CIRCULAR

On the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for the bachelor’s, master’s, doctoral degrees

 

Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for the bachelor’s, master’s, and doctoral degrees, which took effect from April 15, 2018, and was amended and supplemented by:

1. Circular No. 01/2019/TT-BGDDT dated February 25, 2019 of the Minister of Education and Training, which took effect from April 12, 2019, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for the bachelor’s, master’s, and doctoral degrees.

2. Circular No. 07/2020/TT-BGDDT dated March 20, 2020 of the Minister of Education and Training, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines;  for the bachelor’s, master’s, and doctoral degrees, which was amended and supplemented in Circular No. 01/2019/TT-BGDDT dated February 28, 2019 of the Minister of Education and Training.

Pursuant to the Law on Education dated June 14, 2005 and the Law dated November 25, 2009 amending and supplementing a number of articles of the Law on Education;

Pursuant to the Law on Higher Education dated June 18, 2012;

Pursuant to Decree No. 69/2017/ND-CP dated May 25, 2017 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 141/2013/ND-CP dated October 24, 2013 of the Government detailing and guiding the implementation of a number of articles of the Law on Higher Education;

Pursuant to the Decision No. 70/2014/QD-TTg dated December 10, 2014 of Prime Minister on the promulgation of the University Charter;

At the proposal of the Director-General of the Higher Education Department,

The Minister of Education and Training promulgates a Circular stipulating the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for the bachelor’s, master’s, and doctoral degrees[1].

 

Article 1. Scope of regulation and subjects of application[2]

1. This Circular stipulates the determination of enrollment quotas for college-level students in Early Childhood Education; for the bachelor’s, master’s, and doctoral degrees.

2. This Circular applies to multidisciplinary universities, academies and specialized universities[1]; scientific research institutes authorized to provide doctoral training; junior colleges that are allowed to provide training in Early Childhood Education (hereinafter referred to as educational institutions); relevant organizations and individuals.

Article 2. Objectives

1. To allow educational institutions to base themselves on the conditions for ensuring training quality and the labor demand for socio-economic development to autonomously operate and take accountability for their determination and implementation of the annual enrollment quotas.

2. To publicize the conditions for ensuring training quality, the grounds to determine the enrollment quotas as well as the percentage of students having jobs after graduation of the educational institutions for the State management agencies to inspect and examine and the society to supervise the implementation thereof, and for the learners to select suitable educational institutions to enroll.

Article 3. Academic disciplines and discipline groups

1.[3] Disciplines referred to in the determination of enrollment quotas mean the disciplines specified in the level-4 Classification of Education and Training in accordance with the current regulations of the Ministry of Education and Training.

2. A discipline group means the aggregate of level-2 academic discipline(s) mentioned in the Classification of Education used in the national education system, which was promulgated by the Prime Minister. The classification of disciplines shall comply with the provisions of Appendix II to this Circular.

3.[4] Tourism and Hospitality disciplines that are eligible for the university-prioritized training mechanism include Tourism (code no. 7810101); Tourism and travel administration (code no. 7810103); Hospitality administration (code no. 7810201); Restaurant administration and Food-and-Beverage services  (code no. 7810202) and other Tourism and Hospitality disciplines which are not mentioned in the current level-4 Classification of Education and Training at the University Level, in order to meet the demand for tourism human resources.

4.[5] Computing and Information Technology disciplines that are eligible for the university-prioritized training mechanism include Computer Science (code no. 7480101); Computer networks and data communications (code no. 7480102); Software engineering (code no. 7480103); Computer engineering (code no. 7480106); Information systems (code no. 7480104); Management information systems (code no. 7340405); Computer engineering technology (code no. 7480108); Information technology (code no. 7480201); Information security (code no. 7480202); and other Computing and Information Technology disciplines which are not mentioned in the current level-4 Classification of Education and Training at the University Level, in order to meet the demand for information technology human resources.

Article 4. Permanent lecturers and visiting lecturers [6]

1. Permanent lecturers referred to in the determination of enrollment quotas mean as follows:

a) Permanent lecturers of public educational institutions mean the public employees who are recruited, employed and managed according to the law provisions on public employees, or the higher education institutions’ employees who satisfy the requirements prescribed in Clause 2, Article 32 of the Law on Higher Education (promulgated in 2012, amended and supplemented in 2018, hereinafter referred to as the Law on Higher Education) and are recruited, employed and managed according to the provisions of Point a, Clause 2, Article 13 of Decree No. 99/2019/ND-CP dated December 30, 2019 detailing and guiding the implementation of a number of articles of the Law amending and supplementing a number of articles of the Law on Higher Education.

b) Permanent lecturers of private educational institutions are the employees who sign labor contracts with a term of 3 years or more, or an indefinite term, under the Labor Code, and are not civil servants or public employees; the salaries and other payments thereof are paid by the educational institutions in accordance with the current regulations on benefits and policies for employees.    

c) A lecturer shall be considered a permanent lecturer when he/she is not working under any labor contract with a term of 3 months or more with another employer.

2. Visiting lecturers referred to in the determination of enrollment quotas mean those who hold master’s or higher degrees, other than those teaching prioritized disciplines, and have signed visiting lecturer contracts in accordance with regulations on visiting lecturers of educational institutions and other relevant current regulations; the salaries and remunerations thereof are paid by the educational institutions under the visiting lecturer contracts; unless otherwise provided for visiting lecturers teaching training courses to meet the demand for human resources in Tourism/Information Technology.

3. Converted permanent and visiting lecturers referred to in the determination of enrollment quotas means lecturers of an educational institution with different academic titles or qualifications, converted by the following coefficients:

a) For the discipline group of arts, lecturers who are People's Artists with bachelor’s degrees in the same discipline as the discipline they are teaching shall be considered equal to lecturers with doctoral degrees; Lecturers who are Meritorious Artists with bachelor’s degrees in the same discipline as the discipline they are teaching shall be considered equal to lecturers with master's degrees.

b) For the health discipline group, lecturers with level-2 specialist degrees in the majors of the discipline they are teaching shall be considered equal to lecturers with doctoral degrees; Lecturers with resident doctor degrees or level-1 specialist degrees the discipline they are teaching shall be considered equal to lecturers with master's degrees.

4. Educational institutions that apply the university-prioritized training mechanism in Tourism and Hospitality disciplines may sign visiting lecturer contracts with experts, technicians, and managers (hereinafter referred to as experts) in training tourism human resources. Such experts must hold master's or higher degrees in disciplines in the same or similar discipline to the discipline they teach, or graduate from universities in the same or similar discipline to the discipline they teach, and have at least 03 years or more of professional experience in the field of tourism in enterprises, professional associations.

5. Educational institutions that apply the university-prioritized training mechanism in Computing and Information Technology disciplines may sign visiting lecturer contracts with experts in training human resources in Computing and Information Technology. Such experts must hold master's or higher degrees in disciplines in the same or similar discipline to the discipline they teach, or graduate from universities in the same or similar discipline to the discipline they teach, and have at least 05 years or more of professional experience in the field of information technology in enterprises, professional associations.

Article 5. The number of converted lecturers of each discipline group

1. The number of converted lecturers of each discipline group includes: converted permanent lecturers and converted visiting lecturers of such group.

2.[7] The number of converted permanent lecturers of each discipline group includes: permanent lecturers in the same discipline and permanent lecturers in general subjects of such discipline group; in which, the number of converted permanent lecturers in general subjects of a discipline group is calculated as follows:

3. The maximum number of converted visiting lecturers shall be determined for each discipline group as follows:

a) Discipline group I:

- Teacher training disciplines: not calculated in the determination of enrollment quotas.

- Other disciplines: Up to 5% of the total number of converted permanent lecturers;

b) Discipline group II: Up to 30% of the total number of converted permanent lecturers;

c)[8] Other disciplines: Up to 5% of the total number of converted permanent lecturers, other than the disciplines specified at Point d, Clause 3, Article 5.

d)[9] For Tourism and Hospitality/Computing and Information Technology prioritized disciplines: Up to 40% of the total converted permanent lecturers.

4. In cases where the number of converted visiting lecturers is lower than the maximum rate allowed in Clause 3 of this Article, the enrollment quota shall be determined based on the actual number of converted visiting lecturers.

5. For a lecturer teaching various disciplines, the determination of enrollment quotas regarding such lecturer shall take into account only 01 (one) of the disciplines they teach.

6. Each lecturer shall be only converted once at the highest conversion rate.

Article 6. Criteria and calculation of criteria for determining full-time student enrollment quotas of educational institutions

1. The criterion of full-time students per converted permanent lecturer of each discipline group of the educational institution.

a)[10] Full-time students referred to in the determination of enrollment quotas include: full-time university students, college students majoring in Early Childhood Education in the form of full-time training, and full-time students in transfer degrees (including the transfer from the intermediate and college levels to the bachelor’s level; the transfer from intermediate-level teacher training disciplines to the college-level Early Childhood Education discipline; the training of college-level Early Childhood Education degrees for those who have obtained college degrees in teacher training disciplines; the bachelor’s training for those who have obtained bachelor’s or higher  degrees), other than full-time students enrolled through nomination;

b) The number of full-time bachelor’s students per converted permanent of each discipline group shall not exceed the following norms:[11]

The number of full-time college students majoring in Early Childhood Education per converted lecturer/teacher shall not exceed 25;

c) Calculation:

The total number of full-time students of each discipline group shall be divided by the total number of converted lecturers in such discipline group.

d)[12] Unqualified students are students who have been admitted to an educational institution but are unqualified for graduation after the standard training period (designed for their training program) or no longer study at the educational institution.

2. The criteria of the construction floor area directly used for training owned by the educational institution per full-time student for the work items, and the requirements on the type and minimum quantity of learning materials and equipment required for training programs and scientific research.

a) The construction floor area directly used for training owned by the educational institution per full-time student shall not be less than 2.8 m;

b) The work items whose floor areas are directly used for training and the requirements for the type and minimum quantity of materials/equipment for each item are specified as follows:

- Halls, lecture halls, classrooms of all kinds, multi-purpose rooms, workplaces for professors, associate professors, and permanent lecturers: There must be sufficient equipment to serve collective activities (for classrooms) and meet the requirements of training programs and scientific research (tables, chairs, audio equipment, projectors, lighting system and other necessary equipment).

- Libraries and study material centers: There must be sufficient types (textbooks, study materials, documents, reference books) and the number of rooms (reading rooms, book-borrowing rooms, book search rooms) meeting the requirements of the training programs and scientific research. All kinds of textbooks, study materials, documents, reference books shall be kept in the form of printed publications or electronic files, connected to the network and linked to other educational institutions for exploitation and use; and regularly updated.

- Research centers, laboratories, and practice facilities: There must be sufficient types and number of necessary equipment for experiments and practice, meeting the requirements of the training programs and scientific research;

c) Calculation:

The total construction floor area of all work items defined at Point b of this Clause shall be divided by the total number of full-time students of the educational institution.

3. The criteria of the labor demand of the market and the requirements for socio-economic development: The educational institutions shall base themselves on the labor demand of the market and the requirements of national, local and sectoral socio-economic development to determine their enrollment quotas.

Article 7. Determination of enrollment quotas for the full-time bachelor’s degree [13]

1. Educational institutions shall themselves determine their enrollment quotas for the full-time bachelor’s degree in accordance with this Circular, publicize them and take accountability for their own enrollment quotas, the criteria for determining the quotas and training quality, and the commitments to output standards meeting social demands.

2. The annual enrollment quotas for the full-time bachelor’s degree shall not exceed the total number of full-time students that are determined on the basis of the capacity of each discipline group, and concurrently satisfies the criteria specified in Article 6 of this Circular subtracted by the total number of full-time students are being currently training at the educational institutions and added with the number of students expected to graduate in the enrollment year.

3. For disciplines that are newly opened in the enrollment year, the enrollment quotas for them shall be included in the training capacity of the respective discipline group and shall not exceed 30% of the training capacity of the discipline as prescribed.

4. For a discipline whose training program has been recognized as meeting the quality accreditation standards under the current regulations; if the employment rate of graduates of such training program in the preceding year reaches 90% or more; in 5 consecutive years preceding the enrollment year, the educational institution has not violated the regulations on subjects, conditions and enrollment quotas; the school’s council or the university council (hereinafter referred to as the school council) adopted a resolution allowing the determination of the enrollment quota thereof, the education institution may independently determine such enrollment quota following the commitments to the quality of the training program, meeting social demands for such discipline, and in accordance with Clause 2 of this Article; publicly announce the enrollment quota in its enrollment scheme and take accountability to the society and competent authorities.

5. For a higher education institution that meets the conditions for autonomously operating as prescribed in Clause 2, Article 32 of the Law on Higher Education; if the employment rate of graduates from such educational institution in the preceding year reaches 90% or more; in 5 consecutive years preceding the enrollment year, it has not violated the regulations on subjects, conditions and enrollment quotas; and the school council adopted a resolution allowing the determination of the enrollment quotas, the education institution may independently determine its own enrollment quotas following the commitments to the quality of the training program, meeting social demands for such discipline, and in accordance with Clause 2 of this Article, of which the enrollment quotas of the disciplines whose training programs have not been recognized as meeting the quality accreditation standards under the current regulations shall be only increased by no more than 10% compared to that of the preceding year while the enrollment quotas of the disciplines whose training programs have been recognized as meeting the quality accreditation standards under the current regulations shall be determined in accordance with Clause 4 of this Article; publicly announce such enrollment quotas in the enrollment scheme and take accountability to the society and competent authorities.

If the above provisions are not met, the higher education institution shall not increase its enrollment quotas compared to that of the preceding year, unless otherwise specified in Clauses 3 and 4 of this Article and the Tourism and Hospitality /Computing and Information Technology prioritized disciplines.

6. The enrollment quotas for the full-time bachelor’s degree in the form of transfer training shall be included in the total enrollment quotas for the bachelor’s degree, of which the quota for transfer training from the intermediate and college levels to the bachelor’s level shall be determined in accordance with the current regulations on transfer training between intermediate, college and bachelor’s levels.

Article 8. Determination of enrollment quotas for college-level students in Early Childhood Education discipline; for full-time and in-service training bachelor’s students in teacher training disciplines [14]

1. Grounds for determining the enrollment quotas for full-time students:

a) Demands for teachers with specific qualifications and training disciplines of the localities.

b) Conditions for ensuring the quality and capacity of the educational institution's teacher training disciplines as prescribed in Article 6 of this Circular.

c) Enrollment quotas for full-time bachelor’s and college students in teacher training disciplines determined in accordance with Clauses 2, 3, 6, Article 7 of this Circular.

2. Grounds for determining the enrollment quotas of students in the form of in-service training:

The enrollment quota of students in the form of in-service training at each educational level shall not exceed 30% of the enrollment quota for full-time students at the same level.

3. Educational institutions that provide training in teacher training disciplines shall determine and register their own annual enrollment quotas with the Ministry of Education and Training. Based on the demands for teachers of the localities and the training capacity of the educational institutions, the Ministry of Education and Training shall notify the enrollment quotas of each discipline and the corresponding education level for the educational institutions that provide training in teacher training disciplines.

4. The Minister of Education and Training shall consider and assign the enrollment quotas in some special cases.

Article 9. Determination of enrollment quotas for the bachelor’s degree in the form of continuing education

1.[15] The determination of enrollment quotas for the bachelor’s degree in the form of in-service training is specified as follows.

a) Total enrollment quotas for the bachelor’s degree in the form of in-service learning shall include in-service learning and transfer in the form of in-service learning (including the transfer from intermediate and college levels to bachelor’s level; training at bachelor’s level for those who hold bachelor’s or higher degrees) and shall not exceed 30% of the total enrollment quotas of educational institutions;

b) Enrollment quota for transfer training in the form of in-service learning shall be included in the total enrollment quotas for the bachelor’s degree in the form of in-service learning, in which the quota for transferring from intermediate and college levels to bachelor’s level is determined according to current regulations on the transferability between intermediate or college levels and bachelor’s level.

2. The determination of enrollment quotas in the form of distance learning shall depend on the education institution’s plan. The form of distance learning shall not be implemented to award degrees for teacher training disciplines.

Article 10. Determination of enrollment quotas for doctoral and master’s degrees

1. Enrollment quotas for doctoral and master’s degrees of multidisciplinary universities, academies and specialized universities providing doctoral training (hereinafter collectively referred to as higher education institutions) shall be determined based on the disciplines.

2. The maximum enrollment quota for the doctoral degree in each discipline of higher education institutions shall be calculated by the maximum doctoral training scale according to the capacity and satisfaction of all criteria specified in Clause 4, Article 10 of this Circular minus the current scale of doctoral training plus the number of doctoral students expected to graduate in the enrollment year.

3. The maximum enrollment quota for the master’s degree in each discipline of higher education institutions shall be calculated by the maximum training scale according to the capacity and satisfaction of all criteria specified in Clause 4, Article 10 of this Circular.

4. The criteria for determining the maximum quota of doctoral students and postgraduates shall be calculated as follows:

a) The criteria for the maximum number of doctoral students and postgraduates per one permanent lecturer.

b) The criteria for physical foundations and equipment: Higher education institutions must ensure adequate facilities, laboratories, practical equipment, libraries, lecture halls, and working rooms of lecturers, instructors, postgraduates and students in accordance with the requirements of disciplines, specializations and types of training programs.

c) The criteria for the market’s labor demand and requirements for socio-economic development: Higher education institutions shall determine their enrollment quotas based on the market’s labor demand as well as the requirements for national, local or sectoral socio-economic development.

5. Determination of enrollment quotas for doctoral and master-level teacher training disciplines shall comply with the principles specified in Article 8 of this Circular.

Article 11. Process of determining and publicizing enrollment quotas

1. The process of determining and publicizing enrollment quotas shall be carried out as follows:

a) Education institutions shall determine by themselves their own enrollment quotas in accordance with this Circular;

b) Fully and regularly updating detailed information and data on the criteria for determining enrollment quotas, determined enrollment quotas, and results of the implementation of enrollment quotas into the Ministry of Education and Training’s administration software;

c) Publicly and transparently announcing their training quality assurance conditions, databases and criteria for determining enrollment quotas, determining enrollment quotas, enrollment plans, and employment rate after graduation and other necessary information on their websites and the Ministry of Education and Training’s administration software;

d) Formulating and submitting reports on the determination of enrollment quotas (made using forms provided in Appendix 1 to this Circular) to the Ministry of Education and Training before January 30 every year.

2. With regard to teacher training disciplines, education institutions shall comply with the guidance of the Ministry of Education and Training.

Article 12. Responsibilities of education institutions

1. Strictly adhering to the process of determining and publicizing enrollment quotas.

2. Ensuring the truthfulness and accuracy of reported data and basis for determining enrollment quotas, results of the implementation of annual enrollment quotas; and being accountable to state and social management agencies.

3. Providing adequate information on the determination and implementation of enrollment quotas upon requests for information authentication, inspection and examination by the Ministry of Education and Training and competent agencies.

4.[16] Education institutions conducting training in Tourism/Information Technology-related disciplines with university-prioritized training mechanism shall only conduct training from the second enrollment course since the opening of such disciplines; and must develop and publicize information on the application of training priority mechanism in their enrollment plan and quality assurance proofs on their website and the Enrollment Portal of the Ministry of Education and Training in accordance with the current Enrollment Regulations.

5.[17] Heads of education institutions and chairpersons of enrollment councils of education institutions shall be accountable to the Ministry of Education and Training and community for their determination and implementation of enrollment quotas in accordance with current regulations.

Article 13. Inspection, examination and sanctioning of violations [18]

1. The Ministry of Education and Training shall inspect and examine the determination and implementation of enrollment quotas by education institutions in accordance with law provisions.

2. Education institutions that violate regulations on the determination and implementation of enrollment quotas will be handled in accordance with law provisions.

Chairpersons of school boards, heads of education institutions and chairpersons of enrollment councils making mistakes in the determination and implementation of enrollment quotas, and individuals committing violations against regulations on the determination and implementation of enrollment quotas shall be handled in accordance with law provisions.

Article 14. Effect [19]

1. This Circular takes effect on April 15, 2018.

2. This Circular replaces the Circular No. 57/2011/TT-BGDDT dated December 2, 2011, on the determination of enrollment quotas for doctoral, master, bachelor, college and professional secondary levels, and the Circular No. 20/2012/TT-BGDDT dated June 12, 2012, amending and supplementing Article 6 of the Circular No. 57/2011/TT-BGDDT and Circular No. 32/2015/TT-BGDDT dated December 16, 2015, providing for the determination of enrollment quotas for higher education institutions

“Pursuant to the Law on Education dated June 14, 2005; the Law amending and supplementing a number of articles of the Law on Education dated November 25, 2009;

Pursuant to the Law on Higher Education dated June 18, 2012;

Pursuant to the Government’s Decree No. 69/2017/ND-CP dated May 25, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;

Pursuant to the Government’s Decree No. 141/2013/ND-CP dated October 24, 2013, detailing and guiding the implementation of a number of articles of the Law on Higher Education;

At the proposal of the Director of the Tertiary Education Department,

The Minister of Education and Training promulgates the Circular amending and supplementing a number of articles of the Minister of Education and Training’s Circular No. 06/2018/TT-BGDDT dated February 28, 2018 on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s and doctoral levels”

The Circular No. 07/2020/TT-BGDDT amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019, has grounds for promulgation as follows:

“Pursuant to the Law on Education dated June 14, 2019;

Pursuant to the Law on Higher Education dated June 18, 2012;

Pursuant to the Law amending and supplementing a number of articles of the Law on Higher Education dated November 19, 2018;

Pursuant to the Government’s Decree No. 69/2017/ND-CP dated May 25, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;

Pursuant to the Government’s Decree No. 141/2013/ND-CP dated October 24, 2013, detailing and guiding the implementation of a number of articles of the Law on Higher Education;

Pursuant to the Government’s Decree No. 99/2019/ND-CP dated December 30, 2019, detailing and guiding the implementation of a number of articles of the Law amending and supplementing a number of articles of the Law on Higher Education;

Pursuant to the Government’s Resolution No. 103/NQ-CP dated October 6, 2017, promulgating the Government’s Action Program to implement the 12th Politburo’s Resolution No. 08-NQ/TW dated January 16, 2017, on development of tourism into a spearhead industry;

Pursuant to the Government’s Resolution No. 26/NQ-CP dated April 15, 2015, promulgating the Action Program to implement the Politburo’s Resolution No. 36-NQ/TW dated July 1, 2014, on promoting application and development information technology to meet requirements for sustainable development and international integration;

At the proposal of the Director of the Tertiary Education Department,

The Minister of Education and Training promulgates the Circular amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019”

[2] This Article is amended under Clause 1, Article 1 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019.

[3] This Clause is amended under Clause 1, Article 1 of the Circular No. 01/2019/TT-BGDDT, which took effect from April 12, 2019, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels.

[4] This Clause is supplemented under Clause 2, Article 1 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019.

[5] This Clause is supplemented under Clause 2, Article 1 of Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019.

 [6] This Article is amended and supplemented under Clause 3, Article 1 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019.

[7] This Clause is amended under Clause 3, Article 1 of the Circular No. 01/2019/TT-BGDDT, which took effect from April 12, 2019, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels.

 [8] This Point is amended under Point a, Clause 4, Article 1 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019.

 [9] This Point is supplemented under Point b, Clause 4, Article 1 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019.

[10] This Point is amended under Clause 5, Article 1 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019.

[11] The phrase “pedagogical intermediate education and college education” is replaced by the phrase “college degree in Early Childhood Education” under Clause 1, Article 2 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019,.

[12] This Point is supplemented under Clause 4, Article 1 of the Circular No. 01/2019/TT-BGDDT, which took effect from April 12, 2019, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels.

 [13] This Article is amended under Clause 6, Article 1 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019.

 [14] This Article is amended under Clause 7, Article 1 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019.

[15] This Clause is amended under Clause 8, Article 1 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019.

[16] This Clause is supplemented under Clause 9, Article 1 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019.

[17] This Clause is supplemented under Clause 9, Article 1 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019.

[18] This Article is amended under Clause 10, Article 1 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019.

[19] Articles 2 and 3 of the Circular No. 01/2019/TT-BGDDT, which took effect from April 12, 2019, amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, are specified as follows:

Article 2. This Circular takes effect on April 12, 2019.

Article 3. The Chief of Office, the Director-General of the Higher Education Department, heads of relevant units under the Ministry of Education and Training; chairpersons of provincial and municipal People's Committees; directors of provincial-level Departments of Education and Training; directors of provincial-level Departments of Education - Science and Technology; directors of multidisciplinary universities and academies; rectors of specialized universities; principals of colleges and intermediate schools involved in teacher training disciplines shall be responsible for the implementation of this Circular./.

Articles 3 and 4 of the Circular No. 07/2020/TT-BGDDT, which took effect from May 5, 2020,  amending and supplementing a number of articles of Circular No. 06/2018/TT-BGDDT dated February 28, 2018 of the Minister of Education and Training on the determination of enrollment quotas for intermediate and college students in teacher training disciplines; for bachelor’s, master’s, and doctoral degrees doctoral levels, which is amended and supplemented in the Minister of Education and Training’s Circular No. 01/2019/TT-BGDDT dated February 25, 2019 are specified as follows:

Article 3. This Circular takes effect on May 5, 2020.

Article 4. The Chief of Office, the Director-General of the Higher Education Department, heads of relevant units under the Ministry of Education and Training; chairpersons of provincial and municipal People's Committees; directors of provincial-level Departments of Education and Training; directors of provincial-level Departments of Education - Science and Technology; directors of multidisciplinary universities and academies; rectors of specialized universities; principals of colleges and intermediate schools involved in preschool teacher training disciplines shall be responsible for the implementation of this Circular./.”
