DECISION
APPROVING THE PLAN FOR DEVELOPING MEDIUM AND SMALL ENTERPRISES 2011 – 2015
THE PRIME MINISTER
Pursuant to the Law on Government organization dated December 25, 2001;
Pursuant to the Government s Decree No. 56/2009/ND-CP dated June 30, 2009 on aiding the development of medium and small enterprises;
Pursuant to the Government’s Resolution No. 22/2010/NQ-CP dated May 05, 2010 on the implementation of the Government s Decree No. 56/2009/ND-CP dated June 30, 2009 on aiding the development of medium and small enterprises;
At the proposal of the Minister of Planning and Investment,
DECIDES:
Article 1.Approving the Plan for developing medium and small enterprises 2011 – 2015, in particular:
I. VIEWPOINTS ON THE DEVELOPMENT OF MEDIUM AND SMALL ENTERPRISES
1. Developing medium and small enterprises is the long-term and consistent strategy of the Government, and the focal objective in the national economic development policy.
2. The State shall create a legal environment and favorable mechanism and policies of medium and small enterprises from all economic sectors to equitably develop and healthily compete in order to mobilize all resources for investment and development.
3. Medium and small enterprises must be positively and sustainably developed, toward improving the quality and increasing the quantity, achieving economic efficiency, protecting the environment, contributing to the employment creation and poverty alleviation, ensuring social security; medium and small enterprises must be developed compatibly with the conditions of each locality; rural industry and traditional handicraft are encouraged; concentrating on the development of medium and small enterprises in remote areas and impoverished areas; prioritizing the development of medium and small enterprises owned by the ethnics, women, or the disabled, etc.; supporting the medium and small enterprises investing in industrial development, ancillary services, and competitive industries.
4. Supporting medium and small enterprises aiming to accomplish the national objectives of economic-social development.
II.OBJECTIVE OF THE DEVELOPMENT OF MEDIUM AND SMALL ENTERPRISES
1.General objectives:
Increase the development speed and competitiveness of medium and small enterprises, create favorable and healthy environment for investment and business for medium and small enterprises to contribute ore in the economic development, enhance the national competitiveness and international economic integration.
2.Specific objectives
- The anticipated number of medium and small enterprises established during 2011 – 2015 is 350,000; 600,000 operating enterprises nationwide on December 31, 2012;
- The proportion of export from medium and small enterprises is 25% total export nationwide;
- Investment from medium and small enterprises accounts for 35% of total investment;
- Medium and small enterprises makes up 40% GDP and 30% total revenue of the State budget;
- Medium and small enterprises create more 3.5 - 4 million employments in 2011 - 2015.
3.Primary objectives:
- Complete and ensure the stability of the legal framework, improve administrative procedures in order to create an equitable, transparent, and clear environment for investment and business of medium and small enterprises;
- Make a breakthrough for medium and small enterprises to access capital, improve the use efficiency of loaned capital for medium and small enterprises;
- Supporting the development of research capacity; develop technologies; intensify technology transfer and innovation to improve productivity and quality of products, as well as competitiveness of medium and small enterprises. Accelerate the aiding programs, popularize and apply advanced technologies to medium and small enterprises, encourage technological sharing and cooperation between medium and small enterprises and large enterprises or foreign-capitalized enterprises. Encourage medium and small enterprises to participate in professional and regional cooperation program, and develop ancillary industry;
- Enhancing vocational training to provide competent human resources for medium and small enterprises. Concentrate on hi-tech training to convert the labor structure from manual labor to skilled labor, satisfying the demand for development of medium and small enterprises in the new age. Combine the solutions for human resources development for medium and small enterprises in national human resources development schemes. Encourage enterprises to establish, or cooperate with, vocational training to provide training and create employments. Comprehensively develop the labor market; develop the database system of the labor market, forms of communication in the labor market in order to connect the labor demand and supply;
- Solve the shortage of manufacturing space, enhance environment protection by making and publicizing land planning; create favorable conditions for developing industrial zones with appropriate scale and reasonable pricing for medium and small enterprises; aiding the move of medium and small enterprises that cause pollution and harm the environment from residential and urban areas to industrial zones.
- Establish the network of information system to provide legal documents on enterprise operation, policies and aiding programs for medium and small enterprises, and other information supporting the business of enterprises;
- Improve the efficiency in the cooperation in aiding the development medium and small enterprises, enhance the role of the Council of Development encouragement of medium and small enterprises; increase the capability of the localities to manage, expedite, and develop medium and small enterprises.
III.GROUPS OF SOLUTIONS
Group 1: Complete the legal framework for the participation, operation and, withdrawal of enterprises.
Group 2: Support the access to capital, credit, and improve the use efficiency of loaned capital for medium and small enterprises.
Group 3: Support the innovation and application of new technology for medium and small enterprises.
Group 4: Develop the human resources for medium and small enterprises, concentrate on improving the managerial capability for medium and small enterprises.
Group 5: Establish the industrial cooperation, facilitate the access to land for medium and small enterprises.
Group 6: Provide supportive information and expedite the market expansion for medium and small enterprises.
Group 7: Develop a system to aid the development of medium and small enterprises.
Group 8: Manage the Plan for developing medium and small enterprises.
Concentrate on the specific solutions as follows:
- Make the Support fund for medium and small enterprises;
- Boost the innovation of technology, concentrate on developing hi-technology to create new products modern devices, in particular: the National technological innovation program by 2020, The National hi-tech development program by 2020, the National product development program by 2020, experimental enterprise cultivation centers, experimental comprehensive development support model for medium and small enterprises in some disciplines;
- Expedite the economic cooperation and professional cooperation.
The details of the groups of solutions and the agencies in charge are specified in the Annex promulgated together with this Decision.
IV. IMPLEMENTATION ORGANIZATION
For the implementation of the Plan for developing medium and small enterprises 2011 – 2015, the Ministries, agencies, and localities must combine the programs fro supporting medium and small enterprises with the national programs, projects, and target programs of relevant Ministries, sectors and localities to efficiently utilize the resources.
1. The Council of development encouragement of medium and small enterprises must:
- Monitor and supervise the implementation of the plans of Ministries and agencies, provide consultancy for the Prime Minister about the issues arising during the implementation of the plan.
- Propose the necessary changes and adjustments to the Prime Minister about the plans and groups of solutions that encounter difficulties during the implementation or that are unfeasible.
2. The Ministry of Planning and Investment must summarize the development plan for medium and small enterprises based on the plans of sectors and localities; control, monitor, and report the progress of the plan of Ministries and localities nationwide for supporting medium and small enterprises.
3. The Ministry of Finance shall be in charge and cooperate with the Ministry of Planning and Investment in allocating budget to ensure the implementation of the solutions in the Plan for the development of medium and small enterprises as prescribed.
4. Ministries and sectors must effectively implement the solutions stated in the Plan according to their assigned duties and functions.
5. People’s Committees of central-affiliated cities and provinces must:
- Develop the Plan for developing medium and small enterprises, the detailed action plan, and the implementation itinerary; cooperate with Ministries and sector to accomplish the objective for developing local medium and small enterprises; dispose personnel and allocate annual budget to ensure the implementation of the Plan.
- Give missions to the Service of Planning and Investment and cooperate with relevant Services and agencies in implementing the Plan for developing local medium and small enterprises, send reports to the Ministry of Planning and Investment on the difficulties arising during the implementation for solutions.
- Send reports on the progress of the Plan for developing medium and small enterprises of the previous year before March 31 every year to the Ministry of Planning and Investment for summarizing and reporting as prescribed.
Article 2.This Decision takes effect on the day of its signing.
Article 3.The President of the Council of development encouragement of medium and small enterprises, the Ministers, Heads of ministerial-level agencies, Heads of Governmental agencies, the Presidents of People’s Committees of central-affiliated cities and provinces are responsible for implementing this Decision./.
