DECISION
Amending and supplementing a number of articles of
the Prime Minister’s Decision No. 68/QD-TTg of January 18, 2017, approving the Program on development of supporting industries for the 2016-2025 period[1]
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the June 17, 2020 Law on Investment;
Pursuant to the June 13, 2019 Law on Public Investment;
Pursuant to the June 25, 2015 Law on the State Budget;
Pursuant to the June 12, 2017 Law on Support for Small- and Medium-Sized Enterprises;
Pursuant to the Government’s Decree No. 111/2015/ND-CP of November 3, 2015, on development of supporting industries;
At the proposal of the Minister of Industry and Trade in Report No. 8885/TTr-BCT of December 13, 2023.
DECIDES:
Article 1. To amend and supplement a number of articles of the Prime Minister’s Decision No. 68/QD-TTg of January 18, 2017, approving the Program on development of supporting industries for the 2016-2025 period, as follows:
1. To amend Clause 2, Section III, Article 1 as follows:
“2. The 2021-2025 period
a/ To connect and help supporting industry enterprises become product suppliers of customers at home and abroad; to promote and attract foreign investment in supporting industries.
Main activities:
- Surveying and assessing the demand for, and developing standards and technical regulations on quality control of supporting industry products;
- Assessing and certifying the capacity of supporting industry enterprises;
- Providing technical consultancy and assistance to supporting industry enterprises;
- Selecting and recognizing enterprises with capacity and scale meeting international requirements;
- Holding forums between Vietnamese supporting industry enterprises and domestic and foreign enterprises;
- Formulating and organizing programs on attraction of foreign direct investment in supporting industries;
- Organizing programs on promotion and attraction of foreign direct investment in supporting industries;
- Organizing seminars on promotion and attraction of domestic and foreign investment in supporting industries;
- Carrying out public communication about, and disseminating information on, supporting industry activities in the mass media;
- Organizing exhibitions and fairs for supporting industry products;
- Providing support for advertising and registration of brands for supporting industry products;
- Providing support for seeking and development of domestic and overseas markets for supporting industry products;
- Promoting foreign markets and participating in production chains;
- Providing consultancy and support for enterprises to invest in supporting industries.
b/ To help enterprises apply management systems satisfying corporate governance and production management requirements of global production chains.
Main activities:
- Assessing capacity and demand for application of management standards and systems in production at enterprises;
- Working out plans and translating and compiling documents on corporate governance and production management for providing training courses for enterprises;
- Organizing training courses for enterprises;
- Providing technical consultancy and assistance for enterprises to apply management standards and systems in production;
- Assessing and recognizing corporate governance and production management systems.
c/ To provide support for training aimed at improving the quality of human resources to meet requirements of sectors manufacturing supporting industry products.
Main activities:
- Studying and assessing the demand for human resources of supporting industry enterprises;
- Formulating training programs to improve qualifications of state management staffs;
- Formulating training programs to improve qualifications of managers and technical workers of enterprises manufacturing supporting industry products;
- Organizing training courses on policies, management, technology and commerce for state management staffs;
- Organizing training courses on policies, management, technology and commerce for managers and technical workers of enterprises manufacturing supporting industry products;
d/ To provide support for research and development, application, transfer and renovation of technologies in the trial production of components, spare parts and materials.
Main activities:
- Introducing and disseminating a number of manufacturing technology processes and technical requirements on supporting industry products;
- Developing and declaring national standards and technical regulations on raw materials, materials, components and spare parts in conformity with international standards;
- Connecting domestic experts with overseas experts in order to provide direct support to domestic supporting industry enterprises;
- Providing support for research, application, trial production and transfer of technologies to supporting industry enterprises and research institutions;
- Providing support for supporting industry enterprises to improve and renovate technologies and carry out trial production;
- Providing support for enterprises to (i) receive transferred technologies; (ii) buy copyright, patents and software; (iii) hire foreign experts; and (iv) train human resources;
- Providing support for projects on research and trial production of supporting industry products; partially subsidizing research costs for organizations or individuals that have invested on their own in technology research, development and application that are expected to bring about highly efficient application results;
- Providing support for purchase of main equipment for laboratories so as to raise the capacity of supporting technology development centers under a scheme approved by the Ministry of Industry and Trade;
- Providing part of funds for existing research and application institutions of organizations and individuals satisfying the requirements for implementing the contents specified in Article 9 of Decree No. 111/2015/ND-CP;
- Entering into international cooperation on technology training, research and transfer.
dd/ To build and operate a supporting industry website.
Main activities:
- Surveying, building and updating databases on enterprises manufacturing complete products and supporting industry products in the fields of textile and garment, leather and footwear, electronics, automobile manufacturing and assembly, manufacturing mechanical engineering, hi-tech industries, key mechanical products, agricultural machinery and shipbuilding;
- Purchasing necessary domestic and foreign information and data;
- Providing information about supply and demand on the market of supporting industry products;
- Organizing annual workshops to announce information about the national supporting industry production capacity;
- Maintaining and upgrading equipment and operation of the supporting industry website;
- Publishing publications and advertisements about supporting industries in the mass media.
e/ Funds for implementation for the 2021-2025 period
- Funds from the central budget’s economic non-business source and other funding sources for supporting industry development managed and implemented by the Ministry of Industry and Trade are estimated at VND 870.7 billion, including VND 750.2 billion from the state budget and VND 120.5 billion from
other sources;
- Funds for implementation of the Program come from the state budget under the current regulations on budget management decentralization and in conformity with the state budget’s fund-balancing capacity and other lawfully mobilized funding sources managed and implemented by the Ministry of Industry and Trade;
- Annually, based on the Program and the Ministry of Industry and Trade’s proposals, the Ministry of Finance shall balance funds from the central budget for supporting industry development (for the central budget’s funds); provincial-level People’s Committees shall prepare and include implementation fund estimates in their local budget estimates (for local budgets’ funds) in accordance with the Law on the State Budget and current regulations.
- Other funding sources: Donations and contributions of organizations and individuals engaged in development of supporting industries; donations and contributions of organizations and individuals at home and abroad and ODA; other lawful funding sources as specified by law.”
2. To amend Point a, Clause 2, Section IV, Article 1 as follows:
“a/ Assume the prime responsibility for incorporating the central budget’s non-business funds for implementation of the Program in budget estimates of related ministries and central agencies, and submitting them to competent authorities for consideration and decision in accordance with the Law on the State Budget and annual budget balancing capacity.”
3. To amend Clause 3, Section IV, Article 1 as follows:
“3. The Ministry of Planning and Investment shall assume the prime responsibility for summarizing and reporting to competent authorities medium-term and annual public investment plans for implementation of contents and tasks specified in the Program in accordance with the public investment law.”
Article 2. Effect
1. This Decision takes effect on the date of its signing.
2. Activities that are specified in the Program and carried out before the effective date of this Decision must comply with the Prime Minister’s Decision No. 68/QD-TTg of January 18, 2017.
3. To annul Appendices I and II to the Prime Minister’s Decision No. 68/QD-TTg of January 18, 2017.
4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies shall implement this Decision.-
