DECISION
APPROVING THE OVERALL PLANNING ON SOCIO-ECONOMIC DEVELOPMENT OF YEN BAI PROVINCE IN THE 2006-2020 PERIOD
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the People's Committee of Yen Bai province in Report No. 240/TTr-UBND of February 24, 2006, and of the Ministry of Planning and Investment in Official Letter No. 2470/BKH-TD&GSDT of April 11, 2006, approving the overall planning on socio-economic development of Yen Bai province in the 2006-2020 period,
DECIDES:
Article 1.- To approve the overall planning on socio-economic development of Yen Bai province in the 2006-2020 period with the following major contents:
1. Development viewpoints:
- The overall planning on socio-economic development of Yen Bai province in the 2006-2020 period must be based on the following viewpoints:
- It must be placed in its organic relations with the socio-economic development of the northeastern region and the northern mountainous region.
- It ensures the objectives of fast and sustainable economic growth; economic growth must be associated with the objective of hunger elimination and poverty reduction and with social development. Production development must be associated with outlets, creating breakthroughs in order to speed up the economic development and step by step overcome the danger of being lagged behind other regions in the whole country.
- It is considered and calculated in the context when the country is actively and expeditiously integrating into the world economy.
- It must be associated with ecological environment protection in order to ensure sustainable and long-term development.
- The province's potentials, strong points and advantages must be brought into full play.
- The socio-economic development must be closely combined with the maintenance of security, social order and safety.
2. Major development objectives:
a/ Overall objectives:
To continue maintaining the fast and sustainable economic growth rate, creating the qualitative improvement in socio-economic development process. To strive for Yen Bai province to become an industrial province and one of the development centers of the northern mountainous region. To step up the economic and labor restructuring along the direction of industrialization and modernization with agriculture, forestry-industry, construction-service structure. To step by step raise the efficiency and competiveness of the economy. To step up the application of scientific advances and raise the technological level in production branches. To raise the quality of education and training as well as the quality of human resources. To efficiently tap the external economic relations. To build convenient infrastructure systems, meeting the requirements of socio-economic development. To constantly raise the material and spiritual life of people. To continue with hunger elimination and poverty reduction, creating jobs for laborers. To maintain political stability and social order and safety.
b/ Specific objectives:
- To achieve the average annual economic growth rate of 12% in the 2006-2010 period; 12.5% in the 2011-2015 period; and 13% in the 2016-2020 period.
- The economic structure: agriculture, forestry, fisheries-industry, construction-service shall be 27% - 38% - 35% by 2010; 20% - 44% - 36% by 2015; and 17% - 46% - 37% by 2020.
- The average per-capita income: VND 9.2 million by 2010; VND 17.5 million by 2015 and VND 34 million by 2020.
- The export turnover to reach USD 25 million by 2010, which shall rise to USD 35 million by 2015 and USD 50 million by 2020.
- The natural population growth rate shall reduce to 1.186% by 2010; 1.086% by 2015 and 1% by 2020.
- To strive to reduce the average annual poverty rate by 4%, to 15% by 2010.
- To complete the universalization of lower secondary education by 2007, then step by step carry out the universalization of higher secondary education.
- To reduce the rate of malnourished under-five children to 22% by 2010; 19% by 2015 and 16% by 2020.
3. Branch and domain development
a/ Agriculture, forestry:
- To comprehenstively develop agriculture and forestry, to continue forming concentrated specialized crop zones, supplying raw materials for processing industry.
- To build and upgrade the systems of agricultural and rural infrastructures, step by step formulating a modern and civilized countryside.
- To increase the number of crops from one to two on two-thirds of the cultivated land area, and from two to three on 20% of the cultivated land area.
- To build up agricultural-forestry production model yielding a value of VND 35-40 million/ha in the 2006-2010 period and VND 50 million/ha in the 2011-2015 period. To strive to ensure food security, stably ensuring the per-head food ration of 300 kg/year from 2020 on.
- To strongly develop husbandry into a breakthrough in agricultural development in order to quickly raise the husbandry proportion.
- To bring into full play the advantage of forestry development, to continue with forestation, raising the forest coverage to 58% by 2010 and stably to over 62% from 2015 on.
- To make full use of water surface for aquacultural development, striving to achieve the aquatic product output of 7,500 tons by 2010 and over 10,000 tons by 2015.
b/ Industry, cottage industry and handicraft:
- To continue concentrating on development of industries with advantages in raw material sources such as mineral exploitation and processing (iron and steel production, lime processing, cement, electricity and building materials production, agricultural and forest product processing, etc.
- To attach importance to the development of industries turning out consumer goods and exports such as tea, home wood furniture, civil-use porcelain, stone grain, stone powder.
- To develop a number of new industries: industrial paint production, fibre plywood, kraft paper, fruit processing.
- To develop processing industry and rural cottage industries and handicraft, traditional craft villages and new branches and crafts: agricultural and forest product processing, small mechanical engineering, wool textile, production of fine-art handicraft articles.
- The industrial production value shall reach VND 2,900 billion by 2010; VND 6,500 billion by 2015 and VND 14,000 billion by 2020. The proportion of processing industry shall reach 76% by 2010, 77% by 2015 and 78% by 2020.
- To develop industrial parks and clusters: the southern industrial park and the industrial clusters of Van Chan, Van Yen, Luc Yen; the industrial and handicraft cluster of Dam Hong; the industrial and traditional craft village clusters in districts, Nghia Lo provincial town, Yen Bai city and in communes, providing adequate production grounds for enterprises, households engaged in cottage industry and handicraft production.
c/ Services:
- The total retail and social service revenue shall reach about VND 2,700 billion by 2010; VND 5,300 billion by 2015 and around VND 11,000 billion by 2020.
- By 2015 to develop Thac Ba Reservoir into a topical eco-tourist resort in the Hanoi-Hai Phong-Lao Cai-Van Nam national tourist route. It is expected to receive 350,000 tourists by 2010; 500,000 tourists by 2015; and 800,000 tourists by 2020 to Yen Bai.
- The total local budget revenue shall reach over VND 600 billion by 2010; VND 1,500 billion by 2015 and VND 3,500 billion by 2020.
- To raise the quality of post and telecommunication services, to step up the development of information technology. By 2010, 70% of the enterprises shall manage and run their activities with information technology; to raise the percentage of internet users and lay the optical cables in all districts and concentrated population quarters. By 2010, the average telephone density shall reach 10 sets/100 people; telephones shall be installed at offices of 100% of commune People's Committees and Party Committees; 100% of communes shall have daily papers in the day.
d/ Management and renewal of enterprises:
To continue reorganizing, renewing and developing enterprises in the province. By 2010, production and business enterprises shall complete their production reorganization along the direction of ownership conversion and equitization when conditions permit, excluding a number of important enterprises which the State needs to hold. To clearly define the powers and responsibilities in performing the role of owners, abolish the state subsidies and promote the enterprises' rights to autonomy and self-responsibility in order to raise their production and business efficiency. To develop various types of production and business enterprises in the province.
e/ Social development:
- To reduce the natural population growth rate to 1.186% by 2010; 1.086% by 2015 and to 1% by 2020.
- To annually create jobs for about 16,000-17,000 laborers and provide job training for about 7,000 laborers. To raise the percentage of trained laborers to 30% by 2010, 35% by 2015 and 40% by 2020.
- The number of medical doctors per 10,000 inhabitants is expected to reach 7 by 2010; 7.5 by 2015 and 8 by 2020. The percentage of communes and wards staffed with medical doctors shall reach 80% by 2010, 94% by 2015 and 100% by 2020.
- By 2010, 100% of communes and wards shall have preschools, the percentage of 5-year-old children going to preschools shall reach 97.5%, the percentages of children going to primary schools shall reach 97.5%, to lower secondary schools, 88%, and to higher secondary schools, 45%,
- The percentage of communes and wards having cultured villages shall reach 100% by 2010; the percentage of cultured families shall reach 85% by 2010; 90% by 2015 and 95% by 2020; the percentage of public offices and units reaching the cultural standards shall reach 94% by 2010, 97% by 2015 and 100% by 2020, 97% by 2015 and 100% by 2020. To raise the percentage of regular physical exercise practicing people and sport players to 26% by 2010, 30% by 2015 and 35% by 2020.
f/ Science, technology and environment:
- To step up the renewal and raise the level of technologies in production branches. To invest in modern and advanced technologies suitable to production and daily-life requirements; to prevent and strictly handle cases of importing and using environment-polluting technologies.
- To associate socio-economic development with eco-environment protection, achieving the objectives of sustainable development. To strive for the objective that by 2010 all newly-built production establishments shall apply measures to treat wastewater, garbage, discharged gases for environmental protection; and hospitals, industrial parks, urban and rural centers shall all have water drainage and wastewater treatment systems up to the prescribed standards.
g/ National defense and security:
Economic development must always be associated with defense and security consolidation with a view to consolidating the entire-people defense posture and the people security posture. To ensure security, social order and safety, to prevent and combat social evils, to reduce traffic accidents. To continue building an economically prosperous and defense-strong Yen Bai province to be a firm defensive region.
4. Infrastructure development:
a/ Communications:
- National highways: By 2010, to upgrade all national highways; restore and renovate national highway 70; to complete national highway 32, second stage (Nghia Lo-Vach Kim). To build Hanoi-Lao Cai expressway within the Con Minh-Lao Cai-Hanoi- Haiphong economic corridor. From 2011 on, to continue upgrading national highways, a number of important sections of highways 37 and 32 into four-lane roads.
- Provincial roads: By 2010, to upgrade the existing roads and to asphalt 100% roads; to build a number of roads so as to increase the total number of provincial roads to 19 with the total length of 675 km. To study the construction of Trai Hut bridge spanning the Red River and a number of other bridges also spanning the Red River at Yen Bai city and Tran Yen district. From 2011 on, to upgrade a number of important provincial roads and build a number of others in necessary regions.
- Urban roads: By 2010, to complete routes under the planning on Yen Bai city, Nghia Lo district town and other urban centers. By 2020, to complete the urban road system in combination with the urban infrastructure system.
- Rural communications: By 2010, to solidify 95% of the road surfaces; make 90% of the roads accessible in all four seasons; to solidify 50% of the bridges, sluice gates, water drainage facilities. From 2011 on, to upgrade district, inter-commune roads and solidify all road surfaces and water drainage works.
- Railways: By 2010, to upgrade a number of sections from Van Phu station to Pho Lu station in order to ensure train operation safety; to build the railway section from Van Phu station to Huong Ly port on the Thai Nguyen-Tuyen Quang-Yen Bai route. To upgrade the existing railway stations and build new key ones by 2020; to modernize the communications and signal systems, to build Yen Bai station at Tuy Loc commune. To build synchronized and modern railways in compatibility with the overall planning on development of Vietnam railways, which has been already approved by the Prime Minister.
- The inland waterways: By 2010, to build Thac Ba reservoir, Mau A and Van Phu ports. By 2011, to upgrade the entire Red River route for inland waterway means of transport to travel with convenience.
b/ Power supply system:
- To complete the works: the 110 KV power transmission lines and 110/35/22 KV transformer station at Nghia Lo provincial town; the 220 KV Viet Tri-Yen Bai transmission line and the Yen Bai 220/110/35 KV transformer station. To build the new works: Khanh Hoa-Luc Yen 110/35 KV transmission line; Tan Nguyen-Mau A 110 KV transmission line and Mau A 110/35/22 KV transformer station; Yen Bai-Tuyen Quang 220 KV transmission line; Yen Bai-Lao Cai 220 KV transmission line.
- To complete the hydro-electric power projects of Nam Dong 3 and 4 and of Van Chan. To build new hydro-electric power work of Bon reservoir, Tram Tau, Ngoi Hut, Vuc Tuan, Khao Mang. To survey and formulate investment projects on construction of new hydro-electric power stations of Thac Ca, Nam Kim, Pa Hu, Nam Tang, Ngoi Hut 2 and 3. At the same time to build the system of mini- and extra-mini- hydroelectric power works.
- From 2010 on, 100% of the communes shall be supplied with electricity from the national grid.
c/ The communications and information system:
By 2010, all nine districts and towns shall be covered by mobi-phone waves. The switchboard capacity shall reach over 100,000 numbers and the use capacity shall reach 70-80%. To annually install 8,000-10,000 new telephone sets on average. By 2010, the post offices shall total 43.
d/ Irrigation, water supply systems:
- Irrigation: To upgrade and build anew 485 major works, with 252 works in the 2006-2010 period and 233 works in the 2011-2015 period. By 2015, there will be 977 irrigation works for irrigating over 90% of the two-crop fields.
- Urban daily-life water: In the 2006-2010 period: To complete the construction of Yen Binh water plant (Yen Bai), Nghia Lo water plant; to renovate Co Phuc water plant; to expand Mau A water plant; to build new water plants in the district towns of Tram Tau and Mu Cang Chai. In the 2011-2020 period: To expand the water plants in Van Yen and Van Chan industrial clusters.
- Rural daily-life water: To strive to achieve the objective that 85% of the communes by 2015 and 96% of the rural population by 2020 shall have access to clean water. From now to 2015, to build 119 water supply works, with 30 works in the 2006-2010 period and 89 works in the 2011-2015 period.
e/ Material foundations of the education and training sector:
It is expected that there will be 644 schools by 2010, which will rise to 686 by 2015 and 721 by 2020. Of the figure, 35 preschools, 79 primary schools, 63 lower secondary schools and 28 higher secondary schools shall reach national standards by 2020.
In the 2006-2015 period, to build a private university; to upgrade and merge a number of secondary vocational schools into colleges of economics and techniques, arts and culture, healthcare. To additionally build 5 general technical guidance and vocational training centers by 2010 and stably maintain the figures at 10 centers by 2020.
f/ Material foundations of the healthcare sector:
In the 2006-2010 period, to additionally build 3 medical establishments (including a high-quality medical examination and treatment center), and by 2015 to additionally build 7 regional general consultation rooms. The number of hospital beds per 10,000 inhabitants shall reach 37.56 by 2010, 38.45 beds by 2015 and 39.1 beds by 2020. The number of communes and wards reaching the national healthcare standards shall be 126 by 2010, 155 by 2015 and 180 by 2020.
g/ Material foundations of the culture and sport sector:
By 2010, at the provincial level, there will be a sport facility up to the standards for national competitions; at the district level, there will be stadiums, swimming pools and tennis courts; 70% of the communes and wards shall have sport centers and entertainment spots; 80% of the schools shall have grounds for sport training.
To step by step make investment so as to have adequate cultural institutions. The districts and townships shall have multi-purpose cultural houses and independent libraries by 2010, and museums (or traditional houses), bookstores by 2020.
5. Development of spatial territory:
a/ Development of economic zones:
- The eastern economic zone embracing Yen Bai city shall be the development nuclei of the region and the districts of Yen Binh, Luc Yen, Tran Yen, Van Yen. To concentrate on developing food crops, tea, cinnamon, fruit trees, on husbandry, fisheries, planting of raw materials forests, protective forests, agricultural, forest, mineral processing industries, services and tourism.
- The western economic zone embracing Nghia Lo provincial town shall be the development nuclei of the region and the districts of Van Chan, Tram Tau and Mu Cang Chai. To concentrate on developing food crops, protective forests, Shan tea, fruit trees, pharmaceutical plants, cattle raising, agricultural, forest and mineral processing industries, services and tourism.
b/ Urban development:
- Yen Bai city shall be built under the grade II- city standards, with 5 functional quarters: industrial quarter, commercial quarter, tourist quarter, administrative quarter, culture-sport-healthcare-education quarter.
- To invest in upgrading Nghia Lo provincial town to grade III-city standards.
- To invest in developing Yen Binh district town up to the grade IV- city standards, linking to the southern industrial zone.
- To invest in upgrading Mau A district town (Van Yen district) into a provincial town of grade IV-city standards.
- To invest in developing a number of new district towns: Khanh Hoa (Luc Yen district) and Au Lau (Tran Yen district).
- To build 40 commune cluster centers at concentrated population spots in association with the development of townships.
6. A number of major solutions to implementation of the planning:
a/ On investment:
- The total development investment capital shall be VND 13,000 billion for the 2006-2010 period, VND 21,000 billion for the 2011-2015 period and VND 42,000 billion in the 2016-2020 period.
- To concentrate on building systems of infrastructures, particularly infrastructures of quarters and industrial clusters, creating conveniences for production and business activities of investors. To continue improving policies on attraction of investment.
- To step up external economic activities, to formulate a number of mechanisms and specific policies to attract foreign investment. To study the simplification of procedures of permit granting, project approval and work out investment preference policies.
- To intensify joint venture and association with other provinces, big cities, industrial parks, export processing zones throughout the country for mutual cooperation and development.
- To encourage all economic sectors to set up production and business enterprises of different types in domains not banned by law. To abolish subsidies for state enterprises, create conditions for all economic sectors to develop.
b/ On human resources:
- To raise the quality of human resources in order to redress the shortage of skilled labor. To step up the vocational training, to encourage all economic sectors to participate in job training and job recommendation and/or labor export service activities according to regulations. To work out measures for close supervision of activities of labor export enterprises and organizations.
- To formulate regimes and preferential policies to attract talents and highly professional laborers to work for a long term in Yen Bai in service of socio-economic development of the province.
c/ On science, technology and environment:
- To work out policies to encourage enterprises to apply scientific advances and renew technologies. To encourage enterprises to use clean technologies, biotechnology.
- The formulation of socio-economic development planning and plans must be associated with the protection of natural resources and ecological environment in order to achieve the objective of sustainable development. In the annual allocation of state budget capital, priority should be given to investment in treatment of wastes, garbage of public works, urban centers and rural areas, particularly the hospital waste treatment system, garbage treatment plants of Yen Bai city, Nghia Lo provincial town and the water drainage and waste water treatment systems of urban centers.
d/ On the markets:
- To consolidate and further expand the domestic and foreign markets, attaching importance to the development of markets in rural and highland regions as well as areas meeting with exceptional difficulties in order to accelerate goods exchange and product consumption for people and to boost production development.
- To develop in a coordinated manner markets of different types with a view to creating a fair competition environment for investors. To step by step formulate the real estate market, the labor market, the science and technology market in suitability with the requirements of international economic integration.
e/ Organization of implementation:
Based on the approved overall planning on socio-economic development, branches and levels shall formulate their respective plannings, five-year and annual plans in compatibility with the development orientations of the province. To widely publicize the planning for enterprises to select forms of business and investment. To clearly define responsibilities for implementation of the planning and inspect and supervise the implementation of the planning.
Article 2.- The approved planning is a "framework" document with major development objectives, orientations and directions, mechanisms, policies and implementation solutions and serves as a basis for formulation, submission for approval and implementation of specialized plannings (construction planning, land use planning and plan and other specialized plannings), investment projects in the province according to regulations.
Article 3.- To assign the People's Committee of Yen Bai province, based on the province's socio-economic development objectives, tasks and orientations stated in the approved planning report, to formulate, submit for approval and organize the implementation according to regulations, the following:
- The planning on development of the system of urban centers and population spots, the general construction planning, the land use planning and plan, the plannings on development of branches, domains in order to ensure the overall and comprehensive development.
- A number of mechanisms and policies suitable to the development requirements of the province in each period so as to attract and mobilize various resources for implementation of the planning.
Article 4.- Concerned ministries and branches shall, within the ambit of their respective functions, tasks and powers, have to support the People's Committee of Yen Bai province to study and formulate the above-said planning; to study and formulate and submit to competent state bodies for promulgation a number of mechanisms and policies suitable to the province's socio-economic development requirements in each period with a view to mobilizing and efficiently using resources, encouraging and attracting investment' in order to well achieve the province's socio-economic development objectives, tasks and orientations stated in the planning report. To step up investment in, and implementation of, works and projects of regional scale and nature, which are important for the province's development and have already been decided for investment. To consider and adjust, supplement branch development plannings, plans on investment in relevant works and projects stated in the planning report.
Article 5.- This Decision takes effect 15 days after its publication in "CONG BAO."
Article 6.- The president of the People's Committee of Yen Bai province, ministers, heads of ministerial-level agencies, heads of Government-attached agencies, and presidents of People's Committees provinces or centrally run cities shall have to implement this Decision.

* Note: The positions, land area-occupying sizes and total investments of the projects mentioned above shall be calculated, selected and specifically determined in the stage of formation and submission for approval of investment projects, depending on investment capital demands, balancing capability and mobilization of each period.
