DECISION
Regarding the addition of a number of goods subject to the conditional business to be listed on the Mercantile Exchange

Pursuant to the Government’s Decree No. 98/2017/ND-CP dated August 18, 2017 on functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government’s Decree No. 158/2006/ND-CP dated December 28, 2006, on detailing the implementation of the Commercial Law regarding goods purchase and sale through the Mercantile Exchange;
Pursuant to the Government’s Decree No. 51/2018/ND-CP dated April 09, 2018 on amending and supplementing a number of articles of the Government’s Decree No. 158/2006/ND-CP dated December 28, 2006, on detailing implementation of the Commercial Law regarding goods purchase and sale through the Mercantile Exchange;
Pursuant to the Written Request dated September 23, 2019 of the Mercantile Exchange of Vietnam on supplementing the List of goods subject to the conditional business group, listed on the Mercantile Exchange;
At the proposal of the Director of the Domestic Markets Department,
DECIDES:
Article 1.To allow the Mercantile Exchange of Vietnam (hereinafter referred to as MXV) to experimentally list transactions of a number of goods belonging to the conditional business group (energy and rice commodities) on the Mercantile Exchange (the list of goods specified the Appendix attached herewith).
Article 2.Contracts for trading of energy and rice commodities must be settled before the due date. It is not allowed to deliver material goods.
Article 3.The pilot duration shall be 01 year (one year).
Article 4.MXV’s responsibilities in sending report on trading goods belonging to the conditional business group shall be prescribed as follows:
1. MXV shall send report to the email address of the Domestic Markets Department ([email protected]), enclosed with transaction documents.
2. Data format: Excel file.
3. Time for sending report: On a daily basis, from 6:00 a.m. to 9:00 a.m. (after the trading time is over and the trading system finishes processing the session data).
4. Data contents: Matched volume/value, the number of contracts with open positions for each commodity belonging to the conditional business group.
Article 5.This Decree takes effect on the date of its signing.
Article 6.The Chief of Ministerial Office and Directors of the Domestic Markets Department, the Department of Legal Affairs, the E-commerce and Digital Economy Agency, the Agency of Foreign Trade and the Mercantile Exchange of Vietnam shall be responsible for the implementation of this Decision./.
