DECISION
APPROVING THE TASK OF MAKING THE GENERAL PLANNING ON CONSTRUCTION OF HO CHI MINH CITY UP TO 2025
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government and the Government's Decree No. 86/2002/ND-CP of November 5, 2002, defining the functions, tasks, powers and organizational structures of ministries and ministerial-level agencies;
Pursuant to the November 26, 2003 Construction Law and the Government's Decree No. 08/2005/ND-CP of January 24, 2005, on construction planning;
At the proposal of the Construction Minister in Document No. 69/TTr-BXD of October 13, 2006, approving the task of adjusting the general planning on construction of Ho Chi Minh City up to 2025;
DECIDES:
Article 1.- To approve the task of adjusting the general planning on construction of Ho Chi Minh City up to 2025, with the following principal contents:
1. Characteristics:
Ho Chi Minh City is a special urban center, a big economic, cultural, scientific and technological center which occupies an important political position in the country. It is also an international exchange hub; an industrial, multi-service and scientific and technological center of Southeast Asia.
2. Scope, boundary and scale of the general construction planning:
a/ The research scope covers the whole administrative territories of Ho Chi Minh City and surrounding provinces, including Binh Duong, Binh Phuoc, Tay Ninh, Long An, Dong Nai, Ba Ria-Vung Tau and Tien Giang provinces, with an area of about 30,404 km2.
The scheme on adjusting the general planning covers the whole administrative territory of Ho Chi Minh City, with an area of 2,095 km2.
b/ Population:
- By 2025, the population will reach about 10 million, with about 2.5 million of non-residents and temporary residents (people temporarily residing in the city for less than six months);
- Population distribution: 4-4.5 million people will live in the old inner city, 2.8-2.9 million people in the developed inner city (six new districts), and about 2.6 million people in suburban areas (of which rural population will be about 0.5 million people).
c/ Urban construction land size: By 2025, urban construction land will cover about 90,000-100,000 hectares, including about 14,000 hectares in the old inner city; 35,000 hectares in the developed inner city and 40,000-50,000 hectares in suburban areas.
3. Objectives and viewpoints:
a/ Objectives: To develop Ho Chi Minh city in a sustainable manner, combining economic development with preservation of historical and cultural relics and environmental protection; to ensure defense and security by forming its links with the whole region, so that the city will become a civilized and modern city making greater and greater contributions to the development of the southern region and the whole country and step by step become an industrial, service, scientific and technological center of Southeast Asia.
b/ Viewpoints:
- To promote the special role of the city in the relationship with its surrounding area, the southern key region, the whole country, and the world.
- To develop the city in the direction of harmoniously combining urban construction with urban renovation and improvement; combining urban spatial development with development of technical and social infrastructure systems and environmental protection;
- To develop a modern city with its own identity; to bring into full play its particular strength of an area with rivers and canals and, at the same time, create urban attractiveness; and to improve the quality of the people's life.
4. Major norms of the scheme:
a/ Norms of urban construction land:
The average norm of urban construction land will be 80-100 m2/person, of which civil construction land will be 55-65 m2/person, greenery in civil areas will be 8 m2/person, and land for construction of public facilities will be 4-6 m2/person;
b/ Norms of urban technical infrastructure:
- Traffic: The norm of land for traffic (both dynamic and static) will be 20-24 m2/person; land for traffic will account for 22-24% of land for urban construction; the density of main roads will be 4.5-5 km/km2.
- Water supply: The norm of water supplied for people's daily life will be about 200 liters/person/day; water supplied for industrial use will be 50 m3/hectare. 100% of urban population will be supplied with water.
- Power supply: The norm of electricity supplied for people's daily life will be about 2.600 Kwh/person; electricity supplied for industrial use will be about 300 Kw/hectare; electricity supplied for service and commercial activities will be about 40-50% of electricity supplied for people's daily life.
- Water drainage and environmental sanitation:
The norm on collection and treatment of wastewater will be calculated in accordance with the corresponding water supply norm for each subject. 80% or more of wastewater will be collected and treated up to standards before being discharged into the environment
5. Research requirements:
The orientation on socio-economic development of Ho Chi Minh City will be determined on the basis of the socio-economic relations with its area, the southern key economic region, the whole country, the region and the world, proposing:
a/ A development model for the city on the principle of association with other urban centers in the Ho Chi Minh City area: Urban centers will not be developed in nature conservation zones and urban ecological conservation areas;
b/ Directions for the city's spatial development, in the inner city and the suburbs, identifying satellite urban centers and new urban centers in the Ho Chi Minh City area in order to support the sustainable development of the city on the basis of a uniform urban development space;
c/ Options on division of functional quarters, determining areas for development of urban centers, industrial development areas, areas for ecologic conservation, tourism and convalescence, agricultural areas and nature conservation zones;
d/ Econo-technical norms in conformity with the city's development model as well as topographic, geographical and hydrographical characteristics of each area and each functional quarter in each development period of the city;
e/ The City's functional zones and spatial structure, including:
- Civil quarters (old inner city area, developed inner city area, suburban areas, rural residential quarters, and areas where technical and social infrastructure are to be upgraded), paying attention to scientific urban centers northeast of the city, Hiep Phuoc urban-port center, Tay Bac urban center and Binh Quoi-Thanh Da urban center.
- Industrial parks and clusters: To relocate polluting industrial establishments out of the old inner city; restrict industrial development in the developed inner city; to arrange industrial establishments according to their production lines and attract investment in the development of clean and modern industries which are of high scientific content and high added value, use few unskilled laborers and cause no environmental pollution;
- To form a system of multi-purpose centers and specialized centers (cultural, training, scientific research, healthcare, physical training and sports, tourist and convalescent centers) and urban centers;
- To form a system of parks, greeneries, water surface and open space, especially the landscape along the two banks of the Saigon river, and green trees in the old inner city on the principle of exploiting the city's landscape, rivers and canals which will serve waterway transport, water drainage, water regulation and landscape preservation;
- To protect conservation areas, especially Can Gio Biosphere Reserve, protective forests and special-use forests in Cu Chi and Binh Chanh districts; to ban or restrict construction activities in safety protection belts of airports and security and defense areas; to restrict urban development in agricultural and forestry areas which also serve as the city's ecological belts.
f/ A system of underground works and multi-functional underground complexes, then making a planning on the system of underground facilities in the city and proposing management and use requirements.
g/ Orientations for the city's architectural development:
Based on the development viewpoints and objectives and orientations for the city's spatial development, to study the orientations for development of architecture-landscape in new urban centers, embellishment areas in the old urban centers and important functional quarters, paying special attention to the construction and renovation of the existing central areas along the line of modernization combined with preservation of valuable cultural and architectural works; to study urban designs of important urban centers to serve as a basis for urban construction management.
h/ Orientations for development of technical infrastructure systems:
The systems of urban technical infrastructure must be designed and built in a modern manner in conformity with the city's development objectives and orientations, meeting use demands, ensuring landscape, safety and environmental sanitation, specifically as follows:
- Traffic:
+ To determine an outbound traffic network based on the study of regional relations and inbound traffic (airway, railway, land and waterway) and a system of docks;
+ To propose solutions on the system of underground traffic (metro), mass transit, traffic routes and means (buses, overhead railway);
+ To reserve land for development of static traffic (car terminals, underground parking lots and ground parking lots).
- To make technical preparations for construction land:
To identify the construction height for each area and each main traffic axis of the city; to propose solutions for rainwater drainage (drainage basins and directions, and ditch systems) in combination with the building of reservoirs, canal dredging and creation of open space and greeneries, and solutions against waterlogging, river bank erosion and flood.
- Water supply:
To identify water supply sources and demand, locations and sizes of water supply works, water pipe networks and major technical parameters; to propose solutions for protection of surface and ground water resources. Research will be based on the Planning on construction of the Ho Chi Minh City area.
- Electricity supply:
To identify electricity supply sources, load capacity and demands, locations and sizes of power plants, transformer stations, electricity-transmission corridors and main electricity distribution networks, together with principal technical parameters. Research will be based on the Planning on construction of the Ho Chi Minh City area.
- To identify sources and networks for gas and fuel distribution.
- Wastewater drainage and environmental sanitation:
+ To identify the locations and scales of wastewater treatment stations and solid waste treatment works, water drainage solutions and networks of water drainage and reservoirs and environmental protection solutions;
+ To identify the locations and sizes of cemeteries and develop burial technologies.
- Post and telecommunications infrastructure.
i/ Assessment of environmental impacts and measures to restrict environmental impacts;
j/ Programs and projects prioritized for investment in conformity with forecast resources; mechanisms and policies on management of urban planning and architecture and solutions for the implementation of the scheme on adjusting the general planning on construction of Ho Chi Minh City up to 2025;
k/ A draft regulation on construction management in accordance with the contents of the scheme on adjusting the general planning on construction of Ho Chi Minh City up to 2025.
6. Dossier: The dossier of the scheme on adjusting the general planning on construction of Ho Chi Minh City up to 2025 shall be as stipulated in Article 17 of the Government's Decree No. 08/2005/ND-CP of January 24, 2005, and the Construction Ministry's Circular No. 15/2005/TT-BXD of August 19, 2005, guiding the elaboration, appraisal and approval of construction planning.
7. Organization of implementation:
a/ Agency managing the planning project: The People's Committee of Ho Chi Minh City;
b/ Investor of the planning project: The People's Committee of Ho Chi Minh City;
c/ Agency making the planning scheme: The Ho Chi Minh City Construction Planning Institute;
d/ Scheme-evaluating agency: The Ministry of Construction;
e/ Approving authority: The Prime Minister;
f/ Time for elaboration of the scheme: 18 months after the designing tasks are approved.
Article 2.- The People's Committee of Ho Chi Minh City shall coordinate with the Ministry of Construction and concerned ministries and branches in elaborating the scheme on adjusting the general planning on construction of Ho Chi Minh City up to 2025.
Article 3.- This Decision takes effect on the date of its signing.
The president of the People's Committee of Ho Chi Minh City, the Minister of Construction, heads of concerned agencies and organizations, and concerned individuals shall implement this Decision.
