Decision No. 137/2002/QD-TTg dated October 15, 2002 of the Prime Minister issuing the regulation on coordination among the police, border guard, coast guard and customs forces in the drug-related crime prevention and combat in border areas, at border-gates and on the sea

DECISION

ON THE ESTABLISHMENT OF CHA LO BORDER-GATE ECONOMIC ZONE, QUANG BINH PROVINCE AND POLICIES APPLICABLE THERETO

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

At the proposal of the president of Quang Binh People s Committee (Dispatch No. 794/UB dated July 15, 2002), the proposal of the Minister of Planning and Investment (Official Letter No. 6448 BKH/QLKT dated October 10, 2002 and opinions of relevant ministries and branches,

DECIDES:

Article 1.To establish Cho Lo Border-gate Economic Zone, including the following communes: Dan Hoa, Hoa Thanh, Hoa Tien, Hoa Phuc and Hong Hoa of Minh Hoa District, Quang Binh province.

Article 2.Cho Lo Border-gate Economic Zone shall be governed by Decision No.53/2002/QD-TTg dated April 19, 2001 of the Prime Minister on policies towards border-gate economic zones.

Article 3.In the course of implementation, the People s Committee of Quang Binh province shall have to:

- Elaborate the planning, organize the implementation of construction planning of the Border-gate Economic Zone as prescribed in Article 1;

- Closely coordinate with the Ministry of Defense, the Ministry of Public Security to successfully carry out the projects concerning the defense and security;

- Arrange projects and projects items in the priority order in the construction investment;

- Annually make report to the Prime Minister. To assume the prime responsibility and coordinate with relevant ministries and branches in evaluating the application of above-said policies and make proposals to the Prime Minister for adjustments and supplements.

Article 4.This Decision takes effect 15 days after its signing.

The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the president of the People s Committee of Quang Binh province and centrally-run cities shall have to implement this Decision.
