to the beneficiaries;
+ In localities where the land is unavailable, the local government shall arrange funds to support people to stabilize their own accommodation in the form of intermingling.
- Content 02: Supporting houses: Supporting in building 01 house according to local customs and traditions, the norm shall be calculated according to the construction of 01 four-level house, ensuring 3 hard (hard foundation, hard frame - wall, hard roof).
- Content 03: Supporting production land and career change: Poor ethnic minority households; poor households of Kinh ethnic group living in communes and villages with extremely difficult conditions in ethnic minority and mountainous areas who are engaged in agriculture, forestry and fishery without or lack of more than 50% of production supporting land according to local norms shall be entitled to one of two policies as follows:
+ Direct support for production land: Households without production land shall be directly allocated production land by the local government if they required for the land;
+ Support for career change: In case local government fails to arrange production land, households without land or lack of production land shall be supported to change career.
- Content 04: Supporting domestic water:
+ Supporting in distributing domestic water: Prioritize support to purchase equipment or build water tanks for household activities;
+ Supporting concentrated domestic water: Investment in the construction of concentrated water works according to projects approved by competent authorities. Priority shall be given to people living in areas where droughts and saltwater intrusion frequently occur, areas with extremely difficult conditions, upland areas without water sources or lack of clean domestic water.
- Households that are eligible under this Project and required to borrow loans from the Bank for Social Policies to have residential land, build new or repair houses, create a land fund for production, and vocational training and career change.
d) Implementation assignment:
- The Committee for Ethnic Minority Affairs shall assume the prime responsibility for, and coordinate with related ministries and sectors in, guiding the implementation of the Project.
- Provincial-level People's Committees shall direct the organization of Project implementation in the locality; inspect, supervise, evaluate and summarize reports on Project implementation results periodically and irregularly.
dd) Estimated capital needs and capital sources for the implementation of the Project 1: VND 18,177.448 billion, in which:
- Central budget: VND 7,840.553 billion (investment capital: VND 4,565.965 billion; non-business capital: VND 3,274.588 billion);
- Local budget: VND 640.321 billion;
- Policy credit loan: VND 9,291.096 billion;
- Other lawfully mobilized capital: VND 405.478 billion.
2. Project 2: Planning, resettling and stably distributing population in localities in need
a) Objectives: To stabilize and improve people's lives, minimize damage caused by natural disasters, shifting cultivation, nomadism, and free migration; solve livelihoods, increase incomes, contribute to poverty reduction, protect the environment and strengthen national security and defense.
b) Subjects: Households shall be arranged stably in the form of concentrated resettlement, interleaving or stabilizing according to master plans and plans approved by competent authorities, including:
- Ethnic minority households that are shifting cultivation or nomadism;
- Households and individuals who migrate freely to communes and villages with extremely difficult conditions;
- Households and individuals living in areas with extremely difficult conditions, where natural disasters often occur or are at risk of natural disasters, and the arrangement and stabilization of population are required;
- Households and individuals that voluntarily move to live in border communes or concentrated population distribution points or are relocated to live stably in border communes or population distribution points according to the State's master plans and plans.
- Communes and villages with extremely difficult conditions in ethnic minority and mountainous areas.
c) Contents:
- Supporting in surveying locations and places in service of planning, formulation, appraisal and approval of investment projects in order to stabilize population.
- Supporting in investing in infrastructure construction:
+ Compensation, ground clearance and ground leveling for residential land at the resettlement site;
+ Reclamation of production land;
+ Construction investment: Roads (within the project area and the road connecting the new residential area to the nearest traffic route); small irrigation works, electricity, domestic water and some other essential works.
- Direct support for households:
+ Support for housing and production land (in case of having to change places of residence);
+ Financial support for moving households to resettlement places;
+ Implementation of other current support policies for households with stable arrangements like local people.
- Support for localities where population are distributed mixedly:
+ Adjustment of residential and production land assigned to newly-arrived households (reclamation, compensation according to regulations upon land recovery of organizations and individuals);
+ Building or upgrading classrooms, medical stations, in-field irrigation works, residential roads, electricity, domestic water and a number of other essential infrastructure works.
d) Implementation assignment:
- The Committee for Ethnic Minority Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and related ministries and sectors in, guiding the implementation of the project.
- Provincial-level People's Committees shall direct the organization of Project implementation in the locality; inspect, supervise, evaluate and summarize reports on Project implementation results periodically and irregularly.
dd) Estimated capital needs and capital sources for the implementation of the Project 2: VND 6,219.860 billion, in which:
- Central budget: VND 5,974.5 billion (investment capital: VND 5,471.9 billion; non-business capital: VND 502.6 billion);
- Local budget: VND 175.01 billion;
- Other lawfully mobilized capital: VND 70.350 billion.
3. Project 3: Developing sustainable agricultural and forestry production, bringing into full play potential and advantages of localities and regions to produce commodities in value chains
a) Sub-project 1: Sustainable agricultural and forestry economy development in association with forest protection and raising income for people
- Objectives: To create jobs and income for people engaged in forest work; support the economic development of agriculture and forestry, especially the economic development under the forest canopy associated with sustainable forest protection in ethnic minority and mountainous areas, contributing to stably maintaining the national forest cover rate, protecting the ecological environment, conserving biodiversity, and mitigating the impacts of climate change.
- Subjects:
+ Ethnic minority households, poor households of Kinh ethnic group that are living stably in zone-II and -III communes in ethnic minority and mountainous areas, and have carried out one of the following forest protection and development activities: Protecting, zoning, and regenerating natural forests; planting forests and non-timber forest products on forest development planning land allocated by the State; contracting for forest protection;
+ Village communities in zone-II and -III communes in ethnic minority and mountainous areas that are allocated forests as prescribed by law and are protecting the assigned or contracted forests.
- Content:
+ Supporting in contractual forest protection for the forest area assigned to the management boards of special-use forests or protection forests by the State; area of special-use forests or protection forests assigned by the State to economic organizations according to current regulations; the area of natural forests directly managed by commune-level People's Committees;
+ Supporting in protecting forest for planned protection forests and natural production forests that have been assigned to communities and households;
+ Supporting in zoning for regeneration with additional afforestation;
+ For the land area planned for production forest development that has been allocated stably for a long time to households, one-time support for the first cycle of planting production forests with timber species and foreign forest products shall be provided;
+ Supporting in afforestation of protective forests for the area of land under planning for protection forest that has been allocated to households according to current regulations. Households benefit from the forest according to the law on forestry and relevant regulations;
+ Rice subsidies for poor households and ethnic minority households participating in forest protection, zoning and regeneration with additional planting, afforestation, development of non-timber forest products, and protection forests.
- Implementation assignment:
+ The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with related ministries and sectors in, guiding the implementation of the Sub-project.
+ Provincial-level People's Committees shall direct the organization of Sub-project implementation in the locality; inspect, supervise, evaluate and summarize reports on sub-project implementation results periodically and irregularly.
- Estimated capital needs and capital sources for the implementation of the Sub-project 1: VND 13,835.352 billion (non-business capital from central budget).
b) Sub-project 2: Supporting the development of production in value chains, growing areas of precious medicinal herbs, promoting business start-ups, and attracting investment in ethnic minority and mountainous areas
- Content 01: Supporting the development of production in value chains
+ Objectives: Supporting production development projects in value chains suitable for each locality and region; bringing into full play potential and advantages in the direction of effective restructuring of crops and livestock, creating jobs to increase incomes for households, and sustainable poverty reduction in ethnic minority and mountainous areas.
+ Subjects:
. Households that are poor or living just above the poverty line. Priority shall be given to poor households where women are the head of the household and are the sole laborer, directly nurturing relatives who are no longer able to work or have not yet reached working age; households living in communes and villages with extremely difficult conditions.
. Enterprises (manufacturing, processing, trading), cooperatives participating in value chains that have 70% or more of the total number of employees who are ethnic minorities.
+ Areas: Communes and villages in ethnic minority and mountainous areas.
+ Content: Priority is given to focus on building a stable raw material area, supporting the application of techniques and synchronous quality management, improving the capacity of preliminary processing, processing and market development, in which:
. For localities with advantages in the development of raw materials and conditions for production development, based on the actual situation, the district-level People's Committees shall choose to support projects on development of production in value chains that are jointly implemented by economic organizations and people in the region, focus on supporting the following main contents:
* Consulting on link building, surveying and assessing potential value chain development; consulting on formulating plans, production and business plans, technical processes, market assessment, market development plans;
* Supporting materials, plant varieties, animals, technical supplies;
* Training in production techniques, management skills, value chain management, capacity to search and expand consumption markets;
* Guiding to apply technical process and synchronous quality management; building, registering trademarks and geographical indications for products; product promotion activities, expansion of distribution channels;
* For localities that have initially formed production in value chains, focusing on supporting to consolidate, expand and upgrade value chain linkages associated with consumption of existing products.
. For localities where the conditions to produce production in value chains are unavailable, the district-level People's Committees shall, based on the actual situation, focus on supporting production development, diversifying livelihoods, in which the following main contents shall be focused on:
* Supporting the development of agricultural, forestry and fishery production: Training and transferring technology; plant varieties, livestock; production equipment, materials and tools; fertilizers, animal feed, plant protection products, veterinary medicine; supporting the construction of livestock barns, improvement of aquaculture ponds and other activities related to production;
* Supporting the development of industries and services: Supporting the design of factory; instructing operation of machinery and equipment; production equipment and materials; providing vocational training, career guidance, market access, job creation;
* Supporting other livelihood diversification activities proposed by the community, suitable to the community's customs, practices and needs; consistent with the Program's objectives and the provisions of law.
. Subjects of the Sub-project are entitled to borrow policy credits and credit for agricultural and rural development according to current regulations.
+ Implementation assignment:
. The Committee for Ethnic Minority Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and related ministries and sectors in, guiding the implementation.
. - Provincial-level People's Committees shall direct the organization of the implementation in the locality; inspect, supervise, evaluate and summarize reports on implementation results periodically and irregularly.
. The Bank for Social Policies shall provide policy credit loans according to current regulations.
- Content 02: Investing in and supporting the development of precious medicinal herbs growing areas.
+ Objectives: Initially forming a value chain system to develop precious medicinal herbs; forming a sense of growing medicinal herbs in value chains and conserving genetic resources of medicinal herbs to ensure quality management processes and standards; combining forest protection and sustainable development.
+ Subjects:
. Projects to develop ginseng and precious medicinal herbs operating in areas with extremely difficult conditions or ethnic minorities and mountainous areas, employing at least 50% of ethnic minority employees (priority is given to projects employing more than 50% female employees), implemented by economic organizations and individuals, ethnic minority households, and poor households living in areas with suitable natural conditions, participating in implementation and committing to support purchasing, production, consumption consuming medicinal herbs in the region;
. Villages, communes, districts, provinces where the project is implemented.
+ Contents:
. The locality where the project is implemented shall, based on actual conditions, support, arrange and create conditions for enterprises to lease enough forest environment for project implementation;
. Support for construction of infrastructure (grade-V roads in mountainous areas, electricity, water supply and drainage systems) to serve the project of developing raw material areas. Priority shall be given to support projects receiving capital contribution with land use rights of households and individuals living in the project implementation area to form raw material areas;
. Financial support for the renovation of infrastructure for waste treatment, transportation, electricity, water, factories, storage facilities for precious medicinal herbs and procurement of equipment in the project fence. Priority shall be given to support hi-tech medicinal herbs growing areas and regions;
. Support for enterprises to directly provide vocational training for local employees;
. Support for advertising costs, branding of national and provincial key products;
. Financial support for scientific research projects, purchase of technology copyrights, purchase of technology or results of scientific research and technological development to create new products, improve technology, reduce environmental pollution, save raw materials, fuel and energy;
. Support for transfer costs, application of new science and technology, application of technical processes and synchronous quality management in chains;
. Support for varieties, materials, packaging, product labels, up to no more than 03 crops or 03 production and exploitation cycles;
. For projects of breeding centers applying high technology, a one-time subsidy of up to 80% of the cost of original breed production and 50% of the cost of commercial seed production;
. Support for policy credit loans according to projects approved by competent authorities for production and business establishments employing 50% or more of the total number of ethnic minority employees;
. Support for application of information technology in building a system to connect the value chain of medicinal herbs and traditional medicinal products with traceability, origin and quality; trade promotion for the purpose of socio-economic development in ethnic minority and mountainous areas.
+ Implementation assignment:
. The Ministry of Health shall assume the prime responsibility for, and coordinate with the National Committee for Ethnic Minority Affairs and related ministries and branches in, guiding localities to research, survey and finalize plans for development of medicinal herbs and approve projects; formulation and proposal of mechanism to manage, encourage and attract enterprises to invest in the development of medicinal herbs and guide the implementation in the locality;
. The Bank for Social Policies shall provide policy credit loans for projects approved by competent authorities in accordance with regulations.
- Content 03: Promoting business start-ups and attract investment in ethnic minority and mountainous areas.

. Support for construction and pilot operation of the “Center for connecting trade, tourism and promoting products of ethnic minorities and mountainous areas” projects at the Committee for Ethnic Minority Affairs and the following provinces and cities: Quang Ninh, Lao Cai, Lam Dong, and Can Tho;
. Annually organizing to praise young people, students, people with typical reputation and example of successful start-ups in ethnic minority areas;
. Organizing activities to attract investment in ethnic minority and mountainous areas;
. Organizing fairs and promoting the consumption of products from ethnic minorities and mountainous areas.

. The Committee for Ethnic Minority Affairs shall assume the prime responsibility for, and coordinate with ministries, branches and localities in, guiding the implementation of activities to promote business starting, start-ups and investment attraction in ethnic minority and mountainous areas; guiding universities to implement the “Centers for supporting business starting, start-up and attracting investment in ethnic minority and mountainous areas” projects; implementing pilot the “Center for connecting trade, tourism and promoting products of ethnic minorities and mountainous areas” projects at the Committee for Ethnic Minority Affairs and guiding the People's Committees of the following provinces and cities: Quang Ninh, Lao Cai, Lam Dong, Can Tho to implement pilot projects in their localities;
. The Ministry of Industry and Trade shall guide the implementation of content supporting the promotion of product consumption in ethnic minority and mountainous areas;
. People's Committees of provinces shall direct the implementation of relevant contents in the locality; periodically and irregularly inspect, supervise, evaluate and report on the implementation of relevant contents. The People's Committees of the provinces and the following cities: Quang Ninh, Lao Cai, Lam Dong, Can Tho shall assume the prime responsibility for, and coordinate with the National Committee for Ethnic Minority Affairs in, arranging to integrate local resources, and associate with capable organizations and individuals to pilot the “Center for connecting trade, tourism and promoting products of ethnic minorities and mountainous areas” projects in the locality.

- Objectives: To develop models of military-people engagement, sustainable poverty reduction models that associate socio-economic development with building defensive postures and ensuring logistics postures in strategic areas.
- Subjects:
+ Ethnic minority households; poor, near-poor Kinh households and Kinh households just escaping from poverty;
+ Production establishments; product processing and consumption establishments; enterprises employing ethnic minorities and mountainous workers;
+ Organizations, unions, professional staff participating in the project.
- Scope of application Communes in border areas, deep-lying and remote areas of ethnic minority and mountainous areas, strategic areas for national defense and security.

+ Supporting breeding projects and models: Supporting livestock development; processing animal feed at locality; technical training and consultancy associated with the task of building defense and security and other related activities;
+ Support farming projects and models (development of crops suitable to the soil of each area and region): Supporting farming development; technical training and consultancy associated with the task of building national defense and security and other related activities;

a) Sub-project 1: Building essential infrastructure facilities for production and daily life in ethnic minority and mountainous areas
- Objectives: To strengthen essential infrastructure for production and people's livelihood in communes and villages with extremely difficult conditions; invest in roads to commune centers and solidify roads to commune and inter-commune centers. To be specific: 100% of communes will have asphalted or concrete motor roads to their centers; 70% of villages will have solidified motor roads to their centers; 100% of schools, class rooms and health stations will be firmly built; 99% of households may access to the national power grid and other appropriate power sources; all ethnic minority people will be covered by television and radio broadcasting;
- Scope of application Communes and villages in ethnic minority and mountainous areas.

. Building and financing the pilot construction of 04 electric crematoriums for ethnic minorities in Ninh Thuan and Binh Thuan provinces (two works in each province);
. Maintaining and repairing infrastructure works in areas with extremely difficult conditions and infrastructure works of communes and villages invested in the previous period.
+ Content 02: Building, renovating and upgrading the network of markets in ethnic minority and mountainous areas.
- Implementation assignment:
+ The Committee for Ethnic Minority Affairs shall assume the prime responsibility for, and coordinate with related ministries and sectors in, providing general guidance on the organization and implementation of the sub-project and guiding the implementation of Content 01; assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade and the Ministry of Health in, directing localities to review investment portfolios to ensure that contents and capital sources are not duplicated in the same area;

- Subjects: Public non-business units operating in the field of ethnic affairs, including: Central Ethnic Minority University Preparatory School, Sam Son University Preparatory School, Nha Trang Ethnic University Preparatory School, Ho Chi Minh City University Preparatory School, Huu Nghi T78 School, Huu Nghi 80 School, Viet Bac Highland High School, Northwestern University, Tay Nguyen University, Tan Trao University.
- Content:
+ Building works for learning and daily life for teachers and students (dormitory, principal house, medical station for boarding ethnic minority students, practical laboratory, general library, multi-function house, lecture hall, boarding house of resident teachers and staff, stadium, swimming pool, sports facilities, teacher's office, canteen, kitchen, boarding student management office, sanitation facilities, houses for activities, ethnic cultural education; renovating and upgrading the infrastructure system);

5. Project 5: Developing education and training and raising quality of human resources
a) Sub-project 1: Renovating activities, strengthening the development of boarding general education schools for ethnic minority students, semi-boarding general education schools for ethnic minority students, and general schools with students in day-boarding and illiteracy eradication for ethnic minorities.
- Objectives: Consolidating and rationally developing the system of boarding general education schools, semi-boarding general education schools for ethnic minority students, and general education schools with semi-boarding students; additional investing and upgrading of facilities for schools that have not yet met national standards to ensure good organization of teaching and learning (including online teaching and learning), nurturing and taking care of students semi-boarding and boarding. Improving the quality of a team of administrators and teachers of boarding general education schools or semi-boarding general education schools for ethnic minorities, and general education schools with semi-boarding students. Raising awareness and responsibility for illiteracy eradication, maintaining and improving the effectiveness of illiteracy eradication.

Priority is given to invest in localities in areas with extremely difficult socio-economic conditions and borders.

. Formulating documents to serve the instruction of illiteracy eradication teaching, design technology and equipment for storing databases on illiteracy eradication and literacy teaching;
. Fostering, training, communicating and propagating;
. Supporting people to participate in literacy education;
. Support learning documents, textbooks and stationery.

+ Improving and updating ethnic minority cultural, knowledge and policies for the contingent of cadres, civil servants and public employees engaged in ethnic affairs; training ethnic minority language for cadres, civil servants and public employees in ethnic minority and mountainous areas.
+ Training pre-university, undergraduate and graduate in order to build a contingent of ethnic minority cadres, civil servants and public employees and improving the quality of human resources for ethnic minority and mountainous areas.
- Subjects:
+ Fostering knowledge of ethnic minority affairs and teaching ethnic minority languages: Cadres, civil servants and public employees who monitor ethnic minority affairs in ministries and central agencies, and cadres, civil servants and public employees working in ethnic minority areas; teaching ethnic minority languages to cadres, civil servants and public employees belonging to target groups 3 and 4 in direct contact and working with ethnic minorities;
+ Pre-university, undergraduate and postgraduate training: Pupils, students, cadres, civil servants and public employees studying and working in ethnic minority and mountainous areas and in ethnic minority agencies shall be supported in pre-university, undergraduate and graduate training; priority shall be given to ethnic minorities belonging to ethnic groups with particular difficulties, ethnic minorities facing many difficulties, poor ethnic minority households in communes with extremely difficult conditions, ethnic minorities with disadvantaged and ethnic minority women.

For pre-university training: Supporting specialized educational institutions and universities to organize pre-university training for students in ethnic minority and mountainous areas to ensure the scale at least 200 students/10,000 people (ethnic minorities) belonging to ethnic minorities with particular difficulties, ethnic minorities facing many difficulties and ethnic minorities with quality human resources low according to the Government's Resolution No. 52/NQ-CP dated June 15, 2016, on promoting human resource development for ethnic minorities in the 2016-2020 period, with a vision to 2030;
. For graduate training: Supporting higher education institutions to organize university-level training in majors to meet the human resource needs of ethnic minorities and mountainous areas to ensure the scale at least 200 students/10,000 people (ethnic minorities) belonging to ethnic minorities with particular difficulties, ethnic minorities facing many difficulties and ethnic minorities with quality human resources low according to the Government's Resolution No. 52/NQ-CP dated June 15, 2016, on promoting human resource development for ethnic minorities in the 2016-2020 period, with a vision to 2030;
. For postgraduate training: Supporting higher education institutions to organize postgraduate training in majors to meet the human resource needs of ethnic minorities and mountainous areas, reaching the rate of about 0.7% of cadres with postgraduate qualifications belonging to ethnic minorities with particular difficulties, ethnic minorities facing many difficulties and ethnic minorities with quality human resources low according to the Government's Resolution No. 52/NQ-CP dated June 15, 2016, on promoting human resource development for ethnic minorities in the 2016-2020 period, with a vision to 2030.
- Implementation assignment: The Committee for Ethnic Minority Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Home Affairs, the Ministry of Education and Training and the provincial-level People's Committees in organizing the implementation.

c) Sub-project 3: Project to develop vocational education and create jobs for workers in ethnic minority and mountainous areas.
- Objectives:
+ Expanding the scale, improving the quality and effectiveness of vocational education, contributing to the transformation of labor structure, economic structure, creating jobs, increasing incomes for workers, meeting requirements of socio-economic development in ethnic minority and mountainous areas;
+ Supporting ethnic minority workers to have convenient access to labor market information, job search and connection support services; supporting ethnic minority youth after graduating from higher education and vocational education institutions to find jobs suitable to their abilities and aspirations.
- Subjects:
+ Ethnic minority workers or Kinh workers belonging to poor households, near-poor households in ethnic minority and mountainous areas;
+ Vocational education institutions, vocational education management agencies at all levels in ethnic minority and mountainous areas;
+ Employment service centers and establishments that have activities related to ethnic minority workers and Kinh workers belonging to poor households, near-poor households in ethnic minority and mountainous areas;
+ Enterprises and organizations sending workers in ethnic minority and mountainous areas to work abroad; organizations and individuals advising workers in ethnic minority and mountainous areas to work abroad.

+ Developing vocational training models, assigning tasks/ordering/bidding for vocational training in accordance with natural conditions and customs of ethnic minority and mountainous areas associated with job creation and job efficiency after training;
+ Supporting vocational training;
+ Supporting workers in ethnic minority and mountainous areas to work abroad under contracts for a definite time;
+ Standardizing labor skills and effectively connecting training and job creation. Providing labor market information or support services to find and connect jobs for ethnic minority workers;
+ Strengthening conditions to ensure quality of teaching and learning for vocational education institutions in ethnic minority and mountainous areas: Developing, training contingent of teachers, managers, and vocational trainers; develop programs, curricula and teaching materials; developing sets of standards in vocational education; digitizing programs, textbooks and learning materials; applying information technology, digital transformation in teaching and learning management; support repair and maintenance of a number of work items of factories, classrooms, dormitories and works serving daily life and practice for learners; purchasing machinery and equipment for training;
+ Propagating, counseling career, start-up, vocational training, employment and employment support services, work abroad; inspecting, monitoring and evaluating, developing a set of indicators (KPIs) to serve as a basis for monitoring and evaluating the implementation of the contents according to the project's goals and developing methods and mechanisms for monitoring, evaluation and adjustment proposals during the project implementation.

- Objectives: To train and provide capacity for cadres implementing the program (including: Process of implementing projects and sub-projects of the program; process and skills as an investor, professional bidding, financial management and settlement; planning, monitoring, monitoring and reporting process on implementation results), skills on community development and other relevant contents for grassroots cadres implementing the program at commune and village levels.

+ Supporting digital transformation and improving learning ability, sharing experiences online for cadres implementing the program at all levels; carrying out activities to raise awareness and capacity of stakeholders (besides the organizing agencies leading and participating in the implementation of the program) to effectively coordinate and mobilize resources for the Program.

- Objectives: To restore, conserve and promote traditional cultural values, fostering and training cultural cadres; support cultural facilities and equipment for ethnic minority and mountainous areas to increase the level of cultural enjoyment for ethnic minorities in association with the development of community tourism, in which priority shall be given to ethnic minorities are very few people.

+ Provinces, cities and districts with communes and villages in ethnic minority and mountainous areas;
+ Traditional cultural identities and heritage of ethnic minorities;
+ Ethnic minorities and ethnic minority artisans;

+ Organizing traditional sports competitions in festivals, parties and exchanges in order to preserve traditional sports and folk games of ethnic minorities;

+ Supporting investment in building cultural, sports institutions and equipment in villages of ethnic minority and mountainous areas;
+ Building an ecological museum model to preserve intangible cultural heritage in ethnic minority communities, towards community and tourism development.

7. Project 7: Providing healthcare for the people, improving physical strength and stature of ethnic minority people; preventing and controlling child malnutrition
- Objectives: To improve the health of ethnic minorities in terms of physical and mental health, stature and life expectancy. To strengthen grassroots healthcare in order to help ethnic minorities access modern health care services. To control and eliminate epidemics in ethnic minority and mountainous areas.
- Subjects:
+ People in ethnic minority and mountainous areas, especially pregnant women, mothers, children and elders.
+ District-level health centers.
+ Medical and population cadres; district health center workers; commune health station workers, commune population civil servants; village health workers, population collaborators; and village midwives.
- Content:
+ Building and developing grassroots healthcare in ethnic minority and mountainous areas:
. Investing in facilities and purchasing essential equipment for district-level health centers;
. Training health workers for poor and near-poor districts in disadvantaged areas;
. Supporting technical transfer to commune health stations;
. Training family medicine for commune health station workers;
. Supporting allowance for village midwives;
. Supporting out-of-station vaccination points.
+ Improving the quality of population in ethnic minority and mountainous areas:
. Disseminating counseling services and health check before marriage; screening, diagnosis and treatment of a number of antenatal and neonatal diseases with the participation of the whole society in ethnic minority and mountainous areas;
. Satisfying the needs of the elderly to care for and improve their health to adapt to the rapidly aging population;
. Stabilizing and developing the ethnic minority population in ethnic minority and mountainous areas or border areas;
. Improving population management capacity;
. Preventing Thalassemia in ethnic minority and mountainous areas.
+ Taking care of maternal and child health and nutrition in order to reduce maternal and child mortality, and improving the stature and physical strength of ethnic minorities:
. Taking care of nutrition in the first 1,000 days of life for mothers - children integrating care before, during and after birth in order to improve the stature and physical strength of ethnic minorities;
. Taking care of health and reducing maternal and child mortality;
. Propagating, campaigning, communicating to change behavior on healthcare, maternal-child nutrition.

8. Project 8: Realizing gender equality and addressing burning issues related to women and children
- Objectives: To raise awareness, changing prejudices, taking care of material and spiritual lives, protecting and taking care of women and children, and realizing gender equality goals.
- Subjects: Women and girls in communes and villages with extremely difficult conditions, prioritizing ethnic minority women and girls in poor, near-poor households, victims of trafficking, domestic violence, victims of sexual abuse, unsafe labor migration/return of foreign husbands or people with disabilities.
- Contents:
+ Propagating and mobilizing to change "thoughts and ways of doing things" to contribute to the eradication of gender prejudices and stereotypes in the family and community, harmful cultural practices and a number of urgent social issues for women and children:
. Building communication groups pioneering change in the community;
. Carrying out communication campaigns for the eradication of gender prejudices and stereotypes, building a safe living environment for women and children;
. Contest/festival of innovative and effective models in the eradication of gender prejudices, domestic violence and trafficking in women and children;
. Implementing 04 packages to support ethnic minority women to give birth safely and take care of children's health.
+ Building and replicating models of changing “thoughts and ways of doing” to improve women's economic empowerment; promoting gender equality and addressing urgent issues of women and children:
. Developing and replicating self-managed credit and savings models to increase access to credit, improve livelihood opportunities, create income generation opportunities, and mainstream gender;
. Supporting the application of science and technology to enhance economic empowerment for ethnic minority women;
. Piloting and replicating the safe address model to support the protection of women who are victims of domestic violence;
. Piloting and replicating models of support for livelihood development and community integration for victims of human trafficking.
+ Ensuring the voice and substantive participation of women and children in socio-economic development activities of the community, monitoring, criticizing and supporting women to participate in leadership in the political system:
. Ensuring the voice and role of women in socio-economic issues in the locality;
. Ensuring the voice and role of girls in the socio-economic development of the community through the club model of “leaders of change”;
. Monitoring and evaluating the implementation of gender equality in the implementation of the program;
. Improving the capacity of ethnic minority women to participate in elections and campaign for elected offices.

9. Project 9: Investing in development of ethnic minority groups with very small populations and those meeting with great difficulties
a) Sub-project 1: Investing in socio-economic development of ethnic groups facing many difficulties or particular difficulties
- Objectives:
+ To eradicate hunger and reducing poverty quickly and sustainably, in order to improve the material and spiritual life of ethnic minorities facing many difficulties or particular difficulties narrowing the gap in living standards, income compared with other ethnic groups in the area; improve the quality of health and education, improve the quality of the population, realize gender equality and address urgent problems for women and children; preserve and promote unique traditional cultural values; improve capacity for cadres and communities and build a strong political base in villages; strengthen the great national unity bloc, contribute to the construction and defense of the Fatherland;
+ To invest in sustainable development of the Dan Lai people (of the Tho ethnic group) in association with the protection and development of forests and the ecological environment in Pu Mat National Park, Con Cuong district, Nghe An province.
- Subjects:
+ Ethnic minorities on the list of ethnic groups with particular difficulties according to the Prime Minister's Decision No. 1227/QD-TTg dated July 14, 2021, living stably in communities in communes belonging III regions and villages with extremely difficult conditions in ethnic minority and mountainous areas in the period of 2021 - 2025;
+ Poor ethnic households on the list of ethnic groups facing many difficulties according to the Prime Minister's Decision No. 1227/QD-TTg dated July 14, 2021;
+ Dan Lai (Tho ethnic) household living in 02 villages: Co Phat and Bung in the core zone of Pu Mat National Park, Mon Son commune, Con Cuong district, Nghe An province;
+ Communes and villages with special difficult conditions with ethnic minorities on the list of ethnic groups facing particular difficulties or many difficulties in ethnic minority and mountainous areas in the 2021-2025 period that settle into a community.
- Scope of application Poor ethnic minority households on the list of ethnic groups facing many difficulties or particular difficulties and zone-III communes and villages with extremely difficult conditions of ethnic minority and mountainous areas in the period of 2021 - 2025 that are entitled to the policy of this sub-project, shall not be entitled to policies in other Program’s projects.
- Content:
+ Investing in building, upgrading and renovating infrastructure in villages with a large concentration of ethnic minorities with extremely difficult conditions and high poverty rates; prioritizing investment in villages with extremely difficult conditions, specifically:
. For traffic road: Building or upgrading, repair and hardening traffic roads from commune centers to villages, intra-village and inter-village roads;
. For electricity production and daily life: Adding substations and distribution grids to households;
. For Irrigation: Building or repairing, upgrading small irrigation works;
. Anti-erosion works: Building or renovating, upgrading anti-erosion works in villages with high risk of landslides, directly affecting residential areas or schools;
. Cultural and educational works: Building or repairing, upgrading community houses, commune radio relay stations, works in service of community tourism development; hardening classrooms, playgrounds for preschoolers, public houses for teachers, semi-boarding houses, kitchens for students and other ancillary works.
+ Supporting the development of production and livelihood:
. For ethnic minority households meeting particular difficulties:
* Supporting breeds, stables, some input materials to transform the structure of crops and livestock with high economic values; supporting vaccination against dangerous diseases for livestock and poultry;
* Supporting to improve knowledge and production capacity, organizing training classes for households on production knowledge in villages and study tours and exchange experiences for the community;
* Supporting to build models, groups of cooperation and association along the chain of production and consumption of products and other production development activities proposed by the community in accordance with the customs, practices and needs of the community approved by the competent authorities.
. For ethnic minority households facing many difficulties: Supporting investment with capital recovery according to households or communities, investing in the development of production through policy credit loans with special preferential interest rates. In case of determining livestock or other crops suitable for the locality, the investment will be made and the value will be converted from cows or chickens, but the total support budget/household does not change compared to the assigned limit.
+ Supporting the preservation and promotion of unique traditional cultural values, information and communication to improve the spiritual life of the people.
+ Supporting the protection and development of ethnic minorities meeting particular difficulties:
. For pregnant people: Organizing nutrition counseling and nutritional support activities for mothers before, during and after birth; examining, managing pregnancy and taking medical care for pregnant women, supporting pregnant women to be screened for common congenital diseases; giving birth support in accordance with the population policy and supporting vehicles for pregnant women;
. For children under 05 years old: Supporting newborns to be screened for common congenital diseases; treating and providing nutritional supplements for children under 5 years old; providing balanced nutritional meals according to formula (instant formula nutrition rice/porridge) and school milk for children at public preschool education institutions.
. Building a model to improve population quality in villages and hamlets with a large number of ethnic minorities meeting particular difficulties living in concentration.
+ Investing in sustainable development of Dan Lai people in Pu Mat National Park, Con Cuong district, Nghe An province:
* Investing in the development of essential socio-economic infrastructure for community development;
* Building houses, toilets and livestock barns;
* Supporting reclamation and improvement of production land, seeds and production materials;
* Supporting in education, culture, health and people's health care;
* Training and fostering a contingent of Dan Lai ethnic minority cadres.
- Implementation assignment:
+ The National Committee for Ethnic Minority Affairs shall assume the prime responsibility coordinate with related ministries, sectors and localities in, guiding the implementation of the subproject.
+ Provincial-level People's Committees shall direct the organization of subproject implementation in the locality to ensure that the subjects and contents do not overlap with other projects and sub-projects under the program; inspect, supervise, evaluate and summarize reports on sub-project implementation results periodically and irregularly.

b) Sub-project 2: Reducing child marriage and consanguineous marriage in ethnic minority and mountainous areas.
- Objectives:
+ To change perceptions and behaviors in marriage of ethnic minorities, contributing to reducing child marriage and consanguineous marriage in ethnic minority and mountainous areas, especially ethnic groups facing many difficulties or particular difficulties;
+ Over 90% of ethnic minority cadres at all levels and socio-cultural cadres will be trained to improve their capacity, skills in advocacy, counseling and communication to change behavior on child marriage and consanguineous marriage in ethnic minority and mountainous areas by 2025;
+ To reduce an average of 2% - 3%/year in the number of child marriages and 3% - 5%/year in the number of consanguineous marriages for areas and ethnic minorities with high rates of child marriage and consanguineous marriage;
+ By 2025, to prevent and limit child marriage and consanguineous marriage in ethnic minority and mountainous areas.

. Compiling, providing documents, training on knowledge, communication skills, advocacy and legal advice related to marriage and family;
. Organizing integrated conferences, seminars, talks, cultural exchanges, to propagate and limit the situation of child marriage and consanguineous marriage of ethnic minorities facing many difficulties or particular difficulties in ethnic minority and mountainous areas;
. Organizing contests to learn about the law on marriage, child marriage and consanguineous marriage.
+ Strengthening counseling and intervention activities integrated with programs, projects, models of reproductive health care, maternal and child health, population, family planning, nutrition, development-related physical development in the field of marriage to reduce child marriage and consanguineous marriage.
+ Maintaining and implementing the model in communes/districts/schools with high rates of child marriage and consanguineous marriage; replicating appropriate models to change behavior, access to information and mobilize community participation to prevent and reduce child marriage and consanguineous marriage.
+ Providing and improving professional capacity for cadres and civil servants engaged in ethnic affairs participating in the project implementation.
+ Examining, evaluating, reviewing and summarizing the implementation of the model, the project and the implementation of the policies.

10. Project 10: Carrying out public communication and mobilization in ethnic minority-inhabited and mountainous areas. Examining, supervising and assessing the implementation of the Program.
a) Sub-project 1: Praising and honoring advanced examples, promoting the role of prestigious people; carrying out the dissemination and education of law regulations, legal aid and propaganda and mobilization of the people; perform communications for the implementation of the master plan and the national target program for socio-economic development in ethnic minority-inhabited and mountainous areas in the 2021-2030 period.
- Content No. 01: Praising and honoring advanced examples, promoting the role of prestigious people.
+ Objectives: Developing and improving the quality and effectiveness of advocacy work, promoting the role of the core force and prestigious people in ethnic minority-inhabited and mountainous areas. Praising and honoring, recognizing contributions of advanced examples in ethnic minority and mountainous areas in the cause of national construction and defense and international integration.
+ Subjects:
. Village patriarchs, hamlet chiefs, prestigious people, reputable key officials in ethnic minority-inhabited and mountainous areas;
. Advanced examples in ethnic minority and mountainous areas with many contributions in various fields of the society in the cause of national construction and defense and international integration.
+ Contents:
. Developing and improving the quality and effectiveness of advocacy work, promoting the role of the core force and prestigious people in ethnic minority-inhabited and mountainous areas;
. Implement the propaganda, education and raising of awareness of the position and role of the core force and prestigious people in ethnic minority-inhabited and mountainous areas;
. Developing, searching, fostering, selecting, managing and employing the core force and prestigious people in ethnic minority-inhabited and mountainous areas in conformity with the actually conditions of the localities;
. Implementing activities of training, fostering knowledge, providing documents, information, organizing meetings, talk shows, experience exchange activities for the core force and prestigious people in ethnic minority-inhabited and mountainous areas and equipping them with appropriate audio-visual equipment to improve their capacity, ability to receive information, meeting requirements for assigned tasks;
. Supporting, timely encouraging and taking appropriate protective measures in mobilizing and promoting the role of the core force and prestigious people in ethnic minority-inhabited and mountainous areas in various fields of the society;
. Praising and honoring advanced examples in ethnic minority-inhabited and mountainous areas;
. Organizing communication and propaganda activities, setting examples of good people, good deeds and advanced examples;
. Periodically organizing (once every 2 years for district and provincial levels; once every 5 years for central level) activities of praising, honoring advanced examples (village patriarchs, hamlet chiefs, prestigious people, key officials; typical intellectuals, business people, pupils, students and youth being ethnic minorities and other subjects) in ethnic minority-inhabited and mountainous areas;
. Organizing conferences, seminars, experience exchange activities, meetings, talk shows, giving gifts, praising, honoring advanced examples in a number of fields of the society by region (one every 3 years, organizing experience exchange activities by region: Northern mountainous region, central coast, Central Highlands, Southwest region, border areas and some other localities);
. Developing, implementing and replicating typical advanced models; organize preliminary review, review and evaluation of praising and honoring advanced examples in ethnic minority-inhabited and mountainous areas.
+ Assignment of implementation:
. The Committee for Ethnic Minority Affairs shall assume the prime responsibility for, and coordinate with related ministries, sectors and localities in, guiding the implementation.

+ Objectives: Strengthening the dissemination and education of law regulations, raising of awareness of village patriarchs, hamlet chiefs, prestigious people, religious dignitaries, ethnic minorities and People.
+ Subjects:
. The people in ethnic minority-inhabited and mountainous areas;
. Cadres, civil servants and public employees in the system of ethnic minority affairs agencies from the central to local levels;
. Cadres, civil servants and public employees that are assigned the task of performing the dissemination and education of law regulations, propaganda and mobilization of the people in ethnic minority and mountainous areas;
. Leaders of Party organizations, authorities and unions in communes; villages, hamlets; village patriarchs, commune and hamlet chiefs, prestigious people, religious dignitaries and assistants in ethnic minority and mountainous areas;
. Enterprises, cooperatives, and economic and social organizations operating in localities with extremely difficult conditions.
+ Contents:
. The dissemination, education of law regulations and propaganda include the following activities: Organizing trainings, conferences, seminars, contests (in forms suitable to regions, localities at district, provincial, regional and national levels), talks, establishing pilot models, law propaganda club; integrating it with sports and cultural activities and traditional festivals of ethnic minorities; building specialized pages and columns (in Vietnamese and ethnic minority languages), legal stories and skits on the mass media; compiling and distributing documents (legal handbooks and leaflets, media handbooks and other publications and documents) in the common language, or in both common and ethnic minority languages;
. Granting a number of newspapers and magazines, and researching and renovating the forms of information provision suitable to the specific conditions of ethnic minorities, mountainous regions and regions with extremely difficult conditions in accordance with the Prime Minister's Decision No. 45/QD-TTg dated January 9, 2019 in order to strengthen information and propaganda works in service of political tasks in the ethnic minorities, mountainous regions and regions with extremely difficult conditions;
. Implementing the external information task in ethnic minority-inhabited and mountainous areas in accordance with the Prime Minister’s Decision No. 1191/QD-TTg dated August 5, 2020 on approving the objectives, tasks, solutions for the innovation and improvement of the capacity of information provision, propaganda and external information to contribute to a peaceful, friendly, cooperative and developed borderline;
. Developing the Ethnic Minority and Development Newspaper into a capable media agency to meet the requirements of ethnic minority affairs and effectively and promptly performing information provision and propaganda on the overall scheme and the national target program on socio-economic development of ethnic minority-inhabited and mountainous areas in the 2021-2030 period in accordance with the Resolution No. 88/2019/QH14 and Resolution No. 120/2020/QH14 of the National Assembly;
. Developing the electronic Ethnic Minority Magazine;
. Investment in Radio and Television Stations of Soc Trang, Ninh Thuan provinces to meet the requirements of serving the Khmer and Cham minorities;
. Carrying out public communication and mobilization for people in ethnic minority, border and mountainous regions to participate in organizing and implementing the overall scheme and the national target program on socio-economic development of ethnic minority-inhabited and mountainous areas in the 2021-2030 period.
+ Assignment of implementation:
. The Committee for Ethnic Minority Affairs shall assume the prime responsibility for, and coordinate with related ministries, sectors and localities in, guiding the implementation;
. The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with the Committee for Ethnic Minority Affairs and relevant ministries and sectors in, guiding the implementation of external information content in ethnic minority-inhabited and mountainous areas.
. Provincial-level People’s Committees shall direct the implementation in the localities; inspect, supervise, assess and synthesize reports on performance results periodically and irregularly.
- Content No. 3: Strengthening and improving the accessibility and enjoyment of quality legal aid activities provided for ethnic minority-inhabited and mountainous areas.
+ Objectives: Ensuring the fairness in access to justice of citizens in ethnic minority-inhabited and mountainous areas, developing pilot models to help the people timely access and enjoy quality legal aid in order that they have their legitimate rights and interests protected when encountering legal problems or disputes.
+ Subjects: Village patriarchs, hamlet chiefs, prestigious people in the community, local officials, citizens in ethnic minority-inhabited and mountainous areas; people performing the legal aid and officials of relevant agencies.
+ Contents:
. Raising the awareness of legal aid in ethnic minority-inhabited and mountainous areas;
. Organizing the pilot training on skills of providing legal aid for ethnic minorities, pilot training on access to legal aid for citizens in ethnic minority-inhabited and mountainous areas;
. Developing programs on legal aid for ethnic minorities covering ethnic minority and mountainous provinces;
. Organizing pilot seminars of legal aid for community connection in ethnic minority-inhabited and mountainous areas;
. Compiling and providing communication materials on legal aid policies for ethnic minorities.
+ Assignment of implementation:
. The Ministry of Justice shall assume the prime responsibility for, and coordinate with related ministries, sectors and localities in, guiding the implementation;
. Related provincial-level People’s Committees shall direct the implementation in the localities; inspect, supervise, assess and synthesize reports on performance results periodically and irregularly.

b) Sub-project 2: Applying information technology to support socio-economic development and ensure security and order in ethnic minority-inhabited and mountainous areas.
- Objectives: Supporting ethnic minorities to access the information on science and technology and promote local products in the country and the world. Improving the ability to apply and use information technology to support socio-economic development for ethnic minorities and mountainous regions, especially application of information technology and digital transformation in implementing the national target program on socio-economic development of ethnic minority-inhabited and mountainous areas in the 2021-2030 period.
- Subjects:
+ Cadres, civil servants and public employees of agencies in charge of ethnic minority work from central to local levels; Program Coordination Office at central level and standing agencies of the Program at local level;
+ Communes and villages with extremely difficult conditions in ethnic minority-inhabited and mountainous areas;
- Contents:
+ Carrying out digital transformation in the implementation of the national target program on socio-economic development of ethnic minority-inhabited and mountainous areas in the 2021-2030 period;
+ Organizing conferences, seminars, online working sessions of the Central Steering Committee and the agency assisting the Central Steering Committee related to direction, guidance and organization of the implementation of the Program;
+ Supporting the establishment of information technology application support stations for ethnic minorities at commune-level People’s Committees to serve socio-economic development and ensure security and order;
+ Supporting the building and maintaining of online products markets of ethnic minority-inhabited and mountainous areas.
- Assignment of implementation:
+ The Committee for Ethnic Minority Affairs shall assume the prime responsibility for, and coordinate with related ministries, sectors and localities in, guiding the implementation of the Sub-project (except for tasks under the prime implementation responsibility of the Ministry of Information and Communications);
The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with the Committee for Ethnic Minority Affairs in, directing and guiding localities to organize the implementation of the content “Supporting the establishment of information technology application support stations for ethnic minorities at commune-level People's Committees to serve socio-economic development and ensure security and order”;
+ The Vietnam Cooperative Alliance shall assume the prime responsibility for, and coordinate with the Committee for Ethnic Minority Affairs in, guiding the implementation of the content “Supporting the building and maintaining of online products markets of ethnic minority-inhabited and mountainous areas”.
- Expected funding demands and funding sources for the implementation of Sub-project 2: VND 1,549.342 billion from central budget (Investment capital: VND 993.621 billion; Non-business capital: VND 555.721 billion).
c) Sub-project 3: Examining, supervising, assessing and training the implementation of the Program.
- Objectives: Setting up a synchronous and comprehensive monitoring and evaluation system to meet requirements of Program management. Organizing the inspection, supervision and assessment of the implementation of the Program, ensuring the achievement of the set objectives of the Program.
- Subjects:
+ Organizations and individuals involved in the management and implementation of the Program.
+ Citizens in the beneficiary areas of the Program.
- Contents:
+ Developing a set of implementation monitoring indicators and result framework of the Program, including: the system of objectives and criteria for evaluating the implementation results of projects and sub-projects; detailed monitoring and evaluation system, system of reporting forms, mechanism of information collection; reporting mechanism and contents; methods of using information of monitoring and evaluation system for the management and implementation organization (applying technology 4.0, application software on platform of mobile devices);
+ Developing, piloting, training and operating monitoring and evaluation software, ensuring that the collection, storage, processing of monitoring and evaluation information may promptly meet the requirements of Program management;
+ Improving the capacity of monitoring and evaluation of localities, including the heading agency and departments and agencies involved in the implementation of the Program;
+ Carrying out propaganda, emulation, praising and rewarding advanced examples in the implementation of the Program;
+ Organizing community investment supervision, mobilizing citizens to participate in community supervision. Organizing the supervision and social criticism of the Program’s policies;
+ Directing the pilot implementation of the Program in a number of suitable areas;
+ Implementing the inspection, supervision and evaluation of the program implementation results at central and local levels.
- Assignment of implementation:
+ The Central Steering Committee shall select and direct the pilot implementation at the provincial, district and commune levels in several localities during the implementation of the Program to promptly advise the promulgation, adjustment and amendment of mechanisms and policies in the implementation process;
+ The Committee for Ethnic Affairs shall assume the prime responsibility for, and coordinate with related ministries and sectors and localities in, organizing the implementation.
- Estimated funding demands and funding sources for the implementation of Sub-project 3: 593.197 billion VND (excluding the content of checking, monitoring, evaluating and developing the KPI of Sub-Project 3 under Project 5), in which:
+ Central budget: VND 589.912 billion (Non-business capital).
+ Local budget: VND 3.285 billion.
IV. ESTIMATED TOTAL FUNDING AND FUNDING SOURCES FOR THE IMPLEMENTATION OF THE PROGRAM
The estimated total funding to implement the Program in the 2021 - 2025 period is VND 137,664.959 billion, in which:
1. Central budget capital: VND 104,954.011 billion; including:
- Investment capital: VND 50,000 billion (that has been allocated under the Resolution No. 29/2021/QH15 dated July 28, 2021 of the National Assembly on the medium-term public investment plan in the 2021-2025 period);
- Non-business capital: VND 54,324.848 billion;
- For the rest of capital (VND 629.163 billion): The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Committee for Ethnic Minority Affairs and the Ministry of Finance in, reporting competent authorities for the balance and allocation during the implementation of the Program.
2. Local budget capital: VND 10,016.721 billion.
3. Policy credit loans: VND 19,727.020 billion.
4. Other lawful mobilized capital source: VND 2,967.207 billion.
V. SOLUTIONS; MECHANISMS AND POLICIES FOR THE IMPLEMENTATION OF THE PROGRAM
1. Main principles and solutions for the implementation of the Program:
- Implementing selective and intensive investment in communes, villages and hamlets with the most difficult conditions; solve the most pressing and urgent problems; giving priority to support poor households and ethnic minority groups with the most difficult conditions.
- Ensuring the publicity and democracy, promote
the mastery and active and proactive participation of the community and citizens; promote the improvement spirit and
efforts of the ethnic minorities.
- Prioritizing the use of assembled modular construction components to ensure fast construction and reduce service expenses for works. Prioritizing works that use local materials and employ local labor to create more sources of livelihood for citizens.
- Promoting decentralization for localities in formulating, and organizing the implementation of, the Program in conformity with the conditions, characteristics, potentials, strengths, cultural identities, fine traditions and customs of the ethnic groups and regions in parallel with national defense and security consolidation.
- Creating the harmonization of mechanisms and processes for uniform application in the Program’s projects and sub-projects; prioritizing the selection of investment contents with higher norms for organizing the implementation for beneficiaries; ensuring the principle that investment contents and activities of projects and sub-projects under the Program are not duplicated in the same area or for the same beneficiary.
- Enhancing the digital transformation and information technology application in inspecting, monitoring and evaluating the progress of the Program implementation at all levels and sectors. Preventing, combating, promptly detecting and strictly handling negative acts, corruption and waste acts during the implementation of the Program.
2. Regarding funding mobilization solutions:
- Diversifying funding sources to implement the Program, in which the state budget plays a decisive role; taking rational solutions of ODA loan source mobilization; enhancing the mobilization of legal contribution sources of domestic and foreign organizations, enterprises and individuals.
- Ensuring the balance, adequate and timely arrangement and mobilization of funding in accordance with the decided structure of funding sources; ensuring the ratio of counterpart funds of localities and the responsibility of the citizens and beneficiaries to participate in the implementation of the Program.
3. Regarding mechanisms and policies for support; management and implementation of the Program:
a) The central budget shall support provinces that cannot balance their budget funds by themselves; provinces and cities have a low ratio of revenues transferred to the central budget and a large number of ethnic minorities, many zone-III communes and villages with extremely difficult conditions in ethnic minority-inhabited and mountainous areas.
Prioritizing the allocation of central budget to invest traffic works in communes that do not have asphalted or concrete motor roads to their centers; invest in connection traffic works, national power grid works to serve socio-economic development, ensure national defense and security for poor districts with many border communes, zone-III communes and villages with extremely difficult conditions; invest in boarding general education schools for districts with a large number of ethnic minorities living and many communes with extremely difficult conditions, but not yet having or having to rent a place for operation.
b) Allocating the Program’s funding from the central budget to perform a number of contents and tasks as follows:
- Implementing the pilot scheme, pilot directions of the Central Steering Committee in a number of localities approved by the Prime Minister or competent authorities;
- Performing other tasks as directed by the Prime Minister.
c) Carrying out mechanisms to support livelihood creation for poor households, households just above the poverty line, and households that have just escaped from the poverty through projects approved by competent authorities based on master plans, plans and schemes on production structure transformation of their localities; Prioritize the support for ethnic minority households that are poor households, households just above the poverty line, and households that have just escaped from the poverty that voluntarily register to participate in the projects through groups of households and communities. Funding sources for project implementation include the state budget, loans from the Vietnam Bank for Social Policies or credit institutions designated by the State to provide preferential loans, funding sources integrated for the implementation of policies and programs, projects, and counterpart funding sources of households.
d) Formulating and promulgating a specific mechanism in management and implementation of the Program that is suitable for ethnic minorities and mountainous regions;
dd) Formulating and promulgating principles, criteria, and norms for state budget allocation for the implementation of the Program;
e) Formulating and promulgating preferential credit policies for the implementation of the Program.
4. Regarding perfection of the apparatus of management and organization of implementation of the Program:
Establishing and consolidating the apparatus of management and organization of implementation of the Program from central to local levels; specifically:
a) Program Steering Committee:
Establish a Steering Committee for all 03 national target programs (the national target program on sustainable poverty reduction for the 2021 - 2025 period, the national target program for new rural development in the 2021-2025 period, the national target program for socio-economic development in ethnic minority-inhabited and mountainous areas for the 2021 - 2030 period) at central and local levels in accordance with Point b, Clause 4, Article 1 and Point d, Clause 2, Article 2 of the Resolution No. 24/2021/QH15 dated July 28, 2021 of the National Assembly on approving the investment policy for the national target program on sustainable poverty reduction for the 2021-2025 period.
b) Program Coordination Office:
- At central level: The Coordination Office of the national target program for socio-economic development in ethnic minority-inhabited and mountainous areas for the 2021 - 2030 period is located in the Committee for Ethnic Minority Affairs, assists the Central Steering Committee and directly assists the Minister, Chairperson of the Committee for Ethnic Minority Affairs - Deputy Head of the Central Steering Committee in the management and implementation of the Program and in the implementation of a number of contents of the overall scheme on socio-economic development of ethnic minority-inhabited and mountainous areas in the 2021-2030 period. The Program Coordination Office shall use the payroll of the Committee for Ethnic Minority Affairs and have its operation funding allocated from the current funding of the Committee for Ethnic Minority Affairs.
- In localities: Assigning Chairpersons of provincial-level People's Committees to decide to consolidate or establish a Steering Committee for all 03 Programs according to the Resolution No. 24/2021/QH15 dated July 28, 2021 and Resolution No. 25/2021/QH15 dated July 28, 2021 of the National Assembly.
5. Regarding the propaganda work:
Promoting extensive and in-depth propaganda of the Program’s objectives for all levels, sectors, population classes and ethnic minorities in order to change their awareness of ethnic affairs, policies on ethnicity and poverty reduction in ethnic minority-inhabited and mountainous areas; arouse improvement efforts and will of ethnic minorities, especially poor ethnic minorities.
6. Regarding science, technique and technology:
Strengthening scientific research and technology transfer; building a synchronous database of ethnic minority-inhabited and mountainous areas to serve the estimation, forecast, planning, management of the implementation of policies on ethnicity.
7. Regarding the extension of international cooperation:
Strengthening the multilateral and bilateral cooperation with international organizations and cooperation with non-governmental organizations in the process of developing and implementing the Program to share information, experiences, and take advantage of assistance of technology and resources for successfully implementing the Program’s objectives.
VI. MANAGEMENT ASSIGNMENT AND IMPLEMENTATION ORGANIZATION
1. Responsibilities of ministries, sectors and central agencies:
a) The Committee for Ethnic Minority Affairs shall
- Be the agency in charge of managing the Program; assume the prime responsibility for, and coordinate with relevant ministries, sectors and People’s Committees of provinces and centrally-run cities, in implementing this Decree according to regulations.
- Assume the prime responsibility for, and coordinate with relevant ministries, agencies and localities in, formulating principles, criteria, and norms for allocation of central budget funding and stipulating the ratio of counterpart funding of local budgets for implementing the Program on an annual basis and in the 5-year period, submit them to the Prime Minister for approval in October 2021;
- Summarize and propose plans and estimated plans for allocation of central budget funding for implementing the Program in the 2021 - 2025 period and on an annual basis, and send them to the Ministry of Planning and Investment and the Ministry of Finance according to regulations;
- During the implementation of the Program, assume the prime responsibility for, and coordinate with relevant ministries, sectors, agencies and localities in, continuing to review and select investment/support contents/activities, ensuring the selective and intensive investment, ensuring that such contents, activities do not overlap with other programs and projects and regular activities of ministries, sectors and localities to ensure the effective implementation of the Program;
- Within its assigned functions, tasks and competence, review, decide or guide the unit prices, support and investment norms for the implementation of the Program, ensuring the suitability and compliance with law regulations;
- Research and propose solutions to rationally mobilize additional funding sources for the Program according to the policy approved by the National Assembly in the Resolution No. 120/2020/QH14, ensuring the compliance with law regulations, report to competent authorities for consideration and decision;
- Assume the prime responsibility for formulating a plan to assign specific targets and tasks every year and for a 5-year period for the implementation of the Program to provinces and centrally-run cities, and send it to the Ministry of Planning and Investment for synthesis; research and propose a mechanism to reward typical localities with excellent achievements in the implementation of the Program with welfare works, and report to the Prime Minister;
- Assume the prime responsibility for formulating and guiding relevant ministries, sectors and localities to effectively implement the Program implementation plan in the 2021-2025 period and the annual plan after they are approved by the Prime Minister to accomplish the Program’s objectives;
- Advise the Prime Minister to direct ministries and sectors to implement solutions to strengthen coordination and promote the role of the Vietnam Fatherland Front and socio-political organizations in Program implementation;
- Assume the prime responsibility for, and coordinate with ministries and sectors in, periodically and irregularly inspecting and supervising the implementation of the Program by localities.
b) The Ministry of Planning and Investment shall
- Perform the function of summarization of the Program;
- Summarize estimated funding allocations and demands, targets and specific tasks for the implementation of the Program in the 5-year plan and annual plan, and report it to the competent authority for consideration and decision in accordance with law regulations;
- Assume the prime responsibility for, and coordinate with relevant ministries, agencies and localities in, expeditiously formulating the Government’s Decree on defining the management mechanism, organization of the implementation of national target programs, and reporting it to the Government in the fourth quarter of 2021.
c) The Ministry of Finance shall
- Assume the prime responsibility for, and coordinate with the Committee for Ethnic Minority Affairs and the relevant ministries and agencies in, formulating annual plans and summarizing non-business expenses to ensure the operation of the Program;
- Balance and allocate enough non-business funding and have a plan to supplement funding for the Program according to the progress and medium-term and annual investment plans, and submit it to competent authorities for consideration and decision;
- Assume the prime responsibility for developing regulations on financial mechanism, payment and finalization of state budget funding sources for implementation of the Program.
d) The State Bank of Vietnam shall
- Assume the prime responsibility for, and coordinate with relevant ministries, agencies and localities in, expeditiously formulating the Government’s Decree on defining the preferential credit policy for implementation of the Program, and reporting it to the Government in the fourth quarter of 2021;
- Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the Vietnam Bank for Social Policies and relevant agencies in, studying and proposing mechanisms, policies and solutions to ensure the mobilization of minimum policy credit funding approved by the National Assembly in Resolution No. 120/2020/QH14 to implement the Program, report it to competent authorities in the fourth quarter of 2021.
dd) Ministries and central agencies that are assigned to assume the prime responsibility for projects, sub-projects, and components of the Program shall
- Summarize implementation results; guide the formulation of an implementation plan; synthesize and propose targets, tasks, funding sources and central budget funding allocation plans for the 5-year period and every year, and assign them to ministries, central agencies and localities for implementation, for projects, sub-projects, and components within the fields under the management of the respective ministries and sectors, send them to the Committee for Ethnic Minority Affairs for the inclusion in the general plan as prescribed;
- Make a plan of central budget funding for the 5-year period and every year to implement activities serving the direction, administration and guidance of Program implementation, and send it to the Committee for Ethnic Minority Affairs for the inclusion in the general plan as prescribed;
- Guide the ministries, sectors and localities to implement the targets, tasks and organize the implementation of the Program’s components as assigned to manage;
- Take the responsibility for reviewing and determining areas, subjects, contents of policies and localities’ guidelines to organize the implementation, ensuring that such contents do not overlap with the one in other programs, projects, schemes and regular duties of ministries, sectors and localities;
- Within their assigned functions, tasks and competence, review, decide or guide the unit prices, support and investment norms for the implementation of the Program, ensuring the suitability and compliance with law regulations;
- Assume the prime responsibility for, and coordinate with the Committee for Ethnic Minority Affairs, relevant ministries and sectors in, inspecting, monitoring and evaluating the implementation results of resources, and targets, tasks and components of the Program as assigned to manage according to regulations, send it to the Committee for Ethnic Minority Affairs to summarize and report to the Prime Minister and the Central Steering Committee;
- Fully implement the regime of reporting results of component implementation and allocated funding use and send reports to the Committee for Ethnic Minority Affairs for synthesis.
- Develop and guide the mechanism to mobilize additional resources to implement the contents of the ministries and sectors;
- Regularly and periodically organize inspection teams in assigned localities; supervise and examine results of implementation of the Program’s contents according to their state management fields assigned.
e) Ministries and central agencies participating in the implementation of the Program shall be responsible for researching and integrating the implementation of the Program with other target programs and projects assigned to manage, ensuring the efficiency and avoiding the overlapping.
g) Information and communications agencies shall be responsible for performing the propaganda task according to their assigned functions and tasks and requirements of the Program.
2. Responsibilities of provincial-level People’s Committees:
- Approve the Program implementation plans for a 5-year period and every year with the contents of plans on funding sources, objectives and tasks; and send them to the agencies assuming the prime responsibility for respective projects, sub-projects, components of the Program, the Committee for Ethnic Minority Affairs and related agencies as prescribed;
- Organize the implementation; monitor, evaluate and report on the results of Program implementation in the provinces periodically and irregularly;
- Direct and assign responsibilities of each level and departments, sectors, agencies in organizing the implementation of the Program on the principle of promoting decentralization for the grassroots and promoting their responsibility;
- Promulgate mechanisms, policies and guidance on the implementation of the Program in the provinces according to their assigned competence and tasks;
- Direct the consolidation or establishment of a Steering Committee for the national target programs at all levels and an apparatus advising and assisting Steering Committees at all levels in accordance with the Resolution No. 24/2021/QH15 dated July 28, 2021 and Resolution No. 25/2021/QH15 dated July 28, 2021 of the National Assembly.
3. The Central Committee of the Vietnam Fatherland Front and socio-political organizations shall carry out supervision and social criticism during the implementation of the Program. The Central Steering Committee for National Target Programs, and ministries and sectors shall be responsible for studying and responding to proposals of the Vietnam Fatherland Front and citizens according to regulations; advising and reporting on contents beyond their competence to the Government and the Prime Minister./.
