Pursuant to the Planning Law dated November 24, 2017;

Pursuant to the Law Amending and Supplementing a Number of Articles of the Planning Law, the Investment Law, the Law on Investment in the Form of Public-Private Partnership, and the Bidding Law dated November 29, 2024;

Pursuant to the Law on Electricity dated November 30, 2024;

Pursuant to the National Assembly’s Resolution No. 81/2023/QH15 dated January 09, 2023, on the National Overall Master Plan for the 2021-2030 period, with a vision toward 2050;

Pursuant to the 15th National Assembly’s Resolution No. 174/2024/QH15 dated November 30, 2024;

Pursuant to the National Assembly’s Resolution No. 139/2024/QH15 dated June 28, 2024, on the National Marine Spatial Plan for the 2021-2030 period, with a vision to 2050;

Pursuant to the National Assembly Standing Committee’s Resolution No. 937/NQ-UBTVQH15 dated December 13, 2023, on the thematic supervision of the implementation of policies and laws on energy development for the period 2016 - 2021;

Pursuant to the Government’s Decree No. 40/2025/ND-CP dated February 26, 2025, defining the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Government’s Decree No. 37/2019/ND-CP dated May 07, 2019, detailing a number of articles of the Planning Law;

Pursuant to the Government’s Decree No. 58/2023/ND-CP dated August 12, 2023, amending and supplementing a number of articles of the Government’s Decree No. 37/2019/ND-CP dated May 07, 2019, on detailing a number of articles of the Planning Law (as amended and supplemented under the Government’s Decree No. 58/2023/ND-CP dated August 12, 2023);

Pursuant to the Government’s Decree No. 56/2025/ND-CP dated March 03, 2025, detailing a number of articles of the Electricity Law on electricity development master plan, electricity supply network development plan, investment in construction of electricity projects and bidding for selection of investors for electricity business investment projects;

Pursuant to the Government’s Resolution No. 25/NQ-CP dated February 05, 2025, on growth targets for sectors, fields and localities to ensure the national growth target of 8% or higher in 2025;

Pursuant to Decision No. 768/QD-TTg of the Prime Minister dated April 15, 2025, approving the Adjustment of National Power Development Master Plan for the 2021-2030 period, with a vision toward 2050;

Pursuant to the Prime Minister’s Directive No. 01/CT-TTg dated January 03, 2025, on proactive solutions to ensure sufficient electricity supply for production, business, and people's livelihood during peak periods in 2025 and for the 2026-2030 period;

Pursuant to the Government Standing Committee’s Conclusion in Notice No. 93/TB-VPCP dated March 10, 2025, regarding the Adjusted National Power Development Plan for the 2021-2030 period, with a vision to 2050;

Pursuant to the Government Standing Committee’s Conclusion in Notice No. 141/TB-VPCP dated March 30, 2025, on finalizing the Adjusted National Power Development Plan for the 2021-2030 period, with a vision to 2050;

Pursuant to the Prime Minister’s Official Telegram No. 49/CD-TTg dated April 23, 2025, on the drastic, synchronous, and effective implementation of solutions to ensure electricity supply during peak periods in 2025 and in the coming time;

Pursuant to the opinion of the Standing Committee of the Party Committee of the Ministry of Industry and Trade;

At the proposal of the Electricity Regulatory Authority of Vietnam in Submission No. 21/TTr-DL dated May 20, 2025, and Submission No. 23/TTr-DL dated May 29, 2025, regarding the approval of the Implementation Plan for the adjusted National Power Development Plan for the 2021-2030 period, with a vision to 2050.

 

DECIDES:

 

Article 1. To issue herewith the Implementation Plan for the Adjusted National Power Development Plan for the 2021-2030 period, with a vision to 2050 (hereinafter referred to as the adjusted PDP VIII Implementation Plan).

Article 2. This Decision takes effect from the date of its signing for promulgation.

Article 3. The Chief of the Office of the Ministry, the Director General of the Electricity Regulatory Authority of Vietnam, Chairpersons of the People's Committees of provinces and centrally-run cities; General Directors of Vietnam Electricity, Vietnam National Industry - Energy Group, Vietnam National Coal and Mineral Industries Holding Corporation Limited; the General Director of Dong Bac Corporation, and relevant agencies shall be responsible for the implementation of this Decision./.

PLAN

For the Implementation of the adjusted National Power Development Plan for the 2021-2030 period, with a vision to 2050

(Issued herewith Decision No. 1509/QD-BCT dated May 30, 2025, of the Ministry of Industry and Trade)

 

I. PURPOSES AND REQUIREMENTS

1. Purposes

- To effectively implement the Prime Minister's Decision No. 768/QD-TTg dated April 15, 2025, approving the Adjustment of National Power Development Master Plan for the 2021-2030 period, with a vision toward 2050 (Adjusted Power Development Plan VIII). To develop a roadmap for the effective implementation of schemes/projects to meet the objectives set out in the Adjusted Power Development Plan VIII, satisfying the electricity demand for socio-economic development in each period, ensuring that power development precedes other sectors by one step.

- To identify solutions to attract investment in power development in accordance with the Adjusted Power Development Plan VIII during the planning period.

- To define tasks for Ministries, branches, and People's Committees of provinces and centrally-run cities in coordinating with the Ministry of Industry and Trade and relevant units to effectively implement the Adjusted Power Development Plan VIII.

2. Requirements

- The Implementation Plan for the Adjusted Power Development Plan VIII must closely follow the viewpoints, objectives, and orientations of the Adjusted Power Development Plan VIII, and must specify the tasks assigned in the Prime Minister’s Decision No. 768/QD-TTg dated April 15, 2025, and relevant legal normative documents.

- To specifically determine the progress, resources, and utilization of resources for the implementation of schemes/projects for building and completing policies and laws; strengthening scientific and technological capacity, developing basic research centers and development centers; training and improving the quality of human resources for the power sector during the planning period.

- To specifically determine the schedule for power source and grid projects according to the Adjusted Power Development Plan VIII for each locality until 2030 and for the 2031-2035 period; the list of public investment projects, projects using other capital sources apart from public investment capital, and projects using socialized capital.

- To ensure compliance, inheritance, and synchronization with approved national-level sectoral plans/implementation plans, ensuring connectivity and uniformity in implementation.

II. CONTENT OF THE IMPLEMENTATION PLAN FOR THE ADJUSTED POWER DEVELOPMENT PLAN VIII

1. List of important power source projects prioritized for investment by the sector until 2030 and for the 2031-2035 period

- By 2030, the total capacity of LNG-fired thermal power will be 22,524 MW. The list of new investment and construction projects and their commissioning schedules is provided in Table 1, Appendix II.1.

- By 2030, the total capacity of domestic gas-fired thermal power will be 14,930 MW. The list of new investment and construction projects and their commissioning schedules is provided in Table 6, Appendix II.1.

- By 2030, the total capacity of coal-fired thermal power will be 31,055 MW. The list of new investment and construction projects and their commissioning schedules is provided in Table 3, Appendix II.1.

- By 2030, the total capacity of cogeneration power sources, power sources utilizing waste heat, blast furnace gas, and by-products of technological processes will be 1,404 MW. By 2035, the total capacity of cogeneration power sources, power sources utilizing waste heat, blast furnace gas, and by-products of technological processes will be 3,204 MW. The list of projects requiring new investment and construction and their commissioning schedules is provided in Table 5, Appendix II.1.

- The total hydropower capacity will be 33,294 - 34,667 MW. The list of new medium and large hydroelectricity projects for investment and construction and their commissioning schedules is provided in Table 7, Appendix II.1. The list of hydroelectricity projects with a capacity of less than 50 MW connected to the 220 kV voltage level or higher for new investment and construction and their commissioning schedules is provided in Table 8, Appendix II.1.

- The total pumped storage hydropower capacity will be 2,400 - 6,000 MW. The list of new investment and construction projects and their commissioning schedules is provided in Table 9, Appendix II.1.

- The total nuclear power capacity will be 4,000 - 6,400 MW. The list of new nuclear electricity projects for investment and construction and their commissioning schedules is provided in Table 10, Appendix II.1.

- The total onshore wind power capacity (onshore and nearshore wind power) will be 26,066 - 38,029 MW. The list of new onshore wind electricity projects for investment and construction and their commissioning schedules is provided in Table 12 and Table 13, Appendix II.1.

- In 2030, the total offshore wind power capacity serving domestic electricity demand will be 6,000 MW. By 2035, the total offshore wind power capacity serving domestic electricity demand will reach 17,032 MW. Offshore wind power capacity by region is provided in Table 17, Appendix II.1.

- The total solar power capacity (including utility-scale solar power and rooftop solar power, excluding solar power sources under Clause 5, Article 10 of Law on Electricity No. 61/2024/QH15) will be 46,459 - 73,416 MW. The list of new solar electricity projects requiring investment and construction and their commissioning schedules is provided in Table 14, Appendix II.1.

- The total biomass power capacity will be 1,523 - 2,699 MW. The list of new biomass electricity projects for construction is provided in Table 15, Appendix II.1.

- The total capacity of power generated from waste and solid waste will be 1,441 - 2,137 MW. The list of new waste-to-energy projects for construction is provided in Table 16, Appendix II.1.

- By 2030, the total expected battery storage capacity will be approximately 10,000 - 16,300 MW. The list of new investment and construction projects is provided in Table 11, Appendix II.1. Development of utility-scale solar power must be combined with the installation of battery storage at a minimum ratio of 10% of capacity with 2 hours of storage.

2. Other types of power sources by 2035

- Expected development of 2,000-3,000 MW of flexible power sources. The list of new investment and construction projects is provided in Table 19, Appendix II.1.

- To promote electricity imports from Southeast Asian (ASEAN) and Greater Mekong Subregion (GMS) countries with hydropower potential. To pay attention to investing in and exploiting power sources abroad to supply electricity to Vietnam. By 2030, to import approximately 9,360 - 12,100 MW from Laos under the Agreement between the two Governments and to utilize the potential for import from China suitable for connection conditions at a reasonable scale. If conditions are favorable and prices are reasonable, the scale may be further increased to the maximum or the import timeline of electricity from Laos to the Northern region may be advanced.

- By 2030, to increase the scale of electricity exports to Cambodia to approximately 400 MW. It is expected that by 2035, the scale of electricity export capacity to Singapore, Malaysia, and other partners in the region will reach approximately 5,000 - 10,000 MW and be maintained at a scale of 10,000 MW until 2050, possibly higher depending on the importer's demand, on the basis of high economic efficiency, ensuring domestic energy security and national defense and security. The list of potential electricity export projects is provided in Table 19, Appendix II.1.

- Renewable energy sources for export and production of new energy should be as follows:

+ Locations with potential for electricity export abroad are the Central and Southern regions. Export scale from 5,000 MW to 10,000 MW. The Ministry of Industry and Trade shall report to competent authorities for consideration and decision on the policy for electricity export and synchronized grid connection plans for each specific case, in accordance with legal regulations.

+ Utilizing renewable energy to produce new types of energy (such as green hydrogen, green ammonia) for domestic demand and export: Prioritize development in areas with good renewable energy potential and favorable power grid infrastructure; strive for a development scale of 15,000 MW (mainly offshore wind power). The Ministry of Industry and Trade shall report and propose to the Prime Minister for consideration and decision on each specific project once the feasibility in terms of technology and cost has been substantially assessed. The capacity of renewable energy sources for new energy production shall not be included in the power source structure supplying the national power system load.

3. List of transmission grid projects and regional grid interconnections

The list of important transmission grid projects prioritized for investment and grid interconnections with neighboring countries is provided in Appendix II.2.

The volume of the “backup grid arising from transmission lines and substations” specified in Appendix II.2 is permitted to be used for:

(i) Implementing new transmission grid construction projects or new additional investment works to enhance the capacity of the transmission grid, and the control and operational capability of the power system during the implementation of the Adjusted Power Development Plan VIII, which are not yet specifically listed in Decision No. 768/QD-TTg dated April 15, 2025.

(ii) Synchronously connecting imported power source projects (from Laos, China, Cambodia, etc.) to the Vietnamese power system.

(iii) Synchronously connecting or adjusting connections of renewable energy source projects (onshore and nearshore wind power, solar power, biomass power, waste-to-energy, etc.) in the Adjusted Power Development Plan VIII with the national power system.

The Ministry of Industry and Trade shall consider and report to the Prime Minister for approval of the policy for implementing specific projects.

4. Rural, mountainous, and island electrification program

(i) To supply electricity from the national grid or renewable energy sources to approximately 911,400 households (including about 160,000 households without electricity and 751,400 households needing grid improvement) in 14,676 villages across 3,099 communes, of which 1,075 communes are in border and specially disadvantaged areas (43 provinces) in the provinces and cities of Dien Bien, Lao Cai, Yen Bai, Ha Giang, Bac Giang, Son La, Hoa Binh, Phu Tho, Tuyen Quang, Thai Nguyen, Thanh Hoa, Ha Tinh, Quang Binh, Quang Nam, Quang Ngai, Kon Tum, Dak Nong, Dak Lak, Bac Lieu, An Giang, Can Tho, Cao Bang, Lai Chau, Bac Kan, Lang Son, Nghe An, Hue City, Binh Dinh, Phu Yen, Gia Lai, Lam Dong, Binh Thuan, Binh Phuoc, Tay Ninh, Ben Tre, Tra Vinh, Kien Giang, Soc Trang, Long An, Tien Giang, Vinh Long, Dong Thap, Hau Giang, Ca Mau; the remaining area comprises 2,024 communes;

(ii) To supply electricity to 2,478 small and medium-sized pumping stations (13 provinces) in the Mekong Delta region in the provinces and cities of Ben Tre, Tra Vinh, An Giang, Kien Giang, Can Tho, Bac Lieu, Soc Trang, Long An, Tien Giang, Vinh Long, Dong Thap, Hau Giang, Ca Mau, combined with supplying electricity to the people;

(iii) To supply electricity from the national grid or renewable energy sources to the remaining islands: Con Co Island in Quang Tri province; Tho Chau Island, An Son - Nam Du in Kien Giang province; Con Dao district-island in Ba Ria - Vung Tau province.

The list of provinces/component projects in the Program is provided in Appendix IV.

5. Plan for developing the industrial and service ecosystem for renewable energy

To study the construction of 02 inter-regional renewable energy industry and service centers in the period up to 2030 as follows:

- Renewable energy industry and service center in the Northern region.

+ Location: In Hai Phong, Quang Ninh, Thai Binh areas, etc. In the future, expansion to neighboring areas may be considered.

+ Manufacturing plants for equipment serving renewable energy development, seaport services, logistics for construction, installation, operation, and maintenance.

+ Green industrial parks with low carbon emissions.

+ Research and training facilities.

- Inter-regional renewable energy industry and service center for the South Central - Southern regions.

+ Location: In Ninh Thuan, Binh Thuan, Ba Ria - Vung Tau, Ho Chi Minh City areas, etc. In the future, expansion to neighboring areas may be considered.

+ Manufacturing plants for equipment serving renewable energy development, seaport services, logistics for construction, installation, operation, and maintenance.

+ Green industrial parks with low carbon emissions.

+ Research and training facilities.

6. List of prioritized schemes/projects for improving legal policies and strengthening the capacity of the power sector

The list of prioritized schemes/projects for improving legal policies and strengthening the capacity of the power sector is provided in Tables 1, 2, and 3 of Appendix I.

7. Land use demand by 2030

The land demand for the development of power infrastructure and facilities is approximately 89.9 - 93.36 thousand hectares in the 2021-2030 period, consistent with the land allocation targets in the National Assembly’s Resolution No. 39/2021/QH15 dated November 13, 2021.

8. Investment capital demand by 2030

- Period 2025-2030:

+ Investment capital for power sources: VND 2,876,397 trillion (USD 118.2 billion), of which state investment is VND 666,779 trillion (USD 27.4 billion), and capital for socialization consideration is VND 2,209,618 trillion (USD 90.8 billion).

+ Investment capital for transmission grid: VND 440,464 trillion (USD 18.1 billion), of which state investment is VND 313,922 trillion (USD 12.9 billion), and capital for socialization consideration is VND 126,542 trillion (USD 5.2 billion).

- Period 2031-2035:

+ Investment capital for power sources: VND 2,776,624 trillion (USD 114.1 billion), of which state investment is VND 644,878 trillion (USD 26.5 billion), and capital for socialization consideration is VND 2,131,746 trillion (USD 87.6 billion).

+ Investment capital for transmission grid: VND 386,927 trillion (USD 15.9 billion), of which state investment is VND 289,587 trillion (USD 11.9 billion), and capital for socialization consideration is VND 97,340 trillion (USD 4.0 billion).

Note: Applicable exchange rate: VND 24,355/USD as of December 31, 2024.

9. Solutions and resources for plan implementation

Solutions for plan implementation include 11 groups of specific tasks and solutions under Part VI, Article 1 of the Prime Minister’s Decision No. 768/QD-TTg dated April 15, 2025.

III. IMPLEMENTATION ORGANIZATION

1. The Ministry of Finance

- To coordinate with the Ministry of Industry and Trade in developing electricity pricing policies based on market mechanisms.

- To coordinate with the Ministry of Industry and Trade in researching, developing, and issuing, or submitting to competent authorities for issuance, financial mechanisms, electricity pricing mechanisms, and incentive mechanisms to support implementation.

2. Ministries and branches

To fully perform their functions, tasks, and powers to implement projects in the Adjusted Power Development Plan VIII on schedule; to propose mechanisms, policies, and solutions to remove obstacles for the effective implementation of the plan's objectives, ensuring uniformity and synchronization with the implementation of socio-economic development goals of each sector and locality.

3. People's Committees of provinces and centrally-run cities

- To direct relevant departments and agencies to update the list of power sources and grids identified in this plan into provincial plans and technical and specialized plans such as construction plans, urban plans, rural plans, and land use plans at provincial and district levels to organize spatial arrangements as a basis for implementing investment in electricity projects.

- To review, adjust, and update provincial plans and provincial plan implementation plans in accordance with the laws on planning and electricity (if there are conflicts with this plan), clearly identifying the scope of power sources and grids in the electricity supply plan as prescribed in Article 4 and Clause 1, Article 24 of the Government’s Decree No. 56/2025/ND-CP dated March 3, 2025, detailing a number of articles of the Electricity Law on electricity development master plan, electricity supply network development plan, investment in construction of electricity projects and bidding for selection of investors for electricity business investment projects, ensuring consistency with the content and scale of additional capacity allocation for localities in Power Development Plan VIII and the Adjusted Power Development Plan VIII.

- To organize the selection of investors for electricity projects under their authority, and allocate land funds for the development of power works in accordance with legal regulations; to preside over and coordinate closely with investors in implementing site clearance, compensation, resettlement for power source and grid projects as prescribed by law.

- To direct and supervise investors in implementing power source and grid projects in their localities on schedule, ensuring projects are commissioned according to the approved plan.

- To coordinate with the Ministry of Industry and Trade and relevant ministries and agencies in organizing the implementation of the adjusted PDPVIII Implementation Plan according to their functions and powers.

4. The Electricity Regulatory Authority of Vietnam

- To regularly inspect and supervise the implementation status of power source and grid projects to propose solutions, ensure progress according to the approved Adjusted Power Development Plan VIII, and handle projects falling behind schedule according to its authority and regulations.

- To evaluate the plan implementation in accordance with the Law on Planning.

5. The Oil, Gas, and Coal Department

- To regularly monitor and update the fuel supply situation (coal, gas) for power generation; in case of arising issues affecting fuel supply to power plants, to promptly report to the leaders of the Ministry of Industry and Trade for consideration and direction.

- To supervise and urge the ensuring of progress for infrastructure projects for receiving and supplying gas for power generation (including LNG), LNG terminal port warehouse projects, and to prioritize ensuring fuel for thermal power plants.

6. The Agency for Innovation, Green Transition and Industry Promotion

- To preside over and coordinate with the Electricity Regulatory Authority of Vietnam and the Vietnam Electricity to strengthen communication on electricity saving and the benefits of implementing the National Program on Economical and Efficient Use of Energy, the National Program on Demand Side Management, and Demand Response Programs nationwide.

- To preside over the development and submission to the National Assembly for approval of the Law on Economical and Efficient Use of Energy (revised) to create a strong transformation in reducing the energy intensity of the economy, issuing sanctions and compulsory standards and regulations on energy efficiency, contributing to renovating the economic growth model.

- To research the application of compulsory standards and regulations accompanied by sanctions on efficient electricity use for sectors and industries with high electricity consumption.

7. The Vietnam Electricity

- To play the main role in ensuring stable and safe electricity supply for socio-economic development. To invest in power source and transmission grid projects as assigned.

- To regularly review and assess the balance of electricity supply and demand, and the operational status of the national and regional power systems, and report to competent authorities.

- To thoroughly implement solutions for innovating corporate governance, improving production and business efficiency, increasing labor productivity, reducing power losses, saving costs, and reducing prices.

- To proactively coordinate with localities to update electricity projects for which EVN is the investor into provincial-level plans, provincial-level plan implementation plans, and land use plans at provincial and district levels.

- To focus on rapid and drastic implementation of assigned power source and grid projects, especially grid projects serving electricity import from Laos to Vietnam and grids for evacuating capacity from power sources, ensuring progress according to the approved plan. To coordinate closely with ministries, branches, and localities to remove difficulties in site clearance, connection, and investment in power sources and grids. The Vietnam Electricity shall bear primary responsibility if the above projects fall behind schedule, failing to ensure electricity supply security.

- To actively coordinate with localities, concentrate all resources, and accelerate the progress of projects according to Notice No. 93/TB-VPCP of the Office of the Government dated March 10, 2025, and projects under the program of national key important works and projects in the energy sector issued with the Prime Minister’s Decision No. 270/QD-TTg dated April 2, 2024, ensuring approved progress as regulated; to promptly propose to competent authorities for consideration and resolution of legal difficulties and obstacles in project implementation (if any).

- To be more proactive and take the lead in developing wind power, offshore wind power, gas-fired electricity projects, and other types of power sources when conditions and opportunities arise.

8. The Vietnam National Industry - Energy Group

- To strengthen the search, exploration, and exploitation of domestic gas sources to supply for power generation, consistent with electricity load demand. To quickly and effectively implement gas field projects such as Block B, Blue Whale (Ca Voi Xanh), Ken Bau, etc., according to the approved schedule.

- To implement solutions for building warehouse and port infrastructure, and connecting domestic and regional gas systems to serve the import of natural gas and LNG to ensure gas supply for power plants.

- To implement assigned power source projects on schedule.

- To be more proactive and take the lead in developing wind power, offshore wind power, gas-fired electricity projects, and other types of power sources when conditions and opportunities arise.

9. The Vietnam National Coal and Mineral Industries Holding Corporation Limited, Dong Bac Corporation

- To play the main role in ensuring coal supply for power generation consistent with the energy transition roadmap. In the immediate future, to enhance domestic coal production capacity, combined with coal imports to supply fuel for power plants.

- To invest in power source projects as assigned.
