SUMMARY

Forms of documents used for customs declaration of exit and entry through land border gates

Information indicators and forms of documents used for customs declaration of outbound, inbound and in-transit air, road, railway, and waterway vehicles under regulations in the Decree No. 59/2018/ND-CP dated April 20, 2018 of the Government are guided in the Circular No. 50/2018/TT-BTC by the Minister of Finance.

Accordingly, information indicators and forms of documents used for customs declaration of inbound, outbound and in-transit waterway vehicles via national single-window system including:

General declaration; Manifest of cargoes exported or imported by waterway transport; Master bill of lading; House bill of lading; List of ship crew; List of passengers; Manifest of personal luggage carried by ship crew or ship employees; Manifest of dangerous cargoes; Declaration of ship’s stores;

In addition, this Circular regulate the forms of printed documents for customs declaration of outgoing, incoming and in-transit road and waterway vehicles are:

Customs declaration of temporarily imported - re-exported road transport; Customs declaration of temporarily exported - re-imported road transport; Customs declaration of temporarily imported – re-exported inland waterway transport; Customs declaration of temporarily exported – re-imported inland waterway transport.

This Circular takes effect on June 05, 2018.

Pursuant to Decree No.152/2013/ND-CP dated November 04, 2013 of the Government on management of motor vehicles put into Vietnam by foreigners for tourism purpose;

Pursuant to Decree No.57/2015/ND-CP dated June 16, 2015 of the Government on amendments to a number of articles of Decree No.152/2013/ND-CP dated November 04, 2013;

Pursuant to Decree No.87/2017/ND-CP dated July 26, 2017 of the Government on functions, duties, rights and organizational structure of the Ministry of Finance;

Pursuant to Decree No.112/2014/ND-CP dated November 21, 2014 of the Government on management of land border checkpoints;

At the request of Director General of General Department of Vietnam Customs,

The Minister of Finance promulgates a Circular providing for information indicators and forms of documents for customs declaration of inbound, outbound and in-transit air, road, railway and waterway vehicles under regulations in Decree No. 59/2018/ND-CP dated April 20, 2018 of the Government.

Article 1. Scope of regulation

This Circular provides for information indicators and forms of documents for customs declaration of incoming, outgoing and in-transit air, road, river way and railway vehicles.

Article 2. Subjects of application

1.Customs authorities and customs officers

2.Customs declarants for outbound, inbound or in-transit vehicles

3.Other regulatory agencies involved in cooperation in state management for customs applied for inbound, outbound and in-transit vehicles

Article 3. Information indicators and forms of customs documents

1.This Circular provides for information indicators and forms of documents used for customs declaration of inbound, outbound and in-transit waterway vehicles via national single-window system. (Appendix I)Including:

a) General declaration;

b) Manifest of cargoes exported or imported by waterway transport;

c) Master bill of lading;

d) House bill of lading;

dd) List of ship crew;

e) List of passengers;

g) Manifest of personal luggage carried by ship crew or ship employees;

h) Manifest of dangerous cargoes;

i) Declaration of ship’s stores;

k) Form No.1: Shipping report;

2.Information indicators provided in customs declarations of outgoing, incoming or in-transit air vehicles through national single-window system (Appendix II), including:

a) Customs declaration of cargoes exported or imported by air transport;

b) Information about master bill of lading/house bill of lading;

c) Passenger List;

d) List of pilot team members on board;

dd) Booking status of passengers (PNR information);

3.Forms of printed documents for customs declaration of outgoing, incoming and in-transit vehicles through air border checkpoints (Appendix III)Including:

c) Form No.3: Manifest of cargoes exported at international intermodal rail terminals;

d) Form No.4: Record of transfer of imported cargoes transported to inland intermodal rail terminals;

dd) Form No.5: Record of transfer of exported cargoes transported to bordering intermodal rail terminals;

5.Forms of printed documents for customs declaration of outgoing, incoming and in-transit road and waterway vehicles (Appendix V) including:

a) Form No.1: Customs declaration of temporarily imported - re-exported road transport;

a) Form No.2: Customs declaration of temporarily exported - re-imported road transport;

c) Form No.3: Customs declaration of temporarily imported – re-exported inland waterway transport;

d) Form No.4: Customs declaration of temporarily exported – re-imported inland waterway transport;

6.Forms of documents for customs declaration of outgoing, incoming and in-transit waterway vehicles shall be consistent with forms of documents used in maritime issued together with Decree No.58/2017/ND-CP dated May 10, 2017 of the Government on elaboration of a number of articles of the Vietnam Maritime Code regarding maritime operations.

Article 4. Effects

1.This Circular comes into force from June 05, 2018.

2.Circular No.42/2015/TT-BTC dated March 27, 2015 of the Minister of Finance on providing for customs procedures applied for outgoing, incoming and in-transit vehicles will be annulled.

3.Should any question arise, entities concerned shall promptly inform the Ministry of Finance (General Department of Vietnam Customs) for further instructions./.
