RESOLUTION
On adjustment of the 2016-2020 medium-term investment plan involving foreign funding sources for projects already included in the medium-term public investment plan[1]
THE NATIONAL ASSEMBLY STANDING COMMITTEE
Pursuant to the Constitution of the Socialist Republic of Vietnam;
Pursuant to Law No. 49/2014/QH13 on Public Investment;
Pursuant to Law No. 83/2015/QH13 on the State Budget;
Pursuant to the National Assembly’s Resolution No. 26/2016/QH14;
Pursuant to the National Assembly’s Resolution No. 71/2018/QH14;
After considering the Government’s Report No. 180/TTr-CP of May 8, 2019; and the National Assembly Committee on Financial and Budgetary Affairs’ Verification Report No. 1515/BC-UBTCNS14 of May 10, 2019, on adjustment of the 2016-2020 medium-term investment plan involving foreign funding sources for projects already included in the medium-term public investment plan,
RESOLVES:
Article 1
To reduce VND 3,797,054 million of projects for which it is impossible to fully disburse funds in the planning period for addition to the foreign funding sources’ contingency amount for the 2016-2020 period, as provided in Appendix I to this Resolution.
To transfer VND 56,236 million included in the investment plan involving foreign funding sources which is scheduled to be allocated to projects under the Target Program for Climate Change Response and Green Growth to the contingency amount in the 2016-2020 medium-term public investment plan involving foreign funding sources, as provided in Appendix II to this Resolution.
Article 2
To allow the use of the foreign funding sources’ contingency amount of VND 19,819,500 million as an addition to the medium-term public investment plan involving foreign funding sources for transitional projects which are included in the 2016-2020 the medium-term public investment plan involving foreign funding sources but still lack funds, as provided in Appendix III to this Resolution, including:
VND 15,966,210 million from the remaining contingency amount of foreign funding sources in the 2016-2020 medium-term public investment plan;
VND 3,853,290 million from the funding sources prescribed in Article 1 of this Resolution.
Article 3
To assign the Government to direct related ministries, central agencies and localities to expeditiously organize the implementation and management of funds in accordance with law to ensure proper use and high efficiency.
Article 4
The Committee on Financial and Budgetary Affairs, Ethnic Council and other Committees of the National Assembly, delegations of National Assembly deputies, National Assembly deputies, People’s Councils at all levels, the State Audit Office of Vietnam, and Government Inspectorate shall, within the ambit of their tasks and powers prescribed by law, oversee, audit or inspect the implementation of this Resolution.-
