CIRCULAR

Providing the list of telecommunications services subject to quality management

Pursuant to the Law on Telecommunications No. 24/2023/QH15;

Pursuant to the Law on Product and Goods Quality No. 05/2007/QH12, amended and supplemented under Law No. 78/2025/QH15;

Pursuant to the Law on Standards and Technical Regulations No. 68/2006/QH11, amended and supplemented under Law No. 70/2025/QH15;

Pursuant to the Government’s Decree No. 163/2024/ND-CP dated December 24, 2024, detailing a number of articles and providing measures for the implementation of the Law on Telecommunications;

Pursuant to the Government’s Decree No. 37/2026/ND-CP dated January 23, 2026, detailing a number of articles of, and providing measures for organizing and guiding the implementation of, the Law on Product and Goods Quality;

Pursuant to Government's Decree No. 55/2025/ND-CP dated March 02, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Science and Technology;

At the proposal of the Director General of the Vietnam Telecommunications Authority;

The Minister of Science and Technology hereby promulgates the Circular providing the list of telecommunications services subject to quality management.

Article 1. List of telecommunications services subject to quality management

1. To promulgate together with this Circular the List of telecommunications services subject to quality management (hereinafter referred to as the List):

2. Where legal documents or national technical regulations referred to in this Circular are amended, supplemented, or replaced, the amending, supplementing, or replacing ones shall prevail.

Article 2. Effect

1. This Circular takes effect from July 15, 2026.

2. The Minister of Information and Communications’ Circular No. 32/2020/TT-BTTTT dated November 04, 2020, providing the list of telecommunications services subject to quality management, ceases to be effective from the effective date of this Circular.

Article 3. Transitional provisions

In the case of provision of Internet access service on the 5G Land Mobile Network, telecommunications enterprises shall complete procedures for declaration of service quality within 60 days from the effective date of this Circular.

Article 4. Implementation organization

1. The Director General of the Vietnam Telecommunications Authority, heads of agencies and units under the Ministry of Science and Technology, Directors of Departments of Science and Technology of provinces and centrally-run cities, General Directors and Directors of telecommunications enterprises, and concerned organizations and individuals shall implement this Circular.

2. Any difficulties arising in the course of implementation should be reported to the Ministry of Science and Technology (via the Vietnam Telecommunications Authority) for consideration and settlement./.
