DECISION

Approving the Scheme on development of the National Law Portal for the 2026-2030 period[1]

 

THE PRIME MINISTER

Pursuant to the February 18, 2025 Law on Organisation of the Government;

Pursuant to the National Assembly’s Resolution No. 197/2025/QH15 of May 17, 2025, on a number of special mechanisms and policies to create breakthroughs in law making and enforcement;

Pursuant to Resolution No. 27-NQ/TW of November 9, 2022, of the 13th Party Central Committee, on continuing to build and improve the socialist law-ruled State of Viet Nam in the new period;

Pursuant to the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in the development of science, technology, innovation and national digital transformation;

Pursuant to the Political Bureau’s Resolution No. 66-NQ/TW of April 30, 2025, on reform of the law making and enforcement work to meet the requirements of national development in the new era;

Pursuant to the Government’s Resolution No. 109/NQ-CP of April 16, 2026, on updating and supplementation of the Government’s Programme of Action to implement the Resolution of the 14th Party National Congress and the Party Central Committee’s Conclusion No. 18-KL/TW on the 5-year medium-term plans on socio-economic development, national finance, public debt borrowing and repayment, and public investment for the 2026-2030 period in association with the achievement of “double-digit” growth target;

Pursuant to the Prime Minister’s Decision No. 1132/QD-TTg of June 24, 2026, promulgating criteria and the list of national shared-use digital platforms within agencies of the political system;

Pursuant to the Party Central Committee’s Programme of Action to implement the Resolution of the 14th Party National Congress;

At the request of the Minister of Justice,

 

DECIDES:

Article 1. To approve the Scheme on development of the National Law Portal for the 2026-2030 period (below referred to as the Scheme) with the following contents:

I. VIEWPOINTS

1. To promptly, fully and synchronously organise the implementation of the guidelines and policies of the Party, policies and laws of the State, and directions of the Government and the Prime Minister on intensification of digital transformation in law making and enforcement, contributing to concretising the objective of reforming law making and enforcement to meet national development requirements in the new era as set out in the Political Bureau’s Resolution No. 66-NQ/TW of April 30, 2025, on reform of the law making and enforcement work to meet the requirements of national development in the new era (below referred to as Resolution No. 66-NQ/TW), particularly the requirement on development and effective operation of the National Law Portal as set forth in the Party Central Committee’s Programme of Action to implement the Resolution of the 14th Party National Congress[2] (below referred to as the Party Central Committee’s Programme of Action) and reaffirmed in the Government’s Resolution No. 109/NQ-CP of April 15, 2026, on updating and supplementation of the Government’s Programme of Action to implement the Resolution of the 14th Party National Congress and the Party Central Committee’s Conclusion No. 18-KL/TW on the 5-year medium-term plans on socio-economic development, national finance, public debt borrowing and repayment, and public investment for the 2026-2030 period in association with the achievement of “double-digit” growth target[3] (below referred to as Resolution No. 109/NQ-CP).

2. To mobilise the involvement of the entire political system, especially the role of heads of ministries, sectors, central agencies and localities, alongside the participation and companionship of organisations, enterprises and citizens in the management, operation, utilisation and development of the National Law Portal in order to ensure its practicality and effectiveness, contributing to reforming and elevating the efficiency of law making and enforcement, aiming to build a complete, uniform, transparent, feasible and accessible legal system for citizens and enterprises.

3. To put citizens and enterprises at the centre; to take the satisfaction of citizens, enterprises and the society as the benchmark for evaluating the quality and efficiency of information and service provision by the National Law Portal. The connection, integration, exploitation and use of the National Law Portal must ensure information security and cybersecurity in the digital environment.

II. OBJECTIVES

1. General objectives

To develop the National Law Portal into a national legal digital platform for shared use among sectors and fields, performing political and legal tasks, serving as an official information channel and a centralised access point that provides adequate, timely and systematic information and data on law making and enforcement, thus contributing to improving law accessibility for citizens, enterprises and society, and modern national governance efficiency, and effectively implementing the Party Central Committee’s Programme of Action, Resolution No. 66-NQ/TW and Resolution No. 109/NQ-CP.

2. Specific objectives

a/ Building and developing the National Law Portal into an official communication channel for policies and laws, providing sufficient and timely information on guidelines, policies and orientations of the Party and the State, and law making and enforcement reform activities, thereby meeting national development requirements in the new era, specifically as follows:

- To build and develop the National Law Portal into an information and communication channel for activities of the Central Steering Committee for Institutional Improvement and Law Enforcement, contributing to improving the efficiency of the direction and administration work and the implementation of the Party’s guidelines and the State’s policies and laws;

- To ensure that 100% of new legal documents and consolidated legal documents are provided promptly and fully in accordance with regulations; and that English translations of a number of legal documents concerning the lives, employment and business activities of foreigners and foreign enterprises are published;

- To build and develop the National Law Portal into a forum for contribution of opinions, consultation, and receipt of feedback from experts, scientists, the business community and citizens on law making and enforcement, thereby fostering information interaction between the State and citizens and enterprises, helping improve the quality of policy criticism, and the consistency, uniformity and feasibility of the system of legal documents, and ensuring the substantive participation of the society and citizens in national governance.

b/ To build and develop the National Law Portal as a centralised access point for legal information and data of the Portal’s components (excluding administrative procedures on the National Public Service Portal) for use and exploitation by citizens and enterprises.

c/ To strongly renovate law dissemination and education in the digital environment through timely and understandable communication of new policies, guidelines and legal provisions.

d/ To build and develop the National Law Portal to contribute to improving the state management effectiveness in the legal field and making positive contributions to building a modern national governance.

III. APPLICATION SCOPE AND IMPLEMENTATION PERIOD OF THE SCHEME

1. Application scope: The Scheme shall be implemented nationwide.

2. Implementation period: from 2026 to 2030.

IV. MAJOR TASKS AND SOLUTIONS

1. The group of tasks and solutions concerning the provision of legal information on the National Law Portal:

a/ To organise the provision of information and communication about activities of the Central Steering Committee for Institutional Improvement and Law Enforcement;

b/ To integrate, synthesise and exploit information on law making and enforcement before providing it on the National Law Portal, facilitating prompt and convenient access to law for citizens and enterprises;

c/ To provide information on the receipt and settlement of recommendations on legal documents;

d/ To organise workshops, seminars, dialogues, online exchanges, and other communication activities to serve citizens’ and enterprises’ access to law; to foster interaction between state agencies and citizens and enterprises in institutional and legal development;

dd/ To provide information on treaties to which the Socialist Republic of Viet Nam is a contracting party;

e/ To organise the production, management and provision of digital document contents serving policy communication, law dissemination and education, and legal aid on the National Law Portal in a modern, multimedia and multichannel manner, ensuring consistency, timeliness and accessibility;

g/ To create a forum for contribution of opinions on policy and law making, information connectivity, and interaction with citizens and enterprises; to provide support tools for surveying, reviewing, and detecting legal contradictions and overlaps, supporting online regulatory impact assessment, two-way policy consultation, and a mechanism for giving post-enactment policy feedback to improve law enforcement efficiency;

h/ To promote activities of cooperation in developing digital technology application products and services in the legal field on the National Law Portal, especially products and services on data mining and artificial intelligence application to better serve the needs of society, citizens and enterprises regarding law making and enforcement.

2. The group of tasks and solutions concerning data and integration:

a/ To complete the connection and integration of components on the National Law Portal to serve the legal information needs of citizens and enterprises. The National Law Portal will serve as a centralised access point for components of the Portal (excluding administrative procedures on the National Public Service Portal) for use and exploitation by citizens and enterprises, specifically as follows:

- The National Law Portal’s components include legal databases and information systems of state administrative agencies at central and local levels, and other legal databases and information qualified to be components of the Portal;

- Integrated components include portals, websites, applications and utility services regarding policies and laws of state administrative agencies or agencies and organisations with affiliate agreements that are integrated onto the National Law Portal under decisions of the Minister of Justice;

- The linking of databases, information systems and other digital platforms with the National Law Portal must follow directions of the Party, the Government and the Prime Minister, and comply with relevant regulations.

b/ To promptly update and additionally integrate legal information systems and databases of central and local state administrative agencies, and other related agencies and organisations in order to expand the scope of exploitation of legal data, meeting the needs for research and exploitation of information on the law making and enforcement (including legal documents, treaties, and other relevant legal information and data).

3. The group of tasks and solutions concerning institutions and guidance:

a/ To formulate and submit to the Prime Minister for promulgation the Regulation on management, operation and exploitation of the National Law Portal;

b/ To formulate and update regulations on architecture, functions and features of the National Law Portal to meet relevant legal requirements;

c/ To issue documents regulating and guiding the operation and exploitation of the National Law Portal.

4. The group of tasks and solutions concerning the improvement of features and assurance of information security and cybersecurity:

a/ To develop, upgrade and complete the features of the National Law Portal towards comprehensively providing legal data and optimising user experience; to develop a mobile application for the National Law Portal; to ensure maintenance, operation and sustainable development of the National Law Portal following a modern digital platform model, meeting access requirements for vulnerable groups;

b/ To develop, upgrade and complete information systems and databases serving as components and sub-components of the National Law Portal, including the National Law Database, the Information System for Receiving and Processing Feedback and Recommendations on Legal Documents, and other legal databases and information, to promptly provide 100% of legal documents and consolidated legal documents in digital document formats;

c/ To upgrade and develop artificial intelligence applications in legal affairs, creating a vast digital legal ecosystem;

d/ To implement measures to ensure information security and cybersecurity for the National Law Portal, meeting regulatory requirements on information system safety; to organise regular monitoring and evaluation, and coordinate prompt response to cybersecurity incidents for the National Law Portal under regulations.

5. The group of tasks and solutions concerning the organisation of implementation, public communication, human resources and funding:

a/ To consolidate, and enhance the capacity and resources of, the specialised workforce and human resources for the management, operation, exploitation and development of the National Law Portal;

b/ To mobilise experts with legal knowledge and experience to participate in carrying out activities related to the National Law Portal;

c/ To cooperate with and attract individuals, agencies, organisations and enterprises to participate in providing and developing digital technology application products and services in legal affairs on the National Law Portal in accordance with law;

d/ To carry out public communication about the position, role and significance of the National Law Portal by diverse methods so that the society, particularly citizens and enterprises, become aware of, and can access, use and exploit legal information and utilities on, the National Law Portal;

dd/ Funding

Funds for the implementation of the Scheme shall be allocated from the state budget and other lawful funding sources (if any) in accordance with law.

State budget funds shall be allocated in accordance with the current laws on the state budget, public investment, and science and technology, innovation and digital transformation, and other relevant laws.

V. ORGANISATION OF IMPLEMENTATION

1. The Ministry of Justice shall:

a/ Promulgate the Plan for implementation of the Scheme, specifying key tasks to be performed in each phase;

b/ Assume the prime responsibility for, and guide ministries, central agencies and organisations and provincial-level People’s Committees in, organising the performance of the Scheme’s tasks; and coordinate with ministries, ministerial-level agencies and related agencies and organisations in effectively exploiting and developing the National Law Portal;

c/ Assume the prime responsibility for, and coordinate with related agencies and units in, providing information on activities of the Central Steering Committee for Institutional Improvement and Law Enforcement;

d/ Assume the prime responsibility for, and coordinate with the Ministry of Finance in, formulating funding estimates for management, operation, exploitation and development of the National Law Portal;

dd/ Perform tasks assigned under the Scheme and organise preliminary and final reviews of implementation of the Scheme.

2. The Ministry of Public Security shall:

a/ Integrate the National Population Database and identification systems with the National Law Portal, and provide electronic identification via the Viet Nam identification application (VNeID); take the responsibility for the authenticity of identification information; ensure uninterrupted and efficient operation; and promptly coordinate with the Ministry of Justice and related agencies in remedying incidents (if any);

b/ Perform tasks to ensure information security and cybersecurity in accordance with law;

c/ Assume the prime responsibility for, and coordinate with the Ministry of Justice and related agencies and organisations in, guiding and applying standards and technical regulations, ensuring data connectivity, interoperability and sharing between the National Law Portal and related information systems and databases in accordance with law.

3. The Ministry of Science and Technology shall:

a/ Ensure the uninterrupted operation of the specialised data transmission network infrastructure of Party and State agencies in the course of exchange of information and data among ministries, sectors and localities;

b/ Coordinate with the Ministry of Justice in studying, proposing and applying new scientific and technological solutions, covering digital technology, artificial intelligence, and other advanced technologies, in order to raise the efficiency of the management, operation, exploitation and development of the National Law Portal in accordance with law.

4. The Ministry of Culture, Sports and Tourism shall coordinate with the Commission for Publicity and Mass Mobilisation of the Communist Party of Viet Nam Central Committee and related agencies and units in directing press agencies to intensify public communication about the National Law Portal and law making and enforcement activities.

5. The ministries, ministerial-level agencies and provincial-level People’s Committees shall:

a/ Coordinate with the Ministry of Justice and other ministries and sectors in building, developing, operating, exploiting and using the National Law Portal;

b/ Connect, share, integrate and provide legal information serving citizens and enterprises in the fields under their management on the National Law Portal;

c/ Coordinate with the Ministry of Justice in publishing foreign-language translations of legal documents on the National Law Portal in accordance with the Decree detailing a number of articles, and providing measures to organise and guide the implementation, of the Law on Promulgation of Legal Documents.

6. Press agencies, communication agencies, the Government Portal, and portals of ministries, sectors and localities shall carry out public communication so that citizens, enterprises, agencies and organisations are aware of, and proactively exploit information and use, the utilities of the National Law Portal.

7. The Commission for Publicity and Mass Mobilisation of the Communist Party of Viet Nam Central Committee, the Commission for Internal Affairs of the Communist Party of Viet Nam Central Committee, the Office of the Communist Party of Viet Nam Central Committee, the Central Committee of the Viet Nam Fatherland Front, central-level agencies of socio-political organisations under the Central Committee of the Viet Nam Fatherland Front, the Supreme People’s Court, the Supreme People’s Procuracy, Nhan Dan Newspaper, the Communist Review, the Viet Nam Television, the Voice of Viet Nam, the Viet Nam News Agency, the Portal of the Communist Party of Viet Nam, and the Portal of the National Assembly shall, within their regulatory functions and tasks, coordinate with the Ministry of Justice in providing information on policies and laws on the National Law Portal and implementing the Scheme.

Article 2. This Decision takes effect on the date of signing.

Article 3. Ministers, heads of ministerial-level agencies, Chairpersons of provincial-level People’s Committees, heads of related agencies and organisations, and related individuals shall implement this Decision.-
