SUMMARY

To completely eliminate outdated building material production technologies

On August 18, 2020, the Prime Minister promulgates the Decision No. 1266/QD-TTg approving the Strategy for development of Vietnam’s building materials for the 2021-2030 period, with orientations toward 2050.

One of general objectives of the strategy is to completely eliminate outdated building material production technologies that consume a lot of resources and cause environmental pollution. At the same time, to export products with high added value and competitiveness in the international market; to limit export of products which use a lot of raw materials and fuels being non-renewable minerals.

To implement the above objectives, in 2021-2025 period, to only invest in new cement clinker production plants with a production line capacity of not less than 5,000 tons of clinker per day, associated with raw material areas and investing in a power generation system utilizing exhaust heat.

For plants with a capacity of less than 2,500 tons of clinker per day that consume a lot of raw materials and energy, to invest in intensive technological innovation to improve productivity and quality of products, save energy and protect the environment.

This Decision takes effect on January 01, 2021.

DECISION

Approving the Strategy for development of Vietnam’s building materials for the 2021-2030 period, with orientations toward 2050[1]

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government;

Pursuant to the Government’s Resolution No. 01/NQ-CP of January 1, 2019, on major tasks and solutions to implement the 2019 socio-economic development plan and state budget estimates;

At the proposal of the Minister of Construction.

 

DECIDES:

Article 1. To approve the Strategy for development of Vietnam’s building materials for the 2021-2030 period, with orientations toward 2050, with the following contents:

1. Viewpoints

a/ To efficiently and sustainably develop the sector of building materials,  meeting domestic demands, gradually increasing exports, thus contributing to promoting growth and socio-economic development;

b/ To quickly access and apply scientific, technological and managerial advances, particularly those brought about by the Fourth Industrial Revolution;

c/ To efficiently use resources and thoroughly save energy, raw materials and fuels;

d/ To minimize environmental impacts during the exploitation and processing of minerals into building materials and production of building materials;

dd/ To encourage all economic sectors to invest in and develop the sector of building materials;

e/ To distribute the network of establishments manufacturing building materials nationwide in conformity with natural and social conditions of each region.

2. Development objectives

a/ General objectives

- To develop the building material production sector to an advanced and modern level that can turn out products up to international quality standards, use energy in an economical and efficient manner, achieve high competitiveness in the international market and satisfy needs of the domestic market;

- To completely eliminate outdated building material production technologies that consume a lot of resources and causes environmental pollution;

- To export products with high added value and competitiveness in the international market; to limit export of products which use a lot of raw materials and fuels being non-renewable minerals.

b/ Specific objectives

Specific objectives regarding investment, technology, resource exploitation and use, environmental protection, products and exports of each type of building materials for each period are specified in the Appendices to this Decision.

Article 2. Implementation solutions

1. Completing institutions and policies

- To formulate mechanisms and policies, revise and complete legal documents toward encouraging new investment, investing in upgrading, converting to technology of producing building materials using energy and natural resources in an economical manner, increasing the rate of using raw materials and fuels recycled from industrial and agricultural refuse and domestic wastes, reducing emissions to protect the environment; to restrict and eventually stop the production of building materials inefficiently using natural resources and causing environmental pollution;

- To review and revise policies to support mechanical enterprises, support research, design and manufacture of spare parts in order to increase localization rates of equipment and machinery in the exploitation and processing of raw materials and production of building materials;

- To renovate and improve the system of standards and technical regulations on building materials.

2. Exploiting mineral resources in an efficient and economical manner

- To intensify baseline surveys of minerals to be used as building materials; organize the formulation of a master plan on use of minerals as building materials under regulations; to step up the exploration of mineral mines under master plans approved by the Prime Minister in order to ensure the sufficient provision of raw materials for production of building materials;

- To organize reasonable exploitation and processing and general use of minerals under master plans in order to ensure efficient use and saving of resources, conduct environmental protection and recovery for mines under regulations;

- To form areas and establishments specialized in material processing to ensure stable supply of materials in terms of both quality and quantity to establishments manufacturing building materials.

3. Intensifying scientific and technological research and application

- To research and apply advanced, safe and effective mining technology to minimize factors affecting the landscape and environment; organizing the exploration, exploitation, processing and use of minerals as building materials in which the climate change factor is taken into account;

- To invest in modern science and technology in the field of raw material processing in order to stabilize and improve quality of input materials, thus contributing to improving quality of building materials, efficiently using mineral resources and protecting the environment;

- To research and develop new products and technologies, use scraps and wastes as alternative raw materials and fuels; to reduce energy consumption; to improve productivity and quality of building materials;

- To research and develop types of building materials suitable to modern construction technologies, thereby improving labor productivity and reducing costs of works;

- To step up research in the field of mechanical engineering, manufacture of equipment and spare parts; to intensify mechanization and automation in the production of building materials.

4. Boosting domestic sale and export of building materials

- To increase product promotion in order to develop the domestic building material market; to promote the building of national brands for building materials having competitive advantages in domestic and international markets;

- To improve quality and diversify models and types of products to meet demands of the domestic and export markets;

- To boost export of building materials of high economic value and using mineral resources, fuel and energy in an economical manner.

5. Training and improving quality of human resources

To focus on training and further training corporate managers; to train a contingent of highly professionally qualified experts and engineers; to train technical staffs and skilled workers capable of grasping new technologies, mastering modern production lines, staying proactive in designing and developing new products; to train qualified and skilled business staffs capable of international integration.

6. Building equipment manufacturing capacity

To build the domestic mechanical manufacturing capacity to promptly meet development needs of the sector of building material production. In the immediate future, to manufacture spare parts to serve  maintenance and repair services  and reduce imports, and eventually research and manufacture synchronous building material production lines.

7. Environmental protection in production

- To intensify widespread dissemination of legal documents on environmental protection;

- To supervise the environmental protection at mineral mining and material processing establishments and building material production factories under regulations; to gradually apply modern and automatic monitoring methods that can be connected via the network with functional agencies in charge of environmental management;

- To intensify inspection, examination and strict monitoring of the implementation of commitments in environmental impact assessment reports, and on environmental protection and occupational safety at material exploitation and building material production establishments; to strictly handle production establishments failing to fully comply with the law on environmental protection.

Article 3. Organization of implementation

1. The Ministry of Construction shall

- Disseminate among and guide localities in making plans on implementation of, the Strategy;

- Assume the prime responsibility for studying and selectively absorbing international experiences while taking into account Vietnamese practices in order to additionally propose specific mechanisms and policies on investment and mining of minerals for use as building materials, saving energy, reducing greenhouse gas emissions, treating industrial scraps and urban and rural wastes for use in the production of building materials;

- Regularly monitor and grasp market tastes and trends; build a data system on supply-demand balance, design and actual output of building material factories nationwide; study and set forth orientations for investment and development of major building materials in order to formulate 5-year socio-economic development plans;

- Assume the prime responsibility for appraising, or giving comments on, investment projects under regulations;

- Propose the Prime Minister to adjust or direct investment projects;

- Assume the prime responsibility for, and coordinate with related agencies in, researching and developing new building materials and products suitable to modern, high-productivity and environmentally friendly construction technologies;

- Propose and develop standards and regulations on building materials;

- Annually and every 5 years, evaluate the implementation of the Strategy by related ministries, sectors, localities and organizations for reporting to the Prime Minister;

- Regularly review consumption and emission norms applicable to building materials specified in the Appendix to the Strategy, and propose changes to conform to the reality and relevant laws.

2. The Ministry of Natural Resources and Environment shall

- Assume the prime responsibility for, and coordinate with the Ministry of Construction in, examining environmental criteria and requirements in the production and exploitation of minerals for use as raw materials in the production of building materials; comply with regulations on environmental protection and guide factories in installing online environmental monitoring systems;

- License mineral activities under master plans; assume the prime responsibility for proposing regulations, mechanisms and policies on mining minerals for use as raw materials with application of advanced exploitation techniques, exhaust extraction of mineral resources in a safe manner, and protection of the environment and landscape;

- Coordinate with the Ministry of Finance in proposing appropriate royalty tax and environmental protection charge rates;

- Closely control the implementation of post-mining environmental rehabilitation and restoration plans, and determine appropriate deposit levels;

- Regularly carry out environmental inspection and monitoring; closely monitor the implementation of contents in environmental impact assessment reports and regulations on environmental protection and occupational safety by establishments mining minerals for use as raw materials and producing building materials;

- Review and promptly revise environmental standards and regulations applicable to the production of building materials suitable to Vietnam’s technological level.

3. The Ministry of Industry and Trade shall

- Organize domestic and foreign trade promotion in order to create conditions for enterprises to promote sale of new building material products;

- Coordinate with the Ministry of Construction in orienting the use of new and environmentally friendly materials in newly constructed and renovated industrial projects and works;

- Direct the collection, management and recycling of industrial wastes (ash, slag from thermal power stations, metallurgical and chemical plants, mineral mines, etc.) for use as building materials in order to minimize environmental pollution.

4. The Ministry of Transport shall coordinate with the Ministry of Construction in using types of building materials in building of traffic works; formulate and promulgate according to its competence or propose competent authorities to promulgate technical standards on road surfacing materials; and proactively research new, sustainable, environmentally friendly materials and economically use natural resources.

5. The Ministry of Science and Technology shall

- Assume the prime responsibility for, and coordinate with ministries, sectors and localities in, organizing the performance of national-level scientific and technological research tasks for production of building materials; prioritize tasks of information technology application; use big data, artificial intelligence, and the Internet of Things to the management and production process; recycle and reuse wastes in the production of building materials, thereby saving natural resources, fuels and energy, reduce greenhouse gas emissions, and devise scientific and technological solutions for environmental protection;

- Allocate the state budget’s scientific funds for researching, designing and pilot manufacture of new equipment, auxiliary equipment and spare parts for maintenance and repair in the production of building materials;

- Assume the prime responsibility for, and coordinate with ministries and sectors in, appraising draft national technical regulations, and appraising and announcing national standards in the field of building materials.

6. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance, Ministry of Construction and related agencies in, proposing the Government to list investment projects on production of building materials using industrial refuse, urban and agricultural wastes as raw materials or alternative fuels and projects on building of power stations using waste gas heat from building material factories as those eligible for support and preferential policies.

7. The Ministry of Finance shall continue studying and promulgating according to its competence or propose competent authorities to promulgate mechanisms and policies to support enterprises to invest in use of advanced technologies and equipment to recover excess heat for power generation, with a view to saving energy; use industrial refuse, urban and rural wastes in the production of building materials in order to save resources and minimize environmental pollution.

8. Professional associations related to building materials shall gather and propose to state management agencies solutions and policies on technology, environmental protection and trade in order to develop and help the sector of building materials achieve set objectives.

9. Provincial-level People’s Committees shall

- Develop plans, schemes and strategies for development of building materials in their localities in line with the national plan and the Strategy for development of Vietnam’s building materials for the 2021-2030 period, with orientations toward 2050;

- Direct functional agencies in managing and carrying out legal procedures for investment in building material production projects in accordance with law, consult the Ministry of Construction in writing before approving investment in building material projects in their localities under regulations.

10. Investors and manufacturing enterprises shall

- Regularly improve their competitiveness; research and apply science and technology in building material production, save energy, make full use of industrial refuse, urban and rural wastes, reduce consumption of raw materials and fuels, and minimize emissions that cause environmental pollution in the production of building materials for sustainable and environmentally friendly development of the sector;

- Invest in advanced and modern production technology with a high automation level; gradually apply information technology and technological solutions of the Fourth Industrial Revolution to the production process and management system;

- Invest in waste treatment equipment and environmental monitoring systems connected to state management agencies under regulations.

Article 4. Effect

This Decision takes effect on January 1, 2021.

Article 5. Implementation responsibility

Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees and heads of relevant agencies shall direct the formulation of plans on implementation of the Strategy and implement this Decision.-
