ON THE PROMULGATION OF THE NATIONAL TECHNICAL REGULATION ON AUTOMOBILE TACHOGRAPH
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Product and Goods Quality dated November 21, 2007;
Pursuant to the Law on Road Traffic dated November 13, 2008;
Pursuant to Decree No. 127/2007/ND-CP dated August 01, 2007 of the Government detailing a number of articles of the Law on Standards and Technical Regulations;
Pursuant to Decree No.86/2014/ND-CP dated September 10, 2014 of the Government on by-automobile transport business and its conditions;
Pursuant to the Government’s Decree No.107/2012/ND-CP dated December 20, 2012 defining functions, rights, responsibilities, powers and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Department of Science and Technology,
The Minister of Transport hereby promulgates Circular on the promulgation of the national technical regulation on automobile tachograph.
Article 1. The national technical regulation on automobile tachograph is promulgated together with this Circular.

Article 2. This Circular takes effect from April 15, 2015 and replaces Circular No.08/2011/TT-BGTVT dated March 08, 2011 of the Minister of Information and Communications on the promulgation of the national technical regulation on automobile tachograph (QCVN :31/2011/BGTVT.)
Article 3. Chief of the Ministry Office, Chief Inspector, Directors, Director General of Directorate for Roads of Vietnam, Director of the Vietnam Register, Directors of Departments of Transport of provinces and municipalities, Heads of organizations and relevant entities shall be responsible for implementing this Circular./.

NATIONAL TECHNICAL REGULATION ON AUTOMOBILE TACHOGRAPH
1. GENERAL PROVISIONS
1.1 Scope of regulation
This Regulation stipulates basic specifications of automobile tachographs fitted to automobiles on which automobile tachographs must be installed as prescribed by the Government’s regulations on transport business.
1.2. Subjects of application
This Regulation applies to organizations and persons engaging in manufacturing, assembling, importing, testing, certifying the quality of, managing and using automobile tachographs.
1.3. Interpretation of terms
In this Regulation, the following terms shall be construed as follows:
1.3.1. Tachograph means digital equipment intended for installation in any automobile to automatically record, store and output the required information related to such an automobile’s itinerary.
1.3.2. Itinerary is determined by the point of departure, destination, road route, pick-up points and rest stop that a vehicle goes through.
1.3.3. Speed limit means the maximum permissible speed at which road vehicles legally travel on particular road stretches.
1.3.4. Instantaneous speed means the actual speed at a particular instant in time measured by a speedometer.
1.3.5. Overspeed occurs when a vehicle travels at speed exceeding the legal speed limit in at least 20 consecutive seconds.
1.3.6. Continuous driving time is the period during which a driver continuously operates a vehicle without any minimum 15-minute break or stop.
1.4. Abbreviations

2. SPECIFICATIONS
2.1. Functions
Every automobile tachograph shall have the following basic functions:
2.1.1. Notifying the driving status
Every automobile tachograph shall perform self-tests (at the initial bootup and during operation) and display the driving status, such as GSM availability, connection and disconnection to the host computer, GPS signal acquisition and loss, data memory status; logins and logouts of drivers. The driving status signals shall be displayed on the screen or via light indicators.
2.1.2. Recording driver’s activities
Automobile tachograph shall record the coordinate, date and time of login and logout by drivers, send signals notifying the change of drivers, and differentiate between login and logout status. Drivers shall log in or log out only when the vehicles are parked or stopped.
Driver’s information shall be recorded in automobile tachographs and transmitted to the host computers.
2.1.3. Warning drivers
Every automobile tachograph will be able to warn the driver with alarming sound at not less than 65 dB (A) with the frequency of 60-120 warnings/minute so that the driver can hear the sound when it detects an event from 10 cm away in the following cases:
- In case of overspeed, the warning sound will be repeated until the speed is adjusted lower or equal to the speed limit.
- The warning sound shall be repeated at least 05 minutes before round 04 hours of continuous driving until the automobile is parked or the driver logs out.
2.1.4. Recording and storing in data memory
Every automobile tachograph shall be able to record and store the following basic information in data memory:
a) Itinerary
The itinerary (including time, coordinate and speed) shall be recorded in every maximum 30 seconds if the automobile is operated, and every maximum 15 minutes if the automobile is parked.
b) Speed
The information on simultaneous speed will be transferred through a port connecting the automobile tachograph to the computer or via the host computer at any time during the operation.
Speed is expressed in km/h. The speed scale of an automobile tachograph varies from 0 km/h to at least 150 km/h with the inherent measurement resolution not exceeding 01 km/h.
The tolerance in speed measurement by automobile tachographs is of ± 3 km/h.
c) Drivers’ information
Information on driving time, start and end coordinates of each driver of the automobile (his/her name, driving license number, license plate number); continuous driving time of each driver.
d) Frequency and duration of parking and/or break
Coordinates, time and duration of each parking and/or break during the entire itinerary.
2.1.5. Transmitting date to host computers
Data prescribed in item 2.1.4 shall be transmitted to the host computers in every maximum 30 seconds if the automobile is operated, and every maximum 15 minutes if the automobile is not, for storage, monitoring and management as prescribed by the law provisions. In case of losing connection to the host computers, the automobile tachographs shall re-transmit all the previously recorded data to the host computers as soon as the connection is available in a chronical order (or the previously recorded data can be sent at the same time with the current data).
2.1.6. Setting parameters
Every automobile tachograph shall be able to allow the following initial parameters to be set:
+ License plate number;
+ Pulse coefficient/km (if pulse-based speed measurement equipment is used);
+ Speed measurement methods;
+ Speed limit;
+ Date of installation and repair.
The manufacturers, assemblers and importers of automobile tachographs shall be responsible for securing the parameter setting function of the automobile tachographs.
2.1.7. Transferring date through computer ports
Every automobile tachograph must be able to connect to a computer through the communication (COM) port (DB9-Male, DTE) at the speed of 115.200 bps, 8-bit, non-parity, 1 stop bit by the protocol prescribed in Appendix A attached to this Regulation.
2.2. Requirements for hardware
Every automobile tachograph shall be covered with hard shell, which ensures its regular operation and do not change or cause loss of recorded data. An automobile tachograph shall have the following components:
+A microprocessor;
+ Light indicators, a display and speaker or horn
+ A drivers’ information receiver (Driver cards and card readers) as prescribed in Appendix C attached to this Regulation;
+ A GPS receiver;
+ A GSM transceiver;
+ A real-time clock synchronized with GPS (when GPS signal is available) and adjusted to the local time in Vietnam;
+ At least a RS 232 port (DB9-Male, DTE);
+ Data memory with the sufficient capacity for storing data prescribed in item 2.1.4 of this Regulation in the last 30 days or more.
2.3. Requirements for monitoring software
The software shall run on computers compatible with Microsoft Windows OS, which has Vietnamese interface and can display results in Vietnamese.
The software shall have the following features:
+ Online monitoring: Display the position of vehicles on digital map, license plate number, current driver’s information (name of the driver and his/her driving license), number of violations against speed limits, number of parking and/or breaks and duration of parking and/or break, continuous driving time and total daily driving time of such driver;
+ Data access and management: Facilitate data access, search, tabulation, reporting and statistic as prescribed in the Ministry of Transport’s regulations on provision, management and use of data collected from automobile tachographs. The statistical report shall be made by using Appendix B attached to this Regulation;
+ Automobile tachograph status notification: Display the current status (regular operation or loss of connection in more than 30 minutes) of the equipment fitted to the vehicles
2.4. Data security
The data recorded in automobile tachographs and host computers shall be undeletable and unreplaceable during the retention period as prescribed.
The retention period for data (prescribed in item 2.1.4) recorded by automobile tachographs and stored in the host computers shall last for at least 01 year.
2.5. Power supply
Automobile tachographs shall run on the power of automobiles. The automobile tachographs run on the power at the voltage corresponding to the automobiles’ nominal voltage and can withstand the reverse polarity as presented in Table 1 of this Regulation.

2.6. Installation of automobile tachographs
Automobile tachographs shall be installed at positions where their indicators are visible to drivers. Every dashboard shall have all the components: connection ports, automobile tachograph manual, and driving status signs as prescribed in item 2.1.1 of this Regulation.
If an automobile tachograph is installed at a position invisible to drivers, the following components shall be fitted to the dashboard: ports, automobile tachograph manual and light indicators which can repeat driving status signals as prescribed in item 2.1.1 of this Regulation
Every automobile tachograph manual shall indicate:
+ Its supplier’s telephone number and contact address;
+ Login and logout instructions for drivers;
+ Signals indicating the driving status.
+ Instructions on how to connect the automobile tachograph to a computer.
3. MANAGEMENT
3.1. Management and type approval of automobile tachographs
3.1.1. Requirements for automobile tachographs to be introduced to the market
Automobile tachographs, which are introduced to the market, must be labeled as legal products, affixed with Vietnam Certification (CR) marks as prescribed in this Regulation, and undergo the market inspection of product and goods quality control authorities.
Methods and procedures for type approval of automobile tachographs shall be conformable to section 3.1.3 of this Regulation.
3.1.2. Requirements for tachograph-testing organizations
Every tachograph-testing organization shall:
+ Obtain a certificate of registration for carrying out field tests, as prescribed in Circular No. 08/2009/TT-BKHCN dated April 08, 2009 of the Minister of Science and Technology providing guidance on the requirements and order and procedures for registration of field of conformity assessment operation and Circular No. 10/2011/TT-BKHCN dated June 30, 2011 of the Minister of Science and Technology amending and supplementing a number of Articles of Circular No. 08/2009/TT-BKHCN dated April 08, 2009;
+ Have standardized facilities and equipment, and suitable procedures so as to fulfill requirements for field tests as prescribed in Appendix D attached to this Regulation;
+ Apply the quality control system which is conformable to TCVN ISO/IEC 17025:2005 or its equivalents;
+ Have its capacity examined and assessed by the Ministry of Transport and be appointed under Circular No.09/2009/TT-BKHCN dated April 08, 2009 of the Minister of Science and Technology on requirements and procedures for appointment of standard conformity assessing organizations and Circular No.11/2011/TT-BKHCN dated June 30, 2011 of the Minister of Science and Technology amending and supplementing a number of provisions of Circular No.09/2009/TT-BKHCN dated April 08, 2009 of the Minister of Science and Technology on requirements and procedures for appointing standard conformity assessing organizations. The appointment shall be valid for 03 years from the date on which the appointment decision is signed.
3.1.3. Methods and procedures for type approval of automobile tachographs
Type approval of automobile tachographs shall be carried out in accordance with Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Minister of Science and Technology on declaration of standard conformity and technical-regulation conformity and methods for conformity assessment (hereinafter referred to as Circular No.28/2012/TT-BKHCN) and relevant law provisions, which shall be applied explicitly as follows:
a) Domestically manufactured and assembled automobile tachographs:
Method 4, Appendix II attached to Circular No.28/2012/TT-BKHCN shall be applied. The procedures for registration and type approval shall follow Appendix D and Appendix DD attached to this Regulation.
b) Consignments of imported automobile tachographs:
Method 7, Appendix II attached to Circular No.28/2012/TT-BKHCN shall be applied. Sampling and testing of imported automobile tachographs of each consignment shall be carried out as prescribed in Appendix D and Appendix DD attached to this Regulation. The quantity of samples collected from a consignment shall be corresponding to the quantity of automobile tachographs in that consignment, specifically as follows:
- A consignment containing 100 automobile tachographs: 02 samples;
- A consignment containing between 100 and 500 automobile tachographs inclusive: 03 samples;
- A consignment containing more than 500 automobile tachographs: 05 samples;
The procedures for testing automobile tachograph samples shall be conformable to Appendix D attached to this Regulation. All samples shall pass the field test to be considered conformable. If any one of such samples fails to meet any 01 criterion or more in the first field test, samples shall be taken for the second field test. If any sample fails to pass the second test, the whole consignment shall be considered unconformable and shall not be entitled to undergo another test.
The test results released by the tachograph-testing organizations shall serve as the basis for granting type-approval certificates. Each type-approval certificate granted through applying Method 7 shall be effective to each consignment of imported automobile tachographs (as indicated by their registered serial numbers).
c) Representative samples of a consignment of imported automobile tachographs shall be exempted from the field tests if:
+ Automobile tachographs in such consignment are in the same type and manufactured by the same manufacturer in the same year (according to the customs declaration) with other consignments granted type-approval certificates and imported by the same importer.
+There are documents certifying that the foreign manufacturer applies the ISO 9001:2008 quality control system or its equivalents.
The Directorate for Roads of Vietnam shall consider exempting eligible consignments from representative sample tests and granting the type-approval certificates to such consignments.
If any consignment eligible for exemption from the representative sample test shows any signs of inadequate quality, the Directorate for Roads of Vietnam shall carry out field tests on samples of such consignment for type approval as prescribed in point b of this section.
d) Automobile tachograph samples which are measured, tested and homologated shall be stored in the testing organization and the Directorate for Roads of Vietnam, specifically as follows:
+ 01 sample shall be stored in the testing organization for 06 months after the testing results are obtained.
+ 01 sample shall be stored in the Directorate for Roads of Vietnam for 1 year after the type-approval certificate is granted to the consignment of imported automobile tachographs and for 03 years after the type-approval certificate is granted to the domestically manufactured and/or assembled automobile tachograph. After the retention period of samples is over, the Directorate for Roads of Vietnam shall return the samples stored by it to the manufacturer, assembler and importer of the automobile tachographs.
Applications for type approval submitted by the manufacturer, assembler and importer of the automobile tachographs shall be archived for at least 03 years after the type-approval certificates to the automobile tachograph models or consignments.
3.2. Compatibility with other information technology products
Before an automobile tachograph is granted a type-approval certificate under this Regulation, a type-approval certificate of its GMS data terminal equipment shall be required as prescribed by the Ministry of Information and Communications.
3.3. Product labeling
Product labels shall be directly affixed, printed or carved on the products or commercial packages at visible positions. A label shall show:
- Name of the product and its serial number;
- Name of the manufacturer or importer that is responsible for the product quality and their telephone number;
- Date of manufacture;
- Applicable voltage;
- Origin of the product.
The CR marks as prescribed in Appendix I of this Regulation shall be printed on the products’ package or their attached manuals and shall be attached to automobile tachographs at visible positions. The CR marks shall be designed and painted the same color, which is recognizable, unerasable, and undetachable.
3.4. Responsibilities of relevant organizations and persons
3.4.1. Tachograph-testing organizations shall:
Duly comply with Article 20 of the Law on Product and Goods Quality and other relevant law provisions.
Measure and test automobile tachograph samples as prescribed in Appendix D attached to this Regulation.
Grant the certificates of measurement and testing results to manufacturers, assemblers and importers of automobile tachographs on the basis of results of testing the automobile tachographs samples which satisfy requirements herein.
Participate in field tests and experiments to cross-check the products for automobile tachograph quality control upon request of the Ministry of Transport and the Directorate for Road of Vietnam.
3.4.2. Manufacturers, assemblers and importers of automobile tachographs shall:
Provide sufficient facilities, equipment and personnel to maintain automobile tachograph supply and installation services as prescribed by relevant provisions of the Law on Product and Goods Quality, specifically as follows:
+ Carry out type approval for automobile tachograph models in accordance with this Regulation;
+ Provide services and product warranty, take responsibilities for product quality and ensure installation and maintenance of automobile tachographs during the warranty period;
+ Have measuring equipment used for manufacturing automobile tachograph and quality control periodically calibrated under regulations on the calibration of measuring equipment;
+ Every manufacturer or assembler shall issue its manufacturing and quality control procedures according to the actual assembling and processing stage.
+ Every manufacturer or assembler shall archive records of imported countries or origin of main components (microprocessors, GPS modules, GMS modules, and data memories);
+ Every importer shall archive customs declarations on origins of imported automobile tachographs; contracts for import of automobile tachograph consignments and address of overseas manufacturers or assemblers;
+ Every manufacturer or assembler shall assign at least 01 employee (or outsource under processing contract) to take charge of a relevant job, such as hardware design, software design, warranty services, and customer services (Such assigned employee shall have his/her labor contract, relevant certificates or qualifications suitable for the job);
+ Meet requirements for transmitting from the host computers connecting to automobile tachograph to the Directorate for Roads of Vietnam in accordance with the regulations on provision, management and use of automobile tachograph data;
+ Submit reports to the Directorate for Roads of Vietnam prior to updating or changing firmware. The manufacturers or assemblers of automobile tachographs shall seal and enclose with the reports the CDs or USBs on which the firmware files are recorded.
+ Comply with provisions of the Law on the Protection of Consumers’ Rights, the Law on Product and Goods Quality, and other relevant law provisions.
3.4.3. Owners of commercial vehicles shall
Only install on commercial vehicles the automobile tachographs whose models are granted type-approval certificates and attached with product label and CR mark.
Install automobile tachographs on their automobiles as prescribed in section 2.6 of this Regulation.
Be responsible for maintaining automobile tachographs during the operation and movement of commercial vehicles which they manage or use.
Upgrade the automobile tachographs installed on commercial vehicles to those with the technical functions as required by the provisions of this Regulation.
3.5. Organization of implementation
3.5.1. The Directorate for Road of Vietnam shall
a) Give instructions; implement, manage and grant type-approval certificates to automobile tachographs manufactured, assembled or imported under this Regulation.
b) Provide data analysis software that helps analyze automobile tachograph data in service of measurement, field test, and inspection of activities carried out by competent authorities.
c) Submit the list of manufacturers, assemblers and importers of automobile tachographs whose models have been granted type-approval certificates to the Ministry of Transport.
3.5.2. The Department of Science and Technology shall
a) Assume the prime responsibility for and coordinate with relevant agencies in advising the Minister of Transport to appoint tachograph-testing organizations as prescribed.
b) Publicize on the Ministry of Transport’s e-portal the qualified tachograph-testing organizations, manufacturers, assemblers and importers of automobile tachographs whose models have been granted type-approval certificates.
c) Inspect the compliance with the provisions of this Regulation.
3.6. Transitional provisions
3.6.1. The type-approval certificates already granted to automobile tachograph models/consignments manufactured, assembled or imported under QCVN 31: 2011/BGTVT shall remain effective until the expiration dates stipulated on the certificates. After the effective date of this Regulation, every manufacturer, assembler and importer shall upgrade their automobile tachographs whose models have been granted type-approval certificates before to those with the functions as prescribed in this Regulation before their installation on commercial vehicles.
3.6.2. The owners of commercial vehicles, on which the automobile tachographs whose models have been granted type-approval certificates under QCVN 31: 2011/BGTVT were installed before April 15, 2015, shall upgrade such automobile tachographs to those with the functions as prescribed in this Regulation before December 31, 2017.
3.7. Applicable documents
In cases where any standard, regulation and law referred to in this Regulation is modified, supplemented or replaced, the new one shall prevail. /.
APPENDIX A
FRAME STRUCTURE OF DATA TRANSMISSION FROM AUTOMOBILE TACHOGRAPHS TO COMPUTERS VIA DATA ANALYSIS SOFTWARE
A.1. Frame structure of downloading data from computers to automobile tachographs
When downloading data from the tachograph to the computer, the data analysis software sends commands through the COM port to the tachograph using the following syntax:

- READ means the READ statement;
- xx means the data type code as prescribed in section A.3 of this Appendix;
- dd means the day, MM means the month, yy means the last two digits of the year, # means the character indicating the end of the command.
Note:
- Each data type code, day, month, year shall be expressed in 2 digits.
For example, to read information about the number of parking/breaks and duration of parking/break on September 10, 2013, the computer sends the command: READ03100913#
A.2. Frame structure of data transmission from automobile tachographs to the computers
All messages are transmitted to the computer in the following format:
$GSHT, data type, data length, <data content>, checksum#
In which:
- The data fields are separated by “,”
- $GSHT: means the start of the message;
- Data type: prescribed in section A.3 of this Appendix;
- Data length: means the length of the data (the piece of data enclosed in <>).
Details of each data type: Checksum - a command to check the message from its start to the checksum.
The rules for calculating the checksum:
+ It is an arithmetic sum of all characters (characters encoded into bytes) from the start of the message to before the checksum at the lowest byte;
+ Checksum = SUM($GSHT, data type, data length, <data content>,) & 255.
For example, if the message is:

SPECIFICATIONS OF CARD READERS AND DRIVER CARDS
C.1. Driver card readers
+ Use the RFID technology;

+ Follow the regulation ISO/IEC 15693.
C.2. Driver cards
Minimum card memory capacity: 64 bytes.
Data is recorded in the ASCII format.
Data recorded on cards is specified as follows:
+ With regard to the first 16 bytes: the first 15 bytes record driving license number, and the 16th byte records check codes;
+ With regard to the following 44 bytes: the first bytes record name of the driver, the bytes without data record number 0, and the 44th byte records check codes;
+ The remaining bytes record contents in accordance with the regulations of facilities manufacturing, assembling and importing automobile tachograph;
Regulation on calculating check codes: the total value of to-be-checked data bytes and 255, take the low byte;
Driver cards must be compatible with card readers meeting the requirements prescribed in Item C.1 of this Appendix.
The manufacturers, assemblers and importers of automobile tachographs must self-secure the recording and deleting of data on the cards.
APPENDIX D
METHODS AND REQUIREMENTS FOR FIELD TEST OF AUTOMOBILE TACHOGRAPHS
D.1. Testing requirements
D.1.1. Standards and equipment used in measuring and testing tachographs
Major standards and equipment used in testing tachographs shall include at least:
+ Standard atomic frequency with 10-12 Hz/Hz accuracy;
+ Frequency and time interval meter, measurement range of DC to 3 GHz;
+ Standard frequency generator and frequency range: 0.01 Hz to 60 MHz;
+ Real-time stability meter (Analyzer Q1);
+ Noise measurement instruments with measurement range from 30 dB (A) to 130 dB (A);
+ Equipment for measuring speed and standard distance: used in case of experimental measurement, speed measurement error < ± 1 km/h, distance measurement error < 1%;
+ Standard GPS receiver, location accuracy < 5 m;
+Environmental control cabinet: | Temperature from -10°C to 80°C, accuracy ± 0.5°C; |
| Humidity from 0% to 100%, accuracy ±2.5%; |
+ Vibration tester with a frequency range from 3 Hz to 80 Hz; maximum acceleration of 5 g; maximum vibration amplitude of 15 mm;

The above standards and equipment may be replaced with those of equivalent accuracy but must ensure the compliance with the national metrology measurement standards and instruments.
D.1.2. Testing environment conditions
- Testing measurement in laboratories:
+ Temperature: (25 ± 5) °C;
+ Humidity: less than 70% RH.
- Experimental testing measurement or location accuracy measurement (outdoor): temperature and humidity are remained within the operating limits of tachographs.
D.2. Testing methods
D.2.1. Evaluating general requirements of tachographs
Observe and evaluate the structure of automobile tachographs according to the following requirements:
D.2.1.1. Hardware
Must satisfy the requirements prescribed in Item 2.2 of this Regulation;
Information about type and origin of the main components, including microchip, GPS module (satellite positioning module), GSM, GSHT data memory must be recorded in reports on or written certification of measurement and testing results.
D.2.1.2. Software
Must satisfy the requirements prescribed in Item 2.3 - requirements for management and exploitation software, requirements prescribed in Appendix A and Item D.2.2.3, and Appendix D of this Regulation.
D.2.2. Checking and evaluating technical functions of automobile tachographs
D.2.2.1. Automatically confirming the driving status
a) Connect automobile tachographs according to the user manual and supply power for operation. The equipment shall automatically acknowledge and communicate the basic driving status via the following lights or displays:
- GSM signal status and connectivity to the host computer: The equipment must notify the GSM signal availability or outage, the connection or disconnection to the host computer;
- Status of login and logout upon changing driver;
- GPS signal status;
- Normal or faulty memory status.
b) Put the standard signal according to the technical specifications into the input of automobile tachographs to check their measurement and recording ability. Basic information such as instantaneous speed and working time must be measured and recorded.
c) Log in and out of driving while the vehicles are running, ensuring that the automobile tachographs must give a warning signal of login and logout error (by lights, display or sound).
After completing testing steps, if the automobile tachographs work normally, then proceed to the next testing steps.
D.2.2.2. Setting parameters
The manufacturers, assemblers and importers of automobile tachographs shall set the following parameters as specified by testing organizations:
+ License plate number;
+ Pulse coefficient/km (if pulse-based speed measurement equipment is used);
+ Speed measurement methods;
+ Speed limit;
+ Date of installation and repair.
Automobile tachographs must be able to perform this function. Use data analysis software provided by the Directorate for Roads of Vietnam to check the set information.
D.2.2.3. Transferring data via the computer port (COM port)
Connect computers with automobile tachographs via the COM port by data analysis software provided by the Directorate for Roads of Vietnam; perform operations to get data on any day (during the time of testing conformity certification samples). The data analysis software must be able to download the data into the computer, analyze the report templates summarizing the day's journey with the following parameters:
- License plate number;
- Name of driver and his/her driving license;
- Time and coordinates of departure at the beginning of the day;
- Time and coordinates at the end of the day;
- Number of over speed limit during the day;
- Number of times and coordinates of stopping and parking during the day
- Continuous driving time of each driver during the day;
- Detailed itinerary, ensuring that it is recorded in every 30 maximum seconds if the car is operated, and every maximum 15 minutes if the car is parked;
- Speed in every second in the journey.
All uploaded data related to equipment configuration and initial default information upon checking and comparing must be exactly displayed as installed.
Itinerary data must be as accurate as in experiment or simulation.
Driver’s information, including full name and driving license, must match the data recorded on the card used to log in upon driving and match the login and logout times.
Data retrieved through data analysis software must be able to output a log file of GPS coordinates in KML format to plot (view) the journey. The journey file must show the routes which the vehicle has passed, stopping and parking positions, locations of exceeding the speed limit, and locations of continuous driving time exceeding 04 hours.
D.2.2.4. Data transmission to host computers and monitoring software
Connect the computer to the Internet and use browsers such as Internet Explorer (IE), Firefox, etc. to open monitoring software and exploit the automobile tachograph. Test the function of data transmission through the Internet for the automobile tachograph as follows:
a) Online monitoring
The software must display the license plate number, name of driver and his/her driving license being stored in the automobile tachograph. Perform the following test steps:
- To log in and log out of driving on the automobile tachograph, the software must display the correct name of driver and his/her driving license after changing;
- The software must display information about the time to update GPS coordinate data, speed and distance (km) travelled during the day;
- The software must display the number, time and corresponding coordinates of parking and/or break;
- The software must be able to redraw the routes which the vehicle has passed (the vehicle’s journey);
- The software must display the number of exceeding the speed limit as well as record the time, duration, and coordinates of exceeding the speed limit;
- The software must display information about continuous driving time of each driver.
b) Monitoring software
Have ability to access and search for regulatory information.
Export the table of reports prescribed in Appendix B of this Regulation.
Check the data storage on the host computer with the search function, ensuring that the monitoring software must store the journey data for each vehicle (each test automobile tachograph model).
c) Disconnection of the automobile tachograph to the host computer (emulate the interruption of data transmission to the host computer), the lights or screen indicating the connection status must notify the correct operation status, ensuring that the automobile tachograph still records and saves information about events and journey in memory for at least 30 minutes. Perform the data transmission to the host computer again (observe the lights or the status screen), the data recorded during this interruption must be fully transmitted to the host computer (checked by monitoring software).
D.2.2.5. Checking the power (supply to the equipment)
The automobile tachograph must run on the power at the voltage corresponding to 12, 24, 36 VDC (according to the registration of manufacturer, assembler, and importer), ensuring that the equipment operates normally when powered.
Change the voltage source from - 32% to 20% of the nominal value supplied to the automobile tachograph, then return it to the nominal voltage value and supply it to the automobile tachograph, ensuring that the equipment still works normally.
Check the reversed polarity resistance of the equipment according to Table 1, Item 2.5 of this Regulation within 1 minute, the automatic power-off unit must disconnect the power supply and then the automobile tachograph must work normally (The functions of automatically testing, recording, storing and transmitting data must all work properly after the test).
D.2.2.6. Checking working conditions of automobile tachographs
D.2.2.6.1. Mechanical strength test
The complete equipment shall have adequate mechanical strength with structure that can withstand the effects arising during the normal use. Compliance is checked by the following tests:
a) Drop test (according to Item 12.1.1 of the Regulation TCVN 6385:1998/IEC 65:1985)
Place the automobile tachograph on a horizontal wooden stand and let it fall 50 times from a height of 5 cm onto the wooden table. After the test, the equipment shall not be cracked and must operate normally according to the requirements of this Regulation.
b) Vibration test (according to the Regulation IEC 60068-26:2007)
Place the automobile tachograph on a vibrating table and test the vibration vertically.
Vibration time: 30 minutes;
Vibration amplitude: (0.42 - 0.8) mm;
Vibration frequency: (10 - 55) Hz;
Scan rate: about 1 octave in 1 minute;
After the test, the equipment shall not be damaged and must operate normally.
c) Impact test (according to the Regulation IEC 60068-26:2007)
The automobile tachograph is subjected to three external surface impacts with the energy of (0.5 ± 0.05) J by a spring hammer as described in Figure 8 of the Regulation IEC 60068-26:2007.
After the test, the equipment shall be intact, undamaged, undeformed and uncracked.
D.2.2.6.2. Heat resistance test (according to Item 7.6.2 of the Regulation TCN 68-239:2006)
Place the automobile tachograph in a measuring chamber with ambient temperature and humidity, then raise the temperature and maintain it at 70 °C (± 3 °C) for a minimum period of 10 hours. After this period, turn on the thermostat and cool the chamber to 55 °C (± 3 °C) for a minimum period of 30 minutes. Then turn on the automobile tachograph and maintain continuous operation for 02 hours at 55 °C (± 3 °C).
After completing the heat resistance test, place the equipment in the measuring chamber, bring the chamber temperature to normal within a minimum period of 01 hour. The automobile tachograph is then left at normal temperature and humidity for a minimum period of 03 hours before conducting further tests.
After the test, the equipment must operate normally according to the requirements of this Regulation.
D.2.2.6.3. Moisture resistance test (according to Item 7.6.3 of the Regulation TCN 68-239:2006)
Place the automobile tachograph in a chamber with ambient temperature and humidity for 03 hours (± 0.5 hours), increase the temperature up to 40 °C (± 3 °C) and the relative humidity up to 93% (± 2%) so as to avoid condensation.
Maintain the above condition for a period of 10 - 16 hours. After this period, all temperature control devices attached to the automobile tachograph can be turned on (if any).
Maintain the temperature and relative humidity of the measuring chamber at 40 °C (± 3 °C) and 93% (± 2%) for a period of 02 hours and 30 minutes and let the equipment work normally.
After completing the test, still place the automobile tachograph in the measuring chamber, bring the temperature to the ambient temperature for a minimum period of 01 hour. Then, leave the automobile tachograph at ambient temperature and humidity for a minimum period of 03 hours or until the water vapor has evaporated before conducting further tests.
After the test, the equipment must operate normally according to the requirements of this Regulation.
D.2.2.6.4. Cold resistance test (according to Item 7.6.4 of the Regulation TCN 68-239:2006)
Place the automobile tachograph in a measuring chamber with ambient temperature and humidity, then decrease the chamber temperature and maintain it at -10 °C (± 3 °C) for a minimum period of 10 hours.
After this test period, increase the chamber temperature to - 5 °C (± 3 °C) for a period of 01 hour 30 minutes. During the last 30 minutes, test the equipment’s functionality.
After completing the test, still put the equipment in the measuring chamber, bring the temperature to the ambient temperature for at least 01 hour. Then leave the automobile tachograph at ambient temperature and humidity for at least 03 hours and conduct further tests.
During the test, the equipment is powered in working mode. After the test, the equipment must operate normally according to the requirements of this Regulation.
D.2.2. 30-day data storage capacity of automobile tachographs
The manufacturers, assemblers and importers of automobile tachographs must commit in writing and prove the equipment’s memory capacity; ensure data storage for 30 consecutive working days and be accountable for the information declared and provided to the testing organization and the Directorate for Roads of Vietnam.
D.2.3. Measurement assessment test
D.2.3.1. GPS time synchronization test and real-time accuracy assessment
D.2.3.1.1. GPS time synchronization test
Observe on monitoring software and evaluate directly by data analysis software.
When the automobile tachograph is receiving GPS signals, disconnect the GPS antenna on the equipment and use the tools provided by the manufacturers, assemblers and importers of automobile tachographs to set time different from the time when the equipment is disconnected. Ensure that the automobile tachograph’s time clock is still working properly.
Connect GPS antenna and wait for the automobile tachograph to receive GPS signals. The real time on the equipment must be synchronized with GPS time and recalibrated according to Vietnam time.
Carry out the real-time accuracy assessment as follows:
- Place the equipment in a laboratory environment and ensure that the automobile tachograph can receive GPS signals;
- When the automobile tachograph operates, the time accuracy can be determined by comparing the display time of the equipment through data analysis software or a time setting tool provided by the facility manufacturing, assembling and importing the automobile tachograph (or through time data taken from the GPRMC message (NMEA 0183 standard) in “fixed/valid” mode) with Vietnamese or international standard time.
When the time on automobile tachograph is synchronized with GPS time, the time deviation must be remained < ± 01 s (second) at all times of testing.
D.2.3.1.2. Checking automobile tachographs when GPS time synchronization is off
Disconnect GPS antenna and ensure that the automobile tachograph operates with its time clock. The time accuracy assessment is carried out as follows:
- With regard to automobile tachographs using the 32.768 kHz frequency oscillator as clock for real-time clock: put the automobile tachograph on standard device to check real-time clock accuracy (it’s recommended to use Analyzer Q1 or equivalent devices); the standard device is set to the Quartz signal measurement mode; record the difference between the automobile tachograph and the standard (errors are displayed by the form “s/d”);
- With regard to automobile tachographs not using the 32.768 kHz frequency oscillator, the error determination is conducted as follows:
+ Place the automobile tachograph in the laboratory environment;
+ Determine the time to conduct the assessment (for example: 8:30 a.m. 00 seconds on the test day), after 01 day the equipment have continuously operated in GPS receiver off mode (for example: 8:30 a.m. 00 seconds after 01 day of testing), compare the automobile tachograph’s displayed time with the Vietnamese or international standard time (it may be compared with the time of 01 device using GPS synchronization time tested in Item D.2.3.1.1).
The automobile tachograph’s time error upon disconnecting GPS time synchronization must be < 01 s/d.
D.2.3.2. Determination of speedometer accuracy and overspeed warning function
Determination of speedometer accuracy is carried out in one of two ways:
D.2.3.2.1. Determination of the automobile tachograph’s speedometer accuracy according to standard pulse
Determine the input frequency corresponding to the speed measured on the automobile tachograph (according to the technical characteristics of the equipment for each respective vehicle).
Input the standard pulse with the frequency value corresponding to the speed of 150 km/h from the standard pulse generator into the automobile tachograph’s speedometer input, ensure that the speedometer must measure, record, store the speed data to the automobile tachograph and transmit it to the host computer. The speed difference is not more than ± 03 km/h.
The automobile tachograph’s speed scale division (resolution) must be ≤ 01 km/h.
Input a pulse from the standard pulse generator into the automobile tachograph’s speedometer input with a frequency value corresponding to a speed of 60 km/h and maintain it for at least 20 seconds. The speed measured on the automobile tachograph must be recorded continuously every second during the test and the difference is not more than ± 03 km/h;
D.2.3.2.2. Determination of the automobile tachograph’s speedometer accuracy based on experiment
Have test automobile tachographs fitted to an automobile and ensure their readiness.
Install a standard speedometer and mileage device (calibrated/tested for accuracy) into the automobile and set it up to accurately measure vehicle speed.
Drive the automobile on the road at a speed of ³ 100 km/h (for roads where it is allowed to drive at this speed, while ensuring traffic safety rules as prescribed), the automobile tachograph samples must measure, record and store speed data and transmit such data to the host computer. The speed deviation is not more than ± 03 km/h from the automobile’s actual speed (vehicle speed according to speedometer and standard distance). The automobile tachographs’ speed scale division (resolution) must be ≤ 01 km/h.
Drive the automobile on the road at a steady speed of 60 km/h and maintain it for at least 20 seconds. The automobile tachographs must ensure that the speed is recorded continuously every second during the test and the deviation is not more than ± 03 km/h from the automobile’s actual speed (vehicle speed according to speedometer and standard distance).
D.2.3.3. Testing overspeed warning function
The overspeed warning function may be tested in one of two ways:
D.2.3.3.1. Testing the automobile tachographs’ overspeed warning function according to the standard pulse
Set a speed limit for the automobile tachograph; pulse with the frequency value corresponding to the speed limit (for example: 80 km/h; 100 km/h) from the standard pulse generator to the automobile tachograph’s speedometer input. The equipment shall detect the status of over speed limit and give a warning sound at a volume not less than 65 dB(A), at a frequency of 60 to 120 times per minute (measured by means of a loudness meter at a distance of 10 cm).
After each warning, the automobile tachograph must record, store and transmit data on speed, coordinates and time of over speed limit to the host computer. Use data analysis software provided by the Directorate for Roads of Vietnam and monitoring software to check such information.
D.2.3.3.2. Testing the automobile tachographs’ overspeed warning function based on experiment
Have test automobile tachographs fitted to an automobile and ensure their readiness. Increase automobile speed to a preset speed limit (for example: 80 km/h; 100 km/h), all automobile tachograph models must issue a warning sound loud enough for the driver, with a frequency of 60 to 120 times per minute. After each warning, the automobile tachograph must record, store and transmit data on speed, coordinates and time of over speed limit to the host computer. Use data analysis software provided by the Directorate for Roads of Vietnam and monitoring software to check such information.
D.2.3.4. Determining the duration, time, and locations of parking and/or break
The duration, time and location of parking and/or break shall be determined in one of two ways:
D.2.3.4.1. Determination of parking and/or break duration accuracy according to simulation
Provide the standard signal assuming the automobile’s running state to the automobile tachograph input.
Ensure that the function of identifying locations and coordinates is active.
Disconnect the standard signal assuming the automobile’s running state.
Repeat this action 03 times.
The duration of parking and/or break is determined from the discontinuation of presumptive standard signal to its re-instatement to resume driving simulation.
The automobile tachograph must record and transmit to the host computer the time, duration and locations of 03 times of parking and/or break.
The software must display the corresponding operation status and confirm the number of parking and/or break (03 times) and record the time, duration, and coordinates of parking and/or break. Use data analysis software provided by the Directorate for Roads of Vietnam and monitoring software to check such information.
D.2.3.4.1. Determination of parking and/or break time accuracy based on experiment
Install automobile tachographs on automobiles and ensure their readiness; Drive the vehicle to travel at least 01 km, then stop for at least 05 minutes. The software must display the stopped vehicle status. Then let the vehicle move for another 01 km and then stop. The automobile tachograph samples must confirm 02 times of stopping and record the time, duration, and coordinates of stopping, and must transmit this information to the host computer. Use data analysis software provided by the Directorate for Roads of Vietnam and monitoring software to check such information.
D.2.3.5. Determining warning against overtime of continuous driving
The determination of continuous driving time warnings is carried out in one of two ways:
D.2.3.5.1. Determination of warning against overtime of continuous driving based on simulation
Perform driver login; Input the pulse with the frequency value corresponding to the allowed speed from the standard pulse generator to the automobile tachograph’s speedometer input, ensuring that the automobile tachograph is in running mode. At least 05 minutes before 04 hours of continuous driving, the automobile tachograph must emit a warning sound with a volume of not less than 65 dB (A) and a frequency of 60 to 120 times per minute (measured by means of measuring noise at a distance of 10 cm); when the vehicle stop, the automobile tachograph must stop warning; After 10 minutes, continue to simulate driving, the equipment must emit a warning sound and must record a continuous driving time of more than 04 hours and transmit it to the host computer as prescribed. Use data analysis software and monitoring software to check such information.
Repeat the above operation until detecting continuous driving time warnings; stop automobile for at least 15 minutes, then continue to simulate driving, the automobile tachograph must reset the new continuous driving time for that driver.
D.2.3.5.2. Determination of warning against overtime of continuous driving based on practical experiment
Install test automobile tachograph samples on the automobile and ensure its readiness; perform driver login and drive the vehicle. At least 05 minutes before the time of 04 consecutive hours of driving, the automobile tachographs must issue a warning sound for the driver; when the vehicle stops, the automobile tachographs must stop warning; After 10 minutes, continue driving. The automobile tachographs must send out a warning sound and must record a continuous driving for more than 04 hours and transmit it to the host computer as prescribed. Use data analysis and monitoring software to check this information.
Repeat the above operation, when continuous driving time warning is detected; for the vehicle to stop for at least 15 minutes, then continue to simulate driving, the TBGSHT must reset the new continuous driving time for that driver.
D.2.3.5.3. Assessment of time error
Compare the continuous driving time recorded on each automobile tachograph model (calculated by the time of driver login, logout for each sample and the end of test at the same time), ensuring that the difference between test samples is no more than 01 minute (in 01 test day).
D.2.3.6. Testing determination of position accuracy
The automobile tachograph is compared with a standard GPS receiver (or a signal generator that assumes a standard GPS, or a standard position marker), at the same position of observing or receiving GPS signals.
The error in position determination shall not exceed the error value stated in the enclosed technical documents (according to the announcement of the facilities manufacturing, assembling and importing about the position accuracy).
APPENDIX DD
REGISTRATION FOR TESTING AND TYPE APPROVAL
DD.1. Registration for sampling at manufacturers, assemblers and importers
DD.1.1. Sampling at assemblers
The manufacturers or assemblers of automobile tachographs that meet the provisions of Item 3.4.2 of this Regulation shall prepare a dossier of registration for inspecting and taking samples for type approval and send it to the Directorate for Roads of Vietnam. A dossier shall include:
a) An application for type approval of automobile tachographs, made by using the sample application prescribed in Appendix G of this Regulation;
b) A copy of the business registration certificate;
c) A certified true copy (or a copy enclosed with the original for comparison) of the GSM DTE type-approval certificate corresponding to the model of the sample registered for testing;
d) Technical explanation of the equipment, including:
- Design documents, including principal circuit, printed circuit clearly stating the principal diagram, user manual, important structures affecting the technical characteristics; positions for stamping conformity (if certified); description of sample size;
- An album of colorized photos (photos of the same size, in which the minimum size is 90 mm x 120 mm but not larger than 210 mm x 297 mm; photos are printed on A4 size paper and bound in volumes). Photos must be clear and meet the requirements for comparison, contrast, and type approval of manufactured and assembled samples for type approval. Each album of photos includes:
+ One (01) overall perspective photo of the sample;
+ Photos of front, back, top, bottom, right and left sides of the sample;
+ Photos of complete printed circuit: top and bottom sides.
- 01 sealed CD of manufacturing facilities, containing the software design file for the samples included in the same album of photos;
- User manual for the equipment, including:
+ Detailed installation instructions;
+ User manual for monitoring software;
dd) Process of manufacturing and assembling automobile tachographs;
e) Process of controlling and ensuring product quality.
g) A certified copy (or a copy enclosed with the original for comparison) of the valid ISO 9001:2008 certification for the process of manufacturing and assembling automobile tachographs (if any);
Based on the valid dossiers as prescribed, the Directorate for Roads of Vietnam shall conduct an actual inspection of tachograph manufacturing and assembling line and take 03 random samples from the first batch of products at manufacturing and assemblers; make a record and seal the selected samples in order for such facilities to send those samples to a testing organization designated by the Ministry of Transport.
The manufacturers or assemblers of automobile tachographs that obtain the ISO 9001:2008 certification for the process of manufacturing and assembling automobile tachographs shall be exempt from production line inspection. The Directorate for Roads of Vietnam shall examine the dossier and seals the 03 samples enclosed by manufacturing and assemblers in accordance with the provisions at Point a thru Point e, Item DD.1.1 of this Appendix.
DD.1.2. Sampling of imported automobile tachograph consignments
The importers of automobile tachographs that meet the requirements prescribed in Item 3.4.2 of this Regulation shall prepare a dossier of registration for inspecting and taking samples for type approval and send it to the Directorate for Roads of Vietnam. A dossier shall include:
a) An application for type approval of imported automobile tachographs, made by using the sample application prescribed in Appendix G of this Regulation;
b) A copy of the business registration certificate;
c) A certified copy (or a copy enclosed with the original for comparison) of the GSM DTE type-approval certificate corresponding to the model of the sample registered for testing;
d) Documents related to the automobile tachograph consignment registered for testing, including:
- Name, address, phone and fax of the importing unit;
- A copy of sale and purchase agreement;
- A detailed list of types of automobile tachographs belonging to the consignment (quantity, brand, serial number);
- Copies of customs declarations of imported goods, purchase and sale invoice certified by the importing unit;
- Catalogue/User manual of automobile tachographs (manual for installation, manual for related software).
The Directorate for Roads of Vietnam shall inspect the consignment and take random samples of imported automobile tachographs (the number of samples shall be determined based on the quantity of imported consignments specified at Point b, Item 3.1.3 of this Regulation); seal the selected samples and make a sampling record in order for the importing unit to send to one of the testing organizations designated by the Ministry of Transport.
DD.2. Registration for testing automobile tachographs
The facilities manufacturing, assembling or importing automobile tachographs that wish to test automobile tachographs in accordance with this Regulation shall make 01 dossier and send it to a testing organization designated by the Ministry of Transport. A dossier shall include:
DD.2.1. For domestically manufactured and/or assembled automobile tachographs
In addition to the documents as prescribed at Points b thru e, Item DD.1.1 of this Appendix, the manufacturing or assemblers must supplement:
a) An application for field test, made by using the sample application prescribed in Appendix G of this Regulation;
b) Minutes of sampling at manufacturing and assemblers;
c) 03 product samples with the intact seals of the Directorate for Roads of Vietnam.
DD.2.2. For imported automobile tachograph consignments
In addition to the documents as prescribed at Points b thru d, Item DD.1.2 of this Appendix, the importing facilities must supplement:
a) An application for testing, made by using the sample application prescribed in Appendix G of this Regulation;
b) Minutes of sampling of imported consignments;
c) All product samples taken in number corresponding to the consignments (the sealed equipment of the Directorate for Roads of Vietnam).
DD.3. Registration for type approval
In addition to the documents as prescribed in Item DD.1 of this Appendix (which has been sent to the Directorate for Roads of Vietnam when registering for sampling), the manufacturers, assemblers and importers of automobile tachographs that register for type approval must supplement:
a) The certificate of measurement and test results under the Regulation QCVN 31:2014/BGTVT issued by automobile tachograph testing organizations;
b) 01 of automobile tachograph samples that have been tested;
c) 01 CD or USB containing the Firmware File used to install on the automobile tachographs;
d) Commitment to warranty and after-sales service.
Within 03 working days after receiving a complete dossier as prescribed, the Directorate for Roads of Vietnam shall issue a type-approval certificate of automobile tachographs manufactured or assembled under QCVN 31:2014/BGTVT, made by using the sample certificate prescribed in Appendix H(a) of this Regulation, or a type-approval certificate of imported automobile tachographs under QCVN 31:2014/BGTVT, made by using the sample certificate prescribed in Appendix H(b) of this Regulation.
