DECISION

Amendments to Standard TCXDVN 323 : 2004 attached to the Minister of Construction's Decision No. 26/2004/QD-BXD dated November 2, 2004

THE MINISTER OF CONSTRUCTION

 

- Pursuant to the Government’s Decree No. 36/2003/ND-CP dated April 4, 2003, defining the functions, tasks, powers and organizational structure of the Ministry of Construction;

- At requests of the Director of the Science and Technology Department;

 

DECIDES

 

Article 1. To amend a number of provisions of Standard TCXDVN 323 : 2004 - High Rise Apartment Building - Design Standard, attached to the Minister of Construction's Decision No. 26/2004/QD-BXD dated November 2, 2004. (Appendix attached herewith).

Article 2. This Decision takes effect after 15 days from the date of publication in “CONG BAO” (Official Gazette).

Article 3. Chief of the Ministry Office, Director of the Science and Technology Department, and heads of relevant agencies shall implement this Decision./.

APPENDIX

Amendments to Standard TCXDVN 323 : 2004 attached to the Minister of Construction's Decision No. 26/2004/QD-BXD dated November 2, 2004

(Attached to the Minister of Construction's Decision No. 21/2006/QD-BXD dated June 19, 2006)

 

1. Section 5.3 - Construction density and land use coefficient, is amended as follows:

In new urban areas with high-rise apartment building, it is necessary to ensure that the construction density does not exceed 40% and the land use coefficient does not exceed 5.0.

In other cases, detailed master plans approved by competent authorities shall be applied.

2. In Section 5. 8 - The distance of opposite sides of two high-rise apartment buildings, illustrations 1c and 1d are removed and the following content is added:

          - In case the opposite sides of two high-rise apartment buildings are not open, the distance is not less than 10.0 m.

   - The distance between high-rise apartment building and adjacent buildings with less than 9 floors must comply with the detailed construction master plans of the area approved by competent authorities.

3. In Section 6.2.4.12 - Room height, the following content is added as follows:

 For high-end high-rise apartment building projects that ensure thermal comfort, sound insulation and safety requirements, the clear height of the rooms can be lower but must not be less than 2.7m.

4. In Section 6.2.5.2 - Elevators, subsection 6.2.5.2.1 and subsection 6.2.5.2.3 are amended as follows: 

The number, load, and speed of elevators in high-rise buildings shall be calculated in accordance with the needs of each specific building and the number of apartments in a unit. In particular, there must be at least 01 specialized elevator or equivalent with a size to ensure the need to rescue people by stretcher when necessary.

Elevator speed must be greater than 1.5 m/s.
