SUMMARY

Program for implementation of the goods import and export strategy toward 2030

The Decision No. 1445/QD-TTg promulgating the action program for implementation of the goods import and export strategy toward 2030 is issued on November 19, 2022 by the Prime Minister.

Accordingly, the Program targets to the following objectives: Import-export develops sustainably with a balanced and harmonious structure, promotes competitive and comparative advantages, develops the brand name of Vietnamese goods, opens new and potential markets and fields, enhances the country's position in the global supply chain and value chain.

Besides, major tasks and solutions for the implementation of the Program include: Developing production, creating a sustainable supply for export; Developing export and import markets, ensuring sustainable growth in the long term; Perfecting the regimes, strengthening the state management in the organization of import and export activities in order to facilitate trade, combat trade frauds and move towards fair trade, etc.

Funds for the implementation of the action program come from the central budget, local budgets; enterprise capital, sponsorship, aid and other lawfully mobilized capital sources as prescribed by law.

DECISION

Promulgating the action program for implementation of the goods import and export strategy toward 2030

THE PRIME MINISTER

 

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Governments dated November 22, 2019;

Pursuant to the Decision No. 493/QD-TTg dated April 19, 2022 of the Prime Minister on approval of the goods import and export strategy toward 2030;

At the request of the Minister of Industry and Trade;

 

DECIDES:

 

Article 1. To approve action program for implementation of the goods import and export strategy toward 2030, with the following principal contents:

I. OBJECTIVES OF THE PROGRAM

The action program for implementation of the goods import and export strategy toward 2030 (hereinafter referred to as the action program) aims to concretize the major tasks and solutions identified in the Prime Minister’s Decision No. 493/QD-TTg dated April 19, 2022, on approval of the goods import and export strategy toward 2030, targeting the following objectives: Import-export develops sustainably with a balanced and harmonious structure, promotes competitive and comparative advantages, develops the brand name of Vietnamese goods, opens new and potential markets and fields, enhances the country's position in the global supply chain and value chain.

II. MAJOR TASKS AND SOLUTIONS

1. Developing production, creating a sustainable supply for export

a) The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with related ministries and branches, and People's Committees of provinces and centrally-run cities in,

- Implementing the agricultural restructuring plan in association with digital transformation, development of digital economy, green, clean and sustainable production; combining tourism and culinary development with the export of agricultural and aquatic products.

- Strengthening linkages and promoting the role of farmers’ organizations (cooperative groups, agricultural cooperatives) in developing the product value chain from production, purchasing, preservation, processing, and market accessing, ensuring the harmony of interests between the stages of production, processing and export of agricultural products.

- Boosting the research and development of new varieties, application of biotechnology in breeding new and special product varieties, in post-harvest preservation to create different values for agricultural products, creating a unique advantage in export before competitors.

b) The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with related ministries and branches, and People's Committees of provinces and centrally-run cities in,

- Implementing the industrial restructuring plan in association with digital transformation, especially in processing and manufacturing industries, in order to create breakthroughs and new impetus for production and export growth.

- Adopting mechanisms and policies to promote the construction of production centers and supply raw materials for enterprises producing export goods, especially in some important export fields such as agricultural and aquatic products, textiles and garments, footwear, wood furniture, plastic products, electronics, and mechanics.

- Propagating and boosting the application of cleaner production in order to save electricity, water, materials, save and utilize raw materials, reduce the consumption rate of supplies and raw materials and effectively manage industrial production safety. Promoting investment in research and application of eco-friendly production processes and methods and encouraging the use of measures to improve and treat environmental pollution in industrial production.

- Formulating regimes, policies on ecological and sustainable industrial clusters; applying the circular economy model in the construction, operation and management of industrial clusters.

- Specifically identifying potential export items. Formulating and promulgating mechanisms and policies to develop the production of exportable products with growth potential in the coming time, such as eco-friendly goods, electronic products, technical textiles and garments, etc.

c) The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with relevant ministries and sectors in,

- Formulating the policy system for science, technology and innovation, to encourage projects, research on new materials, manufacture and export eco-friendly products, and products with high innovation.

- Implementing the national programs and schemes to support enterprises for import and export of goods: National program on supporting enterprises to improve productivity and quality of products and goods in the period of 2021-2030, the scheme implementing the project of strengthening and renovating measurement activities to support Vietnamese enterprises to improve their competitiveness and international integration in the period to 2025, with orientations toward 2030; the scheme for implementation, application and management of the traceability system; the master plan to improve productivity based on science, technology and innovation for the 2021-2030 period.

d) The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with relevant ministries and sectors in,

- Formulating policies to support and promote cooperatives to apply high technology in production and consumption of agricultural products to develop value chains of agricultural products associated with production linkages, providing the service of processing and consuming agricultural products, promoting the participation in supply chains of exporting agricultural products directly to foreign countries.

- Strengthening the coordination of development by regions and territories in order to improve the efficiency of regional linkages, contributing to the formation of industrial clusters and domestic value chains, in order to take advantage of industrial agglomeration in a number of localities and economic regions.

dd) The People’s Committees of provinces and centrally-run cities shall:

- Formulate strategies to develop key export products, develop brands along with quality to meet international standards.

- Select a number of agricultural products adapted to soil conditions, climate and farming practices to create concentrated production areas for export.

- Strengthen linkages and information sharing among localities on production, yields, output, harvest and export situation in order to cooperate in identifying markets for agricultural and aquatic products that are transparent, public, beneficial to farmers, and promptly solve arising difficulties and problems.

2. Developing export and import markets, ensuring sustainable growth in the long term

The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with relevant ministries and sectors, and overseas Vietnamese representative missions in,

- Continuing to negotiate Free Trade Agreements (FTA) with partners approved by the Government, focusing on partners with large market capacity and willingness to open the market for Vietnamese goods, especially agricultural products on the basis of reciprocity; studying the feasibility on negotiating and signing preferential trade agreements with a number of potential new partners; consolidating and developing economic and trade cooperation relations with FTA signatories through effective implementation of commitments in FTA.

- Effectively and synchronously propagandizing and disseminating information about FTA to the business community, domestic and foreign commodity line associations in various forms such as conferences, seminars, training, e-portals, social network, newspapers, etc. with in-depth content.

- Supporting and promoting Vietnamese enterprises to directly participate in goods distribution networks in foreign markets.

- Consolidating and continuing to expand the system of Oversea Trade Representation Offices, Trade Representation Office Branches, Trade Promotion Offices, Product Introduction Centers; creating favorable mechanisms to effectively promote the role of Oversea Trade Representation Offices, Trade Representation Office Branches, Trade Promotion Offices, Product Introduction Centers in promoting Vietnamese brands, products and goods, effectively carrying out oversea trade promotion activities investment.

- Improving policies and mechanisms for state management of trade promotion activities; researching and developing a set of criteria to evaluate the trade promotion capacity of the organizations supporting trade promotion of industries, local trade promotion organizations and other trade support organizations as a basis for annual and medium-term trade promotion support orientations of localities, regions and industries.

- Promoting the application of information technology and digital transformation in market development, trade promotion, effectively combining trade promotion activities with investment promotion, culture and tourism; developing and regularly updating databases of demand, partners and related regulations of potential export and import markets, and databases of domestic and international trade fairs.

- Promoting the formulation, development, propaganda and promotion of national brand products, products bearing geographical indications, collective marks, certification marks and category brands in foreign markets.

- Organizing export promotion activities to meet the demands of supporting the development of export markets of each commodity industry, in each specific market area and for each specific period.

- Developing programs, coordinating with relevant ministries and sectors to step by step strengthen import promotion activities, diversify supply sources, towards the goal of a healthy and rational trade balance.

- Formulating and developing cross-border e-commerce application models to support Vietnamese enterprises to trade in goods and services on the world's major e-commerce exchanges; developing information technology systems to support Trade Representation Offices to develop cross-border e-commerce.

 b) The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with relevant ministries and sectors in,

- Reviewing, negotiating to remove technical barriers, open export markets for agricultural products and signing new agreements on mutual recognition of conformity assessment results to facilitate the export of Vietnamese agricultural products and foodstuffs to the markets of other countries such as fruit products to the markets of China, the United States, the EU, Japan, Korea, etc. and livestock products to the markets of China, Japan, Korea, and ASEAN.

- Developing a database of food safety measures in the main export markets, publishing them for reference by enterprises; regularly monitoring and updating this database so that enterprises can proactively and promptly adjust production and export activities.

- Compiling and publishing documents and manuals on regulations related to technical standards, food safety, SPS, market regulations related to agricultural, forestry and fishery products exported to the following markets: China, EU, USA, Japan, Korea, India, Australia, New Zealand.

c) The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade in, strengthening measures to support the protection of intellectual property and geographical indications of Vietnam's potential export products in key foreign markets; strengthening propaganda, training and education on intellectual property for import-export enterprises.

d) The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with related ministries, sectors and agencies in, providing information on the international economic situation and policy adjustments that may affect Vietnam's import and export; integrating the content of development and expansion of import and export markets in external activities, especially high-level delegations, on the basis of effectively exploit foreign political relations to promote economic interests.

3. Perfecting the regimes, strengthening the state management in the organization of import and export activities in order to facilitate trade, combat trade frauds and move towards fair trade.

a) The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with relevant ministries and sectors in,

- Applying digital technology and digital transformation in state management of import and export, promoting the provision of online public services in the field of import and export, and promoting trade facilitation.

- Perfecting the laws and policies on trade remedies, consider amending relevant legal documents in the field of trade remedy or study and development of the Law on Trade Remedies.

- Improving capacity for trade remedy investigation agencies; strengthening the efficiency and inter-sectoral coordination mechanism in the process of handling trade remedy cases; strengthening early warning of trade remedy lawsuits against Vietnamese exports.

- Strengthening inspection, supervision and handling of violations of trade fraud, origin fraud and evasion of trade remedies.

b) The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in, reviewing, supplementing and completing regulations on standards, technical regulations, quality of imported and exported products and goods; perfecting regulations on state inspection of imported goods quality, conformity assessment, codes and barcodes, product and goods traceability; building a digital management model of a database and tracing the conformity assessment activities.

c) The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in, researching, guiding and supporting enterprises to apply green and sustainable certificates, in accordance with international standards and standards of target markets.

d) The State Bank of Vietnam shall proactively and flexibly operate monetary policy tools, closely coordinate with fiscal policy and other macro policies, ensure inflation control according to the target, contributing to stabilizing the macro-economy, supporting sustainable growth.

dd) The Ministry of Public Security shall assume the prime responsibility for, and coordinate with related ministries and sectors in, strengthening monitoring, forecasting and ensuring security of goods import and export activities, preventing and fighting against violations of the law related to import and export activities.

e) The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with related ministries and sectors in, strengthening inspection, supervision and handling of violations of environmental protection in import and export activities.

4. Effectively mobilizing and using resources for export development

a) The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Foreign Affairs, the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development and People's Committees of provinces and centrally-run cities in, promoting calling for and attracting large and multinational corporations to invest in production and export projects, giving priority to projects with large scale, modern technology, highly competitive products and products capable of joining the global value chain.

b) The Ministry of Labor, Invalids and Social Affairs shall:

- Assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development and the Ministry of Education and Training and localities in, taking solutions to support training and development of human resources, solving the problem of human resource shortage and improve the quality of human resources in a number of export-producing industries such as textiles and garments, footwears, wood furniture, plastic products, electronics and electronic components, and logistics.

- Assume the prime responsibility for the development and completion of intermediate- and college-level output standards for human resources in export-manufacturing industries in the direction of approaching the standards of developed countries in the world. Strengthen the connection between vocational education institutions and enterprises manufacturing exports from the stage of setting output standards, program development, training organization, assessment and job creation for students.

- Expand forms of international cooperation in training technical workers, experts in ASEAN and other developed countries, take advantage of foreign funding sources for capital and technical experts to train high-level workers and skilled workers.

c) The Ministry of Science and Technology shall assume the prime responsibility for proposing to build the capacity of testing organizations, certification bodies, national laboratories to meet international standards to serve the assessment of conformity with national standards, international standards, regional standards and specific standards for exported goods.

d) The Ministry of Information and Communications shall assume the prime responsibility for promoting the development and use of the national digital platform, applying digital transformation to the development of smart logistics activities to improve the efficiency and sustainability of import and export activities.

dd) The Ministry of Transport shall assume the prime responsibility for, and coordinate with related ministries and branches, and People's Committees of provinces and centrally-run cities in,

- Developing Vietnam's international transport fleets to reduce costs and improve the initiative for import and export activities.

- Concentrating resources to invest in works of connecting important and essential national transport infrastructure, connecting regions and areas with potential for development and connecting manner of transport.

e) The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with relevant ministries and sectors in,

- Developing logistics services; promoting cooperation, investment, exploitation and use of overseas logistics centers to boost import and export of Vietnamese goods to international markets.

- Promoting start-up businesses, small- and medium-sized enterprises, enterprises owned by women and young people to participate in import and export activities.

g) People’s Committees of provinces and centrally-run cities shall assume the prime responsibility for:

- Conducting additional research into the planning and attracting investment to build logistics centers for agricultural products and cold storage in order to classify, preserve, preliminarily process, improve the value and keep the quality of agricultural products, aquatic products, and fresh fruits before consumption and export.

- Developing and investing in upgrading and completing border trade infrastructure (for border provinces and cities), system of warehouses, logistics, traffic, border gates, connecting freight routes, etc.

5. Managing and controlling imports to meet the needs of domestic production and towards a healthy and reasonable trade balance

a) The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with relevant ministries and sectors in,

- Improving the efficiency and inter-sectoral coordination mechanism in the handling of trade remedy cases; promoting training and communication on trade remedies for state management officials, business community, associations and related organizations.

- Strengthening the management and control of imported goods through measures consistent with international commitments.

b) The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Foreign Affairs, the Ministry of Industry and Trade, and the Ministry of Agriculture and Rural Development in, calling for and attracting investment from a number of key partners, especially those that can help Vietnam strengthen technological capabilities, and healthy and rationalize the trade balance.

c) The Ministry of Finance shall assume the prime responsibility for, and coordinate with relevant ministries and sectors in, periodically reviewing the preferential import duty rates (MFN) on the principle of promoting the import of domestic goods that have not yet met demand, in the fields of high technology, source technology, energy saving, and environment-friendly technology, contributing to the implementation of the orientation of sustainable import-export development on the basis of harmonization of market structure and trade balance with each market and market area.

d) The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with relevant ministries and sectors in, promoting the production of materials for agricultural production such as plant varieties, livestock, fertilizers, pesticides, and animal feed to be self-sufficient in domestic sources, contributing to harmonizing the trade balance with major countries and partners; strengthening the management and quality control of imported agricultural, forestry and fishery products through measures consistent with international commitments.

6. Improving the role of commodity line associations and nuclear enterprises, promoting the formation of large-scale export value chains

a) The Ministry of Industry and Trade, the Ministry of Planning and Investment, and industry associations shall organize activities to connect foreign-invested enterprises with domestic enterprises, promote domestic enterprises to join the supply chains of foreign-invested enterprises.

b) The Ministry of Industry and Trade shall assume the prime responsibility for organizing training, education and propaganda activities to improve the capacity of commodity line associations and enterprises in terms of preferential commitments in free trade agreements, trade promotion skills, international marketing, and export through e-commerce.

c) The Ministry of Agriculture and Rural Development shall assume the prime responsibility for organizing training, education and propaganda activities to improve the capacity to implement trade commitments, market regulations (food safety, traceability, technical standards, etc.) to meet market regulations for localities, cooperatives, enterprises, and farmer households.

d) Commodity line associations, Vietnam Chamber of Commerce and Industry (VCCI) shall coordinate with relevant ministries, sectors and agencies and organizations to proactively develop and organize training programs and capacity building for member enterprises:

- Training courses on skills to penetrate target markets, exploit preferential commitments in free trade agreements, support export enterprises to overcome barriers and take trade remedies in foreign markets; skills of exporting through e-commerce.

- Training courses on development of design and packaging of products, product brand identity system, brand building and development, marketing to enhance added value, competitiveness paintings for export products.

dd) Commodity line associations shall promote their role as a bridge between state management agencies and enterprises, and protect the legitimate rights and interests of enterprises in international trade disputes.

III. SCHEMES UNDER THE ACTION PROGRAM

In addition to the aforesaid tasks and related tasks assigned in relevant resolutions, strategies and action programs of the Government, ministries and sectors shall take the main charge for elaboration and implementation of specific schemes and tasks as assigned to them in the Appendix to the action program.

IV. FUNDING FOR PROGRAM IMPLEMENTATION

1. Funds for the implementation of the action program come from the central budget, local budgets; enterprise capital, sponsorship, aid and other lawfully mobilized capital sources as prescribed by law.

2. Based on the objectives and contents of the action program and specific schemes and tasks as assigned in the Appendix, ministries, sectors and localities shall estimate funds for the implementation of the action program for submission to competent authorities for approval according to the state budget law and the law on public investment.

V. ORGANIZATION OF IMPLEMENTATION

1. The Ministry of Industry and Trade shall:

a) Organize the implementation of the action program, administer operations of the action program and implement specific schemes and tasks as assigned.

b) Guide ministries, sectors and provincial-level People’s Committees in elaborating their action plans for the implementation of the action program according to their functions, powers and practical conditions of sectors and localities.

c) Conduct preliminary and final reviews to evaluate the implementation of the action program and report to the Prime Minister.

2. The Ministry of Planning and Investment and the Ministry of Finance shall, according to their assigned functions and tasks, submit to competent authorities for the allocation of funds for implementation of the action program within annual budget estimates of central agencies and localities in accordance with the state budget law, the law on public investment and the ability to balance the budget.

3. Related ministries and sectors shall:

a) Elaborate and promulgate in the fourth quarter of 2012 their action plans for the action program implementation, specifying their tasks and schemes within the scope of their functions and tasks;

b) Organize to elaborate and implement specific schemes and tasks as assigned. Ministries and sectors assigned to take the main charge of schemes shall, based on the prescribed time limit and schedule for elaborating these schemes, take the initiative in registering these schemes into the work programs of the Government, the Prime Minister or their ministries or sectors for approval and timely implementation so as to assure effectiveness and meeting practical requirements.

c) Integrate sectoral development projects, national target programs and other socio-economic development programs with the schemes and tasks of the action program so as to assure effectiveness and avoid overlapping and waste.

4. People’s Committees of provinces and centrally-run cities shall:

a) On the basis of the guidance of the Ministry of Industry and Trade and the local situation, promulgate their own action plans and, at the same time, direct related local agencies and units in formulating and coordinating with ministries and central agencies in implementing their local master plans, schemes and programs on production development and export acceleration on the basis of the tasks specified in the action program.

b) Organize the elaboration, approve and implement their assigned schemes and tasks in a timely and effective manner.

c) Organize and mobilize resources for and integrate projects under national target programs and other socio-economic development programs in their localities with, the tasks of the action program in order to ensure effective implementation and avoid overlapping and waste.

Article 2. This Decision takes effect on the date of its signing.

Article 3. Ministers, Heads of ministerial-level agencies and government-attached agencies, Chairpersons of People’ Committees of provinces and centrally-run cities, and relevant units and individuals shall implement this Decision.
