Decision No. 1483/QD-TTg dated August 17, 2010 of the Prime Minister approving the national key program on mathematics development in the 2010-2020 period

DECISION

APPROVING THE NATIONAL KEY PROGRAM ON MATHEMATICS DEVELOPMENT IN THE 2010-2020 PERIOD

THE PRIME MINISTER

Pursuant to the December 12, 2001 Law on Organization of the Government;

Pursuant to the June 14, 2005 Education Law and the November 25, 2009 Law Amending and Supplementing a Number of Articles of the Education Law;

Pursuant to the Government s Resolution No. 14/2005/NQ CP of November 2, 2005, on substantial and comprehensive renewal of Vietnam s university education in the 2006-2020 period;

At the proposal of the Minister of Education and Training,

DECIDES:

Article 1.To approve the national key program on mathematics development in the 2010- 2020 period with the following principal contents:

I. OBJECTIVES:

1. General objectives

a/ To develop the Vietnamese mathematics strong in all aspects: research, application and teaching, both quantitatively and qualitatively, commensurate to Vietnamese s intellectual potential and meeting the requirements of national development in different fields such as science, technology, education and training, economy, and defense consolidation; to strive for the target that by 2020. the Vietnamese mathematics can rank among advanced countries in the world;

b/ To ensure that the Vietnamese mathematics embarks upon the trend of sustainable development, laying foundations for our country to be one with a strong mathematics in subsequent development periods.

2. Specific objectives:

a/ To ensure that by 2020, there will be adequate highly qualified maths teachers at universities and colleges, of whom over 70% at big universities will possess a doctorate degree;

b/ To build the Mathematics Institute and one or two Mathematics Paculties in big universities into regional mathematics research and training centers;

c/ To work out an appropriate form to attract world mathematicians and overseas- Vietnamese mathematicians to Vietnam for research and training of talents while strongly boosting research activities of the contingent of maths lecturers and researchers of universities and colleges;

d/ By 2020 to double the number of internationally publicized works over 2010;

e/ To qualitatively and extensively improve the training of mathematics-good pupils at general education establishments, especially specialized schools. To work out appropriate forms of further training of mathematics-good students at university, master and doctorate levels:

17 To heighten the level and position of the Vietnamese mathematics on the international arena with a view to raising its current rank (50-55) to the rank of 40.

II. CONTENTS AND SOLUTIONS

1. To build a high-grade mathematics research institute, an establishment supporting top mathematics research and training activities, as a place for university lecturers, mathematicians new doctors and researchers to realize their outstanding maths ideas or research subjects of high scientific and application significance.

2. To send mathematics researchers and lecturers for higher training and periodical scientific exchanges overseas.

3. To encourage maths lecturers at universities to step up research activities.

4. To reorganize the system of specialized maths classes under the new guideline of the Ministry of Education and Training, to organize examinations for talented pupils, grant scholarships to them and prioritize their enrollment into universities and training into teachers.

5. To support a number of key maths research subjects with adequately high funds.

6. To invite top world mathematicians being foreigners, overseas Vietnamese or Vietnamese working overseas to Vietnam for lecturing, research and carrying out key mathematics subjects or general research subjects.

7. To organize major national and international conferences on mathematics with funding supports for capable young mathematicians from nearby countries, aiming to create regional attractiveness, To host and organize the Asian Mathematics Congress in 2017.

III. PROGRAM IMPLEMENTATION FUNDS AND TIME

1. Total fund for the program: VND 651 billion.

2. Funding sources: State budget, financial assistance of enterprises, oiganizations and individuals and other lawfully raised sources.

3. Implementation lime: From 2011 to 2020.

Article 2. Organization of implementation

1. The Ministry of Education and Training shall manage the implementation of the program having the tasks:

a/ To form the Program Administration Board, composing of representatives of concerned ministries, agencies, universities and major mathematics research institutions. To define its functions and tasks for realizing the tasks and solutions of the program:

b/ To propose the Prime Minister to issue a decision to set up the High-Grade Mathematics Research Institute and approve its Organization and Operation Statute. To organize the construction of its head office in its three initial years:

c/ To assume the prime responsibility for. and coordinate with concerned ministries and sectors in. formulating regulations and policies to ensure the realization of tasks of the program;

d/ To assume the prime responsibility for formulating plans and deploying activities of the program, ensuring realization of the tasks and objectives of the program:

e/To assume the prime responsibility for, and coordinate with concerned agencies in, organizing the examination, inspection supervision and evaluation of implementation results; to organize preliminary and final reviews for drawing experience in order to make timely adjustments and handle problems.

2. The Hanoi Municipal People s Committee shall coordinate with the Ministry of Education and Training in arranging a location for the construction of the head office of the High-Grade Mathematics Research Institute.

3. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Education and Training, the Ministry of Finance and concerned ministries and sectors in. formulating annual and long-term financial plans for timely and effective implementation of the program.

4. The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Education and Training in. allocating funds for the materialization of the program; set financial quotas for program implementation.

5. Annually, universities and research institutions having capability and demands to perform the tasks stated in the program shall formulate and submit schemes to the Ministry of Education and Training for consideration and allocation of implementation funds.

Article 3.This Decision takes effect on the date of its signing.

Article 4.Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People s Committees shall implement this Decision.-
