DECISION
ON THE PROVISION BY COMMERCIAL BANKS OF INFORMATION OF LENDING INTEREST RATES FOR THE STATE BANKS REFERENCE
THE GOVERNOR OF THE STATE BANK
Pursuant to the Law on the State Bank of Vietnam and the Law on Credit Institutions dated 12 December, 1997;
Pursuant to the Decree No. 15/CP dated 02 March, 1993 of the Government on the assignment, authority and responsibility for the State management of the ministries and ministry-level agencies;
Based on the direction of the Prime Minister stated in the Dispatch No. 03/CP-KTTH dated 15 January, 2001 of the Government on the operation of the base interest rates in Vietnam Dong;
Upon the proposal of the Director of the Monetary Policy Department,
Pursuant to the Decree No. 15/CP dated 02 March, 1993 of the Government on the assignment, authority and responsibility for the State management of the ministries and ministry-level agencies;
Based on the direction of the Prime Minister stated in the Dispatch No. 03/CP-KTTH dated 15 January, 2001 of the Government on the operation of the base interest rates in Vietnam Dong;
Upon the proposal of the Director of the Monetary Policy Department,
DECIDES
Article 1. Commercial banks which provide information of lending interest rates for the State Banks reference shall include:
1. The Bank for Foreign Trade of Vietnam;
2. The Industrial and Commercial Bank of Vietnam;
3. The Investment and Development Bank of Vietnam;
4. The Agricultural and Rural Development Bank of Vietnam;
5. The Asia Joint-Stock Commercial Bank;
6. The Military Joint-Stock Bank;
7. The Technical Joint-Stock Commercial Bank
8. The Marine Joint-Stock Commercial Bank
9. The Saigon Industrial and Joint-Stock Commercial Bank
10. The Co do Rural Joint-Stock Commercial Bank
11. The Ninh Binh Rural Joint-Stock Commercial Bank
12. The Branch of the ANZ Bank;
13. The Branch of the HongKong & Shanghai Banking Corporation (HSBC);
14. The VID Public Bank.
15. The INDOVINA Bank
Article 2. The commercial banks mentioned in Article 1 of this Decision shall have the responsibility to provide fully, exactly and timely the State Bank (the monetary policy Department) with information of lending interest rates to customers via facsimile at 3 pm every Friday in accordance with the Appendix attached to this Decision.
Article 3.
1. This Decision shall be effective from 01, March, 2001 and replace the Decision No. 244/QD-NHNN1 dated 2 August, 2000 of the Governor of the State Bank on the provision by commercial banks of information of lending interest rates for the State Banks reference.
2. The Monetary Policy Department shall be responsible to collect and monitor the lending interest rates of the group of commercial banks provided for in Article 1 of this Decision as a basis for the announcement and operation of the interest rate by the State Bank.
3. Heads of the units of the State Bank, Chairman of the Board of Directors and General Directors (Directors) of commercial banks mentioned in Article 1 shall be responsible for the implementation of this Decision.
