CIRCULAR
Promulgating Amendment 01:2024 QCVN 33:2019/BGTVT National technical regulation on mirrors for automobiles

Pursuant to the 2006 Law on Standards and Technical Regulations;
Pursuant to the Government’s Decree No. 127/2007/ND-CP dated August 01, 2007 detailing the implementation of a number of articles of the Law on Standards and Technical Regulations; the Government’s Decree No. 78/2018/ND-CP dated May 16, 2018 amending and supplementing a number of articles of the Government’s Decree No. 127/2007/ND-CP dated August 01, 2007 detailing the implementation of a number of articles of the Law on Standards and Technical Regulations;
Pursuant to the Government's Decree No. 56/2022/ND-CP dated August 24, 2022, defining the functions, tasks, powers and organizational structure of the Ministry of Transport;
At the request of the Director of the Department of Science - Technology and Environment and the Director of the Vietnam Register;
The Minister of Transport promulgates the Circular promulgating Amendment 01:2024 QCVN 33:2019/BGTVT National technical regulation on mirrors for automobiles.
Article 1. The Amendment 01:2024 QCVN 33:2019/BGTVT National technical regulation on mirrors for automobiles is hereby promulgated and enclosed herewith.
Registration number: Amendment 01:2024 QCVN 33:2019/BGTVT.
Article 2. Effect
1. This Circular takes effect from December 05, 2024
2. Transitional provisions
a) For testing dossiers registered before the effective date of this Circular, testing and quality certification shall continue to be conducted in accordance with QCVN 33:2019/BGTVT;
b) For mirror types that have been tested or certified in accordance with QCVN 33:2019/BGTVT and whose test reports or certificates are still valid, retesting and recertification are not required.
Article 3. Implementation organization
The Chief of the Ministry’s Office, the Chief Inspector of the Ministry’s Inspectorate, Directors, Director of the Vietnam Register, Heads of agencies and units under the Ministry of Transport, and relevant organizations and individuals are responsible for implementing this Circular./.

Foreword
Amendment 01:2024 QCVN 33:2019/BGTVT was developed by the Vietnam Register, submitted for approval by the Department of Science - Technology and Environment, appraised by the Ministry of Science and Technology, and promulgated together with Circular No. 19/2024/TT-BGTVT dated June 03, 2024 by the Minister of Transport.
Amendment 01:2024 QCVN 33:2019/BGTVT amends and supplements a number of provisions of QCVN 33:2019/BGTVT.
Amendment 01:2024 QCVN 33:2019/BGTVT was developed based on reference to UNECE R46 (Revision 7) of the United Nations Economic Commission for Europe.
NATIONAL TECHNICAL REGULATION ON MIRRORS FOR AUTOMOBILES
1. Amending and supplementing Point 1.3.2 as follows:
"1.3.2 Camera-monitor system (CMS) means a system of equipment used to observe the rear, side, or front of the vehicle within the field of vision specified in Annex A of this Regulation by means of a camera-monitor combination defined as follows:
1.3.2.1 Camera means a device that captures images of the outside world and then converts these images into video signals.
1.3.2.2 Monitor means a device that converts signals into images that are visible in the visual spectrum of the human eye."
2. Amending and supplementing Point 1.3.7 as follows:
"1.3.7 Mirror type: rear-view mirrors are considered to be of the same type if they have the same brand, manufacturer, manufacturing address, and there is no difference in the following main technical characteristics:
1.3.7.1 Design of the mirror assembly, including details connecting to the vehicle (if any).
1.3.7.2 Mirror type, mirror shape, size, and radius of curvature of the reflecting surface.
3. Amending and supplementing Point 1.3.8 as follows:
"1.3.8 Camera-monitor system type: camera-monitor systems are considered to be of the same type if they have the same brand, manufacturer, manufacturing address, and there is no difference in the following main technical characteristics:
1.3.8.1 Design of the camera-monitor system, including details connecting to the vehicle (if any).
1.3.8.2 CMS type, field of vision, magnification, and resolution.
4. Amending and supplementing Point 1.3.15 as follows:
"1.3.15 Mirror and CMS dual function system means a CMS of Class I in which the monitor is placed behind a semi-transparent mirror (the monitor and semi-transparent mirror comply with this Regulation). The monitor is visible in the CMS mode."
5. Amending and supplementing Point 2.1.1.1 as follows:
"2.1.1.1 The mirror must bear the trademark or logo of the manufacturer. The trademark or logo of the manufacturer shall be clear, legible, and difficult to erase."
6. Amending and supplementing Point 2.1.1.2 as follows:
"2.1.1.2 All mirrors shall be adjustable."
7. Adding Point 2.1.1.8 as follows:
"2.1.1.8 The requirements specified at Point 2.1.1.4 of this Regulation do not apply to mirrors whose lower edge is mounted not lower than 2 m from the parking surface when the vehicle is in a loaded condition corresponding to its maximum design gross vehicle mass."
8. Adding Point 2.1.1.9 as follows:
"2.1.1.9 The requirements specified at Points 2.1.1.3 and 2.1.1.4 of this Regulation do not apply to parts of the external surface protruding less than 5 mm, but the outward-facing angles of those parts shall be blunted and are considered optimal when those parts protrude less than 1.5 mm."
9. Amending and supplementing Point 2.1.2.3 as follows:
"2.1.2.3 Class IV mirrors (Wide-angle view mirrors)
The contour of the reflecting surface must be of simple geometric form and of dimensions (which may be combined with a Class II exterior mirror if necessary) so as to provide the field of vision specified at Point A.4 of Annex A of this Regulation."
10. Amending and supplementing Point 2.1.2.4 as follows:
"2.1.2.4 Class V mirrors (Close-proximity view mirrors)
The contour of the reflecting surface must be of simple geometric form and of dimensions so as to provide the field of vision specified at Point A.5 of Annex A of this Regulation."
11. Amending and supplementing Point 2.1.2.5 as follows:
"2.1.2.5 Class VI mirrors (Front-view mirrors)
The contour of the reflecting surface must be of simple geometric form and of dimensions so as to provide the field of vision specified at Point A.6 of Annex A of this Regulation."
12. Amending and supplementing Point 2.1.3.1 as follows:
"2.1.3.1 The reflecting surface of a mirror must be either flat or convex. Exterior mirrors may be equipped with an additional aspherical part provided that the main mirror meets the requirements for indirect field of vision."
13. Amending and supplementing Point 2.1.4 as follows:
"2.1.4 Requirements for impact resistance"
14. Amending and supplementing Point 2.1.4.1 as follows:
"2.1.4.1 All types of mirrors must be tested for impact resistance of the reflecting surface in accordance with Annex D of this Regulation."
15. Amending and supplementing Point 2.1.4.4 as follows:
"2.1.4.4 The testing in accordance with Annex D of this Regulation does not apply to the following cases:
2.1.4.4.1 Exterior mirrors from Class II to Class VI if no part of the mirror is lower than 2 m from the parking surface, including the adjustment position, when the vehicle is in a loaded condition corresponding to its maximum design gross vehicle mass.
2.1.4.4.2 Mirror attachments (mirror bases, mirror arms, swivel joints, and other parts) located lower than 2 m from the parking surface but do not protrude beyond the overall width of the vehicle, measured on a vertical plane intersecting the lowest mirror mounting point, or any point on this plane if the horizontal contour of that point has a greater overall width.
2.1.4.4.3 In the case of applying the provisions at Point 2.1.4.4 of this Regulation, the testing and certification registration facility must have instructions clearly specifying how to mount the mirror to conform to the above-mentioned conditions for the position of the mirror attachments mounted on the vehicle.
2.1.4.4.4 In the case of applying the provisions at Point 2.1.4.4 of this Regulation, the mirror arm shall be clearly marked with the symbol 2∆m, which is difficult to erase, and this shall be endorsed in the type approval certificate.”
16. Amending and supplementing Point 2.2.1.1 as follows:
"2.2.1.1 The camera-monitor system must bear the trademark or logo of the manufacturer. The trademark or logo of the manufacturer shall be clear, legible, and difficult to erase."
17. Amending and supplementing Point 2.2.1.3 as follows:
"2.2.1.3 When the Camera-Monitor System (CMS) is mounted in the position recommended by the manufacturer under normal driving conditions, all parts, irrespective of the adjustment position of the device, including those parts remaining attached to the support after the test in accordance with Annex D of this Regulation, which are in potential, static contact with a sphere either 165 mm in diameter in the case of a CMS or parts of CMS mounted inside the vehicle or 100 mm in diameter in the case of a CMS or parts of CMS mounted outside the vehicle, shall have a radius of curvature "c" of not less than 2.5 mm."
18. Adding Point 2.2.1.4 as follows:
"2.2.1.4 The requirements specified at Point 2.2.1.3 of this Regulation do not apply to parts of the external surface protruding less than 5 mm, but the outward-facing angles of those parts shall be blunted, and are considered optimal when those parts protrude less than 1.5 mm."
19. Amending and renumbering Point 2.2.1.4 as Point 2.2.1.5 as follows:
"2.2.1.5 The edges of fixing holes or recesses of which the diameter or longest diagonal is less than 12 mm shall be exempt from the radius requirements at Point 2.2.1.3 of this Regulation provided that they are blunted."
20. Amending and renumbering Point 2.2.1.5 as Point 2.2.1.6 as follows:
"2.2.1.6 For parts of the Camera-Monitor System (CMS) which are made of materials with a hardness of less than 60 Shore A and which are mounted on a rigid support, the requirements specified at Point 2.2.1.3 of this Regulation shall only apply to the support."
21. Adding Point 2.2.1.7 as follows:
"2.2.1.7 The requirements specified at Point 2.2.1.3 of this Regulation do not apply to Camera-Monitor Systems (CMS) whose lower edge is mounted not lower than 2 m from the parking surface when the vehicle is in a loaded condition corresponding to its maximum design gross vehicle mass."
22. Amending and supplementing Point 2.2.2.2 as follows:
"2.2.2.2 The testing in accordance with Annex D of this Regulation does not apply to the following cases:
2.2.2.2.1 Exterior camera-monitor systems from Class II to Class VI if no part of the camera-monitor system is lower than 2 m from the parking surface, irrespective of the adjustment position, when the vehicle is in a loaded condition corresponding to its maximum design gross vehicle mass.
2.2.2.2.2 Camera-monitor system attachments (camera-monitor bases, camera-monitor arms, swivel joints, and other parts) located lower than 2 m from the parking surface but do not protrude beyond the overall width of the vehicle, measured on a vertical plane intersecting the lowest camera-monitor system mounting point, or any point on this plane if the horizontal contour of that point has a greater overall width.
2.2.2.2.3 In the case of applying the provisions at Point 2.2.2.2 of this Regulation, the testing and certification registration facility shall have instructions clearly specifying how to mount the camera-monitor system to conform to the above-mentioned conditions for the position of the camera-monitor system attachments mounted on the vehicle.
2.2.2.2.4 In the case of applying the provisions at Point 2.2.2.2 of this Regulation, the camera-monitor system arm shall be clearly marked with the symbol 2∆m, which is difficult to erase, and this shall be endorsed in the type approval certificate.”
23. Amending and supplementing Point 3.1 as follows:
"3.1 Methods of inspection and testing
Mirrors that are manufactured, assembled, or imported shall be inspected, tested, and certified in accordance with the regulations on technical safety and environmental protection quality for automotive parts and components."
24. Amending and supplementing Point 3.2.1.1 as follows:
"3.2.1.1 The technical drawing of the mirror shall specify the type of mirror, the shape of the mirror, the main dimensions, and be accompanied by at least the following parameters:
a) Trademark or logo of the manufacturer and their location on the mirror;
b) Mounting position on the vehicle and dimensions from the lower edge of the mirror measured from the parking surface when the vehicle is in a loaded condition corresponding to its maximum design gross vehicle mass;
c) Hardness of the protective housing of the mirror's reflecting surface;
d) Radius of curvature of the mirror's reflecting surface;
dd) Coefficients of reflection of the mirror's reflecting surface;
e) Radius of curvature of the edge of the protective housing of the mirror's reflecting surface.
g) Location of the 2∆m symbol on the mirror (if any)."
25. Amending and supplementing Point 3.2.2 as follows:
"3.2.2 Test samples
03 test samples for each type of mirror to be tested.
03 test samples for each type of camera-monitor to be tested."
26. Repealing Annex E
27. Replacing the phrase "Camera-monitor (CMS)" with the phrase "Camera-monitor System (SMS)" at the following points: 1.1.1, 1.1.2, 1.2, 1.3.3, 1.3.14, 2.2, 2.2.12, 2.2.13, 2.2.2, 2.2.2.1, 2.2.2.3, 3.2, 3.2.1.2, D.2.1 Annex D, D.2.1.1 Annex D, D.2.1.2 Annex D, D.2.1.3 Annex D, D.2.2 Annex D, D.2.3 Annex D, D.2.4 Annex D, D.2.5 Annex D, D.2.5.3 Annex D, D.2.6 Annex D of QCVN 33:2019/BGTVT.
