CIRCULAR

AMENDING AND SUPPLEMENTING THE JOINT CIRCULAR NO. 14/2009/TTLT-BCT-BTC DATED June 23, 2009 OF THE MINISTRY OF INDUSTRY AND TRADE AND THE MINISTRY OF FINANCE, GUIDING ISSUE OF CERTIFICATES, THE PROCEDURES FOR IMPORTING AND EXPORTING ROUGH DIAMONDS IN ORDER TO IMPLEMENT THE KIMBERLEY PROCESS CERTIFICATION SCHEME

Pursuant to the Government's Decree No. 189/2007/NĐ-CP dated December 27, 2007 on defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade, the Government's Decree No. 44/2011/NĐ-CP dated June 14, 2011 amending and supplementing Article 3 of the Decree No. 189/2007/NĐ-CP;

Pursuant to the Kimberley process certification scheme (KPCS) applicable to rough diamonds signed on November 05, 2002 in Interlaken, Switzerland;

Pursuant to the Announcement dated August 14, 2012 of the President of the KPCS on the admission of the Republic of Cameroon as a participant in the KPCS

The Minister of Industry and Trade promulgates the Circular amending and supplementing the Joint Circular No. 14/2009/TTLT-BCT-BTC dated June 23, 2009 of the Ministry of Industry and Trade and the Ministry of Finance, guiding issue of certificates, the procedures for importing and exporting rough diamonds in order to implement the KPCS as follows:

Article 1. Supplementing the list of participant in the KPCS in the Annex 1, promulgated together with the Joint Circular No. 14/2009/TTLT-BCT-BTC dated June 23, 2009 of the Ministry of Industry and Trade and the Ministry of Finance, guiding issue of certificates, the procedures for importing and exporting rough diamonds in order to implement the KPCS as follows:

Ordinal numbers, name of participant: Republic of Cameroon, abbreviation: CM

Article 2. Effects

This Circular takes effect on October 31, 2012.
