CIRCULAR
Providing regulations on mechanisms and policies for management of the service prices for inspection and exemption from the first-time inspection for motor vehicles and special-purpose vehicles
Pursuant to the Law on Price dated June 19, 2023;
Pursuant to the Law on Road Traffic Order and Safety dated June 27, 2024;
Pursuant to the Government’s Decree No. 85/2024/ND-CP dated July 10, 2024, detailing a number of articles of Law on Price;
Pursuant to the Government’s Decree No. 166/2024/ND-CP dated December 26, 2024, prescribing business conditions for motor vehicle inspection services; organization and operation of inspection centers; service life of motor vehicles;
Pursuant to the Government’s Decree No. 33/2025/ND-CP dated February 25, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Construction;
At the proposal of the Director of the Plan-Finance Department and the Director of Vietnam Register;
The Minister of Construction hereby promulgates the Circular providing regulations on mechanisms and policies for management of the service prices for inspection and exemption from the first-time inspection for motor vehicles and special-purpose vehicles.
Article 1. Scope of regulation
This Circular provides regulations on mechanisms and policies for management of the service prices for inspection and exemption from the first-time inspection for motor vehicles (excluding motorbikes and mopeds) and special-purpose vehicles.
Article 2. Subjects of application
1. This Circular applies to organizations and individuals related to services of inspection and exemption from the first-time inspection for motor vehicles (excluding motorbikes and mopeds) and special-purpose vehicles.
2. This Circular does not apply to organizations and individuals related to services of inspection and exemption from the first-time inspection for motor vehicles (excluding motorbikes and mopeds) and special-purpose vehicles under the management of the Ministry of National Defence and the Ministry of Public Security.
Article 3. Mechanisms and policies for the management of service prices
1. The specific prices for services of inspection and exemption from the first-time inspection for motor vehicles and special-purpose vehicles shall be determined by inspection centers, but must not exceed the maximum prices for services of inspection and exemption from the first-time inspection for motor vehicles, special-purpose vehicles as decided by the Minister of Construction.
2. The maximum prices and specific prices for services of inspection and exemption from the first-time inspection for motor vehicles and special-purpose vehicles shall not include: value-added tax; fees for grant of inspection certificates; costs of accommodation, travel, communications, transportation of inspection equipment, parking rental, installation and dismantlement of equipment, overtime payment and payment for work on holidays as prescribed by law for inspectors and professional staff for the provision of inspection services at the customer’s request.
3. In case a customer requests the provision of inspection services for motor vehicles and special-purpose vehicles outside inspection center, the customer shall pay additional incurred costs to the inspection center, including costs of accommodation, travel, communications, transportation of inspection equipment, parking rental, installation and dismantlement of equipment. Such costs shall be determined based on the actual cost incurred by inspection center and in accordance with applicable regulations.
4. Value-added tax and fees for grant of inspection certificates shall be collected in accordance with applicable laws.
5. For passenger cars with the same wheelbase but manufactured or modified into different types with different permitted seating capacities, the applicable inspection service price shall be that of the vehicle type with the largest permitted seating capacity as certified by the competent authority.
6. The maximum prices and specific prices of inspection services for motor vehicles and special-purpose vehicles shall not include inspection service prices for loading and unloading equipment and pressure equipment installed on such vehicles.
7. In case a customer requests the provision of service of inspection or exemption from the first-time inspection for motor vehicles and special-purpose vehicles outside the working hours of inspection center or on the rest days or holidays in accordance with the labor law, the customer shall pay additional amount corresponding to the wage different incurred to cover labor cost for carrying out inspection activities, based on the actual working time as confirmed by the customer.
8. Motor vehicles and special-purpose vehicles that fail to meet technical safety and environmental protection requirements during inspection must undergo a re-inspection. The re-inspection service prices shall be calculated as follows:
a) In case motor vehicles and special-purpose vehicles are re-inspected on the same day, the service price for each re-inspection shall not exceed 50% of the specific inspection service price set by inspection center.
b) In case motor vehicles and special-purpose vehicles are re-inspected on different day or by another inspection center, the re-inspection service price shall be 100% of the specific inspection service price set by inspection center.
9. In case inspection services for motor vehicles and special-purpose vehicles are provided outside inspection center, and after the inspector has arrived at the inspection location, the customer cancels the service provision request, the customer shall pay the costs in accordance with Clause 3 of this Article.
Article 4. Implementation responsibilities
1. The Vietnam Register shall:
a) Organize the implementation of this Circular.
b) Organize the receipt of price declaration documents in accordance with Clause 5, Article 28 of the Law on Price.
2. Vehicle inspection centers providing inspection service shall declare, post and publicly disclose inspection service prices in accordance with the law on price.
Article 5. Effect
This Circular takes effect on January 20, 2026.
