CIRCULAR
Regulating the code of conduct for teachers

Pursuant to the Law on Teachers No. 73/2025/QH15;
Pursuant to the Government's Decree No. 37/2025/ND-CP dated February 26, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;
At the proposal of the Director General of the Department of Teachers and Educational Administrators;
The Minister of Education and Training promulgates the Circular regulating the code of conduct for teachers.
Chapter I
GENERAL PROVISIONS
Article 1. Scope of regulation and subjects of application
1. This Circular regulates the code of conduct for teachers in educational institutions within the national education system.
2. This Circular applies to teachers performing teaching and educational tasks in educational institutions within the national education system.
3. Teachers in educational institutions belonging to the people's armed forces, and teachers belonging to the armed forces seconded to educational institutions, shall abide by the code of conduct as prescribed in this Circular and other relevant provisions of law.
Article 2. Purposes of developing the code of conduct for teachers
1. To ensure standards of awareness, attitudes, and behaviors of teachers in their relationships with learners, colleagues, educational institution administrators, parents or guardians of learners, and the community.
2. To ensure a safe and friendly educational environment that respects differences; promotes innovation and creativity; and prevents and combats negative practices and school violence.
3. To serve as a basis for teachers to train, uphold, study, and cultivate and enhance their qualities, ethics, and behavioral culture in the digital environment, especially when participating in activities on social network platforms.
4. To create a uniform legal basis for educational institutions to develop and implement codes of conduct suitable to their practical conditions.
Article 3. Principles of developing the code of conduct for teachers
1. Complying with relevant law; being consistent with moral standards, fine customs and practices, and cultural traditions of the nation; ensuring the principles of equality, non-discrimination, and respect for cultural diversity, privacy, and personal secrets.
2. Ensuring it reflects the position, role, lawful rights and interests, obligations, and responsibilities of teachers in their professional activities.
3. Ensuring the criteria of being concise, clear, easy to understand, and easy to implement; be appropriate for the educational level, training level, and educational method; being consistent with the fine cultural values of the nation and regional cultural characteristics.
4. The developing of a detailed code of conduct at educational institutions shall ensure feasibility, democracy, transparency, and objectivity.
Chapter II
CONTENTS OF THE CODE OF CONDUCT
Article 4. General rules of conduct
1. Strictly complying with the lines and guidelines of the Party, and the policies and laws of the State; fully and properly performing the legal provisions on the rights and obligations of teachers; complying with the assignment and mobilization by competent organizations and individuals in accordance with the law.
2. Being dedicated to work; teaching and educating in accordance with educational objectives and principles; fully implementing and ensuring the quality of educational programs; actively studying and training to cultivate and enhance teachers' ethics, professional qualifications, and capacity; being honest in learning, scientific research, and the performance of teaching and educational tasks; selectively absorbing and appropriately applying the advancements of science, technology, and human civilization in professional activities; being responsible in using information and behaving in cyberspace.
3. Upholding the qualities, prestige, honor, dignity, and personality of teachers; being exemplary and setting a good example; maintaining a polite and friendly attitude; practicing a healthy and positive lifestyle; practicing thrift, combating waste, corruption, and the obsession with achievements; practicing regular criticism and self-criticism; preserving and promoting the national cultural identity.
4. Protecting and preserving the landscape of educational institutions; preventing and combating school violence ; uniting, building, loving, and helping others; protecting the prestige and honor of others and of the educational institution; building a safe, healthy, friendly, civilized, democratic, innovative, and creative educational environment; actively participating in the management, administration, and other professional activities of the educational institution.
5. Using pure, understandable, proper, honest, and respectful language; wearing neat and polite attire suitable for the educational environment, educational activities, and relevant regulations.
6. Do not abuse professional titles, honorary titles, image of a teacher, and professional activities to commit illegal acts or for personal gain; do not quit work without authorization; do not propagate or disseminate contents contrary to the viewpoints and policies of the Party and the State; do not smoke or use alcoholic beverages while performing duties; do not use banned substances and other stimulants as prescribed by law; do not participate in social vices; do not be indifferent to, overlook, or conceal the violations of learners and colleagues.
Article 5. Conduct toward learners
1. Having an exemplary attitude and a spirit of tolerance, responsibility, and affection; providing feedback, remarks, praise, or criticism suitable to the subjects and circumstances; motivating and encouraging the striving and development of learners.
2. Creating a safe, positive, and equal educational environment; encouraging learners to participate in research, productive work, community service activities, and sustainable development.
3. Respecting and accurately evaluating the true capacity of learners; protecting the lawful and legitimate rights and interests of learners; creating motivation to promote the qualities and capacity of learners; listening to, and promptly advising and supporting learners in academic and social fields, ensuring suitability with their age-related psychophysiology.
4. Do not discriminate among learners in any form; do not insult, hurt, victimize, prejudice, abuse, or harm learners in any form, and promptly report to leaders and competent authorities upon discovering that learners are abused or harmed; do not force learners to participate in activities of a voluntary nature; do not publicly disclose learners' information in violation of regulations; do not commit fraud or intentionally falsify results in admission and learner assessment activities.
Article 6. Conduct toward colleagues
1. Being honest, sincere, united, cooperative, sharing responsibilities, and helping one another; conducting self-criticism and criticism in an objective, serious, straightforward, and constructive manner for the progress of colleagues.
2. Respecting and listening to the opinions of colleagues; coordinating, exchanging experiences, and learning in professional activities.
3. Do not insult, sow division, or cause internal discord; do not evade or shift responsibilities; do not publicly disclose colleagues' information in violation of regulations.
Article 7. Conduct toward educational institution administrators
1. Complying with the assignment, direction, and administration of educational institution administrators within the scope of assigned functions and tasks.
2. Listening to and being receptive to the evaluations and suggestions of educational institution administrators in professional activities.
3. Actively advising and clearly express personal viewpoints to educational institution administrators according to assigned functions and tasks.
4. Do not insult or cause internal discord; do not be indifferent to, overlook, or conceal the wrongful acts of educational institution administrators.
Article 8. Conduct toward parents or guardians of learners
1. Be willing to cooperate, support, and share with the parents or guardians of learners regarding teaching and educational activities for the progress of learners.
2. Proactively and promptly providing and exchanging truthful information about learners, teaching and educational programs and plans upon the approval of the competent management authorities.
3. Encouraging and enabling the parents or guardians of learners to participate in educational activities for the progress of learners.
4. Do not insult, impose on, seek personal gain from, or force the parents or guardians of learners to participate in activities in violation of State regulations and activities of a voluntary nature.
Article 9. Conduct toward the community
1. Complying with and abiding by internal rules and regulations in public places; respecting the common space of the community; behaving in a civilized, polite, and proper manner, and protecting the environmental landscape when participating in community activities.
2. Promoting the spirit of volunteerism and initiative, and actively participating in social activities; protecting the environment; effectively implementing and coordinating the implementation of charitable and humanitarian movements and activities, taking care of the poor, vulnerable, and disadvantaged groups in society in accordance with the law; participating in and spreading the movement of building a learning society, developing reading culture, and promoting education and nurturing talent.
3. Actively spreading humane values, good deeds, beautiful images, and cultured behaviors in society and schools to the community; proactively participate in communication and dissemination about education, combating fake news related to the education sector and teachers on official social media channels; making relevant information public and transparent when participating in social activities.
4. Do not participate in or support superstitious activities and activities that sow division in the great national unity.
Chapter III
IMPLEMENTATION
Article 10. Responsibilities of units under the Ministry of Education and Training
1. The Department of Teachers and Educational Administrators shall assume the prime responsibility for guiding and inspecting the implementation of this Circular.
2. Relevant units under the Ministry shall coordinate with the Department of Teachers and Educational Administrators in guiding and inspecting the implementation of this Circular.
Article 11. Responsibilities of People's Committees at all levels
1. Responsibilities of the People's Committees of provinces and centrally run cities:
a) Disseminating, directing, deploying, and guiding the implementation of regulations on the code of conduct for teachers in educational institutions under their management jurisdiction;
b) Ensuring conditions for education and dissemination, and the strict implementation of the code of conduct for teachers;
c) Periodically inspect the implementation of educational management agencies; strictly and promptly handling organizations and individuals violating this Circular in accordance with the law; conducting unscheduled inspections of cases where teachers, educational institutions, or educational management agencies show signs of serious violations against the regulations on the code of conduct for teachers under their management jurisdiction.
2. Responsibilities of the People's Committees of communes, wards, and special zones attached to provincial-level administrative units:
a) Deploying, guiding, and inspecting the implementation of the code of conduct for teachers at educational institutions under their management jurisdiction;
b) Assuming the prime responsibility for, and coordinating with relevant agencies and organizations in, dissemination, supervision, commendation, and handling of violations in accordance with regulations;
c) Implementing the reporting regime as prescribed by the Minister of Education and Training.
Article 12. Responsibilities of Departments of Education and Training
1. Advising local Party committees and authorities on guiding the implementation of regulations on the code of conduct for teachers in educational institutions under their management jurisdiction, and on solutions to effectively implement this Circular.
2. Directing educational institutions to organize the deployment and implementation of this Circular; organizing the inspection and supervision of the developing and implementation of codes of conduct for teachers at educational institutions under their management jurisdiction; promptly commending and rewarding organizations and individuals that perform well; handling violating organizations and individuals in accordance with the law.
3. Implementing the reporting regime as prescribed by the Minister of Education and Training.
Article 13. Responsibilities of educational institutions
1. Based on this Circular and relevant legal regulations, the heads of educational institutions shall promulgate detailed codes of conduct for teachers suitable to the requirements and practical conditions of the educational institutions.
2. Publicly announcing the code of conduct for teachers on the website or posting it on the bulletin board of the educational institution; disseminating the code of conduct to educational institution administrators, teachers, learners, and the parents or guardians of learners; regularly disseminate and ensure strict compliance with the contents of the code of conduct for teachers; establishing a reporting channel for teachers' behaviours ensuring safety and information confidentiality as prescribed.
3. Implementing commendation and disciplinary work for collectives and individuals in deploying and implementing the code of conduct for teachers in accordance with the law.
4. Implementing the reporting regime as prescribed by the Minister of Education and Training.
Article 14. Ministries and ministerial-level agencies with affiliated educational institutions
1. Directing educational institutions under their management jurisdiction to organize the implementation of this Circular.
2. Ensuring conditions for education, dissemination, and communication, and the strict implementation of the code of conduct for teachers in educational institutions under their management jurisdiction.
3. Periodically inspecting the implementation organization of educational institutions under their management jurisdiction; promptly commending and rewarding organizations and individuals that perform well, and handling violating individuals and organizations.
4. Implementing the reporting regime as prescribed.
Article 15. Implementation provisions
1. This Circular takes effect on January 30, 2026.
2. The Minister of Education and Training’s Decision No. 16/2008/QD-BGDDT dated April 16, 2008 promulgating the Regulations on Teachers' Ethics, and Article 6 of the Minister of Education and Training’s Circular No. 06/2019/TT-BGDDT dated April 12, 2019 prescribing the Code of Conduct in preschool educational institutions, general educational institutions, and continuing educational institutions shall cease to be effective from the effective date of this Circular.
3. The Chief of Office, the Director General of the Department of Teachers and Educational Administrators, the Heads of relevant units under the Ministry of Education and Training, the Chairpersons of People's Committees at all levels, the Directors of Departments of Education and Training, the Heads of educational institutions, and relevant organizations and individuals are responsible for the implementation of this Circular./.
