Circular 69/2026/TT-BCT amend Circular 14/2024/TT-BCT periodic reporting regime on industrial clusters, and national industrial cluster database

CIRCULAR

Amending and supplementing a number of articles of the Minister of Industry and Trade's Circular No. 14/2024/TT-BCT dated August 15, 2024, stipulating the periodic reporting regime on industrial clusters, the national industrial cluster database, and several forms for managing and developing industrial clusters

Pursuant to the Government’s Decree No. 351/2025/ND-CP defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Government’s Decree No. 32/2024/ND-CP on management and development of cottage industry zones, amended and supplemented under Decree No. 303/2026/ND-CP;

Pursuant to the Government's Decree No. 09/2019/ND-CP prescribing reporting regimes applicable to state administrative agencies;

At the request of the Director of the Industry Agency;

The Minister of Industry and Trade hereby promulgates the Circular amending and supplementing a number of articles of the Minister of Industry and Trade's Circular No. 14/2024/TT-BCT dated August 15, 2024, stipulating the periodic reporting regime on industrial clusters, the national industrial cluster database, and several forms for managing and developing industrial clusters.

Article 1. To amend and supplement Article 1

“Article 1. Scope of regulation

This Circular prescribes the periodic reporting regime on industrial clusters under Clause 2 Article 6 and Clause 1 Article 30 of the Government’s Decree No. 09/2019/ND-CP prescribing reporting regimes applicable to state administrative agencies; national industrial cluster database and a number of forms on management and development of industrial clusters specified in Clause 1 Article 30 of the Government’s Decree No. 32/1024/ND-CP on management and development of cottage industry zones, which was amended and supplemented under Clause 14 Article 1 of the Government’s Decree No. 303/2026/ND-CP.”

Article 2. To amend and supplement Clause 3 Article 3

“3. Periodic reporting regime

a) Before June 20 and before December 20 each year, organizations and individuals investing in production and business in industrial clusters shall send reports on the 6-month and operation of their investment projects within the industrial clusters for the past 6 months and the entire year, according to Form No. 01 in Appendix I to this Circular. Reports should be sent to the grassroots-level statistical agencies and commune-level People's Committees.

b) Before June 20 and before December 20 each year, construction project owners of industrial cluster infrastructure shall report the operation of their infrastructure construction investment projects within the industrial clusters for the past 6 months and the entire year, according to Form No. 02 in Appendix I to this Circular. Reports should be sent to the grassroots-level statistical agencies, commune-level People's Committees, and provincial-level Departments of Industry and Trade.

c) Before June 25 and before December 25 each year, commune-level People's Committees must report the status of industrial clusters within their localities for the past 6 months and the entire year, according to Form No. 04 in Appendix I to this Circular. Reports should be sent to the provincial-level People's Committees and provincial-level Departments of Industry and Trade. Where the industrial cluster is located on 2 commune-level administrative units or more, the provincial-level People’s Committee shall assign one commune-level People’s Committee to act as the focal point to make reports under this Point.

d) Before June 30 and before December 31 each year, the provincial-level Department of Industry and Trade shall report the status of industrial clusters within the province for the past 6 months and the entire year, according to Forms No. 05 and 06 in Appendix I to this Circular. Reports should be sent to the provincial-level People's Committee and the Ministry of Industry and Trade (the Agency for Regional Industry and Trade).

Article 3. To replace a number of Appendices and phrases

1. To replace Appendix I to Circular No. 14/2024/TT-BCT with Appendix I to this Circular;

2. To replace Appendix I to Circular No. 14/2024/TT-BCT with Appendix II to this Circular;

3. To replace the phrase “the Agency for Regional Industry and Trade” in Clause 4 Article 3 and Clause 1 Article 4 with the phrase “the Industry Agency”; to replace the phrase “the Vietnam E-commerce and Digital Economy Agency” in Clause 1 Article 4 with the phrase “the Department for Science Technology and Digital Transformation”; to replace the phrase “district-level” in Clause 1 Article 3 with the phrase “commune-level”.

Article 4. Implementation provisions

1. This Circular takes effect from December 18, 2026.

2. Provisions of Article 29 of Circular No. 38/2025/TT-BCT of the Minister of Industry and Trade, amending and supplementing a number of provisions of decentralization in the implementation of administrative procedures in sectors under the Ministry of Industry and Trade's management, cease to be effective from the effective date of this Circular.

3. In case any legal document referred to in this Circular is amended, supplemented or replaced, the newest one shall prevail.

4. Any problems arising in the course of implementation of this Circular should be reported to the Ministry of Industry and Trade (via the Industry Agency) for consideration and settlement according to the competence./.
