Decision 1554/QD-TTg 2021 adjustments to the Scheme on residential stabilization and socio-economic development along the Da River in Hoa Binh during 2009-2020

DECISION

Approving the adjustments to the Scheme on residential stabilization and socio-economic development in the resettlement areas along the Da River in Hoa Binh province during 2009-2020^[1]

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the June 13, 2019 Law on Public Investment;

 Pursuant to the Prime Minister’s Decision No. 1588/QD-TTg of October 9, 2009,   approving the Scheme on residential stabilization and socio-economic development in the resettlement areas along the Da River in Hoa Binh province during 2009-2015;

Pursuant to the Prime Minister’s Decision No. 84/QD-TTg of January 19, 2015, approving the adjustments to the Scheme on residential stabilization and socio-economic development in the resettlement areas along the Da River in Hoa Binh province during 2009-2015;

At the proposals of the Ministry of Planning and Investment in Report No. 6068/TTr-BKHDT of September 10, 2021, and of the People’s Committee of Hoa Binh province in Report No. 147/TTr-UBND of July 16, 2021,

DECIDES:

Article 1. To approve the adjustments to the Scheme on residential stabilization and socio-economic development in the resettlement areas along the Da River in Hoa Binh province during 2009-2020 with the following principal contents:

1. The adjusted title of the Scheme: Scheme on residential stabilization and socio-economic development in the resettlement areas along the Da River in Hoa Binh province during 2009-2025.

2. Time for implementation of the Scheme: Through 2025.

3. Scope of implementation of the Scheme: To apply to 34 commune-level administrative units of the resettlement areas along the Da River, Hoa Binh province, including:

- Da Bac rural distric: 12 communes and a township, namely Nanh Nghe, Tien Phong, Vay Nua, Hien Luong, Dong Chum, Toan Son, Dong Ruong, Yen Hoa, Muong Chieng, Cao Son, and Tu Ly communes and Da Bac township.

- Cao Phong rural district: 2 communes, namely Binh Thanh and Thung Nai.

- Tan Lac rural district: 4 communes, namely Suoi Hoa, Tu Ne, My Hoa, and Phu Vinh.

- Mai Chau rural district: 4 communes, namely Son Thuy, Tan Thanh, Tong Dau, and Van Mai.

- Kim Boi rural district: 2 communes, namely Tu Son and My Hoa.

- Yen Thuy rural district: 1 commune, namely Bao Hieu.

- Lac Thuy rural district: 1 commune, namely Dong Tam.

- Lac Son rural district: 1 commune, namely Yen Nghiep.

- Hoa Binh city: including 2 communes, namely Hoa Binh and Yen Mong, and 5 wards, namely Thinh Lang, Huu Nghi, Tan Hoa, Thai Binh, and Thong Nhat.

4. Total investment amount and structure of funding sources:

a/ Total investment amount: VND 4,053.256 billion.

b/ Funding sources:

- Funds from the central budget: VND 2,988.431 billion.

In which: Funds from the central budget for the 2021-2025 period is VND 1,776 billion.

- Programs’ integrated funds: VND 1,064.825 billion.

5. Supporting mechanisms and policies: To apply the State’s supporting mechanisms and policies which are currently in force.

6. Other contents of the Scheme shall not be adjusted and must comply with the Prime Minister’s Decision No. 84/QD-TTg of January 19, 2015.

Article 2. Organization of implementation

1. Related ministries and sectors shall, within the ambit of their functions and tasks, guide, examine, supervise and support localities to effectively implement the Scheme.

2. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance, the Committee for Ethnic Affairs, and related ministries and sectors in, summarizing plans and allocating annual development investment funds for implementation of the Scheme in accordance with the law on public investment; and examine and monitor the implementation of the Scheme for reporting to the Prime Minister under regulations.

3. The People’s Committee of Hoa Binh province shall:

a/ Direct the organization of implementation, monitoring, examination, supervision, and summarization of the implementation of the Scheme; and closely coordinate with related ministries and sectors in implementation of the Scheme in accordance with law and fulfill the Scheme as scheduled.

b/ Continue reviewing projects in accordance with the law on public investment, the law on the state budget, and other relevant laws; promulgate a list of specific projects  compatible to the list of projects already submitted by the Government to the National Assembly in Report No. 243/BC-CP of July 16, 2021, on the situation and results of implementation of the 2016-2020 medium-term public investment plan and the projected 2021-2025 medium-term public investment plan; be held responsible before the Prime Minister and inspection, examination and audit agencies, and before law for the accuracy of figures, subjects of application, and scope of implementation of the Scheme, and for the decision on the list of to-be-implemented projects under the Prime Minister’s Document No. 419/TTg-KTTH of April 2, 2021, on the projected 2021-2025 medium-term public investment plan; commit to using funds effectively and properly, ensuring no increase in the total investment amount, no overlap with other programs and projects in the locality and no change in the objectives and scope of and subjects covered by the Scheme.

c/ Mobilize and tap to the utmost all resources and integrate funds of national target programs implemented in the locality, paying special attention to the province’s available resources and other off-budget lawful resources to support the implementation of the Scheme.

d/ Review the current State’s mechanism and policies on support for poverty reduction, social security, residential stabilization, and socio-economic development for subjects covered by the Scheme, and decide on specific tasks and solutions for the implementation of the Scheme under regulations.

dd/ Intensify the direction of, and coordination among Party Committees and administrations at all levels, and associations in directing the implementation of the Scheme.

e/ Intensify the dissemination and mobilization of people in areas under the Scheme  to comply with the Party’s guidelines and the State’s policies, and proactively and actively participate in the implementation, and supervision of the implementation of policies in the locality.

g/ Attach importance to training for raising capacity and qualification of local personnel, adopting policies on prioritizing the training and  further training of ethnic minority staffs for authorities and sectors and grassroots staffs in communes under the Scheme.

Article 3. This Decision takes effect on the date of its signing.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, heads of related agencies, and the Chairperson of the People’s Committee of Hoa Binh province shall implement this Decision.-
