CIRCULAR
Providing a number of charge and fee rates in the field of animal health to support and remove difficulties for subjects affected by the COVID-19 pandemic

Pursuant to the Law on Charges and Fees dated November 25, 2015;
Pursuant to the Government’s Decree No. 87/2017/ND-CP dated July 26, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Finance;
Pursuant to the Resolution No. 124/2020/QH14 dated November 11, 2020 of the National Assembly on the socio-economic development plan for 2021;
Implementing the Resolution No. 01/NQ-CP dated January 01, 2021 of the Government on major tasks and solutions guiding the realization of the socio-economic development plan and the State budget estimate in 2021; the Government’s Resolution No. 129/NQ-CP dated September 11, 2020 on the regular meeting in August 2020;
Implementing the Prime Minister’s Directive No. 11/CT-TTg dated March 04, 2020 on urgent tasks and solutions to remove difficulties for production and business, ensure social security in response to the Covid-19 epidemic; the Government’s direction on the Official Dispatch No. 10344/VPCP-KTTH dated December 10, 2020 on reviewing to reduce charge and fee rates in order to remove difficulties for subjects affected by the COVID-19 pandemic;
At the proposal of the Director of the Tax Policy Department;
The Minister of Finance promulgates the Circular providing a number of charge and fee rates in the field of animal health to support and remove difficulties for subjects affected by the COVID-19 pandemic.
Article 1. Charge and fee rates in the field of animal health to support and remove difficulties for subjects affected by the COVID-19 pandemic
1. From August 06, 2021 until the end of December 31, 2021, rates of a number of charges and fees in the field of animal health shall be defined as follows:

1 | Fee rates for grant of quarantine certificates for terrestrial animal and animal products; aquatic animals imported, in transit, temporarily imported for re-export (including bonded warehouses) and border-gate transfer | Equal to 50% of the fee rates specified at Point 1, Section I of the Charge and Fee Tariff in the animal health work attached together with the Minister of Finance’s Circular No. 101/2020/TT-BTC dated November 23, 2020 prescribing the rates and the collection, remittance, management of charges and fees in the animal health work. |
2 | Fee rates for grant of veterinary service practice certificates | Equal to 50% of the fee rates specified at Point 2, Section I of the Charge and Fee Tariff in the animal health work attached together with the Circular No. 101/2020/TT-BTC. |
3 | Charge rates for animal quarantine for the activities of clinical check of poultry | Equal to 50% of the charge rates specified at Point 1.4, Section III of the Charge and Fee Tariff in the animal health work attached together with the Circular No. 101/2020/TT-BTC. |
2. From January 01, 2022 onwards, the charge and fee rates specified in the above Table shall comply with the Charge and Fee Tariff in the animal health work attached together with the Circular No. 101/2020/TT-BTC.
Article 2. Effect
1. This Circular takes effect from August 06, 2021, until the end of December 31, 2021.
2. Regulations on scope of regulations, subjects of application, organization of fee and charge collection; declaration, remittance of charges and fees; management and use of charges and fees; other relevant regulations that are not prescribed in this Circular shall comply with the Circular No. 101/2020/TT-BTC.
3. Any problem arising in the course of implementation should be promptly reported to the Ministry of Finance for research and additional guidance./.
