SUMMARY

There are 2497 major energy users in 2017

On September 21, 2018, the Prime Minister issues the Decision No. 1221/QD-TTg on promulgating List of major energy users in 2017.

Accordingly, there are 2497 major energy users in 2017. Within that, there are 2003 facilities that produce industrial production; 09 facilities that produce agricultural production; 58 transport facilities; 427 buildings. In particular, provinces, cities that have the most major energy users conclude:

- Ho Chi Minh city: 302 facilities;

- Ha Noi: 288 facilities;

- Binh Duong: 253 facilities;

- Dong Nai: 126 facilities;

- Quang Ninh: 123 facilities;

- Ba Ria – Vung Tau: 94 facilities…

This Decision takes effect on the signing date.

THE PRIME MINISTER

Decision No. 1221/QD-TTg dated September 21, 2018 of the Prime Minister on promulgating List of major energy users in 2017

Pursuant to the Law on Government organization dated June 19, 2015;

Pursuant to the Law on Economical and Efficient Use of Energy dated June 28, 2010;

Pursuant to Decree No. 21/2011/ND-CP dated March 29, 2011 of the Government detailing the Law on Economical and Efficient Use of Energy and measures for its implementation;

At the request of the Minister of Industry and Trade,

HEREBY DECIDES:

Article 1.A List of major energy users in 2017 is provided in the Appendix issued thereto.

Article 2.Implementation organization

1. Ministry of Industry and Trade shall:

a) Take charge and cooperate with relevant ministries and local government authorities in management of energy use by major energy users as per provisions of the Law on Economical and Efficient Use of Energy and Decree No. 21/2011/ND-CP detailing the Law on Economical and Efficient Use of Energy and measures for its implementation;

b) Take charge and cooperate with relevant ministries and People s Committees of provinces and centrally-affiliated cities in proposing revisions to the List of major energy users to the Prime Minister for promulgation purpose before March 31 every year.

2. People s Committees of provinces and centrally-affiliated cities shall:

a) Instruct relevant local government authorities to give notification to major energy users on the list provided in the Appendix issued thereto and manage as well as supervise programs for economical and efficient use of energy run by such users;

b) Instruct local specialized agencies to check, review and make their lists of local major energy users and send a consolidated list to the Ministry of Industry and Trade before February 02 every year.

3. State-owned corporations shall:

a) Request major energy users under their management on the List provided in the Appendix issued thereto to perform tasks related to economical and efficient use of energy in accordance with provisions of the Law on Economical and Efficient Use of Energy and other relevant legislative documents and send reports to People’s Committees of provinces and centrally-affiliated cities where the their offices are located, and submit reports to their supervisory corporations which are then consolidated and submitted to the Ministry of Industry and Trade;  

b) Review and update the List of major energy users under their management and send a consolidated report to the Ministry of Industry and Trade before February every year.

4. Major energy users on the List provided in the Appendix issued thereto shall perform all their duties specified in the Law on Economical and Efficient Use of Energy and Decree No. 21/2011/ND-CP detailing the Law on Economical and Efficient Use of Energy and measures for its implementation and other relevant legislative documents.

Article 3.This Decision takes effect on the signing date.

Article 4.Ministers, Directors of ministerial agencies and Governmental agencies, Chairpersons of People’s Committees of provinces and centrally-affiliated cities, the heads of state-owned corporations and energy users on the List of major energy users shall take responsibility to implement this Decision./.
