Circular No. 29/2013/TT-BGDDT dated July 25, 2013 of the Ministry of Education and Training issuing the professional improving program on study abroad advisory
Pursuant to Decree No. 36/2012/ND-CP dated April 18, 2012 of the Government defining the functions, tasks and organizational structures of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/ND-CP dated March 19, 2008 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;
Pursuant to the Decree No. 75/2006/ND-CP dated August 02, 2006 of the Government detailing and guiding the implementation of a number of articles of the Education Law, the Decree No. 31/2011/ND-CP dated May 11, 2011 of the Government amending and supplementing a number of articles of the, Government s Decree No. 75/2006/ ND-CP of August 2, 2006, detailing and guiding a number of articles of the Education Law; the Decree No. 07/2013/ND-CP, dated January 09, 2013 of the Government on amending point b Clause 13 Article 13 of the Government’s Decree No. 31/2011/ND-CP dated May 11, 2011, on amending and supplementing a number of Article of the Government’s Decree No. 75/2006/ND-CP dated August 02, 2006, detailing and guiding implementation of a number of Articles of Educational Law;
Pursuant to Decision No. 05/2013/QD-TTg dated January 15, 2013 of the Prime Minister on Vietnamese citizens studying abroad;
Pursuant to the Minutes dated May 21, 2013, of the Council appraising program on improving professional operations of advisory for study abroad;
At the proposal of Director of Foreign-Involved Training Bureau;
The Minister of Education and Training promulgates the Circular issuing the professional improving program on study abroad advisory,
Article 1.To issue with this Circular the the professional improving program on study abroad advisory
Article 2.This Circular takes effect on September 09, 2013.
Article 3. The Chief of office, Director of Foreign-Involved Training Bureau, heads of units under the Minister of Education and Training, Directors of provincial Departments of Education and Training, heads of educational institutions that are assigned task of improving professional operations of advisory for study abroad shall implement this Circular.

PROGRAM
IMPROVING THE PROFESSIONAL IMPROVING PROGRAM ON STUDY ABROAD ADVISORY

I. OBJECTIVES AND REQUIREMENTS
1. Objective:
a) To supplement, supply, update basic knowledge on education law, professional knowledge, necessary professional skills about study abroad advisory for subjects exercising study abroad advisory and subjects need to be improved, ungraded knowledge and professional skills about study abroad advisory;
b) To support state management over study abroad advisory.
2. Requirements:
a) Regarding knowledge: Having a thorough grasp of viewpoints, directions, policies of the Party and State and legal documents on education and educational international integration; provisions of current law involving study abroad advisory; basic knowledge on educational system of Vietnam and some countries on the world; duties and obligations of persons exercising the advisory service of studying aboard; professional operations of study abroad;
b) Regarding skills: Having a thorough grasp of and improving necessary professional skills for organization of study abroad advisory; developing international education; managing and supporting learners abroad.
c) Regarding attitude: Having consciousness of compliance with law, having occupational responsibility in the course of organizing study abroad advisory.
II. IMPROVING SUBJECTS
1. Vietnamese or foreign persons exercising study abroad advisory.
2. Subjects who wish to be improved and updated knowledge, professional operations on organizing and exercising activities of study abroad advisory.
III. PROGRAM CONTENTS
1. Minimum total knowledge volume: 265 periods, including:
- Compulsory knowledge: 225 periods, including 63 concentrated periods and 162 self-educated periods;
- Optional knowledge: 40 periods, including 10 concentrated periods and 30 self-educated periods.

IV. CONTENT DESCRIPTION OF SUBJECTS
1. Overview of educational policies and law
The main content includes:
a) Viewpoints, directions, guidelines of the Party and policies, current law of State on education, cooperation and investment with foreign countries in education and educational international integration:
- Basic content of Resolutions of the Party about education, cooperation, investment with foreign countries in educational sector; educational international integration;
- Basic content of the acceptable Educational Law, Vocational Law, University Educational Law and documents guiding for implementation;
- Basic content of Strategies, master plans on development of human resource of Vietnam, development of human resource of educational sector, educational and vocational development of Vietnam in periods;
- Basic content of current Government s Decrees on cooperation, investment of foreign countries in educational sector; schemes on overseas training and documents guiding implementation.
b) Current law involving study abroad advisory:
- Basic content of current Decision of the Prime Minister on going overseas for study of Vietnamese citizens and documents guiding for implementation;
- Regulation on exit and entry of Vietnamese citizens;
- Other relevant legal documents.
c) Seminar 1: Learners and lecturers, teachers, reporters, invited guests, experts discuss to have a thorough grasp of knowledge received in class
2. Educational system of Vietnam and some other countries on the world
a) Overview on the educational system of Vietnam:
- Educational objective;
- System of national education;
- List of educational facilities;
- Situation of Vietnamese overseas learners and tendency.
b) The educational system of some other countries on the world:
- Educational system of USA, Canada;
- Educational system of England, Australia, New Zealand;
- Educational system of France, Germany, Russia;
- Educational system of Japan, China, Korea, Singapore;
- And educational system of some other countries.
c) System of education quality calibration and rating of foreign training institutions:
- System of education quality calibration in some other countries;
- The rating system of some prestige educational facilities on the world
d) Some issues about recognition of diplomas granted by Vietnam and foreign countries:
- Overview about recognition of diplomas;
- Treaties, agreements on equivalent recognition of diplomas between Vietnam and other countries;
- Orders of and procedures for recognition of diplomas of Vietnamese granted by foreign educational facilities.
e) Seminar 2: Learners and lecturers, teachers, reporters, invited guests and experts discuss to have a thorough grasp of knowledge received in class.
3. Professional operations of advisory for study abroad
a) Skills of advisory for study abroad:
- Skills of analyzing, studying demand of clients;
- Skills of interviewing, advising, supplying information, orienting and persuading clients;
- Skills of searching information of schools, study program, asking for letter of study invitation;
- Skills of assessing dossier and making a tentative plan for study abroad;
- Skills of preparing dossier applying for scholarship, exemption or reduction of study fees;
- Skills of drafting service contract of study abroad.
b) Occupational responsibility in the course of exercising study abroad advisory
- Common circumstances;
- Responsibilities and obligations of person advising for study abroad;
- Occupational ethics.
c) Management and support for overseas learners:
- Common problems in management and support for overseas learners;
- Skills of managing dossiers of overseas learners;
- Skills of support for overseas learners during study;
- Skills of coordinating with state management agencies and diplomatic missions in managing and supporting overseas learners;
- Skills of making statistic and report.
d) Seminar 3: Learners and lecturers, teachers, reporters, invited guests and experts discuss to have a thorough grasp of knowledge received in class.
4. Optional subjects
a) Organizing international educational events:
- Skills of promotion for international educational activities;
- Skills of organizing events, seminars;
- Skills of drafting contracts;
- Skills of financial management.
b) Developing international education:
- Skills of drafting documents, e-mails, cooperation agreements;
- Skills of bargaining, negotiation as signing agreements with educational facilities;
- Skills of developing partner network.
c) Financial dossier and visa for studying abroad:
- Skills of preparing financial dossier and financial proves;
- Skills of preparing dossier of applying for study-abroad visa
d) Settlement of disputes:
- Disputes arising in operation of service of advisory for study abroad;
- Skills of conciliation of disputes and settlement of complaints.

V. GUIDANCES ON PROGRAM IMPLEMENTATION
Program on improving professional operations of advisory of study abroad served for subjects exercising service of study-abroad advisory and subjects who have not yet had certificate of professional operations of study-abroad advisory and wish to be improved knowledge, professional capability, skills of organization and implementation of study abroad advisory is tool helping the Ministry of Education and Training in managing the work of improving professional operations of study-abroad advisory in improving establishments.
1. Based on this improving program, educational facilities that are assigned task by the Ministry of Education and Training shall formulate detailed outline and documents for special subjects (compulsory and optional subject) so as to exercise improvement for learners.
Subjects who are not improved professional operations of study-abroad advisory must be studied full content of minimum compulsory knowledge of this improvement program.
Subjects who have had certificate of improving professional operations of study-abroad advisory granted by foreign countries are exempted for equivalent knowledge parts.
2. Methods of improvement: essential include presentation, discuss, circumstances, questions and answers, self-education, self-research.
3. Form of organizing improvement: Concentrated.
4. Language used in teaching, test and examination: Vietnamese.
5. After each special subject, learners should be assessed result through tests.
6. Marks from examination at the end of improvement course are basis for educational facilities that are assigned task of improving professional operations of study-abroad advisory by the Ministry of Education and Training, consider and grant certificate of improving professional operations of study-abroad advisory.
