SUMMARY

The National Technology Innovation Program through 2030

The Prime Minister issues the Decision No. 118/QD-TTg on the promulgation of the National Technology Innovation Program through 2030 on January 25, 2021.

Specifically, the Program aims to by 2025, the number of enterprises implementing technology innovation will increase by an average of 15% per year; approximately 5,000 engineers, technicians and managers in enterprises will be trained in technology management, technology administration, and update of new technologies in 10 major and key fields through on-site and online forms.

By, 2030, 100% of enterprises that manufacture major products or key products will directly participate in the Program in order to form research and development organizations; there will be from 8 to 10 industries manufacturing major products or key products that own or create advanced technologies in value chains in order to manufacture products with high added value and market competitiveness.

In order to achieve the above-mentioned objectives, the Prime Minister requests to support centers for application of scientific and technological advances, and technology supply and demand connection points in activities such as technology transfer, connection of services, technical assistance in technology application, market connection and promotion of products resulted from technology application as well as seeking and connecting with domestic and foreign partners, improving the capacity to popularize and replicate successful application models, etc.

This Decision takes effect on the signing date.

DECISION

On the promulgation of the National Technology Innovation Program through 2030

THE PRIME MINISTER

 

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the Law on Technology Transfer dated June 19, 2017;

At the proposal of the Minister of Science and Technology,

 

DECIDES:

 

Article 1. To promulgate the National Technology Innovation Program through 2030 (hereinafter referred to as the Program) with the following principal contents:

I. OBJECTIVES OF THE PROGRAM

1. Overall objectives

To make the most favorable conditions for, and support enterprises to transfer, innovate and improve their technologies, thus creating high-quality products with high added value; to promote the transfer of technologies for agricultural development in rural and mountainous areas and regions with difficult and extremely difficult socio-economic conditions; to train scientific and technological human resources for technology transfer, innovation, and improvement.

2. Specific objectives

a) Objectives to be achieved in 2025

- The number of enterprises implementing technology innovation will increase by an average of 15% per year.

- 100% of enterprises that manufacture major products or key products will directly participate in the Program in order to form research and development organizations; there will be from 3 to 5 industries manufacturing major products or key products that own or create advanced technologies in value chains in order to manufacture products with high added value and market competitiveness.

- To promote labor productivity growth on the basis of technological innovation, especially in industries and fields of high added value, high export value and hi-tech use; enterprises directly participating in the Program will have their labor productivity at least 1.5 times higher than that without technological innovation.

- Approximately 5,000 engineers, technicians and managers in enterprises will be trained in technology management, technology administration, and update of new technologies in 10 major and key fields through on-site and online forms.

- To form in each economic region at least one typical model of technology transfer research and application that is suitable to the specific conditions of the localities in such region for replication.

b) Objectives to be achieved in 2030

- The number of enterprises implementing technology innovation will increase by an average of 20% per year.

- 100% of enterprises that manufacture major products or key products will directly participate in the Program in order to form research and development organizations; there will be from 8 to 10 industries manufacturing major products or key products that own or create advanced technologies in value chains in order to manufacture products with high added value and market competitiveness.

- Enterprises directly participating in the Program will have their labor productivity at least 2 times higher than that without technological innovation.

- Approximately 10,000 engineers, technicians and managers in enterprises will be trained in technology management, technology administration, and update of new technologies in 15 major and key fields through on-site and online forms.

- To form in each economic region at least two typical model of technology transfer research and application that is suitable to the specific conditions of the localities in such region for replication.

II. TASKS AND SOLUTIONS FOR IMPLEMENTATION

1. Completing legal institutions in order to promote technology innovation activities

a) Studying and proposing solutions for better mechanisms and policies in order to promote technology innovation in enterprises as well as promote the formation of research and development organizations in enterprises.

b) Developing a system of standards to evaluate the implementation of technological innovation and the competitiveness of enterprises: supplementing the statistical system and evaluation criteria for the technology innovation activities of enterprises.

2. Formulating and implementing a roadmap for improvement of national technology capacity

a) Developing and updating database on current status, technological qualifications and capacities in industries and fields based on the needs of socio-economic development and international economic integration.

b) Developing and updating database on new and advanced technologies and the contingent of technology experts in order to serve the enterprises to exploit, use and innovate technologies.

c) Developing national technology maps and technology innovation roadmaps for the fields manufacturing major products, key products, and national products; supporting the development and implementation of technology innovation roadmaps for organizations and enterprises; promoting technology transfer, evaluation, price appraisal, technology appraisal, science and technology market development.

d) Expanding the auto-connected consultancy network; organizing and supporting training on technology management, technology administration, and update of new technologies for enterprises, and for training facilities in order to conduct training courses for enterprises in need; making the most favorable conditions for, and supporting the implementation of on-site and online training and refresh forms for technicians and managers in enterprises.

dd) Promoting information and dissemination of information, raising awareness of the society, organizations, and enterprises towards technology innovation activities; implementing activities to honor and reward enterprises, organizations and individuals with achievements in technology innovation activities.

3. Researching, applying, and mastering advanced technologies in the production of major products and key products with high added value in the value chains and those that are highly competitive in the market.

a) Researching, applying, and mastering advanced technologies in order to support enterprises to improve the features and quality of their products, innovate their equipment, production lines, and technological processes for manufacturing major products or key products; considering assisting enterprises with the costs for transferring technologies, purchasing copyrights, designs, or software, hiring foreign experts, and training human resources.

b) Assisting enterprises in exploiting industrial property database for application in their production and business.

c) Making the most favorable conditions for, supporting, and promoting the cooperation between enterprises and agencies, organizations and individuals engaged in science and technology activities in order to seek, transfer, apply, master and decode new and advanced technologies and implement investment projects in technological innovation and infrastructure development in service of technology research, application and innovation.

d) Supporting the application of smart production-oriented administration, production, and business models for enterprises in manufacturing major products and key products.

4. Supporting small- and medium-sized enterprises to innovate their technologies

a) Receiving, transferring, researching, testing, and manufacturing, and applying new and advanced technologies; supporting training or hiring experts to design and manufacture new products, and change technological processes to create products with great consumption that will be dominate the domestic market.

b) Developing information systems in order to manage enterprise resources, exploit technological data and manage technology experts.

5. Promoting the support for technology innovation activities in rural, mountainous areas, and regions with difficult and extremely difficult socio-economic conditions

a) Applying advanced technologies and automating smart agricultural cultivation models in the fields of post-harvest technology and agricultural product processing; improving plant varieties and domestic animals with high yield, quality, and competitiveness against imported breeds; improving breeding technologies as well as large-scale cultivation, farming and disease control techniques.

b) Organizing investigation and survey of models that applying scientific and technical advances suitable to the characteristics of each region or area in order to develop master plans and networks of technological innovation models for each specific locality.

c) Supporting centers for application of scientific and technological advances, and technology supply and demand connection points in activities such as technology transfer, connection of services, technical assistance in technology application, market connection and promotion of products resulted from technology application as well as seeking and connecting with domestic and foreign partners, improving the capacity to popularize and replicate successful application models.

d) Supporting technology innovation in service of maintaining and developing the strengths of traditional trades and craft villages.

dd) Supporting enterprises operating in industries and trades eligible for investment incentives, and enterprises operating in localities eligible for investment incentives to receive technology transfer from science and technology organizations.

6. Increasing financial resources for implementing the Program

a) Diversifying investment capital sources for technology innovation; encouraging enterprises to set up science and technology development funds to invest in technological innovation; further attracting social resources to invest in technology innovation activities.

b) Promoting the public-private partnership mechanism and other forms of cooperation in science and technology activities; promoting the connectivity and cooperation between public science and technology institutions and enterprises in technology research, application, transfer and innovation.

7. Promoting international cooperation

a) Promoting the transfer of new and advanced technologies from developed countries, with priority given to hi-tech and environment-friendly projects with potential for widespread application in many domestic enterprises, contributing to assisting Vietnamese enterprises to participate in global value chains.

b) Encouraging, expanding, and diversifying forms and contents of international cooperation, promoting scientific and technological cooperation with countries and regions with priority given to the Program's contents; assisting Vietnamese enterprises to cooperate with foreign science and technology organizations, individuals, and enterprises in receiving, transferring, absorbing, and developing technologies as well as in participating in overseas technology and equipment exhibitions and fairs.

III. FUNDING FOR IMPLEMENTATION

1. Funding for implementing the Program shall be guaranteed from the following sources: The State budget (from recurrent expenditure and development investment expenditure of the State budget); the National Technology Innovation Fund; capital from organizations and enterprises; grants from domestic and foreign organizations and individuals; other lawful funding sources as specified by law provisions.

2. The management and use of funds derived from the State budget and other lawful capital sources for the implementation of the tasks specified in this Decision shall comply with the law provisions on the State budget and other relevant law provisions.

IV. ORGANIZATION OF IMPLEMENTATION

1. The Steering Committee of the Program

The Program is placed under the direction and coordination of the Steering Committee for National Science and Technology Programs.

The Management Board of the Program shall be established under the decision of the Minister of Science and Technology in order to provide consultancy on the implementation of the Program's activities.

2. Responsibilities of ministries, ministerial-level agencies, Government-attached agencies and People's Committees of provinces and municipalities

a) The Ministry of Science and Technology shall:

- Assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies, Government-attached agencies and People's Committees of provinces and municipalities in elaborating and implementing the tasks provided in the Program; assume the prime responsibility for elaborating annual plans and funds for implementing the Program.

- Organize the management and implementation of the Program in accordance with the current regulations on the task and finance management applicable to national science and technology programs; within their competence and responsibilities to amend and supplement regulations on the management of the Program in case of necessity.

- Review, assess, and decide, within their authority and in accordance with relevant law provisions, on the extension of specific tasks that have been approved, are being implemented, or are requested to be continued or extended in the 2021 - 2030 period.

- Based on the socio-economic development, submit to the Prime Minister the contents to be updated and adjusted; review and incorporate the contents of the Program with other national science and technology programs to increase the efficiency and support each other.

- Guide, inspect and annually summarize the results of implementation and make reports to the Prime Minister. Organize a preliminary review of the Program in 2025 and summarize the Program in 2030.

- Assume the prime responsibility for, and coordinate with ministries, agencies, associations, and enterprises in disseminating information, raising awareness of the society, organizations, and enterprises on technology innovation activities; honoring and rewarding enterprises, organizations, and individuals with achievements in technology innovation which bring about socio-economic efficiency and improve the competitiveness of products and goods manufactured in Vietnam in the global value chains.

b) The Ministry of Finance shall:

- Balance and allocate funds from the State budget capital sources for the implementation of the Program in accordance with law provisions.

- Assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in reviewing and supplementing a financial management mechanism to implement the Program in case of necessity.

c) Ministries, ministerial-level agencies, Government-attached agencies, and People's Committees of provinces and municipalities shall:

- Assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in building and organizing the implementation of scientific and technological tasks within their management competence as well as within the Program’s contents.

- Annually review and evaluate the results and effectiveness of the assigned tasks, before November 30 each year, and send reports to the Ministry of Science and Technology to summarize and report to the Prime Minister.

d) The Vietnam Chamber of Commerce and Industry, the Vietnam Association of Small and Medium Enterprises, the Vietnam Cooperative Alliance as well as the central and local business associations shall be responsible for:

- Assuming the prime responsibility for, and coordinating with the Ministry of Science and Technology, relevant ministries, agencies, and local authorities in mobilizing and introducing enterprises to participate in the Program.

- Coordinating with ministries, agencies, and local authorities to organize dissemination drives on technology innovation for enterprises; participating in the consideration and selection of collectives and individuals with achievements in technology innovation activities to be honored and awarded.

Article 2. Effect

This Decision takes effect from the date of its signing.

Article 3. Responsibilities for implementation

Ministers, Heads of ministerial agencies, Heads of Government-attached agencies, Chairpersons of the People's Committees of municipalities and provinces, and relevant organizations and individuals shall be responsible for implementing this Decision.
