DECISION

 

APPROVING THE DETAILED PLANNING ON VIETNAM'S COASTAL ROADS

 

THE PRIME MINISTER

 

Pursuant to the December 25, 2001 Law on Organization of the Government;

At the proposal of the Minister of Transport,

 

DECIDES:

Article 1. To approve the detailed planning on Vietnam's coastal roads with the following principal contents:

1. Viewpoints, objectives:

- Coastal road route means the one lying close to the sea to serve exploitation and efficient use of marine resources and coastal regions, socio­economic development of coastal localities and defense and security consolidation with a view to firmly defending the national sovereignty;

- The coastal road route will be formed on the basis of making the fullest use of existing roads in combination with new ones, conveniently linking with traffic networks and conformable with other plannings in the regions and areas.

- The coastal road route does not form a trunk road running along the country, which is interrupted at big river estuaries. The size of the coastal road route will be suitable to the specific conditions of each section and must not be necessarily the same on the entire route:

- The coastal road route must be constructed to suit hydraulic and maritime conditions, and special attention must be paid to climate change and sea level rise:

- The coastal road route can be combined with sea dyke systems and coastal defense road systems, aiming to facilitate the response to natural disasters and further consolidate regional defense and security.

2. The detailed planning on the coastal land route:

a/ Route direction

The coastal road route starts at Nui Do port, Ngoc cape, in Binh Ngoc commune, Mong Cai city, Quang Ninh province, and runs to Ha Tien border-gate in Ha Tien town of Kien Giang province, with a total length of 3,041 km. The specific direction of the coastal road route is prescribed in an Appendix to this Decision (not printed herein).

b/ Grades

The minimum grades of the coastal road route sections will be as follows:

- The northern coastal region (covering the provinces from Quang Ninh to Ninh Binh): Grade III;

- The northern central coast (covering the provinces from Thanh Hoa to Quang Tri): Grade III;

- The central key region (covering the provinces from Thua Thien Hue to Binh Dinh): Grade III;

- The southernmost central region (covering the provinces from Phu Yen to Binh Thuan): Grade IV;

- The eastern southern region (covering the provinces from Ba Ria-Vung Tau to Ho Chi Minh City): Grade IV;

- The western southern region (covering the provinces from Tien Giang to Kien Giang) Grade IV.

The minimum grades will apply to newly constructed road sections and the existing sections failing to reach the minimum grade. Road sections of a grade higher than the minimum grade will be kept intact. Road sections already included in the approved projects or plannings, and of a grade higher than the minimum grade will comply with the grades proposed in such projects or plannings.

c/ Investment phases

The period from now through 2020: Construction and upgrading of about 892 km;

The post-2020 period: Construction and upgrading of about 1,058 km.

3. Development investment capital demand:

The total fund for additional investment in coastal road sections is estimated at VND 28,132.31 billion and will be distributed as follows:

- The period from now through 2020: VND 16,012.69 billion;

- The post-2020 period: VND 12,119.62 billion.

The additional funding source is expected to be mobilized from the state budget, local budgets and other sources.

4. The land fund projected for the planning:

The total additional land fund for the construction of the coastal road route is estimated at about 5,889.78 ha (including some 333.97 ha of agricultural land).

Article 2. Organization of implementation

1. The Ministry of Transport:

- To direct localities in organizing the management of the planning after it is approved;

- To assume the prime responsibility for road sections overlapping national highways.

2. The concerned ministries and branches shall, according to their respective functions, tasks and powers, coordinate with the Ministry of Transport and provincial-level People's Committees in the implementation of the planning.

3. Provincial-level People's Committees:

- To manage and invest in coastal roads in their respective localities:

- To coordinate with the Ministry of Transport, the Ministry of National Defense, the Ministry of Agriculture and Rural Development as well as concerned ministries and branches in organizing the construction of road sections not overlapping national highways under the planning;

- To review and adjust their local plannings and projects to comply with the planning;

- To establish, approve and strictly manage the land fund for the implementation of the planning.

Article 3. This Decision takes effect on the date of its signing.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People's Committees shall implement this Decision.-
