SUMMARY

To reduce 50% of the fee for issuance of citizen identification card in 2020

On June 22, 2020, the Ministry of Finance issues the Circular No. 61/2020/TT-BTC on prescribing the rate, remittance of appraisal charges for fire-fighting equipment; charges for appraisal and approval of fire prevention and fighting designs and fees for issuance of citizen identification cards.

To be specific: An organization or an individual that submits a dossier of request the competent agency for appraising fire-fighting equipment shall only pay 50% of the charge rates specified in Section I, Section II, Point 2, Section VI, Section VII, Section VIII, Section IX, Part A and Part B of the charge Tariff for appraising fire-fighting equipment attached to the Circular No. 227/2016/TT-BTC dated November 11, 2016…

Besides, an organization or an individual that is granted a written appraisal and approval of fire prevention and fighting design by the competent State agency shall only pay 50% of the charge rates specified in Article 5 of the Circular No. 258/2016/TT-BTC dated November 11, 2016.

Noticeably, all Vietnamese citizens of 14 year-olds or more carrying out procedures for change, re-issuance of citizen identification card, and change from identity card with 09-digits or 12-digits to citizen identification card shall be reduced 50% of the fee rates specified in Article 4 of the Circular No. 59/2019/TT-BTC dated August 30, 2019. From January 01, 2021, the fees for issuance of citizen identification cards specified in Article 4 of the Circular No. 59/2019/TT-BTC shall continue to be applied.

This Circular takes effect from June 22, 2020 to the end of December 31, 2020.

CIRCULAR

On prescribing the rate, remittance of appraisal charges for fire-fighting equipment; charges for appraisal and approval of fire prevention and fighting designs and fees for issuance of citizen identification cards

Pursuant to the November 25, 2015 Law on Charges and Fees;

Pursuant to the Government’s Decree No. 87/2017/ND-CP of July 26, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Finance;

Pursuant to the Prime Minister’s Directive No. 11/CT-TTg dated March 04, 2020 on urgent tasks and solutions to remove difficulties for production and business, ensure social security in response to the COVID-19 epidemic;

At the proposal of the Director of the Tax Policy Department;

The Minister of Finance hereby promulgates the Circular on prescribing the rate, remittance of appraisal charges for fire-fighting equipment; charges for appraisal and approval of fire prevention and fighting designs and fees for issuance of citizen identification cards.

 

Article 1. The rate and remittance of charges for appraisal of fire-fighting equipment

An organization or an individual that submits a dossier of request the competent agency for appraising fire-fighting equipment shall pay charges as follows:

1. From the effective date of this Circular to the end of December 31, 2020, the charge rates to be remitted shall be equal 50% of the charge rates specified in Section I, Section II, Point 2, Section VI, Section VII, Section VIII, Section IX, Part A and Part B of the charge Tariff for appraising fire-fighting equipment attached to the Circular No. 227/2016/TT-BTC dated November 11, 2016 of the Minister of Finance on prescribing the rates, the regime of collection, remittance, management and use of charges for appraisal of fire-fighting equipment (hereinafter referred to as the Circular No. 227/2016/TT-BTC) and 50% of the charge rates specified in Section III, Section IV, Section V and Point 1, Section VI, Part A, Article 1 of the Circular No. 112/2017/TT-BTC dated October 20, 2017 of the Minister of Finance on amending and supplementing a number of articles of the Circular No. 227/2016/TT-BTC (hereinafter referred to as the Circular No. 112/2017/TT-BTC).

Within the period of application of the charge rates specified in Clause 1 of this Article, the charge rates for appraisal of fire-fighting equipment as prescribed in the charge Tariff for appraising fire-fighting equipment attached to the Circular No. 227/2016/TT-BTC and Article 1 of the Circular No. 112/2017/TT-BTC shall not be applied.

2. From January 01, 2021, the charge rates for appraisal of fire-fighting equipment as prescribed in the charge Tariff for appraising fire-fighting equipment attached to the Circular No. 227/2016/TT-BTC and Article 1 of the Circular No. 112/2017/TT-BTC shall be applied.

Article 2. The rate and remittance of charges for appraisal and approval of fire prevention and fighting designs

An organization or an individual that is granted a written appraisal and approval of fire prevention and fighting design by the competent State agency shall pay charges as follows:

1. From the effective date of this Circular to the end of December 31, 2020, the charge rates to be remitted shall be equal 50% of the charge rates specified in Article 5 of the Circular No. 258/2016/TT-BTC dated November 11, 2016 of the Minister of Finance on prescribing the rates of charges for appraisal and approval of fire prevention and fighting designs and charge collection, remittance, management and use (hereinafter referred to as the Circular No. 258/2016/TT-BTC).

Within the period of application of the charge rates specified in Clause 1 of this Article, the charge rates for appraisal and approval of fire prevention and fighting designs as prescribed Article 5 of the Circular No. 258/2016/TT-BTC shall not be applied.

2. From January 01, 2021, the charge rates for appraisal and approval of fire prevention and fighting designs as prescribed Article 5 of the Circular No. 258/2016/TT-BTC shall be applied.

Article 3. The rate and remittance of fees for issuance of citizen identification cards

A Vietnamese citizen of 14 year-olds or more that carries out procedures for change, re-issuance of citizen identification card, and change from identity card with 09-digits or 12-digits to citizen identification card shall pay fees as follows:

1. From the effective date of this Circular to the end of December 31, 2020, the fee rates to be remitted shall be equal 50% of the fee rates specified in Article 4 of the Circular No. 59/2019/TT-BTC dated August 30, 2019 of the Minister of Finance on prescribing the rates, the regime of collection, remittance and management of fees for issuance of citizen identification cards (hereinafter referred to as the Circular No. 59/2019/TT-BTC).

Within the period of application of the fee rates specified in Clause 1 of this Article, the fee rates for issuance of citizen identification cards as prescribed Article 4 of the Circular No. 59/2019/TT-BTC shall not be applied.

2. From January 01, 2021, the fee rates for issuance of citizen identification cards as prescribed Article 4 of the Circular No. 59/2019/TT-BTC shall be applied.

Article 4. Effect

1. This Circular takes effect from June 22, 2020, until the end of December 31, 2020.

2. Provisions on scope of regulations, subjects of application, organization of fee and charge collection; cases of exemption or free from fees; management of charge and fee; documents on the charge and fee collection, publicity of charge and fee collection regimes and other relevant regulations that are not prescribed in this Circular shall comply with the Circular No. 227/2016/TT-BTC, the Circular No. 258/2016/TT-BTC and the Circular No. 59/2019/TT-BTC.

3. Any problem arising in the course of implementation should be promptly reported to the Ministry of Finance to review and additional guidance./.
