CIRCULAR
Prescribing the import of material tobacco under
the 2018 tariff quota[1]
Pursuant to the Government’s Decree No. 98/2017/ND-CP of August 18, 2017, defining the functions, duties, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government’s Decree No. 187/2013/ND-CP of November 20, 2013, detailing the implementation of the Commercial Law regarding international goods sale and purchase and goods sale, purchase, processing, transit agency activities with foreign countries;
At the proposal of the Director of the Import-Export Department,
The Minister of Industry and Trade promulgates the Circular prescribing the import of material tobacco under the 2018 tariff quota.
Article 1. Import quota volume in 2018
The volume of material tobacco (HS Code 2401) to be imported under the 2018 tariff quota is 53,604 tons.
Article 2. Principles of administration
1. Principles of import quota allocation
The allocation of material tobacco import quota must comply with the Ministry of Industry and Trade’s Circular No. 04/2014/TT-BCT of January 27, 2014, detailing a number of articles of the Government’s Decree No. 187/2013/ND-CP of November 20, 2013, detailing the implementation of the Commercial Law regarding international goods sale and purchase and goods sale, purchase, processing, transit agency activities with foreign countries, and documents amending, supplementing or replacing this Circular (if any).
2. Subjects eligible for import quota allocation
Material tobacco import quota shall be allocated to traders licensed for cigarette production by the Ministry of Industry and Trade that have the demand to use a specific rate of imported material tobacco for cigarette production as certified by the Ministry of Industry and Trade.
Article 3. Effect
This Circular takes effect from January 1, 2018, through December 31, 2018.-
