DECISION
ON RATIFICATION OF THE OVERALL PLANNING FOR WATER SUPPLY IN HO CHI MINH CITY UP TO 2010 AND THE ORIENTATION UP TO 2020
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to the Regulation on the Management of Investment and Construction, issued together with Decree No.52/ 1999/ND-CP of July 8, 1999 and Decree No. 12/2000/ND-CP of May 5, 2000 of the Government;
Pursuant to Decision No. 63/1998/QD-TTg of March 18, 1998 of the Prime Minister on ratifying the Orientation for development of urban water supply in Vietnam up to 2020;
Pursuant to Decision No. 123/1998 /QD-TTg of July 10,1998 of the Prime Minister on ratifying the readjusted overall Planning for Ho Chi Minh City up to 2020;
At the proposals of the president of the People’s Committee of Ho Chi Minh City in Report No. 1832/UB-DT of June 5, 2001 and of the Ministry of Construction in Official Dispatch No. 1977/BXD-KTQH of November 6,2001,
DECIDES:
Article 1.- To ratify the overall planning for water supply of Ho Chi Minh City up to 2010 and the orientation up to 2020 with the following main contents:
1. Objective:
- The overall planning for water supply in Ho Chi Minh City up to 2010 and the orientation up to 2020 aim to meet the needs of development of the city in line with the orientation for development of national urban water supply and drainage up to 2020 and readjustment of the overall planning of Ho Chi Minh City up to 2020 as basis for preparing investment in transformation and development of the water supply system on the city territory.
- To determine the need of living water supply for the population, the industrial parks, export processing parks and other needs for the periods from now to 2005, 2010 and 2020, determine the sources of water, draw up the plan for building water supply plants, the water canalization and distribution network, and the financial plan for building a water supply system up to the criteria set down in the Orientation for development of urban water supply in Vietnam up to 2020.
2. Scope of the planning:
The scope of the planning of the water supply system shall conform with the readjusted overall planning of the city up to 2020 encompassing 12 old inner districts, 5 newl-set up districts, and 5 outlying districts covering 2,093.6 km2 with a population expected at 7,880,000 people by 2010.
3. Contents of planning:
a/ Planning stage:
The overall planning of the water supply system in Ho Chi Minh City is drawn up for the 2000-2010 period and the orientation is for up to 2020.
b/ Planning for source of water:
Water for the water supply system in Ho Chi Minh City shall come chiefly from the sources of surface water and underground water.
Surface water sources:
Water from Dong Nai River and Saigon River shall be used to supply Ho Chi Minh City. By 2010, the volume of water from Dong Nai to supply Ho Chi Minh City shall be 1,500,000 m3/day-night, and from Saigon River shall be 600,000 m3/day-night. To continue planning for construction of reservoirs in the upstream reaches of Dong Nai and Saigon Rivers in order to ensure water supply for the needs in production and life of Ho Chi Minh City in the subsequent periods.
Underground water sources:
The total exploitation capacity of underground water by 2010 shall be 200,000 m3/day-night, of which 150,000 m3/day-night for the inner city and 50,000 m3 /day-night for Cu Chi area. To continue surveys and evaluation of the underground water reserve in the city area in order to draw up exploitation plans when necessary.
c/ Water supply norms:
The norms for supply of living water and the rate of recipient population shall conform with the Orientation for development of urban water supply in Vietnam up to 2020 already ratified by the Prime Minister.
The norms for supply of living water: 160-180 liters/person/day-night by 2005, 180-200 liters/person/day-night by 2010; 200-220 liters/person/day-night by 2020. Rate of recipient population shall be 85% by 2005, 95% by 2010 and 100% by 2020.
The volume of water needed by the city is calculated at about 1,600,000 m3/day-night by 2005, about 2,400,000 m3/day-night by 2010 and 3,450,000m3/day-night by 2020.
The norms for reduction of water loss and deficit in water bill payments: down to 28% by 2005 and 26% by 2010.
d/ Water treatment technology:
- For surface water: to apply traditional technology combined with advanced technology, taking into consideration the realistic situation in the city, it shall be necessary to use scientific and technical advances to introduce flocculation chemicals and new equipment into the works.
- With regard to the plants treating underground water: to apply traditional technology in airing, decantation, quick filtering and disinfection, to study the use of advanced technology and equipment of the world.
d/ Water supply network:
To build a complete network of water pipes to ensure consumption of all the capacity of water supply of 2,400,000 m3/day - night by 2010, taking into consideration the possibility of raising the capacity for 2020; to build canalization lines to link the water supply sources from the plants in the city in order to provide mutual support and develop the supply efficiency to the highest. To perfect the building of the distribution network in order to receive water from the Saigon River water plant for supply to the western and southwestern areas of the city.
Depending on concrete technical conditions, to divide the distribution network into a number of independent networks placed under the management of the enterprises which shall be responsible for the running, repair, maintenance, business and planning the development of the consumption network in their areas.
f/ Water supply for the rural areas
To build an underground water plant in Cu Chi to supply water for Cu Chi district town and neighboring population areas to build distribution pipes and pressure intensifying stations in order to supply water for Nha Be and Can Gio districts. To conduct exploration and survey of the surface water and underground water sources in combination with the national target program on rural clean water and environmental hygiene ratified by the Prime Minister in Decision No. 237/1998/QD-TTg of December 3, 1998 and other programs in order to ensure that by 2010 85% of the rural population shall get clean water.
g/ Investment planning up to 2010:
- To complete the transformation of the Thu Duc water plant of the ADB-funded project to raise its capacity to 750,000m3/day-night.
- To build the Saigon River water plant Phase 1, with the capacity of 300,000m3/day-night.
- To build the BOT Lyonnaise des Eaux water plant in Thu Duc with the capacity of 300,000 m3 day-night.
-To build the Go Vap underground water plant with the capacity of 10,000m3 /day-night.
- To build the Binh Hung underground water plant with the capacity of 15,000m3 /day-night .
- To raise the capacity of the Hoc Mon underground water plant by 35,000m3/day-night.
- To build the Saigon River water plant, Phase II with the capacity of 300,000m3/day-night
- To raise the capacity of the Thu Duc water plant by 300,000m3/day-night.
- To build and expand the Cu Chi underground water plant, the concentrated water supply stations in Tan Phu Trung and Tan Quy, at the same time to build small water stations under the rural water supply program, to ensure that by 2010 the total water supply capacity in the suburban area will reach 200,000 m3/day-night.
- To build water supply pipes to bring water from the Thu Duc and Saigon River water plants to the city, and the peripheral pipe along National Highway No. 1 in order to link the two plants, to complete the building of the Grade I network and the distribution network for the areas in the East , West and South West of the City. To build the water pipes and the pressure intensifying stations in order to supply water for Nha Be and Can Gio districts.
- To build the control center to supervise the water supply system of the city.
To carry out the program against water leakage and loss in water bill payments, to restore the Hoa An - Thu Duc primary water pipe, to conduct separation of networks, to install water meters for 100% of water receiving households.
4. Total investment and capital sources:
Total investment in the overall planning for water supply in Ho Chi Minh City up to 2010 is about VND 15,000 billion ( equivalent to USD 1 billion)
Funding sources: funding shall come from the Ho Chi Minh City Water Supply Company, loans, ODA capital, domestic investments in BOT form, State budget and capital from the population.
5. Implementation measures :
- Mode of mobilizing resources: to comply with the Orientation for development of urban water supply in Vietnam up to 2020 already ratified by the Prime Minister.
- To begin implementing the Water Resource Law aimed at safely protecting the underground and surface water sources of the city; to strictly prohibit and take measures to handle cases of exploitation of water without permission of the water source managing agency.
- To improve the organization, to raise the capacity of the municipal Water Supply Company in order to effectively administer the production and business in water.
-To sell water on the principle: the water charge must cover expenditure and loan repayment and create conditions for the Water Supply Company to ensure self- suppiciency" in finance.
- To concentrate efforts on stepping up the implementation of the approved projects.
