Pursuant tothe Loan Agreement No.VN12-P4dated March 22, 2013 between Vietnamese Government and Japanese Government;

Pursuant tothe Decision No.1259/QD-TTgdated July 26, 2011 of the Prime Minister on the approval for the general planning for construction of Hanoi capital through 2030 and a vision toward 2050;

Pursuant to the Decision No. 1399/QD-BGTVT datedJune 18, 2012 of the Minister of Transport on approval for thedetailed planning for railway centers of Hanoi City;

Pursuant to the Decision No.4841/QD-UBNDdated September 17, 2013 of the President of People’s Committee of Hanoi city on approval for the detailed plan for Ngoc Hoi Complex at 1/500 scale;Pursuant to the Document No.103/TTg-KTNdated November 23, 2015 of the Prime Minister on the plan for execution of Yen Vien - Ngoc Hoi urban railway project;

Pursuant to the Document No.49/TTg-CNdated January 17, 2017 of the Prime Minister on Yen Vien - Ngoc Hoi urban railway project;

Pursuant to the Decisions No.2520/QD-BGTVTdated November 03, 2011; No.1923/QD-BGTVTdated August 15, 2012; No.919/QD-BGTVTdated April 09, 2013; No.930/QD-BGTVTdated April 10, 2013 and No.3250/QD-BGTVTdated December 17, 2012 of the Ministry of Transport on approval for the List of standards applied to the project;

In consideration of the Assessment Report No.2509/TEDIS-XNSBdated November 18, 2016 of the Transport Engineering Design Joint Stock Incorporated South;

At the request of the Railway Project Management Board in the Documents No.1394/TTr-BQLDADS-DA3dated June 10, 2016 and No.415/TTr-BQLDADS-DA3dated March 15, 2017 on approval for adjustments to the construction project: Hanoi urban railway construction (Line 1) - Phase I; the Explanatory Document No.2299/BQLDADS-DA3dated October 05, 2016 and Report on supervision of investment No.416/BCGSDT-BQLDADS-DA3dated March 16, 2017 of the Railway Project Management Board.

At the request of theDirector Generalof Department of Planning - Investment in the Assessment Report No.355/KHDTdated March 27, 2017,

DECIDES:

Article 1.Adjustments to Hanoi City Urban Railway Construction Project (line 1) - Phase I, are approved. To be specific:

1.Name of project:Hanoi City Urban Railway Construction Project(Line 1) - Phase I.

2.Group of project:Group A project; Type and class of construction work: Traffic work and infrastructure. Class I construction work.

3.Investor:

TheMinistry of Transport.

7.Reasons for adjustments:

-Change in the policy for capital construction.

-Changes made due to construction cost escalation during the execution of the project.

-Change in the progress of the project.

8.Objectives of the project:

Complete the construction of Ngoc Hoi complexto make it become asouthern hub of the national railwayaccording tothemaster plan approved by the Prime Minister, thereby contributingto:

-improving urban traffic in Hanoi city and increasing the efficiency of national railway by renovating the radial route serving operation of Hanoi - Ho Chi Minh city passenger trains, international trains, tourist trains and urban trains.

-gradually putting mass rapid tramways transit system into operation.

-providing a regular, punctual, safe and fast public transport system in urban areas.

-reducing traffic congestion and accidents in urban areas.

-saving energy and protecting environment.

9.Contents and scope of the construction project and main technical standards

9.1.Contents of the construction project

ConstructNgoc Hoi complexwithan area ofaround​​151.8 hectaresin order toensurethe essential functions of Hanoi and Giap BatRailwayStations. Somework items duringPhase IIA (approved bytheMinistry of Transport intheDecision No. 3412/QD-BGTVT datedDecember 28, 2012)shallbe adjustedin order for them to beconstructed simultaneously with thework items ofNgoc Hoi complexapproved during Phase I. Accordingly, aftertheadjustment, the complexincludes the following main items: (1) Urban train factory; (2) Locomotive factory; (3)Freight car factory; (4)Freight station; (5)Urban railwayinfrastructure maintenancefactory; (6)Main power station; (7) Passengercar factory; (8)National and urban passenger stations; andinfrastructure systemincludes: roadsystemand overpass inside and outside the complex;information and signalingsystem; power supply and electrificationsystems; water supply and drainage systems;fire fighting and prevention system, lighting system for connection and operation of the complex.

9.2. Proposed technical standards applied to the adjusted project

National railway: Diesel used initially, electric traction used in future.

Urban railway: Electric traction.

Railway superstructure:

On main line: Rail 50, pre-stressed concrete railway sleepers coated with elastic materials.

On depot or goods yard: Rail 50 or 43, pre-stressed concrete railway sleepers coated with elastic materials.

Railroad switch: Mixed switch tg 1/10- Rail 50 for main line.

Usable length of freight trains:

Freight train with 1,000 mm gauge, Usable length: 500 m (Ngoc Hoi station)

Passenger platform:

National railway: Low platform: h = 30 cm, L = 300 m.

Urban railway: High platform: h = 110 cm, L = 210 m.

Information and signals:

Information: Transmission of data: SDH; Onboard train radio system: Quad-band and 400 MHz band;

Cables: fiber optic cable, copper cable Switchboard: centralized PABX switchboard.

Singals: ATP: Interruptions, based on the pattern constraint of the train; CTC/PRC: Centralized Traffic Control/Programmed Route Control; Interlocking: electronic interlocking.

ABS: Automatic block signaling - type of 5 signals. Track circuit: AF track circuits/Time division.

Traction power supply:

25 kV alternating current (AC) overhead line. Power distribution: three-wire three-phase alternating circuit; Redundant power for signaling and OCC: backup generator; Number of stations: one (01) station; Receiving end voltage: 110 kV.

Width of an urban car:

3380 mm.

9.3.Scopeof the construction project

9.3.1. Construction of dedicated areas of railway and infrastructure inside the complex

1)Urban train factory: A new urban train factory is constructed with a total area of 14.5 hectares and includes: 22 works (repair shops, offices, ancillary buildings and parking lots) housing with a total construction area of32,695 m2,urban train yards, internal road, synchronous machines and equipment; 25 new railways are constructed with a gauge of 1,435 mm, and a length of 10.4 km and 31 switches are installed.

2)Locomotivefactory: A newlocomotivefactory is constructed with a total area of8.9hectares and includes: 22 works (repair shops, offices, ancillary buildings and parking lots)housingwith a total construction area of30,371m2andinteral road. Machines and equipmenttransported from Hanoi and Giap Bat Railway Stations and new ones will be used to serve operation of the factory; 22new railwaysare constructedwitha gauge of 1,000 mm and mixedgaugesof 1,000 mmand 1,435 mm and a lengthof5.6km,and26switches are installed.

3) Freight car factory: 04 new railways are constructed with a gauge of 1,000 mm and an area of 1.80 hectares of the total planned area of 9.49 hectares (reduced by 7.69 hectares), and a length of 2.3 km,and05switches are installed. The new railways connect freight station and passenger car factory in order for train to wait and stop.

4)Freight station: A newfreight stationis constructedwith an area of 17.1 hectares of the total planned area of 24.6 hectares (7.5 hectares reduced) and includes:33works (warehouses, offices, ancillary buildings, goods yardsand parking lots)housingwith a total construction area of47,881m2,and interal road. Machines and equipment transported from Giap Bat Railway Station and new ones will be used to serve operation of the factory;33new railwaysare constructedwith a mixed gauge of 1,000 mmand alength of15.8km, and52switches are installed.

5)Infrastructure maintenance factory (newly added): A newinfrastructure maintenance factoryis constructed with a total area of1.8hectares and includes:12works (offices, ancillary buildings and parking lots)housingwith a total construction area of2,876m2,rail and ballast stoneyards, interal road, synchronous machines and equipment;04new railways withmixedgaugesof1,000 mm and 1,435 mm and alength of0.8km are constructed,and03switches are installed.

6) Main power station (newly added): A new main power station is constructed with a total area of 1.53 hectares and includes: 01 station housing with a total construction area of around 207m2and main outdoor substation distributing 110 kV power from the national electrical grid to dedicated areas of the complex and entire project, supplying traction power, and 06 works located within the complex’s general area with a total construction area of around1,925 m2.

7)Passenger car factory (transferred from the Phase IIA): A newpassenger car factoryis constructed with a total area of16.6hectares and includes: 29works (repair shops, offices, ancillary buildings and parking lots)housingwith a total construction area of51,089m2,and interal road. Machines and equipment transported from Hanoi and Giap Bat Railway Stations and new ones will be used to serve operation of the factory; 24new railways are constructed with a gauge of 1,000 mm andmixed gauges of1,000 mmand 1,435 mm andlength of11.1km,and34switches are installed.

8) Ngoc Hoi passenger station (transferred from the IIA Phase): A new passenger station is constructed with an area of 14.6 hectares and includes: 07 works (main railway station and 06 ancillary buildings, and parking lots) housing with a total construction area of around 45,985m2,railway square, road to station, internal road, synchronous machines and equipment;25new railways are constructed with gaugesof 1,000 mm and1,435 mm and mixed gauges of1,000 mmand 1,435 mm and alength of15.0km,and59switches are installed.

9) Shared infrastructure system serving operation of the complex: A new infrastructure system serving operation of the complex is built with an area of 18.52 hectares and includes: 01 overpass, 12 roads inside the complex, andrailroad crossing.The telecommunications system exclusively designed for the complex, lighting system, landscape architecture, fire fighting and prevention system, water supply and drainage system, shared technical trenches and wastewater treatment system with a total construction area of around 4,596m2.

10) Improvement of soft ground for construction of dedicated areas (except for the areas under the construction project whose scope is cut down and policy investment is yet to be approved, including: part of the northwestern goods yard housing with an area of around 7.55 hectares, and freight car factory housing with a total area of around 7.69 hectares) and construction of connecting railway lines with a total area of around 110.7 hectares.

9.3.2. Construction of railway lines connected to current railway lines

a) Connected to freight stations:

- Connected to the freight stations to the west: Construct a new single-track railway line with a gauge of 1,000 mm between the north of Ngoc Hoi freight station and Bac Hong - Van Dien railway line with a length of1.483 km (Km 1+ 517 ~ Km 3+ 0.000);

-Connected to the freight stations to thesouth:Construct anewsingle-track railway line with a gauge of 1,000 mm between the south ofNgoc Hoi freight station andsingle-track railway line with a gauge of 1,000 mm connecting the passenger station to the southwith a length of 0.574 km (Km 1+010,22 ~ Km 1+585,18).

b) Connected topassengerstations:

- Connected to the passenger station to the north: Construct a newsingle-track railway line with gaugesof 1,000 mmand 1,435 mm, connecting main line of the passenger station and urban dual-track railway lines with gauges of 1,000 mm and 1,435 mm from Hanoi to Ngoc Hoi (under the Phase IIA project) with a length of0.342 km (Km10+816 ~ Km 11+ 158,66).

-Connected to thepassengerstation to the west:Construct anewsingle-track railway line with a gauge of 1,000 mm between the south of the passenger station and single-track railway line with a gauge of 1,000 mm from Bac Hong to Ngoc Hoi freight stationwith a length of0.258km (Km 1+786,2).

-Connected to the passenger stations to thesouth:Construct a new single-track railway line with a gauge of 1,000 mm between the south of Ngoc Hoipassenger station andThong Nhat railway linewith a length of1.038km (Km13+672,48~Km14+710).

9.3.3. Construction of information and signaling systems

a) Railway information system

- Buildacable line connected to the existing information system of the Thong Nhat railwaylineand the western railway line, including:fiberoptic cable (24cores;8cores); Copper cable (high frequency cable 4x4x1,2; HEYFLT23 cable 4x4x0,9 5x2x0,7); Local cable (5 pairs, 10 pairs, 20 pairs and 30 pairs) and accessories;

-STM-1 SDH transmitter, multiplexer,control branch exchange, audio-frequency telephone, magnetic telephone, automatic telephone, power supply cabinet, switchboard, groundingandlightning protectionsystems,accessories,etc.

b) Railway signaling system

- Build a temporary signaling system for the passenger station in the form of: color lights signals, push button control station, rotary switch, relay interlocking(RILK)and semi-automatic block equipment.

-Build a signaling system for thefreight stationin the form of: colour lights signals,electronicinterlocking (EILK), track circuit (axle counter), switch machineand semi-automatic blockequipment.

-Build a signaling system for theblock stations: colour lights signals, rotary switch, push button control stations and semi-automatic block system.

-Build a signaling system forthe freight car factory in the form of:rotary switchand position light signal installed on all switches.

-Build a signaling system for thelocomotivefactory in the form of: rotary switch and position light signalinstalled onall switches.

-Build a signaling system for theinfrastructure maintenance factory: rotary switch and position light signalinstalled onall switches.

- Install level crossing protection system with a flagman available according to applicable regulations.

- Install auxiliary systems such as signal transmission (electric cables), power supply, and grounding andlightning protectionsystems.

c) Exclusive-use telecommunications system

- Build a new exclusive-use telecommunications system in service of operation of dedicated areas located within Ngoc Hoi complex, including: local-area network (LAN), local telephone network connected to the existing national railway PABX switchboard telephone system, closed-circuit television system CCTV, cable television system CATV and auxiliary equipment.

9.3.4. Construction of power supply, electrification and lighting systems

a) Power supplyandelectricification systems

- Build a new 3.3 km ofunderground110 kV transmission linerunningfrom the pointconnected tothe nationalelectricalgrid,and 110 kVelectricalsubstation(newly added). The electrical substation includes 02110/25 kV - 44 MVAunits supplying traction power, 02110/22 kV - 16 MVAunits supplying manufacturing power to dedicated areas located within the complex and to the entire project.

-Builda new22/0.4 kV distribution line and0622/0.4 kVelectrical substations for 06 railway dedicated areas (urban train factory;locomotive factory, freight station; infrastructure maintenance factory; passenger car factory;passenger station).

-Build a new 25 kVoverheadpower linesupplying traction power withincomplex with a length of around7.4 km.

b) Lighting system

Build a new lighting system (newly added) for entire complex and lighting system for each dedicated area (except for the freight car factory and part of the northwestern goods yard).

9.3.5. Water supply and drainage system

a) Domestic and industrial water supply and distribution system

Build a newmain water supply system for entire complex and water drainage system for each dedicated area(except for the freight car factory and part of the northwestern goods yard), including:

-System for supplying water from Hanoi city with a capacity of around 1700m3per day and night, diameter D= 150 mm, lengthL = 1.1 km.

-Ring system for supplying domestic and industrial water; system for fighting fire with pipes that have diameterD25 ~ D225and are laid under sidewalk and curb. At railway crossings, pipes are laid inside the manhole.

b) Rainwater drainagesystem

Inside the complex

Build a new main waterdrainage systemfor entire complex andwater drainage system foreach dedicated area (except for the freight car factory and part of the northwestern goods yard), including:

-System of reinforced concretedual-cell boxculverts combined with water drainagesystem built forthe complex. Ngoc Hoiresidentialandindustrialareas are to replacethe existing drainage canal with BxH = 2x(3.5 x 2 m), L = 470 m.

-Main system ofreinforced concreteboxculverts combined with water drainagesystem built forthe complexwithBxH = (3.0 x 2.0 m), L = 5452 m.

-Branch culvert system, including: concrete covered ditches with B = 350 mm and 450 mm, L = 124.4 km; converging culverts with D600 mm and 1500 mm and L = 28.4 km

Outsidethe complex

Build a new water drainage system on roads, including:

- System of reinforced concrete dual-cell box culverts combined with water drainage system built for the complex and residential area. Ngoc Hoi industrial zone replaces the existing drainage canal with BxH = 2x(3.5 x 2 m), L =808m;BxH = 2x(3.0x 2.0 m), L = 139 m.

- System of reinforced concrete box culverts combined withBxH= 1.0 x 0.8 mand round culvert with D= 0.3 m ÷ 1.8 mandL = 3.9 kmdraining water into Ngoc Hoi canals and Om river.

-Improvement of Ngoc Hoi drainage canals and upgrade of Ngoc Hoi pumping station.

c)Wastewaterdrainageand treatmentsystem

Build a newwastewater drainage system for entire complex andwater drainage system foreach dedicated area (except for the freight car factory and part of the northwestern goods yard), including:

-uPVC Piping Systemwith diameterD75 ÷ D200, length L= 19.4 km;

-A displacement pump installed when the pipe is buried at a great depth. Industrial wastewater is forced into the pressure pipe leading into 02 wastewater treatment stations.

-01 southern wastewater treatment station with a capacity of450 m3per day and night, 01 northern wastewater treatment station with a capacity of 750 m3per day and night for treatment of both domestic and industrial wastewater.

9.3.6. Fire fighting system

a) Shared system built for the complex

Builda wall hydrant-type fire fighting system surroundingentire complex(exceptthe freight carfactory),including:

- 01 pumping station built for entire complex;

- Distance between fire hydrant risers: 150 m;

- Pipes laid under sidewalk and curb. At railway crossings, pipes are laid inside themanhole with a length of 8.9 km.

b) Systems built for buildings

Build fire fighting systems in buildings, which include:

-Automaticsprinkler system;

-Wall hydrant system;

-One (01) fire-fighting pumping station with 05 pumps installed;

-A piping system used for pumping water into fire fighting pipes.

9.3.7. Bridge, culvert, trench, technical trench, road and earth wall

a) Inside the complex: Build new bridges, roads and drainage culverts, including:

- Road bridge crossing over the northern pharynx of the complex (maintenance bridge) with L = 282 m, Bc = 8 m;

- Road system including 13 roads: I-01, I-01A, I-02, I-03, I-04, I- 05, I-06, I-08, I-09, I-10, I-11, I-12, I-13and branches of these roads withB = 5÷11 mand L = 13.2 km.

- Reinforced concrete trench system withBxH = 1.2x1.9 m;total length L= 992 m.

- Level crossing intersecting internal roads of the complex with total length L = 568 m.

-Mechanically stabilized earthwall surrounding the complex, with a height of between 1.09 m and 4 m and a total length L= 4,784 m.

b)Outsidethe complex: Buil new bridges, roads and drainage culverts, including:

-Road bridge crossing over the northern pharynx of the complex (Ngoc Hoi 1 bridge) with L =276m, Bc = 8-11m, replacing the northern level crossing;

-Road bridge crossing over thesouthernpharynx of the complex (Ngoc Hoi 2 bridge) with L = 471 m, B = 11.5-13 m,replacing thesouthernlevel crossing.

-Road systemincluding 08roads:from E-01to E-06, E-08, DT01 andbranches of these roads with B =4 - 40m and L =7.1km.

- Ngoc Hoi 1 reinforced concrete box culvert:BXH=2x3.5x2.5 m, L=57 malong the railway connecting the complex and the southern line; Ngoc Hoi 2 reinforced concrete box culvert:BXH=2x3.5x2.5 m, L=18.5malong the railway connecting the complex and western line.

9.3.8. Architectural structures (Ngoc Hoi passenger station)

Build a new Ngoc Hoi passenger station according to the architectural plan “Space station” with a construction area of24600 m2, 03floors and steel structure.

10.Construction site and scope:

Ngoc Hoi complex is under the Hanoi City Urban Railway Construction Project (Line 1), Phase I and located in Vinh Quynh, Ngoc Hoi, Lien Ninh communes, Thanh Tri district and Duyen Thai commune, Thuong Tin district, Hanoi City

To the North:KmN10+ 816(the southward line).

To theSouth:KmN14 + 710 (the southward line).

TotheWest:Km3 + 0.00 (thewestward line).

Note:The origin of the project (Km +0.00) is the center of the new Hanoi Railway Station; the northward line (Yen Vien) is expressed as KmB+; the southward line (Ngoc Hoi) is expressed as KmN+. The origin of Ngoc Hoi complex (Km +0.00) is the center of the new freight station for the westward line (Ngoc Hoi – Bac Hong).

11.Land area used for execution of the project

-The total land area used for execution of the project is about 162.6 hectares and is subject to initial registration, including:

+) Area of land expropriated for construction of the Ngoc Hoi complex and external infrastructures: 151.8 hectares;

+) Area of land used for construction of Ngoc Hoi and Lien Ninh relocation areas, Yen Kien cemetery: 9.53 hectares;

12.Adjusted investment

Total investment for adjustments to the project, Phase I is:VND19,046,638million.Where:

-Reciprocal capital of Vietnam: VND4,582,071million.

13.Source of funding and methods of funding

Loan: ODA granted by Japanese Government through the Japan International Cooperation Agency(JICA)for performance of the following tasks: Engineering design consultancy, consultancy on completion of engineering design, provision of assistance in bidding and construction supervision; construction; procurement of equipment; interest payment; provisions for unplanned work volume and inflation during provision of consultancy, execution of works and procurement of equipment.

Conditions for application for loan: apply special terms for economic partnership (STEP) of Japanese Government.

Domestic reciprocal capital: used for payment for land clearance and relocation; costs of project management; other costs and provisions for the reciprocal capital.

Methods of funding: combination of disbursement and on-lending according to regulations.

14.Financial mechanismapplied to the project

As per direction of the Prime Minster in the Document No.2152/VPCP-KTTHdated April 03, 2012 and guidance of the Prime Minister in the Document No.3155/BGTVT-KHDTdated April 24, 2014:

-For the railway infrastructure, the state budget shall disburse 100% ODA funds.

-For the items directly related to transport services, capital borrowed from the ODA funds shall be on-lent.

 (Specified in the Appendix 2 enclosed with this Decision)

15.Methods of execution of the project

Authority in charge:The Ministry of Transport.

Investor: The Ministry of Transport.

Methods of management of the project: The investor shall directly manage the project through the Railway Project Management Board - Representative of the investor.

Design shall be created in 3 steps: Basic design (created while making adjustments to the project); engineering design and construction drawing design. Selection of contractors for consultancy, construction, installation and supply of equipment: made according to applicable regulations of the Government and the donor s guidance.

16.Time for execution of the project:

- From 2017 to before 2024: Complete construction and put dedicated areas and works in service of relocation into operation, and national railway works.

-The construction of dedicated areas and works in service of urban railways located within the Ngoc Hoi complex shall conform to the execution of the Phase IIA project.

Article2. Implementation

According to the Assessment Report No.355/KHDTdated March 27, 2017 of the Department of Planning and Investment, the Railway Project Management Board shall organize the execution of the project according to applicable regulations. Difficulties that arise during execution of the project shall be promptly reported to the Ministry of Transport.

Article 3.The General Directors of Departments of Planning and Investment, Finance, Science and Technology, Environment, Traffic Infrastructure, Traffic Safety; General Directors of Departments of Transport Engineering Construction And Quality Management, Vietnam Railway; General Director of Vietnam Railways; General Director of Railway Project and heads of relevant authorities and units shall implement this Decision./.
