Circular 36/2026/TT-NHNN amend Circulars on administration of monetary policy, and maintenance of deposit balance at Vietnam Bank for Social Policies

CIRCULAR

Amending and supplementing a number of Circulars of the Governor of the State Bank of Vietnam prescribing the administration of monetary policy, and the maintenance of deposit balance by the State-owned credit institutions at Vietnam Bank for Social Policies due to changes to the organizational structure

Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12;

Pursuant to the Law on Credit Institutions No. 32/2024/QH15, amended and supplemented under Law No. 96/2024/QH15;

Pursuant to the Government’s Decree No. 26/2025/ND-CP defining the functions, tasks, powers and organizational structure of the State Bank of Vietnam, amended and supplemented under Decree No. 198/2025/ND-CP;

At the proposal of the Director of the Monetary Policy Department;

The Governor of the State Bank of Vietnam hereby promulgates the Circular amending and supplementing a number of Circulars of the Governor of the State Bank of Vietnam prescribing the administration of monetary policy, and the maintenance of deposit balance by the State-owned credit institutions at Vietnam Bank for Social Policies due to changes to the organizational structure.

Article 1. To amend and supplement a number of articles of Circular No. 14/2018/TT-NHNN guiding the implementation of measures for administering monetary policy to support credit institutions extending loans for agriculture and rural development, which was amended and supplemented under Circular No. 74/2025/TT-NHNN

To replace the phrase “the Department of Credit for Economic Sectors” with the phrase “the Credit Department” in Clauses 2 and 3 Article 5, Clauses 1 and 2, Point a Clause 2a and Point a Clause 4 Article 6, Appendix I, and Appendix II.

Article 2. To amend and supplement a number of articles of Circular No. 24/2019/TT-NHNN promulgating re-financing in the form of sub-lending under credit dossiers for credit institutions, which was amended and supplemented under Circular No. 76/2025/TT-NHNN

To replace the phrase “the Department of Credit for Economic Sectors” with the phrase “the Credit Department” in Clauses 2 and 3 Article 15, Clauses 2 and 3 Article 20, Point c Clause 6 Article 21, Point c Clause 2, Point c Clause 2a, Clause 3, Point d Clause 4, Points dd and e Clause 5 Article 22, and Appendix No. 09.

Article 3. To amend and supplement a number of articles of articles of Circular No. 04/2021/TT-NHNN on re-financing for credit institutions after loans provided by credit institutions to Vietnam Airlines JSC, and rescheduling of debt repayment, maintenance of debt classification, and setting aside of risk provisions for debts of Vietnam Airlines JSC affected by COVID-19 pandemic, which was amended and supplemented under Circular No. 42/2024/TT-NHNN and Circular No. 16/2025/TT-NHNN

To replace the phrase “the Department of Credit for Economic Sectors” with the phrase “the Credit Department” in the legal bases for promulgation, Points b and c Clause 1 Article 9, Clause 2, Point b Clause 4 and Point a Clause 4a Article 14, Clause 2 Article 15, and Appendices III, IV and V.

Article 4. To amend and supplement a number of articles of Circular No. 10/2021/TT-NHNN on re-financing for Vietnam Bank for Social Policies under the Prime Minister’s Decision No. 23/2021/QD-TTg dated July 07, 2021, on implementation of a number of policies to support employees and employers that face difficulties caused by the COVID-19 pandemic

To replace the phrase “the Department of Credit for Economic Sectors” with the phrase “the Credit Department” in Clauses 4 and 5 Article 8, Point b Clause 2, Point c Clause 3, Point b Clause 5 Article 9, Appendices V, VI and VII.

Article 5. To amend and supplement a number of articles of Circular No. 21/2021/TT-NHNN on maintenance of deposit balances by State-owned credit institutions at Vietnam Bank for Social Policies, which was amended and supplemented under Circular No. 71/2025/TT-NHNN

To replace the phrase “the Department of Credit for Economic Sectors” with the phrase “the Credit Department” at Points b and c Clause 2 Article 6, Clause 2 Article 7, and the recipients section of Appendices 03 and 04.

Article 6. Implementation responsibility

Heads of units under the State Bank of Vietnam, credit institutions, foreign bank branches and Vietnam Bank for Social Policies shall organize the implementation of this Circular.

Article 7. Effect

This Circular takes effect from July 01, 2026./.
