CIRCULAR

Providing techno-economic characteristics for goods on the List of goods and services subject to price stabilisation and the List of goods and services subject to price declaration under the Ministry of Industry and Trade’s management

 

Pursuant to Law No. 16/2023/QH15 on Price, which is amended and supplemented by Law No. 140/2025/QH15;

Pursuant to the Government’s Decree No. 40/2025/ND-CP of February 26, 2025, defining the functions, tasks, powers and organisational structure of the Ministry of Industry and Trade, which is amended and supplemented by Decree No. 109/2025/ND-CP, and Decree No. 193/2025/ND-CP;

Pursuant to the Government’s Decree No. 85/2024/ND-CP of July 10, 2024, detailing a number of articles of the Law on Price, which is amended and supplemented by Decree No. 128/2026/ND-CP;

At the proposal of the Director of the Agency for Domestic Market Surveillance and Development;

The Minister of Industry and Trade promulgates the Circular providing techno-economic characteristics for goods on the List of goods and services subject to price stabilisation and the List of goods and services subject to price declaration under the Ministry of Industry and Trade’s management.

Article 1. Scope of regulation and subjects of application

1. This Circular provides techno-economic characteristics for goods on the List of goods and services subject to price stabilisation and the List of goods and services subject to price declaration under the Ministry of Industry and Trade’s management.

2. This Circular applies to organisations and individuals trading in goods subject to price stabilisation and price declaration in the field of industry and trade; state agencies and other related organisations and individuals.

Article 2. Techno-economic for goods on the List of goods and services subject to price stabilisation and the List of goods and services subject to price declaration under the Ministry of Industry and Trade’s management

The techno-economic characteristics for goods on the List of goods and services subject to price stabilisation and the List of goods and services subject to price declaration under the Ministry of Industry and Trade’s management (with detailed names and specific types) are provided in the Appendix to this Circular.

Article 3. Effect

1. This Circular takes effect on August 17, 2026.

2. Any difficulties or obstacles arising in the course of implementation of this Circular should be promptly reported in writing to the Ministry of Industry and Trade for guidance or consideration of amendment and supplementation as appropriate.-
