SUMMARY

6 national-level climate change adaptation monitoring and evaluation contents

On January 28, 2022, the Prime Minister issues the Decision No. 148/QD-TTg promulgating the national-level climate change adaptation monitoring and evaluation system.

Accordingly, 6 monitoring and evaluation contents include: State management of climate change; Increase of climate change resilience and adaptation capacity; Reduction of disaster risks and mitigation of damage caused by climate change; Resources for climate change adaptation activities; Science, technology and international cooperation; Training, public communication and awareness raising.

Also in accordance with this Decision, databases on monitoring and evaluation shall be developed and operated online, ensuring information security, including information on progress and results of implementation of climate change adaptation activities; monitoring and evaluation reports of ministries, ministerial-level agencies and provincial-level People’s Committees; and other relevant information; database management software.

This Decision takes effect on the date of its signing.

DECISION

Promulgating the national-level climate change adaptation monitoring and evaluation system[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to November 17, 2020 Law on Environmental Protection;

Pursuant to the Prime Minister’s Decision No. 1055/QD-TTg of July 20, 2020, promulgating the National Climate Change Adaptation Plan for the 2021-2030 period, with a vision toward 2050;

At the proposal of the Minister of Natural Resources and Environment,

 

DECIDES:

Article 1. To promulgate the national-level climate change adaptation monitoring and evaluation system (below referred to as the monitoring and evaluation system) with the following contents:

1. Objectives, scope and subjects of application

a/ Objectives:

- To establish and operate the monitoring and evaluation system in order to monitor and evaluate climate change adaptation activities approved by the Prime Minister in Decision No. 1055/QD-TTg of July 20, 2020, promulgating the National Climate Change Adaptation Plan for the 2021-2030 period, with a vision toward 2050.

- To provide bases for management, coordination and improvement of the effectiveness of climate change adaptation activities and state management of climate change.

b/ Scope and subjects of application:

- The monitoring and evaluation system provides contents of and indicators for monitoring and evaluation of climate change adaptation activities; implementation responsibility; and databases on monitoring and evaluation of climate change adaptation activities.

- The monitoring and evaluation system applies to ministries, ministerial-level agencies and provincial-level People’s Committees that carry out climate change adaptation activities under their management.

2. Monitoring and evaluation contents

a/ State management of climate change:

- Improvement of institutions and policies.

- Formulation and promulgation of strategies, master plans, plans, programs, schemes and projects.

- Formulation and promulgation of national standards and technical regulations, and technical regulations and instructions.

- Preparation of reports on climate change adaptation.

- Incorporation of contents on climate change adaptation in strategies, master plans and plans.

- Improvement of organizational structure, apparatus and human resources for climate change response.

b/ Increase of climate change resilience and adaptation capacity in the following fields:

- Agriculture, forestry and fisheries.

- Environment and biodiversity.

- Water resources.

- Transport.

- Construction and urban development.

- Industry, trade and services.

- Health and community well-being.

- Labor and social affairs.

- Culture, sports and tourism.

c/ Reduction of disaster risks and mitigation of damage caused by climate change:

- Hydro-meteorological monitoring; monitoring of climate change, sea level rise and saltwater intrusion.

- Disaster risk management.

d/ Resources for climate change adaptation activities:

- Investment resources.

- Management and use of investment resources.

dd/ Science, technology and international cooperation:

- Scientific research and technological application.

- International cooperation.

e/ Training, public communication and awareness raising:

- Professional training in climate change.

- Public communication and raising of awareness about climate change.

The detailed contents of and indicators for monitoring and evaluation of climate change adaptation activities are provided in Appendix I to this Decision.

3. Databases on monitoring and evaluation

Databases on monitoring and evaluation shall be developed and operated online, ensuring information security, including:

a/ Information on progress and results of implementation of climate change adaptation activities; monitoring and evaluation reports of ministries, ministerial-level agencies and provincial-level People’s Committees; and other relevant information.

b/ Database management software.

4. Responsibility for carrying out monitoring and evaluation

a/ The Ministry of Natural Resources and Environment, as the focal-point agency of the monitoring and evaluation system, shall:

- Assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies and provincial-level People’s Committees in, organizing the implementation of the monitoring and evaluation system under this Decision.

- Organize the monitoring and evaluation of climate change adaptation activities under its management.

- Develop and manage databases on monitoring and evaluation of climate change adaptation activities in order to ensure the provision and sharing of updated information on progress and results of implementation of climate change adaptation activities.

- Develop software for preparing online reports on results of monitoring and evaluation; and guide ministries, ministerial-level agencies and provincial-level People’s Committees in implementation thereof.

- Assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies and provincial-level People’s Committees in, organizing a comprehensive evaluation of results of implementation of climate change adaptation activities once every 5 years.

- Summarize and make reports on monitoring and evaluation of climate change adaptation activities to serve the state management of climate change.

b/ Ministries, ministerial-level agencies and provincial-level People’s Committees shall:

- Organize the monitoring and evaluation of climate change adaptation activities under their management.

- Update information on progress and results of implementation of climate change adaptation activities to the database of the monitoring and evaluation system.

- Make reports on results of monitoring and evaluation before December 25 every year through the online system under the guidance of the Ministry of Natural Resources and Environment. The form of reports is provided in Appendix II to this Decision.

5. Funds for implementation

Funds for implementation of the monitoring and evaluation system may be allocated from the state budget (non-business expenditure funds reserved for environmental protection activities) and other lawfully mobilized sources under current regulations.

Article 2. Organization of implementation

1. Ministry of Natural Resources and Environment:

a/ To organize the implementation of the contents mentioned at Point a, Clause 4, Article 1 of this Decision; to monitor, urge and inspect the implementation of this Decision.

b/ To report to the Prime Minister for consideration and decision the adjustment and supplementation of the contents of the monitoring and evaluation system, ensuring their conformity with reality in the course of implementation.

2. Ministries, ministerial-level agencies and provincial-level People’s Committees shall organize the implementation of the contents mentioned at Point b, Clause 4, Article 1 of this Decision; and allocate funds for organization of monitoring and evaluation of climate change adaptation activities according to the monitoring and evaluation system.

Article 3. This Decision takes effect on the date of its signing.

Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related organizations and individuals shall implement this Decision.-
