CIRCULAR
Providing the list of telecommunications services subject to quality management [1]
Pursuant to the November 23, 2009 Law on Telecommunications;
Pursuant to the June 29, 2006 Law on Standards and Technical Regulations;
Pursuant to the November 21, 2007 Law on Product and Goods Quality;
Pursuant to the Government’s Decree No. 25/2011/ND-CP of April 6, 2011, detailing and guiding the implementation of a number of articles of the Law on Telecommunications;
Pursuant to the Government’s Decree No. 127/2007/ND-CP of August 1, 2007, detailing a number of articles of the Law on Standards and Technical Regulations;
Pursuant to the Government’s Decree No. 132/2008/ND-CP of December 31, 2008, detailing a number of articles of the Law on Product and Goods Quality;
Pursuant to the Government’s Decree No. 17/2017/ND-CP of February 17, 2017, defining functions, tasks, powers and organizational structure of the Ministry of Information and Communications;
At the proposal of the Director of the Vietnam Telecommunications Authority,
The Minister of Information and Communications promulgates the Circular prescribing the list of telecommunications services subject to quality management.
Article 1. The list of telecommunications services subject to quality management and relevant national technical regulations applicable to such services are as follows:

In case a national technical regulation relevant to any of the above services is replaced by a new one, the latter shall prevail.
Article 2. Implementation provisions
1. This Circular takes effect on December 15, 2020, and replaces the Minister of Information and Communications’ Circular No. 35/2015/TT-BTTTT of December 15, 2015, providing the list of telecommunications services subject to quality management.
2. The Director of the Vietnam Telecommunications Authority, and heads of agencies and units of the Ministry of Information and Communications, directors of provincial-level Departments of Information and Communications; directors general and directors of telecommunications enterprises and related organizations and individuals shall implement this Circular.
3. Any problems arising in the course of implementation of this Circular should be promptly reported to the Ministry of Information and Communications (the Vietnam Telecommunications Authority) for consideration and settlement.-
