THE PRIME MINISTER
DECISION NO. 1605/QD-TTG DATED AUGUST 27, 2010 OF THE PRIME MINISTER APPROVING THE NATIONAL PROGRAM ON APPLICATION OF INFORMATION TECHNOLOGY TO OPERATIONS OF STATE AGENCIES DURING 2011-2015
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the June 29, 2006 Law on Information Technology;
Pursuant to the .November 29, 2005 Law on E-Transactions;
Pursuant to the Government 's Decree No. 64/ 2007/ND-CP of April 10, 2007, on application of information technology to operations of state agencies;
At the proposal of the Minister of Information and Communications,
DECIDES:
Article 1. To approve the national program on application of information technology to operations of state agencies during 2011-2015 (below referred to as the Program) with the following principal contents:
A. OBJECTIVES THROUGH 2015 AND ORIENTATIONS TO 2020
I. Objectives through 2015
1. General objectives
a/ To build and complete information infrastructure as a basis for developing an e-government.
b/ To extensively apply information technology to internal operations of state agencies, aiming to raise productivity and reduce operating costs.
c/ To provide online and wide-area information and public services at high level, making operations of state agencies more transparent to better serve people and businesses.
2. Specific objectives
a/ To build and complete information infrastructure as a basis for developing an e-government
- To develop and complete technical infrastructure to ensure safe and effective network application of information technology to state agencies.
-To develop and complete major information systems and databases, focusing on building structural and systematical national databases on personnel, natural resources and environment. finance, economics, and industry and trade to create a wide e-working environment among state agencies.
b/ To apply information technology to internal operations of state agencies
- Six out of every ten documents officially exchanged among state agencies shall be in electronic form.
-Most cadres and civil servants will regularly use emails for working purposes.
- To ensure technical conditions so that all meetings of the Prime Minister with ministries, ministerial-level agencies, government-attached agencies and provincial-level People's Committees may be held online.
- To ensure technical conditions so that all dossiers of cadres and civil servants at all levels may be managed online nationwide.
- To organize information systems for budget and treasury management in all provinces and centrally run cities.
- To provide e-data for most operations of state agencies.
c/ To apply information technology for people and businesses
- All state agencies of district, provincial department or equivalent or higher level will have e-portals or websites for providing sufficient information under Article 28 of the Law on Information Technology, providing all public services online at level 2 and most basic public services online al least at level 3 for people and businesses.
- Fifty per cent of tax declaration dossiers of people and businesses will be submitted online.
Ninety per cent of provincial-level customs offices will implement e-customs procedures.
- All bidding plans, bidding notices, bidding results and lists of participating contractors will be published on the national bidding network. Around 20% of state-funded procurement, engineering and consultancy service packages will be bid online. To implement on a pilot basis concentrated government procurement on the national bidding network.
- All passports granted to Vietnamese citizens will be e-passports.
- Thirty per cent of Vietnamese citizens of eligible age will be granted anti-forgery identity cards, each with a sole number, made on a modern line.
- Thirty per cent of construction license
application dossiers will be filed online.
II. Orientations to 2020
1. To integrate information systems and create a wide network environment to serve most operations of state agencies. Most transactions of state agencies will be conducted online, every time, everywhere and in various media.
2. Most public services will be provided online at levels 3 and 4 to meet actual needs for people and businesses every time, everywhere and in various media.
B. CONTENTS OF THE PROGRAM
I. Technical infrastructure development
1. To develop a dedicated data transmission network for Party and Stale agencies, making the fullest use of existing infrastructure facilities of telecommunications businesses and connecting attached units of ministries, ministerial-level agencies, government-attached agencies and other state agencies within the political system and to communes and wards nationwide, which must ensure information safety and security.
2. To develop a government e-data information center.
3. To develop a national certification system.
4. To build and commission an electronic and digital signature certification system in agencies within the political system.
5. To build a center to connect all information systems at central and local levels, proceeding to ensuring connection among agencies' information systems which can effectively and flexibly provide public services for people and businesses.
6. To integrate e-information systems of central Party agencies to serve the leadership, direction and administration by high-ranking Party leaders.
7. To upgrade and complete technical infrastructure, including computers, computer networks and information safety and security solutions, for the application of information technology to internal operations of state agencies.
8. To build infrastructure enabling convenient access to public services in various forms, such as e-portals or websites; customer care centers; fixed telephones; cell phones; one-stop-shop sections, and other forms.
II. Development of major information systems and databases
1. Information systems
- Integrated management of documents in state agencies at all levels nationwide, ensuring safety, security and legality of exchanged documents.
- National emails.
- Multimedia e-briefings between the Prime Minister and ministries, ministerial-level agencies, government-attached agencies and provincial-level People's Committees.
- The Government's direction and administration work via the dedicated data transmission network of Party and State agencies.
- Management and monitoring of the Government's work programs.
- E-information networks for exchanging information between the Government Office, the Office of the Party Central Committee, the National Assembly Office and the President's Office.
- The Government's e-portal.
- Integrated finance and supervision of the financial market.
- Online filing of tax returns.
- Implementation of e customs procedures.
- E- commerce application to government procurement,
- Management of foreign investment information.
- Socio-economic affairs.
- Socio-economic analysis and forecast.
- Monitoring and evaluation of the implementation of 5-year and annual plans.
- Monitoring, supervision and evaluation of state-funded investment projects.

III. Application of information technology to internal operations of state agencies
1. To upgrade and complete information systems of all levels for document management and administration.
2. To develop a master system for information management.
3. To build, upgrade and improve application of information technologys in professional operations to meet work requirements of each agency.
4. To upgrade and complete other effective and wide-connection systems for application of information technology to internal operations of state agencies.
IV. Application of information technology for people and businesses
1. To provide all public services online at level 2. To allow users to download and fill in forms of documents for completing dossiers as required and inform them online of the processing of administrative procedures by state agencies.
2. To provide most essential public services online at least at level 3 for people and businesses. To allow users to fill in and submit forms of documents online to service providers. The lists of groups of public services prioritized for online provision at least at level 3 in provinces and cities and in ministries and ministerial-level agencies are provided in Appendices I and II. These lists may be annually updated and modified to suit the practical situation at the proposal of responsible agencies.
3. To effectively and comprehensively apply information technology in one-stop shop sections to ensure connection among information systems in these sections and e-portals or websites of state agencies, enabling the online provision of public services for people and businesses, the connection among units in the process of carrying out procedures, and the optimal computerization of activities in the process of administrative procedures.
4. To build essential information systems for application of information technology to serve local people and businesses, especially information systems on population and natural resources and environment. Based on actual management needs, to build national-scale information systems on the basis of connecting and summarizing information from localities at all levels.
5. To increase the participation of people and businesses in operations of state agencies through raising the effectiveness of online channels in receiving public comments, organizing online talks and question-answer programs on operations of state agencies.
C. IMPLEMENTATION FUNDS
I. Central budget funds shall be allocated for building and completing technical infrastructure and building large information systems and databases on a national scale.
II. Central budget fund supports shall be provided for difficulty-hit localities to build their information technology infrastructure to ensure connection among state agencies when they organize major information systems and databases nationwide. Agencies in charge of organizing these systems shall propose funding supports for localities based on actual needs, preventing overlap and waste. The Prime Minister shall decide on annual specific funding levels and beneficiaries.
III. Ministries, ministerial-level agencies, government-attached agencies and central-level state agencies, political organizations and other socio-political organizations shall allocate funds for performing projects and tasks to apply information technology to their operations from their allocated annual budget expenditure estimates (development investment and regular expenditures) and other lawful funding sources.
IV. Local budget funds and other lawful funding sources shall be allocated for performing projects and tasks to apply information technology to local operations. Local annual budget plans must include funds for application of information technology to operations of state agencies.
V. To implement on a pilot basis the model of public-private partnership (PPP) in some key projects under the Program, including the national email system; the national information system for integrated management of documents for governmental agencies; the dedicated data transmission network of Party and State agencies (phase 3) to be connected to communes, wards and attached units of central agencies.
VI. To encourage the raising of funding sources outside the central budget for the implementation of this Program.
VII. Central and local budget funds for the Program's national-scale projects and tasks provided in Appendix III are estimated at around VND 1.7 trillion.
D. SOLUTIONS
I. Organization and administration
1. To enhance the operation of the Executive Committee for application of information technology to operations of state agencies. To heighten the role and responsibilities of chief information officers at all levels and in all sectors.
2. Ministers, heads of ministerial-level and government-attached agencies and chairpersons of provincial-level People's Committees shall take responsibility before the Prime Minister for their failure to fulfill their assigned tasks under this Program.
3. Heads of agencies shall take the initiative in. have firm political determination to, and advocate application of information technology to operations of their agencies.
4. Application of information technology to operations of state agencies must follow the order of priority based on actual needs to increase productivity, ensuring effectiveness and feasibility during such application.
5. To improve organizational structures of information technology managerial apparatuses at all levels, especially district and lower levels.
6. To closely combine the implementation of this Program with that of the Program on administrative reform so that application of information technology to operations of state agencies can actually help promote administrative reform which sets out requirements for application of information technology. To further improve working processes and standardize professional operations for application of information technology.
II. Ensuring complete application of information technology
1. To provide national-scale general guidance on the formulation of programs and plans on application of information technology to operations of state agencies.
2. To identify typical models of application of information technology at all levels, especially district, ward and commune levels, for wide application.
III. Supervision and assessment
1. To regularly inspect and assess application of information technology to state agencies for taking prompt solutions. To consider the inclusion of the criterion of effectiveness of application of information technology in emulation movements for commendation.
2. To develop methods of scientifically assessing application of information technology which are suitable to practical conditions of state agencies and national orientations for application of information technology.
IV. Raising public awareness and training human resources
1. To provide public information for raising knowledge and awareness of cadres, civil servants, people and businesses about the benefits of building an e-government. To step up and socialize the training and instruction of people in computer and internet skills.
2. To step up the training of cadres and civil servants in application of information technology skills.
3. To provide professional training and retraining for chief information officers.
4. To provide professional training and retraining for full-time information technology cadres and civil servants at all levels.
5. To provide training for leaders of state agencies to raise their awareness about application of information technology.
6. To increase online training for cadres and civil servants.
V. Guaranteeing a favorable legal environment
1. To elaborate regulations on information safety and security and increased use of digital signatures in state agencies' information technology-aided operations.
2. To elaborate regulations on exchange, storage and processing of e-documents for application nationwide, To make the fullest use of technical infrastructure for exchanging e-documents among state agencies.
3. To formulate policies for attracting and coordinating with businesses in the implementation of application of information technologys by state agencies. To develop lease and contracting modes in application of information technology.
4. To elaborate regulations aiming to reduce documents in hard copy and increase information sharing in operations of state agencies.
5. To formulate processes and standards of integrated information from commune, district and provincial levels to ministries and the Government Office.
6. To formulate and promulgate national regulations and standards on application of information technology.
7. To formulate and promulgate standards on e-data exchange among state agencies.
8. To elaborate regulations on priority allocation of information officer payrolls to state agencies.
9. To give appropriate incentives to full-time information technology cadres and civil servants in state agencies with a view to maintaining and attracting high-quality human resources.
10. To improve financial regulations to suit characteristics of application of information technology, first of all regulatory documents guiding the Government's Decree No. 102/2009/ND-CP. including those on:
a/ Inclusion of funds for application of information technology in annual budget plans of state agencies;
b/ Management of investment in application of information technology;
c/ Formulation and promulgation of economic-technical norms on information technology;
d/ Drawing up of lists of and mechanisms for procurement of shared software for state agencies.
VI. Learning of international experience
1. To learn success the models to develop e-governments in other countries.
2. To train experts for developing an e-government of Vietnam.
3. To develop major information systems within the e-government in Vietnam.
Article 2. Organization of implementation
1. Ministries, ministerial-level agencies, government-attached agencies and provincial-level People's Committees shall:
a/ Based on this Program and their agencies' plans on application of information technology during 2011 -2015. formulate annual budget plans and estimates for application of information technology and send them to the Ministry of Information and Communications, the Ministry of Planning and Investment and the Ministry of Finance for summarization and allocation of central budget funds for application of information technology, and for further submission to competent authorities for approval in annual state budget estimates of their agencies. Annual state budget estimates for application of information technology shall be submitted simultaneously with annual state budget estimate reports to the Ministry of Finance;
b/ Inspect, assess and report biannually or upon request on the implementation of this Program as guided by the Ministry of Information and Communications for summarization and reporting to the Prime Minister:
c/ Allocate funds (development investment and regular expenditures) for the performance of application of information technology tasks and projects under approved 5-year and annual plans;
d/ To apply national regulations and standards on application of information technology and report on such application to the Ministry of Information and Communications according to its guidance.
2. Agencies in charge of national-scale projects and tasks specified in Appendix III shall formulate, approve and implement them under current regulations on state budget management, ensuring that their activities and funds are integrated with specialized programs, plans and projects under way, if any, to prevent overlap and waste. These agencies shall send project dossiers to the Ministry of Information and Communications for preliminary-design appraisal.
3. The Ministry of Information and Communications shall:
a/ Organize the implementation of this Program,
b/ Enhance the operation of the Executive Committee for application of information technology to operations of state agencies;
c/ Formulate and promulgate economic-technical norms on information technology, first of all documents guiding the Government's Decree No. 102/2009/ND-CP;
d/ Formulate and promulgate national standards and technical regulations on information technology and standards on e-data exchange among state agencies:
e/ Guide state agencies in formulating annual plans and annual state budget estimates for application of information technology;
f/ Verify projects and tasks in annual state budget estimates for application of information technology of ministries, ministerial-level agencies, government-attached agencies. provincial-level People's Committees and other central state agencies in terms of objectives professional contents and technical standards, then send them to the Ministry of Planning and Investment and the Ministry of Finance for summarization and submission to the Prime Minister for approval in annual slate budget estimates of these agencies;
g/ Appraise preliminary designs of projects specified in Appendix III:
h/ Guide ministries, ministerial-level agencies, government-attached agencies, provincial-level People's Committees and other central state agencies in making annual and regular reports on the implementation of this Program;
i/ Examine and review the implementation of this Program; send annual reports to the Prime Minister, proposing amendments to the Program to suit the practical situation of application of information technology nationwide;
j/ Study and propose plans to improve the use of the dedicated data transmission network of Parly and State agencies;
k/ Study and propose a set of criteria for evaluating the implementation of this Program by state agencies and methods of assessing people's use of and satisfaction with e-government services;
l/ Provide professional guidance on the implementation of 5-year and annual plans on application of information technology to operations of state agencies. Develop training materials and provide training in the management of information technology projects;
m/ Adopt policies to attract and coordinate with businesses in implementing application of information technologys by state agencies;
n/ Elaborate regulations on in formation safety and security in application of information technology by state agencies;
o/ Train chief information officers and full-time information technology cadres and civil servants; provide information technology knowledge for leaders at all levels:
p/ Direct and provide public information for raising public awareness about information technology application to operations of state agencies:
q/ Identify typical models of application of information technology at all levels for wide application;
r/ Study and establish a national e-portal for assisting organizations and individuals lo access information and data of state agencies;
s/ Study the pilot implementation and wide application of a general system for information management:
t/ Assume the prime responsibility for. and coordinate with the Ministry of Home Affairs in, working out appropriate incentives for full-time information technology cadres and civil servants in state agencies, and prioritizing the allocation of information officer payrolls to state agencies;
u/ Make a list of and create a mechanism for procurement of shared software in state agencies.
4. The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Information and Communications in. summarizing and submitting to a competent authority to decide on the allocation of sufficient non-business capital from the central budget for projects and tasks in state agencies' annual slate budget estimates for application of information technology.
5. The Ministry of Planning and Investment shall:
a/ Assume the prime responsibility for, and coordinate with the Ministry of Information and Communications in, summarizing and submitting to a competent authority to decide on the allocation of sufficient development investment capital from the central budget for projects and tasks in state agencies' annual state budget estimates for application of information technology;
b/ Summarize and submit to a competent authority to decide on official development assistance (ODA) funds for the Program's implementation.
6. The Ministry of Home Affairs shall:
a/ Assume the prime responsibility for. and coordinate with the Government Office and the Ministry of Information and Communications in, working out and implementing solutions for closely combining the implementation of this Program with that of the Program on administrative reform;
b/ Assume the prime responsibility for. and coordinate with the Ministry of Information and Communications in, elaborating and promulgating regulations on the process of exchanging, storing and processing e-documents nationwide.
7. The Government Office shall assume the prime responsibility for. and coordinate with the Ministry of Home Affairs and the Ministry of Information and Communications in:
a/ Elaborating regulations aiming to reduce paper documents and increase information sharing in operations of state agencies:
b/ Studying and formulating processes and standards of integrated information from commune, district and provincial levels to ministries and the Government Office.
8. The Ministry of National Defense and the Ministry of Public Security shall coordinate with the Ministry of Information and Communications in organizing application of information technology in the security and defense domains.
9. The Ministry of Public Security shall assume the prime responsibility for. and coordinate with the Ministry of Information and Communications in guiding the development of a population information system in state agencies at all levels.
10. The Ministry of Natural Resources and Environment shall assume the prime responsibility for. and coordinate with the Ministry of Information and Communications in. guiding the development of a natural resources and environment information system in state agencies at all levels.
11. The Office of the Party Central Committee, the President's Office, the National Assembly Office, the Supreme People's Court, the Supreme People's Procuracy, the State Audit of Vietnam, the Central Committee of the Vietnam Fatherland Front, the Vietnam General Confederation of Labor, the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Committee of the Vietnam Women's Union, the Vietnam Veterans Association and the Vietnam Peasants Association shall, based on this Program, elaborate their appropriate regulations.
Article 3. This Decision takes effect on the date of its signing.
Article 4. Ministers, heads of ministerial-level agencies and government-attached agencies, chairpersons of provincial-level People's Committees, and heads of concerned units shall implement this Decision.
