SUMMARY

TO DEVELOP 12 NEW NATIONAL MEASUREMENT STANDARDS BY 2020

This is one of the objectives of the master plan on developing national measurement standards by 2020 approved by the Prime Minister in the Decision No. 1361/QD-TTg of August 8, 2013.

Accordingly, the main task of the master plan during 2013- 2015 is to develop and expand the scope of metrology and raise the level of 13 approved national measurement standards including 4 base quantities (length, mass, time - frequency and thermodynamic temperature) and 9 derived quantities (capacity, volumetric flow rate of liquids, volumetric flow rate and mass flow rate of gases, hardness, pressure, direct current voltage, direct current resistance, industrial frequency electricity output, industrial frequency electricity energy); simultaneously to invest in developing 12 new national measurement standards including 3 base quantities (current intensity, light intensity and matter quantity ) and 9 derived quantities (liquid density, kinematical viscosity, alternative current voltage, high-frequency voltage, high-frequency output, luminous flux, absorbed dose, air kerma, and dose equivalent…)

During period 2016 – 2020, the master plan focuses on developing 20 new national measurement standards of derived quantities, including: plane angle, mass flow rate of liquids, air velocity, force, momentum, solid density, pH, air humidity, self-inductance, capacitance, high-frequency fall-off, high- frequency impedance, electric-field intensity, sound pressure, vibration, luminance, laser capacity, diffuse reflectance spectroscopy, pass- through, and radioactivity.

The Ministry of Science and Technology assumes the prime responsibility for, and coordinate with related ministries and sectors in, implementing contents of the master plan.

This Decision takes effect on the date of its signing.

THE PRIME MINISTER

Decision No. 1361/QD-TTg of August 8,2013, approving the master plan on development of national measurement standards through 2020

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the November 11, 2011 Law on Measurement;

Pursuant to the Government’s Decree No. 86/2012/ND-CP of October 19,2012, detailing and guiding a number of articles of the Law on Measurement;

At the proposal of the Minister of Science and Technology,

DECIDES:

Article 1. To approve the master plan on development of national measurement standards through 2020 (below referred to as the master plan) with the following principal contents:

I.         OBJECTIVES

1.     General objectives:

To develop national measurement standards

through 2020 toward modernity, the level of regional advanced countries, and satisfaction of the requirements of socio-economic development and assurance of national defense, security and international integration.

2.     Specific targets:

a/By 2015:

- To develop and« expand the scope of metrology and raise the level of 13 approved national measurement standards (including 4 base quantities and 9 derived quantities);

- To invest in developing 12 new national measurement standards (including 3 base quantities and 9 derived quantities)

b/ By 2020:

-       To invest in developing 20 new national measurement standards (derived quantities).

II. MAIN TASKS

1. Regarding the field of measurement

To invest in developing the- fictional measurement standards on the fields of measurement conformable with legal units of measurement of Vietnam. To prioritize the development of national measurement standards of base and derived quantities associated with scientific, technological and socio-economic development needs and national defense, security and international integration requirements.

a/During 2013-2015:

-           To develop and expand the scope of metrology and raise the level of measurement standards of 13 approved national measurement standards, including:

+ 4 base quantities: length, mass, time - frequency and thermodynamic temperature.

+ 9 derived quantities: capacity, volumetric flow rate of liquids, volumetric flow rate and mass flow rate of gases, hardness, pressure, direct current voltage, direct current resistance, industrial frequency electricity output, industrial frequency electricity energy.

-           To invest in developing 12 new national measurement standards, including:

+ 3 base quantities: current intensity, light intensity and matter quantity

+ 9 derived quantities: liquid density, kinematical viscosity, alternative current voltage, high-frequency voltage, high-frequency output, luminous flux, absorbed dose, air kerma, and dose equivalent.

6/ During 2016-2020:

- To invest in developing 20 new national measurement standards of derived quantities, including: plane angle, mass flow rate of liquids, air velocity, force, momentum, solid density, pH, air humidity, self-inductance, capacitance, high-frequency fall-off, high- frequency impedance, electric-field intensity, sound pressure, vibration, luminance, laser capacity, diffuse reflectance spectroscopy, pass- through, and radioactivity.

The list of national measurement standards and norms is in the attached Appendix (not translated.)

2.       Regarding technical and metrological level of standards

a/ To use advanced and modem standard technology, suitable to the maintenance, preservation and use conditions in Vietnam; and to ensure the standard level on a par with that of the advanced countries in ASEAN;

b/ To obtain the necessary accuracy and scope of measurements on par with the level of primary standards or secondary standards, play the role as national measurement standards for relevant measurement fields, and assure the consistency of the standards with the International System of Units (SI);

c/ To synchronize the national measurement standards with telecopy and supporting devices, and assure that the national measurement standards are linked to the main standards currently used in economic, social, security and national defense sectors.

3.       Regarding infrastructure conditions for maintenance, preservation and use of national measurement standards

a/ To maintain, preserve and use national measurement standards in the prescribed conditions suitable to the standards ’ requirements (spaces, workshop, amenity conditions, and laboratory environment);

b/ To maintain and preserve national measurement standards, covering the preservation of documents related to the standards.

III. IMPLEMENTATION SOLUTIONS

1.       Human resources and personnel training

To develop quantitatively and qualitatively sufficient human resources for the tasks of development, maintenance, preservation and use of national measurement standards. To associate the training for improvement of qualifications with the recruitment and training of scientific personnel (at home and abroad) to attain the university or post-graduate level, meeting each period’s requirements.

2.       Resources

a/ Funds for implementation of the master plan:

- The state budget;

- Contributions of organizations and individuals;

- Other lawful revenues.

b/ The state budget shall ensure the implementation of the master plan’s tasks in accordance with the Law on Measurement, concentrating on elaboration and maintenance of the national measurement standard system.

3. International cooperation

To intensify and expand international cooperation in measurement to promote the technical capacity and level of metrology, personnel training and national measurement standard development; to periodically recalibrate or compare national standards with international standards or national standards of foreign countries; to participate in international interdepartmental comparison of measurement fields; to continue to effectively participate in the Arrangement for Mutual Recognition of International Measurement Standards (CIPM MRA).

Article 2. Organization of implementation

1.       The Ministry of Science and Technology

a/ To assume the prime responsibility for, and coordinate with related ministries and sectors in, implementing contents of the master plan;

b/ To assign the agencies keeping national measurement standards to work out plans on investment in developing measurement standards in each period, suitable to the master plan approved by the Prime Minister.

2.       The Ministry of Planning and Investment and the Ministry of Finance shall balance and allocate state budget funds for implementation of the master plan in accordance with the Law on the State Budget.

Article 3. This Decision takes effect on the date of its signing.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People’s Committees shall implement this Decision.-
