DECISION
Approving the Program on training and retraining to improve skills for human resources to meet requirements of the Fourth Industrial Revolution[1]
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government, and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the November 27, 2014 Law on Vocational Education;
Pursuant to the Political Bureau’s Resolution No. 52-NQ/TW of September 27, 2019, on a number of policies on proactive participation in the Fourth Industrial Revolution;
At the proposal of the Minister of Labor, Invalids and Social Affairs,
DECIDES:
Article 1. To approve the Program on training and retraining to improve skills for human resources to meet requirements of the Fourth Industrial Revolution (below referred to as the Program) with the following contents:
I. OBJECTIVES
1. General objectives
To develop models of human resource training and retraining at different levels of vocational education for trainees to acquire appropriate knowledge and skills, be capable of perceiving, mastering, exploiting and effectively applying technological advances of the Fourth Industrial Revolution; to link and meet human resource demands of enterprises; to contribute to raising productivity and national competitiveness, and to be ready to receive new flows of FDI into Vietnam.
2. Specific targets
a/ To provide training in new disciplines and occupations and training of new occupational skills in at least 20 disciplines and occupations at college and intermediate levels, prioritizing the fields of information technology, new technologies, high technologies, and future skills to meet requirements of the Fourth Industrial Revolution. The number of trainees in each discipline or occupation is 120 per level. The total number of persons participating in pilot training will be around 4,800;
b/ To provide retraining courses with a term of under 1 year to improve knowledge and skills in combination with career change for at least 300,000 turns of workers affected by the Fourth Industrial Revolution;
c/ To determine training disciplines and occupations, vocational skills and new training models in the field of vocational education in order to meet requirements of the Fourth Industrial Revolution, thus contributing to renewing and improving quality of vocational education in the direction of openness, diversity and flexibility to meet people’s demand for lifelong learning.
II. SCOPE OF THE PROGRAM
1. Subjects of training and retraining
a/ Subjects of training: Pupils and students in vocational education institutions (participating in programs on training in new disciplines or occupations, programs on training in new skills or future skills) to meet requirements of the Fourth Industrial Revolution.
b/ Subjects of retraining:
- Enterprise workers who change careers due to impacts of the Fourth Industrial Revolution;
- Enterprise workers who work in new technological disciplines or occupations or need to improve their knowledge and skills so as to acquire, master and effectively exploit scientific and technological advances at different levels of vocational education.
2. Implementation duration: from 2021 to 2025.
III. TASKS AND SOLUTIONS
1. Evaluating and determining training and retraining demand
a/ To study, survey and evaluate actual skills of enterprise workers in each field, discipline or occupation affected by the Fourth Industrial Revolution, especially in the fields of textile and garment, leather-footwear, high technologies and technologies prioritized for development to meet requirements of the Fourth Industrial Revolution;
b/ To study and apply international experience on training in new disciplines and occupations and new occupational skills in the field of vocational education so as to meet requirements of the Fourth Industrial Revolution;
c/ To determine training demand for the purpose of updating and improving knowledge and skills for human resources in scientific, technical and technological sectors, prioritizing information technology, new technologies, high technologies and future skills;
d/ To determine retraining demand for the purpose of changing careers for workers (especially unskilled workers) who are working in sectors affected by the Fourth Industrial Revolution at labor-intensive enterprises or enterprises operating in sectors with most unskilled workers (sectors with low productivity, low-skilled workers or workers in threat of unemployment, etc.).
2. Formulating training and retraining programs
a/ To determine the list of disciplines and occupations requiring training or retraining under the Program; to analyze occupations and jobs, determine working positions and competency requirements for trainees after being trained (training output standards) to meet requirements of the Fourth Industrial Revolution for each discipline or occupation in which training or retraining is required;
b/ To compile training and retraining programs in the direction of adding necessary knowledge and skills for human resources; to combine knowledge about information technology with knowledge about new technologies; to meet output standards of occupations and, at the same time, facilitate permeability among different training levels of an occupation as well as among occupations;
c/ To formulate techno-economic norms for new training disciplines and occupations and for training in new knowledge and skills serving the implementation of training programs and determination of unit costs of on-demand training services;
d/ To formulate shared-use learning materials for different training programs for sharing between vocational education institutions and enterprises participating in the Program, carry out digital transformation and build e-libraries and online training systems at vocational education institutions participating in the Program; to encourage vocational education institutions to build multimedia classrooms and specialized classrooms and equip themselves virtual simulation device systems and software.
3. Improving capacity of the contingent of teachers and administrators of vocational education institutions and trainers at enterprises
a/ To formulate training programs to build capacity for the contingent of teachers and administrators of vocational education institutions and trainers at enterprises participating in the Program;
b/ To organize training and refresher training on professional knowledge and necessary skills serving the training and retraining of human resources to meet requirements of the Fourth Industrial Revolution for the contingent of teachers and administrators of vocational education institutions and trainers at enterprises participating in the Program;
c/ To form a contingent of experts, teachers and administrators of vocational education institutions and trainers at enterprises participating in the Program, meeting demand for training and retraining of human resources to meet requirements of the Program.
4. Selecting vocational education institutions and enterprises to place training and retraining orders
a/ To formulate criteria for selection of vocational education institutions and enterprises to provide training and retraining under the Program;
b/ To survey and evaluate capacity and conditions of vocational education institutions and enterprises providing training and retraining under the Program;
c/ To select qualified vocational education institutions and enterprises to provide training and retraining under the Program;
d/ To regularly evaluate results and effectiveness of training and retraining activities to serve as a basis for selection of vocational education institutions and enterprises to continue providing training and retraining under the Program.
5. Organizing training and retraining activities
a/ The State shall place orders for selected vocational education institutions to provide training or retraining under the Program in the form of formal or continuing training; place orders for selected vocational education institutions or enterprises to provide training and retraining at the primary level or provide other training programs under the Program;
b/ To formulate training plans, assigning responsibilities in organizing training and retraining activities to vocational education institutions and enterprises;
c/ To build and operate a portal to manage and connect subjects participating in the Program so as to effectively implement, manage and monitor the Program;
d/ To organize training and retraining activities at vocational education institutions or enterprises or both vocational education institutions and enterprises in the form of in-service training with training duration suitable to the nature of to-be-trained skills and degree of deficiency of knowledge and skills; to increase the linkage between vocational education institutions and enterprises in order to effectively use equipment, devices and technologies of enterprises for training activities, and form occupational competencies for trainees during the period of training and probation at enterprises;
dd/ To organize training, examination and evaluation of training results under regulations; to make payment based on quantity and quality of graduates.
6. Reviewing and evaluating training and retraining results
a/ To organize evaluation and final review of training and retraining results under the Program;
b/ To determine training and retraining disciplines and occupations, new skills and new models in the field of vocational education in order to meet requirements of the Fourth Industrial Revolution, thus contributing to renewing and improving quality of vocational education in the direction of openness, diversity and flexibility to meet people’s lifelong study demand;
c/ To study and propose policies on support for workers when participating in training and retraining to improve their occupational knowledge and skills for the purpose of career change to meet requirements of the Fourth Industrial Revolution, extending the support policy to unemployed workers and workers in threat of unemployment with different funding sources, lawful funds and non-business funds for implementation of programs in the field of vocational education and the Program;
d/ To formulate standard capacity of workers to meet requirements of the Fourth Industrial Revolution for each discipline or occupation and training level, thereby revising output standards, techno-economic norms and regulations on minimum equipment and devices for vocational education.
III. FUNDS
Funds for implementation of the Program include:
1. State budget funds included in annual budget estimates of the Ministry of Labor, Invalids and Social Affairs.
2. Non-business revenues of participating education institutions.
3. Lawful funds in accordance with law.
4. Funds from other programs and projects approved by competent authorities, international cooperation projects, donations and assistance from organizations and individuals at home and abroad, and other lawful funding sources.
IV. ORGANIZATION OF IMPLEMENTATION
1. The Ministry of Labor, Invalids and Social Affairs shall:
a/ Assume the prime responsibility for, and coordinate with related ministries and sectors in, organizing the performance of tasks and solutions under the Program; and organize the pilot implementation when necessary so as to serve the performance of tasks under the Program;
b/ Coordinate with enterprises, vocational education institutions and related agencies and organizations in formulating output standards, techno-economic norms and training and retraining programs under the Program;
c/ Place orders to qualified vocational education institutions and enterprises to provide training and retraining under the Program in accordance with law;
d/ Prepare shared-use learning materials for training programs, carry out digital transformation, build e-libraries and online training systems at vocational education institutions that provide training under the Program;
dd/ Organize refresher training and provide guidance to state management agencies, enterprises and vocational education institutions that provide training or retraining under the Program;
e/ Assume the prime responsibility for, and coordinate with related ministries, sectors, localities, agencies and units in, making recommendations for improvement of mechanisms and policies for training and retraining of human resources to meet requirements of the Fourth Industrial Revolution; renew vocational education management; apply information technology in management; and intensify scientific and technological activities in vocational education, thereby promoting business incubation and startup;
g/ Sum up contents and funding demand of the Program in each year and each period and send them to the Ministry of Finance and Ministry of Planning and Investment for sum-up and submission to the Prime Minister;
h/ Assume the prime responsibility for, and coordinate with related ministries, sectors, localities, agencies and units in, organizing the implementation, inspection, evaluation and review of the implementation of, and propose the expansion of the Program for reporting the Prime Minister.
2. The Ministry of Education and Training shall:
Coordinate with the Ministry of Labor, Invalids and Social Affairs in implementing the Program; ensure permeability between different levels of vocational education and other training levels of the national education system, especially in training and retraining disciplines and occupations under the Program.
3. The Ministry of Planning and Investment shall:
a/ Review and forecast Vietnam’s demand for human resources through 2030 in line with the national development strategy and socio-economic conditions; sum up demand for trained workers of FDI enterprises to serve the training and retraining of workers;
b/ Sum up plans on funds for implementation of the Program from funding sources of programs and projects using state budget funds, ODA loans, and programs and projects using other lawful funding sources for submission to competent authorities for approval.
4. The Ministry of Finance shall:
a/ Assume the prime responsibility for, and coordinate with the Ministry of Labor, Invalids and Social Affairs and related ministries, sectors and localities in, allocating non-business funds under current budget decentralization regulations and fund-balancing capacity of the state budget in each period;
b/ Assume the prime responsibility for, and coordinate with the Ministry of Labor, Invalids and Social Affairs in, providing specific guidance on mechanisms and policies applicable to activities under the Program; and inspect and supervise the implementation thereof.
5. Ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees shall:
a/ Coordinate with the Ministry of Labor, Invalids and Social Affairs in intensifying public communication about vocational education, training and retraining and skill improvement for human resources to meet requirements of the Fourth Industrial Revolution and participation in the Program;
b/ Participate in evaluating, determining and proposing training and retraining demand; formulate training and retraining programs; build capacity for the contingent of teachers and administrators of vocational education institutions and trainers in enterprises who participate in organizing training and retraining activities, and integrate programs and projects under their management to ensure efficient use of state budget funds.
6. Enterprises and vocational education institutions:
a/ Enterprises and vocational education institutions that participate in the Program must meet set criteria;
b/ To provide training and retraining at orders placed by competent state management agencies.
Article 2. This Decision takes effect on the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies and government-attached agencies, chairpersons of provincial-level People’s Committees, and heads of related agencies shall implement this Decision.-
