DECISION
APPROVING THE PLANNING ON CONSTRUCTION OF SOLID WASTE TREATMENT FACILITIES IN THREE NORTHERN,
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the Minister of Construction in Report No. 67/TTr-BXD of July 17, 2008, approving the planning on construction of solid waste treatment facilities in three northern, central Vietnam and southern key economic regions up to 2020,
DECIDES:
Article 1.- To approve the Planning on construction of solid waste treatment centers in three northern, central
1. Scope of the Planning

c/ In the southern key economic region: Ho Chi Minh City and Dong Nai, Ba Ria-Vung Tau, Binh Duong, Tay Ninh, Binh Phuoc, Long An and Tien Giang provinces.
2. Target objects of the Planning
Urban daily-life and industrial solid wastes.
3. Objectives of the Planning
- To build a network of regional solid waste treatment centers to thoroughly treat, recycle or reuse wastes, restrict waste landfill and increase the effectiveness in treatment of solid wastes, especially hazardous solid wastes.
- To socialize the work of solid waste management. To mobilize various resources for investment in solid waste management and treatment facilities.
- To improve the effectiveness of state management, raise the quality of solid waste treatment, improve the quality of the living environment to meet the increasing demand of the society, and create a firm foundation for the successful implementation of the Strategy on management of solid wastes in
- To contribute to ensuring the stable and sustainable development of urban centers and industrial parks in
4. Viewpoints of the Planning
- To formulate plannings on inter-provincial and provincial solid waste treatment centers in conformity with socio-economic development plannings, construction plannings and other relevant plannings.
- To build common-use single daily-life solid waste treatment centers for adjoining urban centers. To formulate plannings on the construction of inter-provincial centers for treatment of hazardous industrial solid wastes.
- To encourage all economic sectors to invest in the construction of treatment centers and the management of solid waste collection and treatment activities.
- To prioritize the application of accredited domestic technologies to recycle or reuse solid wastes, restricting waste landfill, with a view to thoroughly treating environmental pollution and increasing land use efficiency.
5. Contents of the Planning:
a/ Solid waste treatment technologies
- Technologies for treatment of urban solid wastes:
On the basis of local practical conditions, to select and apply appropriate solid waste treatment technologies:
+ Accredited locally developed technologies or foreign technologies.
- Hygienic landfill: To be applied to treat mixed garbage containing a negligible amount of hazardous components in regions with large land areas.
+ Processing compost: To be applied in regions with limited land areas and a large volume of organic solid wastes.
+ Recycling: To be applied to garbage which can be usable after being technically processed.
+ Incineration: To be applied to flammable and hazardous garbage of low moisture.
- Technologies for treatment of industrial solid wastes:
In order to thoroughly treat industrial solid wastes, especially hazardous wastes, it is necessary to combine different technological processes such as incineration, hygienic landfill and other supporting technologies.

6. Investment expense estimates
a/ Investment capital demands:
The total investment capital demand in the construction of 7 inter-provincial solid waste treatment facilities is VND 9,683 billion (equivalent to USD 598 million).
The investment capital demand for the construction of each regional solid waste treatment facility is specified as follows:
- Nam Son treatment facility: USD 160 million.
- Son Duong treatment facility: USD 68 million.
- Huong Van treatment facility: USD 30.5 million.
- Binh Nguyen treatment facilitv: USD 65.5 million.
- Cat Nhon treatment facility: USD 55 million.
- Tan Thanh treatment facilitv: USD 190 million.
- Northwestern Cu Chi treatment facility: USD 29 million.

b/ Investment capital sources:
Investment capital sources for the construction of solid waste treatment facilities and auxiliary include:
- Central budget:
- Local budget;
- Foreign aid;
- Long-term loans;
- Other lawful sources.
Article 2.- Mechanisms and policies
In order to make coordinated investment in regional solid waste treatment centers and ensure conformity with environmental hygiene standards.
the following incentive and supportive mechanisms and policies shall be applied:
- Exemption from land use levy;
- Provision of financial supports by the Slate for ground clearance and construction of projects' outside-fence facilities.
-Application of the highest preferential (value-added, business income, etc.) tax rates under current regulations to enterprises and investors;
- Provision of concessional loans by the Bank for Development of Vietnam to enterprises with assets formed under projects as loan guaranty;
- Payment of solid waste treatment expenses to enterprises and investors so as to help them to recover and repay loans, pay management and operation expenses, accumulate capital for development re-investment and acquire reasonable profits.
Article 3.- Organization of implementation
1. The Ministry of Construction
- To manage the Planning on construction of solid waste treatment facilities in three key economic regions already approved by the Prime Minister.
- To assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment and the Ministry of Science and Technology in, assessing and accrediting locally developed solid waste treatment technologies.
- To issue documents on the management and construction of solid waste treatment facilities. To guide localities in scrutinizing and revising provincial construction plannings and specialized piannings related to solid waste treatment to comply with the approved Planning on construction of solid waste treatment facilities in three key economic regions.
- To assume the prime responsibility for selecting investors for projects on the construction of inter-provincial solid waste treatment facilities and direct the projects' implementation.
- To assume the prime responsibility for. and coordinate with relevant agencies in, guiding localities in three key economic regions in implementing programs on investment in garbage treatment plants that apply accredited locally developed technologies.
2. The Ministry of Planning and Investment
To allocate budget capital for approved investment projects on the construction of inter-provincial solid waste treatment centers.
3. The Ministry of Finance
To coordinate with the Ministry of Planning and Investment in allocating budget capital for approved investment projects on the construction of inter-provincial solid waste treatment centers.
4. The Ministry of Science and technology
To coordinate with the Ministrv of Construction in evaluating and accrediting new locally developed solid waste treatment technologies.
5. The Ministry of Natural Resources and Environment
- To coordinate with the Ministry of Construction in evaluating and certifying new locally developed solid waste treatment technologies.
- To supervise, examine and evaluate the conformity with prescribed environmental standards of built solid waste treatment facilities.
6. People's Committees of provinces and centrally run cities in key economic regions:
- To scrutinize and revise plannings on construction of urban centers and rural residential quarters and specialized construction plannings in line with the Planning on construction of solid waste treatment facilities in three key economic regions approved by the Prime Minister.
- To direct the implementation of projects on the construction of solid waste treatment facilities in their localities in accordance with current regulations.
Article 4.-This Decision takes effect 15 days after the date of its signing.
The Minister of Construction, concerned ministers, presidents of People's Committees of provinces and centrally run cities in three key economic regions, and heads of concerned agencies shall implement this Decision.
